US prepares Filipino troops against


chemical attack

ZAMBOANGA CITY, Philippines — The US military is helping Filipino soldiers


prepare for possible chemical attack of the Islamic State-inspired Maute group as fighting
continues in several parts of Mindanao.

According to the US Embassy in Manila, officials from the Joint United State Military
Assistance Group has delivered 1,000 M40 field protective masks and C2 filter canisters
to the Philippine Navy.

The turnover of the military protective masks were conducted in two batches; one
delivery made on Wednesday and the other on Thursday.

The support came following the request of the Philippine Navy to help sailors and
marines prepare for possible chemical attack of terrorists.

The US embassy did not mention the particular operation in Mindanao where the
protective equipment will be used. .

The turnover of protective masks also came following North Korea's test-firing of
missile, which flew over Japan and landed in the northern Pacific Ocean.

The Armed Forces will receive more munitions and equipment from US military in an
accelerated process reserved for allies and close partners of the United States through
the Mutual Logistics Support Agreement, the US embassy said.

“The United States is proud to work closely with the Republic of the Philippines and will
continue to support capacity-building counterterrorism efforts and the AFP’s long-term
modernization goals,” it added.
Ex-PNP official faces raps for declaring
wrong wife

MANILA, Philippines - A former high-ranking police official was charged by the Office
of the Ombudsman for allegedly making false declarations in his Police Personal Profile
(PPP), which was used as the basis for his promotion.

Filed before the anti-graft court Sandiganbayan on Aug. 25, the charges against former
Senior Superintendent Antonio Gumiran Jr. involve two counts of perjury under Article
183 of the Revised Penal Code.

Gumiran, a former deputy director for operations and officer-in-charge for administration
at the Eastern Police District, was accused of making false declarations in his PPPs
executed on July 16, 2012 and Feb. 11, 2014.

Graft investigation and prosecution officer Marie Grace Pulayan-Roldan, of the Office of
the Deputy Ombudsman for the Military and Other Law Enforcement Offices, said that in
both instances, Gumiran stated in his PPP that a certain Evangeline Adaoag-Gumiran was
his spouse.

The ombudsman said such declarations were false, “as accused very well knew” that on
Aug. 18, 2010, his marriage to Evangeline had already been declared “null and void ab
initio (from the beginning).”

The ombudsman said Gumiran has been married to Mary Ann Undajare-Gumiran since
Sept. 5, 2011, “thereby making a willful and deliberate assertion of falsehood in a sworn
statement made for a legal purpose as a requirement for his promotion to the next higher
rank, to the damage and prejudice of the public interest.”

Listed by the ombudsman as among its witnesses against Gumiran was his wife, Mary
Ann.

The ombudsman recommended to the Sandiganbayan to set Gumiran’s bail at P12,000.


The ombudsman did not say who filed the initial complaint against Gumiran.
By 4 soldiers die in clash with NPA rebels

BAYOMBONG, Philippines – Four soldiers were killed while another was


wounded in an encounter with suspected New People’s Army (NPA) rebels in
Kasibu, Nueva Ecija yesterday morning.

Initial reports identified the fatalities as S/Sgt. Dexter John Tagacay, Cpl. Jayson
Sabado, Cpl. Rusty Galan and Pfc. Abraham Lindo of the Army’s 84th Infatry
Battalion.

Cpl. Gerby Soriano was wounded.

Chief Inspector Norly Gamal, Kasibu police chief, said the encounter occurred in
Sitio Maglan, Barangay Dine.

Gamal said soldiers from the Army’s Alpha Company were conducting security
patrol when the rebels fired at them.

Government security forces set up checkpoints as personnel of the Army’s 7th


Infantry Division conducted pursuit operations for the rebels.

In Kidapawan City, two NPA rebels were arrested after they were caught burying
a cache of firearms in Barangay Katipunan yesterday.

Wowia Boton and George Cuyo were with a group of rebels who tried to hide 20
M16 rfiles.

Superintendent Romeo Galgo Jr., Soccsksargen police chief, said the rebels face
charges for illegal possession of firearms.

Galgo said investigators are trying to determine if the rebels were involved in the
kidnapping of Police Officer 1 Bristol Catalan in the barangay last month.

Catalan was driving his motorcycle on his way to Makilala town when suspected
rebels asked him to pull over and took him at gunpoint. – With John Unson

TUGUEGARAO , Philippines – A construction foreman died after he was ran


over by a road roller here on Friday night.

Ernel Madraina, 42, of Haijin Corp. Industries and Construction Co. Ltd., was
allegedly texting on his cellphone when he figured in an accident at around 7:30
p.m. in Barangay Gannaban.

Madraina was declared dead on arrival in a hospital, according to Tuguegarao


police chief Superintendent Edward Guzman.

The operator of the road roller, identified as Joery Angelada, 40, said he did not
see the victim.

Responding police officers arrested Angelada.

11 drug suspects nabbed in Rizal

MANILA, Philippines - Eleven persons have been arrested in separate anti-drug operations in Rizal
province in the past two days.

Christian Petris, Christian Apuli and Manuel Inonog were collared during a sting in Barangay San Andres,
Cainta at around 12:45 a.m. yesterday.

The suspects allegedly sold a sachet of shabu to an undercover agent and yielded nine more when
frisked, police said.

On Friday morning, three persons including a 14-year-old girl were arrested after they were allegedly
caught in a drug session in Barangay Libid, Binangonan.

Roger Llais, Joey Pacia and the minor reportedly yielded a plastic sachet said to contain shabu and drug
paraphernalia.

Meanwhile, Erwin Burbos, Rolando Macaraig and Arnulo Navarro were arrested in another sting in
nearby Barangay Pantok.

In Taytay, Jayson Morales was arrested after he reportedly sold a sachet of shabu worth P200 to an
undercover agent in Barangay Sta. Ana.

Police said they seized from Morales two more sachets of shabu and drug paraphernalia.

Man held for throwing acid in QC

MANILA, Philippines - A man was arrested yesterday for allegedly throwing acid
at a woman and her four-year-old daughter in Quezon City last Tuesday.

Chief Superintendent Guillermo Eleazar, Quezon City Police District director,


said Budak San Miguel, a scavenger, was caught in Barangay San Jose at past
11 a.m. X

Police officers confiscated three plastic bottles, one of which contained acid, from
the suspect.

San Miguel was brought to the La Loma police station after a witness identified
him as the person who threw acid at a 33-year-old woman and her daughter
along a footbridge in the same barangay at around 1 p.m. Tuesday.

The woman and her daughter were about to go up the footbridge when she
suddenly felt pain on her arms and back.

She noticed the umbrella they were using had holes after it was hit by drops of
acid. Her daughter was not injured during the incident.
Based on the witness’ statement, Eleazar said in a text message the suspect is
suffering from a mental illness.

La Loma police chief Superintendent Robert Sales, for his part, said other
witnesses told them the suspect became unstable after his wife left him.

“We also received information he is a drug user,” Sales said in an interview over
radio station dzBB.

Duterte to abide by CA ruling on CHED

MANILA, Philippines — President Duterte would comply with the ruling of the Court of Appeals’ (CA),
which ordered the immediate reinstatement of a Commission on Higher Education (CHED)
official, Malacañang said yesterday.

Last January, the Office of the Ombudsman ordered the dismissal of CHED executive director Julito
Vitriolo for alleged gross neglect of duty, grave misconduct, inefficiency and incompetence.

Vitriolo was accused of failing to probe an alleged “diploma mill” education program between the
Pamantasan ng Lungsod ng Maynila (PLM) and the National College of Physical Education.

The 2008 program was suspended after the Commission on Audit found that it was prejudicial to the
interest of PLM.

The CHED official was also accused of allowing the release of transcript of records and diplomas to the
graduates of the program despite its suspension.

But on Aug. 17, the CA ruled that the dismissal of Vitriolo was “too harsh and disproportionate” to his
offense and ordered his immediate reinstatement without diminution of salary and benefits.

Presidential Spokesman Ernesto Abella said the government would heed the ruling of the appellate
court.

“The Office of the President and the Commission on Higher Education will – of course – respect and
abide by the decision and order of the Court of Appeals,” Abella said in a statement.
CHED chair Patricia Licuanan previously said her agency was awaiting instruction from the President
given that a new executive director has been named after Vitriolo was dismissed from the service.

Duterte appointed former K-12 transition program director Karol Mark Yee as Vitriolo’s replacement.

Vitriolo previously said he was the legitimate CHED executive director because the CA order was not
subject to discussion.

Ilocos Norte vehicles overpriced by P21

MANILA, Philippines - Congressmen found out yesterday that the 110 multicabs and mini-trucks procured
by the Ilocos Norte provincial government in 2011 and 2012 were overpriced by P21.450 million.

Fabian Go, president and owner of Granstar Motors, the company that supplied the vehicles, told the
House committee on good government that his price quotation for the vehicles was P270,000 per unit.

Go said he dealt with Mark Chua, the longtime Singaporean partner of Gov. Imee Marcos, and his
secretary, Irene Mendoza.

Go said he got the impression that the purchase of the vehicles was a “private sale.”

“I came to know that this was a government transaction when this investigation started,” he said.

Ilocos Norte Rep. Rodolfo Fariñas, who initiated the inquiry, said based on the purchase orders and two
cash advances, Marcos authorized the procurement price at P465,000 per unit.

“This means that there was an overprice of P195,000 per unit,” Fariñas said.

Go revealed the details of the transactions with his company after the House granted him immunity from
prosecution for his testimony.

He also asked the House panel to give immunity to his underlings who were involved in the deals.

The committee voted to subpoena Chua and Mendoza to compel them to attend the next hearing.

Fariñas said Marcos authorized two cash advances for the payment of the vehicles. Provincial treasurer’s
office disbursing officers Encarnacion Gaor and Genedine Jambaro received P18.6 million on Dec. 1,
2011 for 40 multicabs and P32.6 million on Sept. 12, 2012 for 70 mini-trucks, respectively.
Espenido named Iloilo City police OIC

MANILA, Philippines - Chief Inspector Jovie Espenido has been appointed officer-in-charge (OIC) of the
Iloilo City police.

Philippine National Police (PNP) chief Director General Ronald dela Rosa yesterday said Espenido’s new
assignment was in compliance with President Duterte’s directive.

Last Monday, the President said he was granting the request of Espenido to be transferred to Iloilo City
after leading the drug raids in Ozamiz City that left Mayor Reynaldo Parojinog, his wife and 13 other
persons dead.

However, Dela Rosa said Espenido could only be appointed as OIC, noting that under PNP guidelines,
the police chief of highly urbanized cities should have a rank of Senior Superintendent.

Espenido replaced Senior Superintendent Remus Zacharias Canieso, who was assigned to the directorial
staff of the Western Visayas police.

Dela Rosa said he is not sure if Espenido will remain in Iloilo, noting that residents of Ozamiz City want
him to stay. “They don’t want Espenido to leave because of some unfinished business there,” Dela Rosa
said.

Meanwhile, Chief Superintendent Gilbert Cruz assumed his post as Eastern Visayas police chief
yesterday. He replaced Chief Superintendent Elmer Beltejar, who reached the mandatory age of

Surigao mayor faces jail time for P13-M

MANILA, Philippines — Re-elected Dapa, Surigao del Norte mayor Peter Ruaya was sentenced
to maximum of eight years of imprisonment as the Sandiganbayan Third Division found him
guilty of graft over anomalous purchase of heavy equipment in 2008 amounting to P13.031
million.
Also found guilty with Ruaya were former municipal budget officer and Bids and Awards
Committee (BAC) chairperson Zosima Cuizon and BAC member Alicia Durero.

“In sum, we find accused...to have acted together with manifest partiality and gross inexcusable
negligence in the conduct of an irregular bidding process and by pre-determining the supplier for
the heavy equipment prior to the bidding process, thereby giving unwarranted benefit, advantage
and preference to the supplier, 6-R Mercantile,” the decision promulgated on August 29, read.

Maguindanao launches program for children


with special needs

MAGUINDANAO, Philippines — The provincial government has pioneered a continuing


intervention program for special children and their caregivers.

The office of Maguindanao Gov. Esmael Mangudadatu held at the capitol in Buluan town from
August 29 to 31 a workshop on early interventions for children with special needs.

The activity involved more than a hundred special children, caretakers and parents as part of an effort to
generate public consciousness on interventions essential to the full assimilation into mainstream society
of “special kids” from Maguindanao’s 36 towns.

The project, bankrolled with a grant from the provincial government, was
organized by the Maguindanao People’s Medical Team.

The team is operating under the joint control of Mangudadatu and his chief
budget aide, Lynette Estandarte.

“We are thankful to all those who helped make the activity become successful,”
Estandarte said on Saturday.

The special children who participated in the workshop were from Maguindanao’s
Muslim, Christian and Lumad communities.

North Upi Mayor Ramon Piang, a chieftain in Maguindanao’s non-Muslim


Teduray highland community, said his administration will support the provincial
government’s intervention program for special children.
Vice Gov. Haroun Al-Rashid Lucman of the Autonomous Region in Muslim
Mindanao, concurrent social welfare secretary of ARMM, also pledged to help
push the program forward.

Maguindanao is a component province of ARMM.

Parents and caregivers of children who joined the workshop were lectured by
experts on techniques on how to improve the learning capacity of “special kids.”

Estandarte said they intend to embark on another workshop after an evaluation


of the progress of children who participated in their three-day activity in Buluan
town.
