Lower Allen Township

Regular Business Meeting, Nov. 22, 2010

Following are notes taken during the Nov. 22 regular meeting at the Municipal Services
Center, 2233 Gettysburg Rd., Camp Hill:

Schin and Young are absent


Schin will be late, work commitment
Young is ill this evening

Minutes
Solicitor correction re his report on page six
Minutes accepted with correction

Sam Morgan donated a check for $1,000 towards the canine program
Spoke about giving back to the community
No longer lives in LAT, but still giving back!

Bids re Station Alerting System


Capital Area Communications, HBG, $16,821.90, no bid bond submitted
Only one other inquiry
Williamson: no other bids submitted
$30,000 budgeted item
Miner will look at case law to see if we can accept bid as it is, or if we need to go back
out for bid again
Bid is not responsive as submitted

Consent Agenda - approved

Check Register
Black asked to have an item for Black Landscaping removed from the register before
approval
Black moves to approve sans single item. Approved
Bucher moves to approve Black Landscaping item. Titzel seconds.
Schin arrives at 7:42 during consideration
Bucher calls question. Approved.

Ordinance 2010-08 motion to approve, Bucher


Roll call vote, ordinance passes unanimously

Resolution 2010-R25, not accelerate collection under Act 32, passes unanimously
Erin Genest to regular full-time status, passes unanimously

Motion to accept bid of Capital Area Communications subject to solicitor approval and
receipt of a bid bond made by Bucher, passes!

Radio tower
Derry Twp did it with a simple lease, no intergovernmental cooperation
Just a discussion item for tonight, there will be no action tonight
Monopole tower at LACP to offset severe radio trouble in that end of the township
Would permit in-building coverage in Village of Lisburn
Combined with maintenance shed right next to the barn where power is available
Free standing tower 140 feet high!
Look down angle into SCIC from standalone cell tower at highway building
Also good in-building coverage into mall
Also low profile tower at MSC to provide microwave internet coverage to station two
Project will take some time due to lease, licenses transferred through the FCC, etc
Project is a revenue neutral public safety enhancement, per Williamson

Professional services contract for Gettysburg Road Transportation Development District


(TDD)
Upper Allen wanted to go with the low quote, period
Last came up at Nov 8 BOC meeting
Bucher moved to award contract to McMahon and Associates on condition Upper Allen
pays 50%, passes unanimously

Executive session
Tax appeals
Board and authority appointments for the next year

Budget meeting
Monday, Nov 29 at 6:30pm per Dietel
Will hold the meeting as scheduled
