19-6565 9/27/19 07:09 108 Martin Firearm Recovery Firearm discovered in street by Tyler Papia. Located in street near
Telephone Call 108 Martin recovered a sccy 9mm-stolen. Related to TS related to
patrons coming from GG's. Related to 19-6562.
This firearm recovery along with the large group and drug issues
and bikers etc. Created a very serious safety concern. Chief Simos
working with Safety Director on ongoing issues. We are still getting
noise and drug complaints in general from residents.

Located Deborah L Young IDN: RU048885/Oh WA DC just trying to
Telephone Call stop intoxicated friend from driving drunk.
Both parties were coming from GG's bar. Per manager (Nikkaya
Groomes) she was DCI at bar was there for 2 hours and was causing
problems the entire time so they kicked out w/ a friend. Groomes
made a positive ID. They did not call the PD. LT Ungruhe warned
Groomes on the need to call the PD when they have intoxicated

someone. The two were outside by STBN Pub arguing for 45 mins
because Whatley wanted to drive. Patron at St. Bernard Pub called

20-0012 1/1/20 16:13 GG’s Business Trouble Joe VanZandt came in to meet with LT Ungruhe to discuss ongoing
Report trouble that he was made aware of by numerous persons at his
Walkin business (GG's bar). He had tried to meet a couple weeks prior but
never connected because of his sons health. I discussed some of
the main issues in general (noise complaints, disorderly patrons,
drug complaints, prostitution complaints, parking issues, large
biker incident, traffic stop gun thrown from car incident, traffic
stop OVI, disorderly patrons blocking parking lots impeding traffic
flow out in the streets etc. and no calls from the bar etc.) I
explained that I had personally spoken to Groomes on several
occasions and so did LT Matheson and we have seen no
improvement. I explained our concerns and the
complaints/problems we have been receiving from a wide variety of
citizens. I told him that if he doesn't meet with Groomes and do
something about this he leaves us no options but to start a case
with liquor control and that may ultimately cause him to lose his
license so him coming in to show he wants to improve things there
is a step in the right direction. He would like to discuss the issues in
detail with LT Matheson (3rd shift) and Chief Simos who has been

working on this issue for some time. We decided to meet with him
alone first to give him details that he could go back to Groomes
and decide how they want to fix them before it becomes a bigger
issue and maybe he could get her to take some action on these
concerns. I setup a meeting for Joe and Matheson/Simos on this
Friday at 1145 PM at the PD. I contacted LT Matheson and he will
follow-up. Joe mentioned during the taped meeting that he is
willing to break the lease if we are too that point but wants to make
an informed decision. 7R90 was advised and will attend.

20-0058 1/3/20 02:37 GG’s Disorderly Group Disorderly Group (Group of people leaving GG's Bar walking in the

20-0142 1/6/20 11:51 GG’s See Complainant See Complainant (Joe VanZandt) Owner of building. He was
Walk In requesting an officer present while he changes the locks and posts
the front door. Unfortunately, he placed a STBN PD business card
with his posting and persons then were reporting the PD had
locked out Groomes. We had nothing to do with that action; the
property owner Van Zandt made an informed decision to break
the lease and lock Groomes out which is a civil matter not a
criminal matter.

the problems but as you can see she was informed many times in
addition to other phone calls from LT Matheson to her. The
property owner (Joe Van Zandt) made a decision to lock her out

after hearing all the facts. In that phone call he claimed the PD had
given him an ultimatum. We did not, we presented the problems
and told him what could happen as a worst case scenario but
ultimately it was up to him as to what he wanted to do since he
came to us in the first place.
Conclusion:
Since the broadcast we’ve had people asking why we forced a
minority business out of town. We did not lock her out or do any
posting or forcing of any kind; we respond to problems and
violations of law. We have had people ask why we didn’t work with
Groomes. We did; we identified ongoing problems that may affect
their license/business and told them these problems are adversely
affecting our citizens based on their complaints. We tried very hard
to work with Groomes and Van Zandt for several months with many
warnings trying to guide them along the way.
When you get large disorderly groups and have drugs and guns
showing up the citizens have a right to be concerned for their safety
and we have due diligence to inform businesses of problems that
may adversely affect their safety.
