1. PURPOSE

The purpose of this procedure is to provide information for the construction of


Asphalting works intended for the projects and to ensure compliance with all the
instructions and regulations of Saudi Aramco Plant. This is also to assure that the other
works affected by the above –mentioned activity is in accordance with the IFC-
Drawings, procedures, applicable standard and specifications.

2. SCOPE

This scope of works includes all the affected areas which are covered by the excavation
and to be re-asphalt after completion of all foundations prior to hand over.

5. RESPONSIBILITIES
The following list comprises the minimum responsibilities for each designated
person that will be involved for this particular activity/procedure.

5.1 Project Manager

The Project Manager is the over – all in charge of the project. He monitors compliance
by all key personnel, Sub –contractors and all parties to the governing procedures,
standards, codes, drawings and specifications.

5.2 Site Superintendent

The Site Superintendent directly supervises the work and he is leading the Team of
Superintendent, Supervisors and Foreman for the execution and conformance of the
particular works/activities and procedures. He ensures that all site works are achieved in a
timely manner and complete the work within the given schedule. He will assure that
activities to be done are in compliance with the approved procedures, specifications
drawings and other relevant documents necessary to complete the work. He will be
reporting to the Project Manager, the progress and any problems that may arise prior and
during the execution of this particular activity.

5.3 QA/QC Inspector

Main responsibility is to oversee all activities in relation with quality control and assurance
that it conforms to the approved procedures, standards, codes, drawing issued and
approved specifications, etc. He will be reporting to the Project Manager the Quality
Report or make recommendation for any problems encountered during the execution of a
particular activity. He also facilitates the QA/QC submittals to BEMCO/ Saudi Aramco
particularly the (RFI) Request for Inspection with the Project Inspection Division (PID)
and coordinate with Saudi Aramco Project Management Team (SAPMT).

5.4 QA/QC Inspector

The QA/QC Inspector Shall is responsible for the implementation of the quality
procedures for this particular job. The QA/QC monitors and check the activities involve,
and assure that activities ae in compliance with the approved Drawings, Standards, Codes,
Specifications and other relevant documents or procedures. Initiates the Request for
Inspection (RFI) after verification of the activities involved is completed .They are
responsible for the preparation and submittals of all QC documentations.

5.5 Safety Engineer;

The Safety Engineer checks the risks and other hazards for each particular activity and
analyzes the procedure in executing the works to be completed. They ensure compliance of
all personnel to all safety requirements by wearing personal protective Equipment (PPE),
proper use of lifting equipment (crane) & devices including the condition and proper
positioning, and that necessary permit or certificate is all Valid and available. The Safety
Supervisor verifies the installation of safety tools and abiding to the Safety Procedures. He
checks areas for possible unsafe condition s and coordinate with the Site Superintendent &
Supervisors in ensuring that work is carried out in compliance to the Project Safety Plan.

5.6 Independent Third (3rd) Party Lab Test Agency

The Laboratory Test Agency is responsible for all the laboratory tests and field assurance
quality works required in this project. He provides technical laboratory results to the Field
inspectors which are monitoring the quality of work at site, and submit at the soonest time
possible all the test results or he will make a report of the laboratory findings to the
QA/QC which will be later on submitted to BEMCO/Saudi Aramco for further review
and approval.

6. EQUIPMENTS & OTHER ACCESSORIES

The Contractor is intending to the following tools, equipment and other accessories as
minimum requirements in executing the works:

7. EXECUTION PROCEDURE

Prior to commencement:

7.1 Safety:

Prime importance shall be given for personnel safety and protection of utility
lines/services. It shall be ensured that the involved are aware about the Company
Safety regulation and confirm that the machineries are regularly maintained.

Further to above, the following key points shall be considered important.

7.1.1 Drivers & Operator’s shall have valid registration and security passes
7.1.2 All moving vehicle /requirement shall have reverse horn.
7.1.3 Deep excavations shall be adequately shored, barricaded and
Warning signs & lights shall be posted.
7.1.4 Road safety signs/road diversion signs shall be installed wherever applicable
For the safe movement of vehicles and equipment.
7.1.5 All major equipment shall be tested and certified by Third party and
Mobilization to site.

7.2 Existing Services and Facilities:

7.2.1. Before commencement of the work, ascertain the nature and location of all
existing above and underground services at site by visual survey and
reviewing the service layout drawing (if available)
7.2.2. If any protection, re-routing, termination or removals of services are
required for the smooth progressing of work, it shall be discussed and written
approval shall be obtained from COMPANY as appropriate. For service
protection, approved method of protection shall be adopted.
7.2.3. A warning tape shall be tied at a distance of 2 meters away from the
Services/as warning sign, to restrict the movement of the equipment.
7.3 Survey:

7.3.1Do the necessary survey to mark the area, install/provide markers,


stakes, and establishes the elevation to be used as the reference point.
7.3.2 All lines and grades shall be located, established and marked by the
Surveyor for specific use during construction stage or as necessary for the
construction operation.
7.3.3 Establish and protect sufficient number of station to re-establish the stations
if they are disturbed during work.
7.3.4 Post wooden stack for line and gradient of the road.
7.3.5 If required, the existing road shall be blocked, re-routed and traffic diversion
signs shall be posted prior to the commencement of the work.

7.4 Fill / Backfill and Compaction Work:

7.4.1 Fill / Backfill works shall be in accordance with “SAES-A-114: Excavation


and Backfill”, Scope of Works and IFC Drawings.

7.4.2 The total average height to be filled / backfilled from the existing grade up
to required finished grade elevation. Fill material shall be placed in lifts until the
final layer is reached.

7.4.3 Fill material shall be placed in lifts not exceeding 200mm (8inches) in
loose depth, other lift thickness may be approved by the appropriate Saudi Aramco
inspection representative based on a field test section using the intended compaction
equipment.

7.4.4 All other fill shall be compacted to a density equal as shown in the drawings or
equal to that of adjacent in-situ material as appropriate.

7.4.5 Compaction shall begin only after the fill or backfill has been property placed and
the material to be compacted is at the proper moisture content, +/- 3% of the
Optimum moisture content per ASTM. However, when ASTM/ASTM is the
Appropriate test Procedure, there is no applicable optimum moisture content.

7.4.6 Compaction Water: Water used for compaction of fill material shall be reasonably
free of salt, oil, acid, alkalis, organic matter, or other deleterious substances. Use of
water with a TDS in excesses of 10,000ppm such brackish water, seawater or water
obtained from ground pits such as water is not available.

7.4.7 Compaction by water jetting or flooding is not permitted for most fill material.
However, flooding may be used if the fill material is cohesion less freely draining sand.
7.4.8 In no case shall compaction be allowed on slopes greater than 1 (v) to 5 (H)
(20% slope).A series of horizontal benches, steps, or terraces, at least 3048mm (10 ft)
wide, should be cut in to existing and natural slopes before adding new fill.
Construction of new slopes shall be accomplished by compacting horizontal fill
layers at least 1 roller width beyond the design edge of the slope and then trimming
back to achieve the final slope dimensions.
7.4.9 Compacted surfaces of fill and backfill shall be finish graded to the cross-section,
lines, grades, and elevations as indicated in the drawing.7.4.10 After compaction
procedure is done, a minimum of at least one compaction / in-place density and
moisture content test must be performed on every lift of fill, and further Placement shall
not be allowed until the required density has been achieved.

7.4.11 In-place density and moister content of soils shall be determined by the Sand-Cone
Method per ASTM D1556, Nuclear method per ASTM D2922, the Rubber
Balloon method per ASTM D2167, or the Drive-Cylinder method per ASTM D2937.
Acceptance testing of in-place density and moisture content (field Density Testing) on
compacted. Fill shall be performed at the following rates:
 Under area for paving – one test every 180m2 (2000 ft2) of each lift.
 Road bade and sub-base – one test every 180m2 (2000 ft2) of base or sub-base.
 Generally fill – one test every 460m2 (5000 ft2) of each lift.

7.5 Asphalt concrete paving:

7.5.1 Construction of asphalt concrete paving Asphalting works shall be in accordance


with “SAES”, Scope of works and IFC drawing.

7.5.2 New asphalt patrol road will cross above existing lateral line as per scope of
Works and IFC Drawings.

7.5.3 Asphalt shall not be placed prior to a recorded pre-placement inspection and
Authorization by SAPID and/or SAPMT – Representative.

7.5.4 The top of asphalt elevation is approximately from top of the existing.
7.6 The contractor shall provide the correct equipment & tools necessary for the
Activities mentioned-above.

7.7 The contractor shall follow the necessary inspection procedure of Saudi Aramco
including using of applicable forms for the Quality Control Records.

7.8 The contractor shall always wear the necessary proper Personal Protective
Equipment (PPE) while doing this activity mentioned above.

This document will be distributed by the site technical office to the concern Discipline
and personnel that may be involved for this activity.

All record generated from this activity, including the corresponding inspection
documents shall be filled and maintained in the Quality Recodes.
