MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENCE:

This Memorandum of Agreement made and entered into this 9th day of February 2019 in Tolosa, Leyte,
Philippines, by and between:

VISAYAS STATE UNIVERSITY – TOLOSA CAMPUS, NATIONAL SERVICE TRAINING PROGRAM with office
address at Brgy. Tanghas, Tolosa, Leyte represented by its College Dean OBDULIA G. CAMOYING, Ed.D.
and herein known as the PARTY OF THE FIRST PART:
And
BARANGAY TANGHAS, TOLOSA, LEYTE, local government unit represented by its Chairperson HON.
OCAŇA, herein referred to as the PARTY OF THE SECOND PART:

WITNESSETH

WHEREAS the PARTY OF THE FIRST is an institution of higher education, offering NATIONAL
SERVICE TRAINING PROGRAM (NSTP) which aims to develop proactive students to become morally
upright citizens and leaders in the achievement of a better quality of life by providing them with
specialized training in Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS) and to
prepare them for gainful practice in their chosen field of interest;

WHEREAS, Community Learning Activity provides the avenue for actual exposure to field and
community service and the experience in the use of theoretical and practical knowledge which have
been acquired in NSTP as non-academic course;

WHEREAS, the main goal of Community Learning Activity is for students to apply and enhance
workplace skills learned in the school/classroom and to develop those skills, making them productive
and competitive in their chosen profession.

WHEREAS, THE PARTY OF THE SECOND PART, is a local government unit that can provide the
training environment needed by the students, enabling them to link formal classroom training to related
work/service experience that will permit opportunity for cognitive, affective and psychomotor skills to
be developed and applied in the actual work place.

WHEREAS, both parties have mutual, distinctive and beneficial considerations leading to the
improvement of the quality of Civic Welfare and Literacy Services in the Philippines;

NOW THEREFORE, for and in consideration of the foregoing premises, the parties hereby agree
on the following terms and conditions of this Memorandum of Agreement.

Terms and Conditions:

THE PARTY OF THE FIRST PART BINDS ITSELF TO THE FOLLOWING UNDERTAKINGS:

1. Determine the readiness and ability of the NSTP-CWTS/LTS Student to go on the Community
Learning Activity.
2. Assign NSTP-CWTS/LTS Students at Brgy. Tanghas, Tolosa, Leyte for Community Learning
Activity.
3. Conduct supervisory visits during the Community Learning Activity of the NSTP-CWTS/LTS
Students.
4. Gather feedback from the Second Party as regards the performance of the NSTP-CWTS/LTS
Students as a basis for improving their performance and likewise to guide future NSTP-
CWTS/LTS Students.
 5. Coordinate with the officer-in-charge of the Second Party on matters relevant to the
Community Learning Activity of the NSTP-CWTS/LTS Students.
6. Comply with the needed requirements, rules and regulations set forth by the Office of the
Chairperson.

THE PARTY OF THE SECOND PART BINDS ITSELF TO THE FOLLOWING UNDERTAKINGS:

1. Provide the NSTP-CWTS/LTS Students the necessary assistance needed for the completion at
the Community Learning Activity.
2. Allow the NSTP-CWTS/LTS Students to perform different services of the community to
develop and enhance their skills in their chosen component.
3. Allow NSTP-CWTS/LTS Students to render their services every Saturday, from eight (8) to
eleven (11) o’clock in the morning or beyond, if necessary.
4. Avoid giving NSTP-CWTS/LTS Students tasks which are not relevant to the Community
Learning Activity or will not help improve their learning.
5. After completion of the Community Learning Activity, assist, cooperate and support in
conducting culmination program of the NSTP-CWTS/LTS in the community.

This Agreement shall take effect immediately upon signing by both parties concerned and shall expire on
May 15, 2019.

IN WITNESS WHEREOF, parties of the agreement hereunto affixed their signature this 9th day of
February 2019 at Municipality of Tolosa, Leyte, Philippines.
