Law Enforcement and Community Building Pilot

Background

The Racial and Ethnic Disparities Advisory Committee of the Utah Board of Juvenile Justice
(UBJJ) ensures Utah’s compliance with the R.E.D. Core Requirement of the Juvenile Justice and
Delinquency Prevention Act (JJDPA) of 1974, as amended. The JJDPA requires that States and
U.S. territories must:

“...implement policy, practice, and system improvement strategies at the State, territorial, local,
and tribal levels, as applicable, to identify and reduce racial and ethnic disparities among youth
who come into contact with the juvenile justice system, without establishing or requiring
numerical standards or quotas”.

Additionally, the JJDPA requires states and territories to, “provide assurance that youth in the
juvenile justice system are treated equitably on the basis of gender, race, ethnicity, family
income, and disability”. The JJDPA defines ‘racial and ethnic disparity’ as minority youth
populations that are involved at a decision point in the juvenile justice system at
disproportionately higher rates than non-minority youth at that decision point.

Thus, the mission of the Utah RED Subcommittee is to make available quality data, research,
and culturally responsive recommendations and solutions to address and prevent racial and
ethnic disparities in Utah’s Youth Justice System.

2019 Community Based Arrest and Referral Assessment

In an effort to understand community based youth arrest and referrals to court that happen
outside of the school setting, the committee partnered with the Utah Criminal Justice Center to
conduct an assessment that was concluded on October 2019.

Several recommendations and findings were provided in the assessment. Among them was the
lack of law enforcement familiarity with trainings aimed to reduce implicit biases and increasing
officers’ cultural competency (see page 57).

The assessment also points out that research shows that involving other stakeholders from the
community such as citizens, faith-based organizations, schools, and treatment providers can
enhance citizen-police interactions and perceptions and lead to the development of innovative
local strategies to address racial and ethnic disparities.

As a result, the R.E.D. Committee seeks an individual or entity, with training, evaluation, and
community building that has experience with implicit bias and/or cultural competency and
juvenile justice to conduct a program or project with 2-3 local law enforcement agencies that is
centered on the premise of addressing racial and ethnic disparities in Utah’s youth justice
system.

Project Overview

Purpose

The Utah Board of Juvenile Justice plans to award a contract to an individual or entity to create
a project or program geared towards law enforcement to help educate and inform them of racial
and ethnic disparities in Utah’s Juvenile Justice System centered on implicit bias, cultural
competency, restorative practices, and community building.

Scope of Work

1. Work in partnership with 2-3 local law enforcement agencies that show disproportionality
among youth of color in their jurisdictions at the point of arrest and/or referral.
2. Implement a project or program with the identified law enforcement agencies that centers on
community building to its fidelity.
3. Identify key training topics that are important for addressing racial and ethnic disparities and
are relevant to the roles and duties of the law enforcement agencies involved.
4. Correspond and provide project updates to the R.E.D. Coordinator.
5. Provide an evaluation report of the project at the conclusion of the contract. The evaluation
should also include the following:
a. Lessons learned.

b. A plan for continuation and/or sustainability of the project within the law
enforcement agencies that participated.
c. A potential layout on how other agencies might be able to implement the project in
their own jurisdictions should the project yield positive results.
6. Present project findings and a summary of the report to the Utah Board of Juvenile Justice
and the R.E.D. Advisory Committee at the conclusion of the project.

Please submit a 2-4 page project proposal using the template outlined below as a guideline.

2. Proposal: Please provide a 2-4 page project proposal the includes the following:
a. Summary of the plans and methods for the implementation of the project.
b. The law enforcement agencies you have identified to work with that show
disproportionality among youth of color in their jurisdictions at the point of arrest
and/or referral.
c. The budget is not to exceed $27,000.00.
d. Any additional pertinent information that the Utah Board of Juvenile Justice and
R.E.D. Advisory Committee should be aware of for your project plans.

3. Timeline: The project proposal should plan to start on January 2020 and conclude by
September 30, 2020
