1.0 Introduction
1.1 About this Document
This document presents the Market Network Model (the “MNM”) that will
be used in the Philippine Wholesale Electricity Spot Market for the Luzon
and Visayas Grids and provides the detailed information on its
development. This document also presents the register of market trading
nodes.
1.2 Purpose
This document aims to:
1.2.1 Provide for transparency in developing the WESM Market Network
Model.
1.2.2 Comply with the requirements of the WESM Rules clauses 10.4.4
and 10.4.5 in relation to clause 3.2. and of the WESM Market
Network Model Manual.
1.3 Scope
This document currently covers the market network model for the Luzon
Grid and the Visayas Grid. The Luzon model is being used in the
commercial operations of the WESM in Luzon while the Visayas
commercial version model is being used for the WESM Trial Operations in
the Visayas.
1.4 Intended Audience
This manual is intended for use of the Market Operator, the System
Operator and the Trading Participants.
1.5 Background
The WESM Rules clauses 10.4.4 require the Market Operator to develop
and seek approval from the Philippine Electricity Market Board (the “PEM
Board”) of the Market Network Model that will be used in the WESM, prior
to spot market commencement date. This is implemented in the WESM
Market Network Model (MNM) Manual, which further require that the MNM
to be used for market commercial operations shall be reviewed and
endorsed by the WESM Technical Working Group (now the Rules Change
Committee) to the PEM Board for approval.
Prior to the conduct of the factory acceptance testing (the “FAT”) of the
Market Management System (the “MMS”), the Market Operations group of
PEMC developed and prepared the market network data (the “MND”) files
for the initial market network model based on the National Transmission
Corporation (the “Transco”) System Planning 2003 PSS/E data and was
used for the MMS FAT.
Upon completion of FAT, the market network data files were further
developed in November 2004 based on Transco System Operations
Energy Management System (EMS) transmission model. The resulting
MNM was used in the Site Acceptance Testing (the “SAT”) of the MMS.
Additional enhancements were made in the MNM prior to and during the
Trial Operations Program (TOP) of the WESM (TOP MNM Version 1 & 2).
The enhancements include the modeling of embedded generators with
available Remote Terminal Units (RTU) and sub-transmission system.
During the TOP, additional enhancements in the model were made to
accommodate pumping mode of the pump storage plant, station service
use, revalidation of network parameters from the latest SO PSS/E data
and block unit modeling of some plants. The results of these
enhancements are now incorporated in the Commercial Operations
version (Version 3.0) of the MNM.
Version 3 of the Luzon MNM was endorsed for approval by the interim
Rules Change Committee on January 5, 2006 and was subsequently
approved by the PEM Board on 19 January 2006. This document was
likewise approved by the PEM Board on 19 January 2006.
Subsequently, some generators within Luzon have signified their intention
to have their generating units aggregated in their registration. On the other
hand, the load representation was disaggregated to each feeder in order
to have a more specific load or customer representation in the Market
Network Model. The Luzon MNM was likewise reviewed by Transco
System Operations, with updates on the network parameters used.
These changes are now documented in this document (Issue 2.0) and
reflected in the Version 4 of the Luzon MNM.
Version 5 of the Luzon MNM reflects changes and updates in the Luzon
Grid as advised by the System Operator as well as changes in the
modeling of specific facilities or units requested by the Trading
Participants.
Since the Luzon WESM commercial operation, the Market Network Model
has been continuously updated in accordance with the updates/changes
in the power system grid as advised by System Operations. Appendix 4
shows the details of the changes in the model up to the present.
2.1 Area – refers to the three major power system grids of the Philippines
namely the Luzon Grid, the Visayas Grid and the Mindanao Grid.
2.2 Zone – the geographical location assigned to a particular resource and
station. A numerical prefix is used to all resources and stations name
from 1-9 to identify a particular zone in which they are connected, as
follows: 1 - North Luzon, 2 - Metro Manila, 3 - South Luzon, 4 -
Leyte/Samar, 5 - Cebu, 6 - Negros, 7 - Bohol, 8 - Panay, and 9 -
Mindanao.
2.3 Zone Name – name used to define the particular zone in the MMS
namely: NORT for North Luzon, METR for Metro Manila, SOUT for South
Luzon, LEYT for Leyte/Sama, CEBU for Cebu, NEGR for Negros, BOHO
for Bohol, PANA for Panay, and MIND for Mindanao.
2.4 Load Group Name – name used to define the particular group of loads in
the MMS namely: NORT_LG for North Luzon Load Group, METR_LG for
Metro Manila Load Group, SOUT_LG for South Luzon Load Group,
LEYT_LG for Leyte/Samar Load Group, CEBU_LG, for Cebu Load Group
NEGR_LG for Negros Load Group, BOHO_LG for Bohol Load Group,
PANA_LG for Panay Load Group, and MIND_LG and Mindanao Load
Group.
2.5 Resource Node Name – refers to a particular generating unit or a
particular load/customer. A numerical prefix is use to indicate at which
zone a resource is connected, e.g. 1MAGAT_G01 is generating unit
located in North Luzon; 3LABO_T1L1 is load connected in South Luzon.
2.6 Station Name – name convention assigned to a particular power
substation in which a resource is connected. A numerical prefix is used to
indicate at which zone a station is connected, e.g. 2ARANETA - Araneta
substation located in Metro Manila; 5BANILAD – Banilad substation
located in Cebu.
2.7 Common Name – refers to the actual name of a particular plant.
2.8 Company Name – refers to the owner of a particular plant.
2.9 Customer Name – refers to a distribution company, electric
cooperative or private entity that purchases electricity in the WESM.
2.10 Trading Participant – refers to a person or an entity registered with the
Market Operator as either: (a) a customer; or (b) a generation Company,
3.0 Responsibilities
The Energy Management System (the “EMS”) of the System Operator provides the
power system snapshot to the MMS every five (5) minutes. The EMS snapshot is a
breaker-oriented representation of the power system and provides the injections and
withdrawal of power (i.e., MW and MVAR) and the status of the individual power circuit
breakers connecting the power equipments at all the monitored points in the power
system.
The snapshot essentially provides the latest condition and topology (up to 5 minutes) of
the power system to the MMS. The MMS then translates the breaker-oriented
information EMS model into the bus-oriented Market Network Model. This information is
then used by the MMS in determining the latest system condition and produce
schedules and prices in the electricity market.
Appendix 1 of the MNM Manual details the parameters to be used in defining the
physical power system into its mathematical representation. The parameters defines the
topology of the power system, impedances, thermal limits, line and equipment loss
parameters, generator parameters and High Voltage Direct Current line limits. These
information are taken from the PSS/E Base Case provided by SO to MO.
The following lists the other modeling requirements and information used in defining the
Market Network Model in the MMS:
1. WESM Market Network Model Area definition. For the MMS, three (3) Areas
were defined for the Philippine Power System. These are:
a. Luzon
b. Visayas
c. Mindanao
2. The three areas are further categorized into nine (9) zones. The zones have
been defined based on geographic location. The zones also define the load
group in the network data files.
For examples,
1MAGAT for Magat Substation located in North Luzon
2ARANETA for Araneta Substation located in Metro Manila
3CLACA for Calaca Switchyard located in South Luzon
4ISABEL for Isabel Substation located in Leyte
5BANILAD for Banilad Substation located in Cebu
6AMLAN for Amlan Substation located in Negros
7UBAY for Ubay switchyard located in Bohol
8DINGLE for Dingle Substation located in Panay
9DAVAO for Davao Substation located in Mindanao
5. Names have been provided for each transmission line and transformer circuit.
They are represented by identifying “from” which a line is connected and “to”
which station it connects into as defined in the PSS/E data. e.g.
1HERM_2BAL1 is Line 1 connecting Hermosa Substation located at North
Luzon to Balintawak Substation located at Metro Manila.
11. Power Circuit Breakers have been named based on the Transco existing
breaker coding system and removing the “BKR ” prefix. E.g. BKR 81BT124 of
Transco is equivalent to 81BT124 of MMS. Some dummy breakers are
incorporated in the MNM to accept or pass validation process of the MMS
during uploading. like some generator breakers which are not monitored by
the EMS SCADA. These breakers are always assumed as “CLOSE” status.
E.g. 60ST4 generator breaker of 1T_ASIA_G01.
12. Embedded generating facilities that are not injecting or exporting energy to
the grid and no available real-time unit (RTU) monitoring facilities are not
modeled in the MNM.
Note: A complete list of resources, stations, and other parameters use in the Market
Network Model are listed in Appendix 3 (Market Network Model Resources, Stations
and Parameters Descriptions) of this manual.
