To: Jackson Jambalaya Date: December 27,2019 Offender Michael Williams #K3492 was moved from George County to the Mississippi State Penitentiary where he was assaulted by MSP sta ic RE 0 October 3, 2019 at Unit 29 in the holding tank for writing a letter to ‘Commissioner Hall. The staff was instructed to beat the offender (Michael Williams) by EEE because he (offender williams) wrote a letter to Commissioner Hall and he said he was doing this out of good faith for the commissioner. The staff assaulted inmate Williams by kicking and punching the offender and saying you gonna write another letter. The inmate did get medical attention from (III for his injuries he received from the assault by staff. The incident was reported to the Warden, Deputy Warden, Correction Investigation Division, Deputy Commissioner IEE and nothing have been done about it. The inmate was wrote RVRs for writing the letters so why would they beat him up. This assault is being swept under the rug. There was no policy followed. No staff completed a Use of Force Report. The inmate rights has been violated. No Policies have been followed at MSP in over 2 years. This is not the first time an inmate assault have happen. On April 19, 2018 offender Robert Spencer #7901 was assaulted by HE 2nd Officer IEEE» unit 29 ym when was moved from Marshall County Correctional facility. The assault was witnessed by Unit 29 administrative staff and Marshall County staff. No Use of Force Report was done on this assault. Between April 6-9 2018 a shakedown was done at Unit 29 and between $2600-$2900 was found by Ml Officer lord III it the money. Also during a shakedow staff found over $900.00 and kept it. This is a common thing at MSP with the i on il when contraband is found money is kept and cell phones sold back to the inmates. When contraband is found the want the contraband turned over to him and so they can open it. This s not policy. I an needs tobe investigated (On November 7,2028 Lt. Tony Foster was stabbed by an inmate, The offender was taken to Unit 29 holding tank. While the offender was in Unit 29 holding tank he was assaulted by Offic —_—_—_ and other staff IIE as placed on leave forthe assault but nothing have happen to the staff that beat up offender Michael Williams #3492.
