1 INTRODUCTION
1.1 Purpose
This document describes the system proposed by Siemens Rail Automation Pty Ltd
(SRAPL) for the design, supply, installation, testing and commissioning of
signalling, telecommunications and power systems for the new Batuceper to
Soekarno-Hatta airport railway.
1.2 Scope
The system overview introduces the proposed system at a high level as part of a
budgetary, non fixed price.

2 PROJECT OVERVIEW
The solution we propose provides for SIL4 WESTRACE MkII interlockings to control
the railway signalling equipment with additional telecommunications and power
equipment to support the new railway. LED signals, point machines and axle
counter technology are proposed for the field equipment.
The system proposed, using WESTRACE MkII technology is ready for upgrade to an
ERTMS level 1 or 2 system in the future. SRAPL supply ERTMS trackside and
onboard equipment which communicates directly with WESTRACE MkII.
The communications system included is compatible with the existing SDH and
TETRA systems as indicated on drawings provided.
3 CAPABILITY
SRAPL is a multinational leader in the design, manufacture, supply, installation,
commissioning and maintenance of safety-related rail signalling and control
systems, as well as a complete range of rail signalling products. It has a powerful

4 SOLUTION
4.1 Description
The proposal includes signalling, telecommunication and power systems for 7km of
new double track with two stations at Batceper and Soekarno-Hatta airport.
WESTRACE MkII interlockings will be placed at Batuceper and Soekarno-Hatta
airport Equipment Rooms (ER). All local signalling equipment will be cabled to these
interlockings. A WESTRACE MkII object controller will be placed in the Gardu hut
and ER, at km05+631. Signalling equipment between km03+500 and km07+300
will be cabled to the object controller. This arrangement provides the optimum
cable running plan whilst ensuring vital equipment is housed in secure Equipment
rooms.
The interlockings communicate with the object controller using optical fibre and the
vital WNC network protocol.
WESTCAD control VDU panels will be provided at each of the two stations. They will
display indications for the entire area and be able to control the immediate station
area.
A CTC doesn’t exist adjacent to the proposed work area however a project
underway there currently includes a CTC. The interface and type of CTC have not
been specified. No allowances have been made to interface to this CTC other than
via the existing protocols supported by WESTRACE MkII which for non vital
interfaces is the WSA/S2 protocol over Ethernet.
Relay interfaces to the blocks at Rawabuaya and Tangerang have been included for
the existing arrangement depicted in the drawings. Any change to the design is a
scope change and will be subject to price adjustments.
5 PROCESSES
SRAPL have a Quality System in place which encompasses all the stages of the
project lifecycle. These processes determine the manner in which the design is
carried out and the checks and approvals to verify and validate the design.
Processes for test and commissioning are followed and all work has defined
artefacts which are created.

Drawings and documentation will be provided according to our standard design and
approval process.
6 IMPLEMENTATION
The proposal allows for a project team to be assembled and maintained in
Indonesia throughout the project delivery and for 12 months of warranty period.
Design work will be carried out from our engineering centre of excellence in
Thailand and supported by design supervisors and engineering management from
Australia. Testers will be provided from our Thailand office. Installation and
construction will be managed from our project office in Indonesia.
7 Assumptions
The following table lists the assumptions made in preparation of the budgetary
price and proposal. Variation to these assumptions will impact the price and scope
of the proposal.
Assumption
TETRA radio tower supply and installation is not included in the price.
No spares are included
No allowance is included for local consultation or regulatory approvals.
CTC interface is provided from WESTRACE MkII interlocking using an existing
compatible network protocol and requires no new indications or controls.
Adequate space is provided for signalling, telecommunications and power
equipment in the Gardu ER in the block section.
