1. Can you consider President Rodrigo Roa Duterte as a good leader based on the 21 indispensable
qualities of a leader?

Halfway into the Presidency of Rodrigo Duterte in the Philippines, I have observed and
witnessed so far, his undeniable strong sense of leadership within him through his dedication to
generally improve the country. He possessed the abilities and characteristics of being a national leader
which is reflected by his major accomplishments for the nation. To name a few, he has lived up to his
promise to persistently eradicate illegal drugs through his nationwide implementation of the “anti-
drug campaign.” Although the “bloody war on drugs” is not that easy, his courage to face this unending
and frightening national problem and his strong determination to solve it made way to decrease the
country’s cases of illegal drug use. Besides that, one of his greatest efforts and plans for his country
was his aggressive infrastructure plan. The Duterte administration’s “Build, Build, Build program” is
currently ongoing which involves massive infrastructure development in the region particularly in the
NCR, building underground railway systems, and rehabilitation of the deteriorating MRT3. He is truly
a remarkable leader for he seeks to find ways of executing his visions and ideas into reality. Although
his mannerisms particularly his frequent use of vulgar language is showing the resemblance of
unprofessionalism, this doesn’t’ necessarily mean that he is a bad leader. Based on my perspective,
there is no doubt President Duterte holds the qualities of being a good and effective leader.

1. BE PROACTIVE – “I commit to plan what I want to accomplish and then take action"
2. BEGIN WITH THE END IN MIND – “I commit to believe and trust my abilities to whatever I would
like to achieve in life”
3. PUT FIRST THINGS FIRST – “I commit to finish my tasks before deadlines and manage priorities”
4. THINK WIN-WIN – “I commit to collaborate well and share the credit with other people”
5. SEEK FIRST TO UNDERSTAND… THEN TO BE UNDERSTOOD – “I commit to being open-minded
and listen to other people's opinions, suggestions, and viewpoints"
6. SYNERGIZE – “I commit to brainstorm ideas and help out the team to produce the best outcome”
7. SHARPEN THE SAW – “I commit to be flexible and to adapt to the changes around me”
