Project Details
“Appointment of Project Management Consultant (PMC) from concept to
commissioning for "Construction of New Integrated Terminal Building,
Reconstruction of Old Terminal Building, Modification of Existing Expanded
Terminal Building at Civil Enclave Pune Airport, Pune, Maharashtra (India)”.

Bid Evaluation & Selection Criteria

a) The quality parameter shall have a weightage of 80% i.e. 80 marks

b) The financial parameter shall have a weightage of 20% i.e. 20 marks
c) The lowest financial bid shall be treated as equivalent to 20 marks.
d) For other bidders the financial score shall be determined on proportionate basis.
e) Final score of a bidder shall be aggregate of the score thus achieved in the quality
parameter and the financial parameter.
f) The bidder with the highest score in this manner shall be considered for the award of
the work.
g) All calculations will be up .to 2 places of decimal. The individual score in the
quality parameter, financial parameter as well as the final score will be
calculated up to two places of decimal.
h) In case of a tie i.e. two bidders getting same final score, the work will be awarded to
the bidders whose marks obtained in the quality parameter is higher.
i) In case the submission of the bidder in the technical bid, for certain parameter is not
meeting the complete technical requirement (stated in the technical bid Performa), in its
 entirety, the bid evaluation committee reserves the right to evaluate the submissions
based on merit and allocate reduced marks.
j) Bidders who obtain less than 70% marks in the quality criteria will not qualify for
consideration / opening of their financial bid. Top seven applicants shall only be
considered for opening of the financial bid/ financial evaluation. In case the
number of technically qualified bidders is less than two, AAI may consider relaxation in
the threshold score of 70% to an extent that at least two applicants compete for the
assignment i.e. their bids are taken up for financial evaluation.

Bid Submission
Bids shall be submitted in 3 envelopes online through AAI e-tender portal by the bidders:
Envelope-I shall be put in the "PQQ folder" in Technical Bid/ Attachments Section in the portal.
Envelope-II shall be put in the "Tech. Bid folder" in Technical Bid/ Attachments Section in the
portal.
Envelope-III (Financial e-Bid) shall be submitted in "Items· section of e-tendering portal only.

 Envelope-I: - The intimation regarding acceptance/rejection of their bids will be intimated to

the consultants/firms through e-tendering portal before opening of Envelope-II.
 Envelope-II: - The Technical bid of the consultants/firms found to be meeting eligibility
requirements/criteria shall only be opened. Marks obtained by each prospective bidder in
technical evaluation shall be displayed on e-portal, before opening of financial bid i.e.
Envelope-III.
 Envelope-III: - The financial bids of the consultants / firms found to be meeting the
qualifying requirements and technical criteria shall only be opened.
