INFORMATION TO APPLICANTS

1.0 INTRODUCTION

1.1 Location and Communication

Nimoo-Bazgo Hydro Electric Project is a run-off river development with small


pondage for peaking on river Indus, near Alchi village in Leh District, Jammu &
Kashmir. Project involves construction of a 57 m high concrete gravity dam
located across the river Indus, about 1 Km upstream of Alchi village. The river
at the dam site flows due northwest through a broad U-Shaped valley and a
Surface power house on right bank of Indus River in Ladakh region of J&K.
The water from the powerhouse will be discharged directly to the river through
a tail pool. The geological conditions of the tail pool is the same as that of the
dam and powerhouse area.

Ladakh region is connected to other parts of country by two road routes viz.
Leh-Srinagar and Leh-Manali. Leh is situated at an altitude of 3500 M and is
accessible by about 440 Km long single lane road from Srinagar. Leh-Manali is
also a single lane road and is about 475 km long. Both the routes are being
maintained by BRTF. Both the routes have few passes ranging from 3690 m to
4800 m and thus during winter months these roads are closed for vehicular
traffic due to heavy snowfall and landslides. During winter season means of
communication to Leh is only by air. For construction of project a road is
proposed to be take off from Leh-Srinagar Highway near Saspol village.

1.2 Project Background

Nimoo Bazgo H.E. Project was entrusted to NHPC vide MOP’s letter
No.16/13/97-Do (NHPC) dated 3 rd May 2000.

Techno -Economic Clearance has been accorded by CEA vide their Office
Memorandum No. 2/NHPC/46/03-PAC/9177-9205 dt. 16.03.2004.

1.3 Project Layout

Nimoo-Bazgo Hydro Electric Project is a run-off river development with small


pondage on ri ver Indus, near Alchi village in Leh District, Jammu & Kashmir.
The Project is envisaged with a concrete gravity dam and a surface Power
House. A maximum gross head of 38.81 m is proposed to be utilized to
generate 239.33 MU with an installed capacity of 3 x 15MW.

The various components of the project are as under:

Ø Surface Power House complex consisting of 3 units of 15 MW.

Ø 6 Nos. draft tube gates of size 3.68 x 4.65 m.

Ø 34.96 m lo ng tail pool with 37.76 m wide weir.

Ø 33kV outdoor switchyard at altitude EL.3100 m.

1.4 Details of Contract Lot:

LOT - III: Electrical and Mechanical Works

1.5 Catchment

The geographical limits of the project basin lie between the latitudes
31 07’ to 34o20’ N and longitudes 76o14’ to 81o50’ E. In Ladakh region, the
o

river Shyok, a major right hand tributary of the river Indus drains North and
North-East part of Ladakh. The river Zanskar, a major left hand tributary joins
river Indus about 20 km upstream of dam site. Other tributaries of river Indus
are Huza, Gilgit, Suru, Singo and Drass. The riverbed slope is approximately
2m/km in the vicinity of the Project. The catchment area upto proposed dam
site is 58880 sq.km. out of which 26,772 sq.km. lies in Tibet and remaining
area of 32,108 sq.km. in Indian territory. The proposed dam site is situated at
Longitude 77 o 11’ 07“ E and Latitude 34o12’55“ N. The deepest river bed
elevation at the proposed dam site is around EL 3049.88m. The river length
from its origin to Alchi dam site is about 688 km. out of which 404 km lies in
Tibet.

1.6 Geology

The proposed Nimoo-Bazgo Hydroelectric Project, is located in the northern


side of Greater Himalaya (Ladakh Himalaya) in Leh district of J&K on the river
Indus. The project is located in a thick pile of monotonous, syntectonic
sedimentaries viz. sandstone and shale constituting the Indus Flysch of
Ladakh region belonging to Cretaceous age. The dam and powerhouse site is
covered by bed rocks of Indus Flysch and overburden of scree, tallus &
fluvioglacial deposits.The bedrock is constituted by an alternating sequence of
light greenish grey sandstone and dark grey shale. The sandstone is of
medium strong to strong nature whereas the shale is moderately weak,
splintery and fragmented on weathered surface. The bed rock dips with an
angle of 55o to 60o towards N215o to N220o from right to left bank in the dam
area with its strike extension sub-parallel to the river course. Broadly, four
major sets of discontinuities have been observed in the foundations. The
reservoir is bounded by bed rocks of Indus Flysch and overburden of scree,
tallus & fluvioglacial deposits and its competency has been ascertained. The
seismicity pattern and structural setting of the area, specially in the vicinity of
the project indicate that the area is prone to seismic hazards and falls within
zone-IV of seismic zoning map of India.

1.7 Seismicity

The seismicity pattern and structural setting of the area, specially in the vicinity
of the project indicate that the area is prone to seismic hazards and falls within
zone-IV of seismic zoning map of India. The area has already experienced
several earthquakes in the historical past, of which, the earthquake of 1885 of
magnitude 7.0 is significant. Presently, the project is located in a likely seismic
gap i.e. zone of energy release is minimum. Hence the likelihood of occurrence

of larger earthquakes in the area exists in view of several defined structural


discontinuities present in the project area.

The historical and instrumentally recorded data on earthquakes show that the
site for proposed Nimoo-Bazgo H E Project in J&K lies in a region liable to be
affected by moderate to great earthquakes as in the past.

1.8 Hydrology

The water availability study have been performed at proposed Nimoo-Bazgo


(Alchi) dam site using the observed discharge data at site 6.5 km downstream
of Indus zanskar Confluence and proposed Dam site. The submergence
areas is 3.42 sq.Km at FRL of EL 3093 m with reservior length of 19.5 km.
Diversion flood and design flood have been adopted for the project are 2060
cumec and 4500 cumecs respectively. The gross capacity of the reservior is
52.82 Mcum. The ultimate permanent capacity after years of sedimentation at
FRL & MDDL computed is 1.92 M Cum & 0.80 M Cum respectively. The
ultimate live capacity works out to be 1.12 M Cum.

1.9 Climate

The climate in the entire Ladakh region is extreme. The maximum temperature
recorded is 38.4 oC and minimum (-) 28.6 oC at Air Force Station, Leh. January
is the coldest month. The Ladakh region has the climate more or less to the
type prevailing in Tibet.

Climatologically, the year for the Ladakh region can be divided as under:

i) Winter – (December, January, February and March)


ii) Spring – (April, May and June)
iii) Summer – (July, August and September)
iv) Autumn – (October and November)

2.0 Power Plant, Mechanical and Electrical Equipment

2.1 General

The Nimoo Bazgo H.E. Project envisages installation of 3 Nos. generating


units of 15 MW each operating under a rated head of 34.77 m and placed in a
surface power house located on right bank of Indus River in Ladakh region of
J&K. The generating voltage of 11kV would be stepped up to 33 kV voltage
level by single-phase transformer bank. The generator main leads would be
connected to its step-up transformers be by means air insulated isolated
phase bus ducts. The HV bushing of transformer will be further connected to
the 33kV switchyard through XLPE cables. The power from Nimoo Bazgo H.E.
Project would be fed to neighboring load centers and balance pooling in the
Northern grid.

2.2 Mechanical Equipment

Turbines

The turbines would be of vertical shaft, Francis type, directly coupled to the
generator. Each turbine would be designed to give rated generator output of 15
MW at a rated head of 34.77 m and rated discharge of 48.7 cumecs
(considering overall turbine-generator efficiency at 91%). The rated speed of
turbine would be 200 rpm. The turbine shall be designed to give a continuous
output of 10% overload at rated head so as to match 10% continuous overload
capacity of generator.

The spiral case would be of suitable cross-section fabricated from mild steel
plates. The stay rings would be of cast steel, welded to the spiral casing and
would guide the water to the runner. The draft tube would be of fabricated
structural steel, with adequate stiffening ribs. The main turbine parts in the
path of the water i.e. the runner, top cover liners, bottom ring liners and wicket
gates would be of stainless steel, for improved resistance to wear.

The turbine parts would be transported in sections, so that the weight and size
of the heaviest package is kept within transport limitations of 6 -10T and these
sections shall be assembled at site.

Governors

The governor of each unit would be of the digital / electro-hydraulic type.


Speed, gate opening, gate limit positioning etc will be indicated both on the
governor cubicle and on the unit control board, to facilitate supervision of
operation of the unit. The controls would include provision for normal and
emergency stopping of units.

Power House EOT Crane

It is proposed to install one number of 100 ton capacity EOT crane with
auxiliary hook of 20T and a monorail hoist of 5T designed to travel the full
length of the powerhouse, primarily for erection and maintenance of the
generating units. The cranes would be equipped with motor control system,
providing suitable precision for equipment erection.

Auxiliary Systems of the Power Station

i) Cooling Water System

A pumping system would be provided with each unit and with common standby
to supply adequate quantity of raw water from the cooling water sump, which
would in turn receive a continuous supply of raw water from penstock. The
clean cooling water system shall be of closed loop type. This system would
provide for the cooling of turbine and generator bearings, generator air coolers,
transformer coolers and other selected plant services.

As subzero temperature exists for a large part of the year, special care would
be taken for the closed loop cooling water system in the form of additives /
heating arrangements as required.

ii) Drainage and Dewatering System

A dewatering system would be provided in the station with a suitable number of


pump motor sets arranged to dewater passages of the turbine and draft tube.
A separate station drainage system, with a suitable number of pump sets,
would also be provided to drain and pump off miscella neous inflows, and
ground water seepage in the power house. Starting and stopping of the pumps
would be automatic, controlled by level switches in the dewatering/ drainage
sumps.

iii) Heating, Ventilating and Air Conditioning System

The powerhouse shall be provided with adequate heating and ventilating


system. The air conditioning system would maintain selected temperature &
humidity levels at the control room.

As subzero temperature exists for a large part of the year, arrangements would
be made to suit the requirement of equipment and plant staff at work areas.

iv) Station Compressed Air System

A high-pressure compressed air system would be installed to meet the


requirements of the governor oil system.

A low-pressure compressed air system would also be installed to meet the


requirements of the generator brakes, station pneumatic tools and for other
general purposes in powerhouse.

v) Lubricating and Insulation Oil System

Oil handling system with suitable piping, valves, tanks, purifiers etc would be
provided for the treatment and purification of insulating oil and lubricating oil.

vi) Fire Protection system

A complete fire protection system shall be provided in the powerhouse,


transformer area and switchyard. Water for fire protection would be drawn from
the tailrace and stored in an elevated tank/reservoir with the help of pumps etc.
providing both reliable operation and ample capacity to fight fire of single
largest contingency in the powerhouse, transformer area and switchyard etc.

Portable fire extinguishers of different types shall be provided at strategic


points at all the floors of powerhouse, transformer deck and switchyard for
protection in case of small fire emergencies.

vi) Potable water & sanitary service

Water from the cooling water system (raw water) would be used to supply the
plant’s potable and sanitary water needs. The potable water would be filtered
and treated as required.

vii) Workshop

A small workshop with machine tools, etc. would be provided to carry out
normal repairs of the equipment in the powerhouse.

viii) Testing Equipment

A test laboratory will be provided to carry out normal testing of the powerhouse
equipment. The laboratory will be equipped with custom made CTs, kW
meters, HV test set, Oil testing set, Meggers, Relay testing set, etc.

ix) Elevator

An electric lift or elevator will be provided in the powerhouse building. It will be


designed, for an approximate load of 10 persons and landings at different
floors of the powerhouse complex.

2.3 Electrical Equipment

Generators

Each synchronous generator would be of the vertical shaft umbrella type,


salient pole type, 3φ, 50Hz and directly coupled to the turbine. It would be
rated for an output of 15MW at a power factor of 0.90 and rated voltage of
11KV.

The stator and rotor would be transported in sections, so that the weight and
size of the heaviest package is kept within transport limitations. Stator and
rotor shall be assembled at site.

Generator bearings arrangements would include an automatic high-pressure


oil injection system, which would provide an oil film at the thrust bearings
surface, to prevent damage during starting and stopping of the unit.

The design of generator would be suitable for operation at an altitude of


EL.3060. The windings of stator / rotor would be provided with Class ‘F’
insulation. The line terminals of the generator would be suitable for connection
of isolated phase bus conductors and the neutral side of the generators would
be terminated via current transformers, for grounding the star point through a
resistor loaded distribution transformer.

The generators would be air-cooled in a closed system with air-water heat


exchangers mounted on the stator frame, provided with a fire protection
system and also appropriate protection against internal winding faults,
overheating, lo w oil level in bearings, excessive bearing temperature rise, etc.
The temperature rise of stator winding & rotor windings shall be limited to class
“B” limits in actual operation.

The generator would be provided with conventional air brakes. Provision of


dynamic braking system shall be decided during detailed engineering. A high
pressure oil system would also be provided for jacking up the rotor, for
maintenance purposes.

Excitation System

The excitation system of the generator would be of the static type and shall
include digital/microprocessor based voltage regulator, field suppression
equipment and the associated accessories. The voltage regulation system
would continuously and instantly respond to correct any change in generator
voltage and maintain it within prescribed limits over the entire operating range
of the generator. The power for the excitation system would be obtained from
a dry type excitation transformer, connected directly to the generator voltage
bus. The excitation transformer would be of the epoxy or fiberglass insulated
type, with class ‘H’ insulation.

11 kV Bus Duct

Each generator would be connected to its step-up transformer by means of air


insulated isolated phase bus ducts. The isolated phase bus duct system would
incorporate the required current and voltage transformers for protection and
metering on the line and neutral side of the generator, and also expansion
joints along the bus run and flexible connections to equipment etc. The
generator and generator voltage bus would be provided with suitable lightning
arrestors and surge protections.

Generator Transformers

Generator transformers shall be of 6.11 MVA, 11/33/v3 kV, 1φ bank (3 nos for
one unit). The transformers shall have ONAN/ONAF cooling, to be decided
later. The transformers shall be equipped with necessary protection
equipments. The transformers would be equipped with terminations suitable for
connecting isolated phase bus on the 11KV side and XLPE cable on the 33 KV
side. The transformers would be provided with swivel type wheels to facilitate
movement during transportation, handling and installation. Fire protection walls
of concrete shall be provided between adjacent transformers and oil sump
shall be provided.

Control, Metering and Relaying System

The power generating station would be generally controlled from the central
control room, which will be microprocessor-PC based. The control equipment
would include all the necessary devices and techniques required to efficiently
control the various systems of the plant, monitor the systems, their operation
and identify points of trouble. The automatic control would include unit start/
stop, synchronizing, emergency shut down etc. The control, metering,
protection and supervisory equipments would be of latest technology based on
microprocessor or totally computer based.

In addition to the above, unit control would be provided locally at each of the
units, with provision for human machine interface. These unit control boards
would be equipped with all sub-systems associated with each unit.

Metering will include measurement of all standard quantities, and recorders for
constant monitoring of power generated and transmitted.

Numerical / static protective relays shall be used in the scheme.

Plant supervisory and data acquisition system will be provided for monitoring
and diagnostics need of plant for optimum and smooth operation.

D.C. Supply System

A 220V DC System, with two sets of battery bank of adequate rating, would
provide power for the control of switchgear, for the protection and control
equipment, and for emergency lighting of the powerhouse and certain other
work areas. The batteries would be provided with two battery chargers, each
equipped with float and boost charging facility with all protective devices
necessary to protect the system from damage. Two numbers of distribution
boards would be provided for feeding various DC loads of the units and
provision would be made for automatic transfer of load from one board to the
other, should a fault develop in one board.

A 48 V DC system of suitable rating with battery bank will be installed for


signaling control system and the PLCC system.

Station Service Supply And 11kV Switchgear

The auxiliary power requirements of the units would be fed through three Nos.
11/0.415 kV, 0.5 MVA capacity 3φ dry type transformers connected to each
generator. The UATs would be located close to the units. The Unit Auxiliary
Boards (UABs) would be interconnected to permit transfer of power from one
UAB to the other, with suitable unit interlocks to prevent paralleling of the unit
auxiliary supplies.

Station Service Boards (SSBs) shall provide power for the station auxiliaries
directly, or through distribution boards located near the load centers. SSBs
would be receiving power from 2 Nos, 1.25 MVA, 3φ, 11/0.415 KV station
service transformers connected to 11kV switchgear. The SSTs would be
located near the generator transformer deck. The Unit Auxiliary Boards would
be connected to SSBs to receive/feed power, with suitable interlocks for
preventing paralleling of the supplies

One (1) No. 33/11 kV, 3φ, 5MVA step down transformer would be connected to
11kV switchgear. 11kV switchgear will supply power to colony and dam &
intake in O&M stage and other necessary locations.

To provide power for essential services, the station service boards would be
connected to two Nos. 500 KVA, 415V diesel generating sets, considering the
remote location of the project.

Equipment Grounding

The power station & transformer yard and switchyard would be provided with
separate main grounding grids and the two grids would be interconnected.

All non-current carrying equipment in the powerhouse, transformer yard and


switchyard would be grounded at two distinct points separately and connected
to the main ground grid. The grounding system would be designed to minimize
the touch and step potentials within acceptable safe limits.

Illumination

The power plant lighting, following normal practice would comprise interior and
exterior lights as appropriate for the powerhouse, transformer yard and
switchyard areas.

A separate emergency lighting system, fed from the station battery system,
would be provided for essential locations, e.g. control rooms, machine hall,
transformer yard etc. This lighting load would be kept to a minimum.

The illumination levels would be generally as per Illuminating Engineering


Society (IES) recommendations and applicable local practices. Lamps would
be mercury vapour, sodium vapour fluorescent or incandescent type to suit the
requirements of the areas to be illuminated.

Switchyard
33KV outdoor switchyard of area 100 m x 55 m is proposed to be constructed
upstream of power house at the right bank of the river. The switchyard would
be connected to generator transformers through XLPE cable. The proposed
scheme of switchyard is shown in the single line diagram NH/DEM/NMB/SLD-
01, enclosed with this report.

The switching scheme proposed would incorporate a main and transfer bus to
ensure reliability and flexibility in switching due to breaker problems. The bays
would have circuit breakers, isolators/disconnectors & earthing switches,
current transformers, potential transformers and LAs etc.

The switching equipment would be arranged in bays to facilitate operation and


maintenance of individual components and to provide improved reliability.

Provision has been kept for nine bays consisting of three generating bays, four
line bays, one bus coupler bay and one step down transformer bay. Space
shall be left for one additional bay for future requirements.

As the switchyard is located outdoor and the insulation strength of air is


considerably impaired, clearances and ratings of equipments would be kept
suitable for installations at altitudes of EL.3100, with ice/snow considerations.

Power Line Carrier Communication (PLCC) Equipment

For the purpose of voice communication, the 33 kV transmission system would


be provided with PLCC equipment. The PLCC equipment would include the
necessary equipments with phase to ground coupling for single circuit line.
Dedicated channels for speech & data shall be provided. The scope of PLCC

equipment is intended to cover two destinations which can be finalized during


engineering and execution of power project.

3.0 POWER EVACUATION

Four (4) Nos. 33 KV line bays have been envisaged for evacuation of 45MW
power from Nimoo Bazgo H.E Project. Considering that POWERGRID would
construct the 220/33kV substations at Drass, Kargil, Khalsi and Leh alongwith
the 220kV Sri Nagar - Leh line, for meeting the power demand in Leh and
Kargil areas and for providing grid connectivity, power evacuation is proposed
at 33 KV level to neighboring load centers and balance pooling in the grid
through nearest POWERGRID 220/33kV substations.
