FILM CITY: AN OVERVIEW

 A Film City is a studio complex that provides all the facilities required for film
making to movie producers across the globe, including providing the flexibility
to use the outdoor spaces for shooting purposes easily

 It comprises several studios, sets, backlots, a wide range of production and


post-production and other film industry services/ facilities that can
accommodate several film and television productions simultaneously

 A Film City is not only used by film makers but also serves as a popular tourist
spot and recreation centre featuring many natural and artificial attractions
including gardens, landscapes, amusement parks, statues, miniatures, streets,
hotels, restaurants and shopping destinations. Tourists can take studio tours
across the complex

India is the largest film producing country in the world and its cinema is becoming
increasingly popular in various countries around the globe. It is a powerful medium that
provides entertaining information on history, civilization, variety of cultures, religions,
socio-economics and politics in various regional languages. More and more people,
irrespective of their ethnicity, watch Indian films in many parts of the world, thereby
creating the need to promote the industry.

 The Indian film industry is the largest in the world in terms of number of films
produced with around 1,500 to 2,000 films produced every year in more than 25
languages

 Indian film segment majorly comprises of Hindi films. Hindi films contribute almost
40% to the net domestic box office (BO) collections annually, comprising 17% of the
films made. Films in 29 other Indian languages contribute almost 50% to the net
domestic box office (BO) collections, comprising 75% of the films made. Hollywood and
international films comprise the balance*

 The film industry in India is very fragmented with numerous film production studios –
many of which are owned by film celebrities. As per Industry sources, top six studios in
the US collectively generate more than 80% of box-office receipts. Hollywood studios
such as Fox, Viacom and Disney have their co-production and distribution arms in India

 Low investments in high-quality scripts and star-centric films have limited the
international appeal of Indian films. However, that is changing fast. Indian audiences
are becoming more discerning (driven by urbanization, rising middle income group,
and exposure to Hollywood films), allowing Indian film-makers to provide strong

 Strong regional content is also gaining acceptance in both


domestic as well overseas market. Baahubali, a Telugu-

With its snow-clad mountains, colourful flora and fauna, splendid lakes, Uttarakhand is
endowed with topographic diversity and pristine natural beauty. Dotted with large
number of beautiful locales, it is an ideal destination for shooting of films. More than 150
films have already been shot in the State since its inception.

Initiatives by State Government

 The State Government of Uttarakhand introduced a Film Policy in


order to promote Uttarakhand as a major tourist destination and
make shooting of films in the State a lucrative and hassle-free option
 It encourages the development of the picturesque locales in the state
and propagate them to the outside world through the films, which in
turn would help generate employment avenues for the local people

 The Government is making efforts to upgrade infrastructure in the


State. The total screens in the State increased by 15% in 2017 over

UTTARAKHAND FILM POLICY

To provide a significant boost to regional cinema, Uttarakhand Government has


announced a new policy to promote and encourage production of quality films in the
State: Uttarakhand Film Policy 2015. Salient features of the Policy include:

 To popularise the State as a major tourist destination through films


1 worldwide, the Uttarakhand Government has exempted all films shot in
the state from shooting charges

 50% discount for Film units during the time of shooting will be provided
2 on Rest houses of Garhwal Mandal Vikas Nigam Ltd and Kumaon Mandal
Vikas Nigam Ltd

 Financial assistance on land will be given to investors on establishment


3 of Film studios/ Laboratory

 Based on merit, Films having more than 50% or more outdoor shooting
4 in Uttarakhand will be made Tax free

 The State may consider financing (up to INR 1.5 Crores) for Hindi films
5 with production cost up to INR 2 Crores

 Incentives for expenditure incurred in processing of Films produced in


Uttarakhand regional language: 30% or up to INR 25 Lakh (whichever is
6 minimum) if processing is done in Uttarakhand situated lab, else 25% or
INR 20 Lakh (whichever is minimum) if processing is done outside
 Incentives for expenditure incurred in processing of Regional Films
other than Uttarakhand for which 75% or more shooting is done in

OPPORTUNITY FOR DOMESTIC AND INTERNATIONAL TOURISTS

Tourism is a major driver of economic growth and livelihood promotion in Uttarakhand,


with the services sector contributing over 34% to the total Gross State Domestic
Product (GSDP) in the year 2015-16.

The domestic tourist arrivals in Uttarakhand have increased from 10.5 million in year
2001 to 34.6 million in year 2017. Meanwhile, the foreign tourist arrival has increased

DEVELOPMENT OF FILM CITY FEATURING POST-PRODUCTION FACILITIES

 The project involves development of a Film City, providing


production and post production services to local and
foreign film makers, an amusement park with attractions/
rides/ shows for kids, as well as other recreation activities
for all age groups
 The project also involves development of peripheral
Project Brief infrastructure, such as hotels, food & beverage
establishments and retail areas including merchandise
stalls to diversify the revenue composition. Longer stays
and enhanced customer experience will contribute towards
increased revenues for the Film City

 The target market for Film City are the domestic and
foreign film makers as well as tourists
Target Market  Due to large number of local/ weekend tourists, this
demand is generally found to be high during weekends,
festivals and public holidays

 Film City would be situated in Patwadangar, Nainital on a


plot measuring 103 acres
Project Location  Land belongs to Pant Nagar University. Department of

INDICATIVE PROJECT COST

The indicative project cost has been calculated based on capital requirement/investment
of a typical Film City with production and post production facilities, hotels and an
amusement park with basic rides for children. However, it may vary project to project
based to location, project components, cost of labour, etc.

The total project cost is likely to be between INR 350 – 400 crore. Parameter-wise
percentage distribution of costs is provided in the table given below:
