1 INTRODUCTION
The Nghi Son Refinery and Petrochemical Complex Project will employ a large number of people
through the construction and pre-commissioning
commissioning phases. CONTRACTOR and all Subcontractors

are obliged and agree to employ and train local workers for the duration of the contract

This management plan has been developed in line with NSRP's Employment Management Plan.

2 PURPOSE

This document describes principle Human Resource Management Policy of CONTRACTOR which
will meet the needs of the Project taking into account of NSRP

3 SCOPE
The requirements described in this document apply to CONTRACTOR and all Subcontractors
engaged on any portion of the works associated with the Project where the CONTRACTOR has a
prevailing influence and responsibility over the performance of the works

7 ROLES AND RESPONSIBILITIES


RESPONSIBILITIES

7.1 CONTRACTOR Site Manager


CONTRACTOR Site Manager will be responsible for the implementation of this plan and for the
performance of the team working under his supervision. He will:

 Appoint a Human Resources Manager

 Ensure the execution of Human Resource Management is in line with the details described
this document.

Committees and National Authorities in cooperation with NSRP

7.2 CONTRACTOR Human Resources (HR) Manager


CONTRACTOR Human Resources Manager will be responsible for the following with respect to its

 Ensuring adequate systems and records are in place for processing employment applications
from local residents;

 Managing appropriate recruitment campaigns locally and only when no local candidates are
found for the positions sought,

7.3 Contractor Site HSSE Manager


CONTRACTOR Site HSSE HS E Manager will ensure all personnel receive the basic Health and Safety
training and environmental, cultural and social awareness training for working at site and shall
report directly to CONTRACTOR Site Manager.

8 MANPOWER REQUIREMENT
CONTRACTOR and each Subcontractors shall develop the ``Manpower Mobilization Plan`` for
overseeing the requirement of manpower to fulfil the requirement of his work scope.

9 RECRUITMENT

12 WORKING RULES AND REGULATIONS

13 SALARY ADMINISTRATION

14 EMPLOYEE APPRAISAL
CONTRACTOR and each Subcontractor shall conduct ``Employee Appraisal`` periodically i.e. at
least once a year and shall develop and execute the mechanism for giving employee the chance
of promotion as well all salary adjustment, in case of promotion.

16 EMPLOYEE GREIVANCE MANAGEMENT


CONTRACTOR and each Subcontractor shall develop and execute ``Employee Grievance
Management Policy`` in line with CONTRACTOR Document No. TBA ``Employees Grievance

17 RELEASE OF EMPLOYEE (DEMOBILIZATION

18 EXECUTION MONITORING
The Human Resources (HR) Department of CONTRACTOR

conduct periodical audit for monitoring the execution status of this Human Resources
Management Plan and its procedures.

Audit shall be conducted at least every 6 months by the audit team formed by the representative of

Audit report shall be disclosed only to the management of Employer,
