RATIONALE:
The Philippine Coast Guard (PCG) Region XI is now commencing its “Oplan Guyod” operation that targets
unregistered water vessels plying within Davao Gulf as part of their Safety, Security, and Environmental Numbering
System (SSENS) which covers all the watercrafts in the region after their rounds in different coastal barangays in Davao
Region.
The registration aimed to monitor the activities of sea vessels and apprehend those conducting illegal activities,
terrorism, kidnapping, piracy, smuggling, and other criminal activities. The PCG is cognizant of the fact that criminals use
water bodies as entry point and water vessels as means of transportation. According to the PCG, through this program,
there is now organized monitoring on the movements of watercrafts since each of it has designated SSEN number and
details including owner's names were inputted on their database for easy profiling. The PCG also included unmotorized
bancas after receiving information that these are being used for robbery in ships.
This program is mandated under the PCG Department Order 2017-001, which requires all Philippine registered
sea vessels with 35 gross tonnage and below to register with PCG to monitor all the movements of watercrafts in the
area. Once Oplan Guyod will be implemented, they will impound the vessel until such time the owner could provide the
necessary documents.
With this, the City Government of Tagum is set to convene the owners of all motorized and non-motorized
bancas in the five (50 coastal barangays of the city for Boat Registration which is sponsored by the PCG and PNP-
Maritime Group XI on March 20, 2018 which will be held in Barangay Liboganon Gymnasium, Tagum City. Other than
that, the government officials/employees and/or functionaries will also be inducted as Deputized Fishery Law Enforcers
after completing the Fishery Law Enforcement Training (FLET) conducted by the World Wide Fund for Nature-
Philippines, Bureau of Fisheries and Aquatic Resources (BFAR) XI and PNP-Maritime Group XI dated last March 8-11,
2017 held at Tagum City.

OBJECTIVE/S OF THE ACTIVITY:


1. To monitor the activities of sea vessels and apprehend those conducting illegal activities, terrorism, kidnapping,
piracy, smuggling, and other criminal activities.
2. To deputized the Fishery Law Enforcers to strengthen the enforcement of fishery and environmental laws and
policies for the coastal-marine protection and management of Tagum City.

METHODOLOGIES:
1. Coordinate with City Mayor for the approval of the activity and City Budget Office for the budget allocation;
2. Coordinate with the PCG XI, PNP-Maritime Group XI, WWF-Philippines and BFAR for the facilitation of Boat
Registration program.
3. Induct the Fishery Law Enforces as paralegal team with vested power to apprehend any violators of fishery laws and
policies

BUDGETARY REQUIREMENTS: Php 11, 700.00

 Lunch (60 pax x Php 170.00) = Php 10, 200.00


 Tarpaulin = 1, 500.00
Total = Php 11, 700.00
EXPECTED OUTPUTS:
1. Registered 280 motorized and non-motorized banca and deputized 44 fishery law enforcers.
