Thank you for contacting the Embassy of Cuba to the Kingdom of the
Netherlands on a topic in connection with Cuban citizens.

Contacting official sources always shows professionalism.


Regarding the questions, you submitted, I would like to convey the
following information:

As part of the permanent willingness of cooperation of the Cuban


government with the United Nations human rights system, the Permanent
Mission of Cuba to the United Nations Office in Geneva presented in
November this year to the Office of the High Commissioner on Human
Rights the following:
“The legal concept of expatriation does not exist in Cuba. The alleged
events in regards to forced expatriation in Cuba are absolutely false. In
Cuba all human rights, and fundamental liberties are promoted, respected
and protected, including the right of persons to remain in the territory of
which that person is a national. Under this precept, no Cuban citizen is
forced to abandon his/her country.

Cuba protects and guarantees the right of every person to travel to, and
return from abroad, and so is specified by the migratory legislation, where
the right of Cuban citizens to travel abroad is provided, complying with the
stablished legal requirements in accordance with the willingness of the
State to favor an orderly, safe and regular migration.
We categorically reject the mentioned allegations since they are
groundless, fail to the truth and are politically motivated.

It is false that Mr. Eliécer Góngora Izaguirre was taken by force to the
airport and obliged to abandon the national territory. Góngora Izaguirre
traveled for personal reasons to Guyana on the 21st of February 2019, and
his father accompanied him to “José Martí International Airport” to say him
off, which is evidence of the falsehood of the alleged events.
It is a choice of each passenger to reserve and purchase the airline ticket
that insures the journey. Since it is of the individual’s personal interest, and
since the procedures are stablished by each specific airline policy, Cuba
does not intervene in any of these operations, therefore we don’t have any
evidence of the alleged events related to Aruba Airlines.
It is false that Mr. Daniel Llorente Miranda was expelled from the Cuban
national territory. On May 16th, 2019, he travelled to Guyana for personal
reasons through Terminal 2 of “José Martí” International Airport.

Mr. Llorente Miranda has an extensive criminal record. He was prosecuted


for the offences of Drug Trafficking, Burglary, Failure to provide
assistance, Arbitrary use of rights, Assault and Theft.”
