through flyers, videos, seminars, contest and etc., the blood collected shoot up to 156 in
2011 and was surpassed in 2012 by collecting at total 260 blood bags.

Strategic Functions

 Develops plans and strategies to increase facilities and site contractor efficiency,
productivity and adherence to services expectations and contracted key performance
indicators.
 Develops plans and strategies to manage, drive and promote effective Environmental
Health and Safety (EHS) programs and to continually develop, implement and maintain
company procedures and guidelines which adhere to Global EHS objectives, local and
national government regulatory agencies.
 Develops plans and programs to manage, develop and implement policies, guidelines
and/or procedures on matters involving safety and conservation of air, water and energy
 Organizes programs to enhance people development and skills development.
Day-to-Day Operational Functions

Building, Facilities and Utilities Administration:

 Day-to-day detailed management of third party contract service providers - planning,


organizing, leading and controlling service related activities necessary to ensure the
continuous operation of the manufacturing plant and staff offices. These include:

o Coordination of building and grounds maintenance and repair;


o Providing updates on electrical, water, centralized air-conditioning and other service
outages and schedules shutdown;
o Management of janitorial services for offices and plant;
o Management of offices and workstations assignments and implementation of the
company’s building policies and good practices;
o Implementation of capital projects for the upgrade of building, facilities and plant
utilities;
o Management of operations and maintenance of basic plant utilities and services such
as boilers, air compressors, water filtration system, HVAC systems, chillers, back-up
generator set, and its various accessories in support to manufacturing operations;
o Monitoring performance of overall energy efficiency per metric ton of products
produced;
o Management of operations alignment and relationships between Kyocera and the
third party service providers;
o Conceptualization and implementation of productivity projects and other improvement
initiatives that help the company achieve its goal in contributing carbon footprint
reduction.

Environment, Health and Safety Administration:


 Manages and directs the safety, health and environmental functions of the facility to ensure
an effective accident prevention program is maintained and appropriate measures are taken
to ensure prevention activities and regulatory compliance are in place and are effective.
 Oversees periodic audits conducted across the MJN/KCDP facility and addresses its findings.
 Oversees maintenance and operations of all EHS equipment:
o Fire Alarm System
o Sprinkler System
o Fire Protection Equipment
o Pollution Control Equipment
 Manages the conduct of Work Environment Measurement and develops roadmap for
corrective and preventive actions to be undertaken.
 Reviews reports prior to submission to local and national government regulatory agencies
(i.e., DENR, OSH, DOLE-EMB, PNP, BFP, PDEA).
 Approves documents for local and national government permit renewal & reporting.
o Department of Environment & Natural Resources (PCO Reports/ Permit to Operate)
o Department of Energy (Quarterly and Annual Energy Report)
o DENR (Quarterly reports)
o PNP and PDEA legal requirements.
 Manages proper disposal of the company’s hazardous wastes generated in the course of its
operations.
 Formulates and manages the implementation of EHS & Facilities Maintenance projects.
 Manages Fire and Life Safety Assessment of the company and reports the same for
compliance to Bureau of Fire Protection regularly.
 Plans for and manages the conduct of the annual fire drill, evacuation drill and other
emergency preparedness exercises.
 Manages environment, safety and health information on safety rules and regulations for its
dissemination and implementation in the manufacturing lines.
 Manages installation and operation of equipment of pollution abatement facilities.
 Reviews and Propose facility modifications & new equipment/machinery installations with
regards to EHS.
 Prepares EHS operating budget
 Serves as an accredited Pollution Control Officer of Kyocera for DENR-EMB.
 Provides technical advice on matters pertaining to environment, health, safety and accident
prevention.
 Reviews and approves occupational safety accident investigations report and creates
preventive action to be undertaken and ensure closure of the same.
 Attends meetings for Pollution Control Officers which may from time to time be called by
DENR and other government agencies in connection with EHS.
 Assesses, analyzes and updates safety training needs for all employees and contractors.
 Proposed the conduct of departmental Hazard Identification, Risk Assessment and Control
programs.
 Manages the contract and working relationships with accredited 3rd party service providers.

Specific Job Description:

 Facilities and Site Maintenance

1. Plans, organizes, and directs the execution of work orders for the 3 rd party BFU service
provider as well as the site janitorial maintenance service provider to ensure that all
operational parameters required by the manufacturing plant are within standards and
quality specifications;
2. Plans, organizes, and directs the execution of work orders for the 3 rd party BFU service
provider as well as the site janitorial maintenance service provider to ensure that all
office work areas are properly air-conditioned and illuminated for the efficient functioning
of office based personnel;
3. Monitors and reports, on a weekly and monthly basis, the plant’s utilities consumption
and compares these side by side against production outputs for the same period to be
able to monitor and assess any fluctuations and abnormalities in usage. Analyses the
effects of varying production volumes against utilities consumption and institutes
measures and corrective actions for improvement.
4. Participates in the Daily Production Review or Shift Handover Meeting to jointly review
the previous shift or day’s performance, review downtime factors which may have been
caused by utilities or janitorial service performance failures, review action steps and
implement corrective actions moving forward. Coordinates planned activities to all
concerned for proper execution as agreed.
5. Collaborates with all Third Party Service Providers involved to ensure achievement of
quality initiatives, budget line OEE & efficiency, plan achievement, resolution of issues,
documentation and other activities that relate to the overall performance of the plant.
 Equipment Reliability/Proactive Maintenance (Team-based)

1. Identifies equipment-related quality/production problems and helps resolve these. Leads


re-engineering of BFU operations and equipment to improve reliability and to eliminate
recurrence of problems and issues.
2. Ensures cleanliness of the site’s environment, equipment and the plant’s production
area. Applies concept of hygiene engineering to ensure this.
3. Conducts team-based approach in failure mode analyses and exercises to formulate
HVAC/AHU and other equipment maintenance strategies, condition monitoring and
verification.
4. Directly responsible for minor or major repair of all BFU equipment. Provides guidance
and directions to BFU and Janitorial 3rd party service providers. Verifies results after the
restoration of operations and ensures compliance in terms of quality of work performed
with jointly agreed acceptance guidelines.
5. Plans for future minor or major investments in terms of equipment upgrades, capacity
increases, productivity or cost savings initiatives, and BFU and EHS equipment
replacement. Assists, evaluates and recommends equipment acquisition and
replacement to the project engineering group. Takes the lead in project executions of
approved minor and capital investments.
6. Responsible for planning, organizing, and execution of shutdown activities in his focused
assigned area.

 Quality / GMP

1. Ensures compliance of Good Equipment Maintenance operations to Food Safety


Product Quality Plans, GMP, and other quality and hygiene requirements. Executes
these by conducting regular and thorough inspection of HVAC, AHU, electrical and other
equipment and immediately addresses deviations.
2. Works with plant management in monitoring monthly production related quality issues
(rejections, deviations, rework) in relation to Maintenance operational failures or lapses.
Actively participates in formulating solutions to process deviations resulting to off specs
of products in coordination with Engineering Department.
3. Works with plant management to investigate quality problems and product complaints in
coordination with QA, identifies root causes and develops/executes action plans to
prevent recurrence. Involves 3rd party service providers, where applicable, in addressing
root causes of the complaints.
4. Develops and implements action plans to correct and prevent recurrence of GMP
compliance audit findings (internal/external).
5. Regularly checks and follows up strict and consistent conformance to Quality, GMP and
Safety standards and practices. Disciplines personnel found deviating from Quality, GMP
and Safety standards.
6. Prepares and conducts quarterly Safety Standards For Employee Seminars
7. Assists in implementing equipment qualification protocols.

 Organization/People Development

1. Reviews and updates job descriptions of subordinates.


2. Prepares and implements annual training/development plans to ensure availability of
skilled, knowledgeable and qualified successors to the role.
3. Recommends hiring, termination, transfer, promotion, merit increases and disciplinary
action (where appropriate), for employees under his assigned area.
4. Follows up strict and consistent implementation of company rules and regulations to
promote discipline while maintaining healthy management-employee relations.
5. Prepares and secures agreement on annual performance partnership goals with his
superior and direct reports.
6. Annually reviews, and updates SOPs, work instructions, systems and internal policies
and communicates these clearly with all concerned associates

 Productivity / Cost Control

1. Prepares/recommends realistic but challenging annual operating expense budget and


recommends plans to meet the budget.
2. Ensures that operational expenses, expenditures, and other finance indicators such as
conversion cost are within budgeted levels. Institutes monitoring and control measures
to assure compliance to budget.
3. Generates and implements continuous improvement projects aimed at generating
productivity and in formulating BFU and EHS systems improvement initiatives. Provides
data for verification of targets and objectives.
4. Works with plant management to jointly implement production standard nominal rates
and planned downtimes as agreed and ensure that production plans are executed
within the agreed schedule.
