1 INTRODUCTION
The Nghi Son Refinery and Petrochemical Complex Project will employ a large number of people
through the construction and pre-commissioning
commissioning phases. CONTRACTOR and all Subcontractors

are obliged and agree to employ and train local workers for the duration of the contract

2 PURPOSE
URPOSE
This document describes principle Human Resource Management Policy of CONTRACTOR which
will meet the needs of the Project taking into account of NSRP

The requirements described in this document apply to CONTRACTOR and all Subcontractors

prevailing influence and responsibility over the performance of the works

8 MANPOWER REQUIREMENT
CONTRACTOR and each Subcontractors shall develop the ``Manpower Mobilization Plan`` for
overseeing the requirement of manpower to fulfil the requirement of his work scope.
9 RECRUITMENT
Recruitment

1. Any
ny personnel under the minimum age for employment as defined by Vietnamese Labour law
shall not be employed as well as avoidance of employment of child worker and or forced worker

that interferes with their education or development.

13.2 Salary

CONTRACTOR and each Subcontractor shall develop and execute ``Salary Ledger (Payroll
Ledger)`` for every employee

Salary administration means to include but not limited to withholding personal income tax, social
insurance premium and any other with

14 EMPLOYEE APPRAISAL
CONTRACTOR and each Subcontractor shall conduct ``Employee Appraisal`` periodically i.e. at
least once a year and shall develop and execute the mechanism for giving employee the chance
of promotion as well all salary adjustment, in case of promotion.

18 EXECUTION MONITORING
The Human Resources (HR) Department of CONTRACTOR
CONTRACTOR and each Subcontractor shall
conduct periodical audit for monitoring the execution status of this Human Resources
Management Plan and its procedures.
Audit shall be conducted at least every 6 months by the audit team formed by the representative of
