BECOMING A PUNDIT: PROJECT MANAGEMENT JOURNEY

What is a project? Does a project really need a Project Management expert? Why is project
management important? Whether we realize it or not, project management has become a part of our
lives. As a Computer Science graduate and currently pursuing MIT, managing projects tend to be a
daunting task and a multi-faceted affair. It really needs a profound level of understanding of project
planning, scheduling, reporting, tracking, and importance of project management. Thus, upon taking up
this Advanced Technology and Project Management (ATPM) subject is a key towards being an expert
the field of Project Management.
Various researches being done upon deciding which organization suitable for the industry
analysis considering its way of handling project implementations, the project time management being
utilized and the availability of the organization and through these the proponents ended up choosing
Minda. MinDA is a government agency of the Philippines created through Republic Act 9996 or the
Mindanao Development Authority Act of 2010. The office is mandated to promote, coordinate and
facilitate the active and extensive participation of all sectors to effect socioeconomic development of
Mindanao. One particular project of MinDA that the proponents chose to study was the Human
Resource Information System (HRIS) Project.
Why Human Resource Information System (HRIS) Project? Because there are common
problems inside the agency such as the inability to provide real-time employee information, difficulty in
generating immediate list of potential hires from applicant pool due to cumbersome review of applicant
profiles and difficulty in quickly-generating payroll information due to the manual generation of reports
from the biometrics device built-in software. Which is the primarily aims to expedite and automate the
HR-related processes which led to the development of the project called the Human Resource
Information System (HRIS) Project.
The time management plan in developing the Human Resource Information System of
Mindanao Authority was defined through the Information System Strategic Planning. All the plans about
the system are stated in the Strategic Planning of the KM Department. The Mindanao Authority has its
own plan schedule in every activities needed in the project. However, the proponents would like to
recommend considering the different techniques from the Project Management Book. Below are the
inputs, outputs and techniques presented by the PM Book were following forms/templates are being
recommended to the Mindanao Development Authority (MinDA) to be used for the Project Time
Management of any of their projects.
