Functional Statement

OFFICE OF THE VICE-CHAIRMAN AND GENERAL MANAGER

 Sits as Vice-Chairman of the Board of Directors and performs the


functions as mandated under RA 1169 and RA 10149;

 Directs, manages and is responsible for the day-to-day operations of the


Agency in accordance with the policies set forth by the Board of
Directors;

 Participates in the deliberation of office policies, recommends for Board


approval of appointments and fixing of salaries of office personnel,
contracts and other official documents;

 Recommends for Board approval any operational policies to be


established for implementation as well as amendments and revocation
of existing policies;

 Recommends for Board approval the Agency’s new activities, plans,


projects and programs, including their enhancements, amendments and
cessations;

 Ensures that the approved policies of the Board are strictly implemented;

 Monitors and evaluates the performance of the different sectors and


departments;

 Coordinates and meets with other government agencies, NGOs and


other offices/organizations in relation to the various activities and
projects of the Agency;

 Decides on matters regarding personnel movement in accordance with


existing Civil Service rules and regulations, subject to confirmation of the
Board of Directors;

 Implements sound strategic policies and guidelines of the Agency on


major capital expenditures;

 Establishes programs that can sustain the long-term viability and


strength of the Office;

 Ensures that adequate procedures, systems and practices that protect


the Agency’s assets and reputation are in place and are maintained;

 Establishes a process for the selection of qualified and competent


officers and adopt an effective succession planning program for
Management;

 Performs such other related duties and functions as may be deemed


necessary.
