Primicias assigned as the new OIC-SDS of SDO1 Pangasinan

The Department of Education implemented the reassignment of the schools’


division superintendent (SDS) in Pangasinan who are more than three years in their
position last September 16, 2019.
The following are the newly assigned SDS of Pangasinan: Sheila Marie
Primicias, officer-in-charge of the Office of the Schools Division Superintendent of San
Carlos City will bear the role of SDS of the SDO1 Pangasinan; Maria Celia Fernandez
(former SDS of SDO1 Pangasinan) to the Division of Dagupan City; Lorna Bugayong to
the Division of Alaminos City; Danilo Sison to the Division of Pangasinan; and Gloria
Torres to San Carlos City.
DepEd Region 1 Director Malcolm Garcia articulated the reassignment of division
heads as per the DepEd Order No. 16, s. 2019, “Amendment to DECS Order No. 7, s.
1999”, as issued and signed by Education Secretary Leonor Briones.
The said DepEd order states that “Transfers/Reassignments of ASDSs and
SDSs shall be done every five (5) years.”
SDO1 Pangasinan administered a Send-Off Party and Thanksgiving Program for
the Newly-Installed SDS of the Division of Dagupan City, SDS Fernandez, and
Welcome Program for SDS Primicias of SDO1 Pangasinan on September 17 and 18
respectively.
On her first day of assumption to duty, SDS Primicias talked to the local heads of
the 22 municipalities of SDO1 to discuss her projects with her goal towards ISO
Certification of the entire Division of Pangasinan 1 with the flagship of her “Happy to
Serve” campaign.

SSG leads the observance of 3 o’clock Habit in BIS

Supreme Student Government (SSG) spearheaded the adherence of the 3


o’clock
habit at Barlo Integrated School that started on September 9, 2019.

Lady Rose Manzano, SSG Adviser, conducted a meeting together with the SSG
council led by Rafael Brigole, SSG President, last September 6, 2019 with which they
tackled the 3 o’clock habit as the main agendum.

The said habit is in line with Maka-Diyos, as one of the core values of DepEd. If
prayer becomes a habit, success becomes a lifestyle.

“This movement is vital because through this, students will be drawn closer to
God. Whether we admit it or not, some students are not attending Sunday mass reason
why they don’t know the importance of praying. By practicing this, students are
reminded of the importance of praying in their lives as a student and as a person,”
Manzano said.

During this holy hour, teachers and students were asked to pause for a moment
to pray all together while a church song was played right after.

“As a religious country, I believe that praying is a part of our everyday lives. So, it
is a good movement for the council to conduct this in our school, to stop for a moment
and say a prayer of thanksgiving to our Almighty,” Brigole added.

De Leon, Estrada dominate WTD Pageants 2019

Teachers from the entire division of Pangasinan 1 converged in the celebration of


World Teachers’ Day 2019 last October 1-4 2019 held at the Sison Auditorium and
Narciso Ramos Sports Complex and Civic Center (NRSCCC) in Lingayen, Pangasinan.
The event highlighted varied pageants partaken by the teachers from SDO1. On
October 2, school heads brandished their respective municipalities as they vie for the
title of Mr. and Miss Fashionista 2019. Hermelie De Leon, school head in Mabini, walks
with enthusiasm as she represented the entire district of Mabini in her Creative
Costume, DepEd Uniform, and Denim Wear that left spectators and judges in awe. In
the same day, Mrs. World Teacher’s Day 2019, a fundraising pageant was also
spearheaded with which they garnered 1.2M.
On October 3, forty-six (46) fierce and dashing teachers from the SDO1
Pangasinan contends for the crown of Mr. and Miss World Teachers’ Day 2019.
Joecio Estrada, Math Teacher from Mabini in the said pageant. In the said pageant,
Estrada performs as he was named as Mr. Natasha and Best in Shorts Wear that paved
way for him to ensure a slot in the Top 10.
Estrada said, “It was a nerve-racking experience for me to represent my district,
but standing in front of my cheering colleagues boosted my confidence to perform
better. I might have fell short but seeing them supporting me and my district, makes me
feel a winner already.” He might not have won one of the titles but he said accepting the
challenge is already a title won for his district.
The goal of these pageants was to strengthen the camaraderie and unity of the
different districts under the umbrella of SDO1 Pangasinan as each participated in these
events. It also aims to show that extension of beauty and intelligence of these teachers
both inside and outside the school premises.

Kinder pupils of Barlo Integrated School were all smiled as they receive learning materials
from Mayor Ariel De Guzman (Mabini) in his project “Unang HakbangsaPagbabago”
last July 26, 2019.

The learning materials given to the pupils serve as an assistance and support
towards equitable and inclusive quality education for all. This includes notebooks,
paper, and pencil all placed inside a back pack.

FloredaNafarrete, adviser of Kinder, assisted in the distribution of these materials.


“Education is very important. I am in support of this project given that it lessens the burden of our
dear parents in providing these (learning materials) to their children at school, I hope this continue
until the next years to come,” she said.

De Guzman is planning to give another set of bags to the incoming Kinder pupils
for the next school year. He is contacting sponsors who could provide a support in the
sustainability of his project.
“Ito ang simula ng pagbabago, ngunit ang pagbabago ay
nagsisimulasaatingsarili,” De Guzman said.

DILG reiterates ‘Road Clearing Operations’ and not ‘Road Widening’

In line with the President Rodrigo Duterte’s administration’s “Build, Build, Build”
program, the Department of Public Works and Highway (DPWH) works in fast track of
widening of roads and bridges in the country.
Under the Build, Build, Build program, DPWH extends double time in
converting two-lane roads and bridges to four lanes.
The prime objective in pushing for road-widening projects is to provide practical
solution in addressing traffic congestion as extra lanes are supposed to create more
space for public and private vehicles in the country.
Private establishments, sheds, and some residential houses are being
demolished as the nationwide road-widening continues in all parts of the country as per
Republic Act No. 917 or the “Act Providing an Effective Highway Administration,
Modifying Apportionment of Highway Funds and Giving Aid to the Provinces, Chartered
Cities and Municipalities in the Construction of Roads and Streets, and for Other
Purposes,” or morepopularly known as “Philippine Highway Act of nineteen hundred
and fifty-three.”
Last July 29, 2019, the Department of Interior and Local Government released a
Memorandum Circular 121-2019 or the “Presidential Directive during the 4th State of the
Nation Address of the President to Clear Roads of Illegal Structures and Constructions.”
The DILG reminded officials that the directive should not be used for road
widening purposes. In Interior Secretary Eduardo’s statement, he said “We wish to
emphasize that the purpose of MC-121-2019, in compliance with the directive of the
President, is to ‘return to public use, all public roads and sidewalks that have been
appropriated for private use.’ In other words, it is for purposes of returning to the public
use the use of all public roads and it should never be used for road-widening purposes.”
“DILG Secretary Eduardo M. Ano said that they received reports from La Union,
Northern Samar, and other parts of the country that MC 121-2019 was allegedly being
used by contractors of the DPWH and some Local Government Units (LGUs) to remove
century-old trees, demolish waiting sheds that do not obstruct sidewalks, and even
demolish structures in private lots without notice and just compensation,” DILG said.

Ano released an issue of clarification after receiving reports that Memorandum


Circular 121-2019 was used differently from what is intended. The DILG Chief prompted
DPWH District Engineers and Local Government to remind their respective contractors
of the purpose and coverage of MC 121-2019 and not to interpret it in another way.

“Within 60 calendar days, significant results must be achieved, documented, and


reported together with the efforts of the LGUs to sustain,” DILG Undersecretary and
Spokesperson Jonathan Malaya said. “This is another effort of the DILG to reach out to
all LGUs nationwide and make certain that they are complying with the President’s
orders. We are inching towards the 600-day deadline and, of course, we want to yield a
100 percent compliance,” he added.

In line with MC-121-2019, all DILG Regional Offices and the BARMM Regional
Governor shall submit a weekly progress report on this matter to the Office of the
Secretary through the Bureau of Local Government Supervision for the first three
months of the effectivity of this circular and quarterly reports after.

In case of non-compliance of the public and private individuals, appropriate

administrative cases shall be filed pursuant to the Section 60 of the Local Government
Code of 1991 and other existing laws and policies.

President Rodrigo Duterte delivered his 4th State of the Nation Address (SONA)
on July 22, 2019 at Batasang Pambansa Complex, Quezon City.

The Philippine Philharmonic Orchestra sets mood as they perform folk songs
including Freddie Aguilar’s “Duterte Para saTunaynaPagbabago,” which was sang as
the President sets foot in the House of Representative’s Plenary Hall.

Duterte started his speech stating his high approval and trust ratings. “Numbers
speak a thousand words and tell a hundred tales,” said Duterte.

In his speech, Duterte did not hesitate to show frustration as he publicly


denounced corruption in the administration, he pointed the PhilHealth ghost kidney
treatment scam as one. “The recent uncovering of the massive fraud perpetrated
against the public health insurance system proves that corruption is pervasive. Huge
amount of medical funds were released to cover padded medical claims and imaginary
treatment of ghost patients, he said in disappointment. Duterte bared that it is
“selfishness” that lets it continue.

“The government is conned of millions of pesos which could be used to treat


illnesses and possibly save the lives of many. Thus, I ordered the NBI to arrest and
cause the prosecution of those liable,” he added.

Meanwhile, Duterte commended the Bureau of Investigation for handling the


arrest and prosecution of high-profile criminals. “I have fired or caused the resignation of
more than a hundred officials and appointees of government without regard to
relationship, friendship, and alliance,” he said.

Later this year, the country will be hosting the 30th Southeast Asian games. In
line with this, President showed his support in the creation of the National Academy of
Sports for high school students.

Duterte ended his speech by referring to the second half of his term as the
‘period of consequences.” “I dream of glowing days ahead for every Filipino. I dream of
a Philippines better than the one I grew up with,” he said. President is optimistic to a
sustained momentum of the country in the span of his term which will cease in 2022.

President Digong also tackled topics on illegal drugs, tourism, Bangsamoro


Organic Law, West Philippine Sea, salary increase for government workers, tax reform,
disaster risk reduction and management (DRRM), agriculture, and the traffic in Metro
Manila. His speech lasted for 1 hour and 33 minutes.

Gov. Espino and PBSP to Intensification of Pangasinan’s TB Control

Governor Amado Espino III, signs the amendment letter to the memorandum of
agreement between the Province of Pangasinan and the Philippine Business for Social
Progress Inc.(PBSP)for the intensification of the province’s tuberculosis control
program.

Last October 14, during their session, the Pangasinan Provincial Board
unanimously authorized Provincial Resolution N. 221-2019 commissioning Espino into

signing an amendment letter to the MOA for the implementation of a global fund project
called “Intensifying and Mainstreaming Integrated DOTS in the Philippines.”

Board Member Jeremy Agarico Rosario authored the said resolution, said that
Philippines takes the 15th spot in the “high-burdened” countries in the world based on
the status of TB cases in the country. He added that the province has been an
implementing partner of DOH in delivering quality clinical and laboratory services
among tuberculosis patient covered by the Global Fund Project.

Capitol strengthens livelihood of Local Fisherfolks

The Provincial Government of Pangasinan initiated a Fish-Processing Project in


Camaley Fisherfolk Association in the province in support of the “Ilog Ko, BIlayen Tan
Aroen Ko Livelihood Project.”

Gov. Amado Espino III led the commencement on June 28 at Lingayen Provincial
Freshwater Fish Hatchery. Espino expressed that the focal aim of the livelihood project
is to aid assistance to the marginalized fisherfolks in the province.

Espino guaranteed that the provincial government together with its 14


government hospitals will be the central consumer of the processed goods of the
fisherfolk associations. “We have 14 hospitals and we accommodate meals of more
than 2000 patients daily,” he said emphasizing the significance of the confederation of
the provincial government and the agri-fishery sector.

Headded that this project is geared towards the search for “Pangasinan’s best
products” worthy of exporting locally and internationally.

Camaley Fisherfolk Association’s initial products are bangustinapa, boneless


bangus, relyenongbangus, and bangus shanghai.

Local beneficiaries acquire Php 19.6 M farm and fishery inputs

Farmers and fishermen from the second district of Pangasinan benefited in the
mass distribution of Php 19.6 M farm and fishery inputs led by Gov. Amado Epino III.

The provincial capitol expends Php 4 million for the farm feeds and another Php
11.3 million apportioned for the fertilizer costing a sum of Php 15.4 million for the farm
inputs.

Beneficiary farmers and fisherfolks were given farm inputs as a help in getting
back their losses due to the onslaught brought by typhoons coupled by monsoon rains
that caused damages in agricultural and fishery sectors of the province.

“Your gain in your agricultural or fishery venture is the gain of your family,”
Espino said as he stressed the need for farmers’ resiliency when unfortunate events
happen in their agriculture and fishery business.

40 organized groups of farmers received 2,000 bags of fertilizers, while a total of


2,814 bags of feeds were handed out to 19 organized groups composed of 1,994
farmers.

Recipient organizations from Labrador were awarded fishery paraphernalia and


equipment under Philippine Rural Development Project (PRDP). They were requested
to avail PDRP given the documents prepared and duly compliance to the process.

Recipient of the PRDP is the Bolo Magsaysay Dulig San Gonzalo (BOMADUS)
Agrarian Reform Community-Multi-Purpose Cooperative situated in Labrador, with
which they were given: 1 unit of Isuzu delivery truck, 2 units of engine pump 12hp, 2
units axial flow pump with stainless pipe, 2 units weighing scale 120

kgs. capacity, 1 unit oxygen tank with content (small), 1 unit oxygen tank with content
(big), and assorted fishery paraphernalia and supplies.

BIS as JDVP Recipient for SY ‘19-‘20

Technical Vocational Livelihood (TVL) Track of the SHS of Barlo Integrated


School became a recipient for the Joint Delivery Voucher Program (JDVP) for the
school year 2019-2020.

This program is based on the guidelines on the “Implementation of the Joint


Delivery Voucher Program for Senior High School Technical-Vocational Livelihood
(JDVP-TVL) Specializations for Senior High School for S.Y. 2019-2020.” This is
pursuant to pertinent provisions of Republic Act No. 10533 or the Enhanced Basic
Education Act of 2013 and RA 11260 or the General Appropriations Act (GAA) for Fiscal
Year 2019.

The Joint Delivery Voucher Program for Senior High School Technical-Vocational
Livelihood Specializations (JDVP-TVL) promotes partnership between DepEd and
qualified institutions as stipulated in RA 10533.

Under this program, SHS students taking TVL as specialization, enrolled in public
schools to avail of vouchers and take their TVL specializations in eligible partner
institutions from either from either private or non-DepEd public SHSs. This program
offers tuition fee assistance through a voucher worth Php12,550 per learner-beneficiary
identified as having inadequate facilities, equipment, tools, and teachers.

The voucher shall cover the training costs for 320 hours per learner in any one or
combination of one to four specializations, including the tuition and miscellaneous
expenses. It also includes the voucher subsidy for the assessment fee worth P550
limited to one National Certificate (NC.)

“The voucher program is very helpful because it will help in improving our skills in
our chosen pathand will lessen the burden of our parents,” Jiesebel Sarmiento, SHS
student said.

Albert Llobrera, JDVP-TVL Focal Person of BIS prepared and submitted


necessary papers to qualify the school as JDVP recipient. “My students taking TVL-
Food Processing need to have an actual experience to complete equipment to further
hone their skills in the track. The Department of Education is not prepared in the
implementation of SHS, so problems such as lack of learning materials existed. This is
when JDVP enters, to aid financial assistance through a voucher program,” he said.

The Grade 12 students are to have their training at the LRC Institute of the
Philippines in Maramba Blvd., Lingayen on October 21-November 29 based on the
training matrix submitted to the Division Office.

Philippines is a glimpse of surreal paradise and real-life fantasy. It is a home of


prestige caused by aesthetically appealing views wherever you lay your eyes on. It is
not new to many that Philippines has a wide-array of spots known to tourists around the
world. The captivating charm these places possess are truly eye-popping and heart-
melting. Indeed, bewitching in turning heads back on. Boracay in Aklan, Puerto
Princesa in Palawan, and Baguio in Cordillera to name a few. Places that will leave you
craving for more.

Despite being unembellished, Barlo is an epitome of gratification to its folk. You


couldn’t ask for more from a community remote from the metro, living in adherence to
old ways- truly encapsulating the “prime life.” Gone are these days.

1960, the year that will rewrite the history and will unfold a sheer chapter and
unravel a metamorphosis in the entire community of Barlo before their very eyes. Barlo
is a pristine plain and mountainous terrain not until the creation of the mining industry
that commenced in the said year. The visage of its innocence is reconstructed to a
countenance of toil. The silence that was once deafening is changed into the battlecry
of creaking engines.

What is mining? Mining is the process or business of digging in mines to obtain


minerals, metals, jewel, etc. Escobar Mining Company and Acoje Mining Company were
the first companies to excavate the hidden paradise. High-grade coppers, pyrites or
white gold, silver, silicon, and even gold were some of the minerals retrieved from the
ground zero. Poking holes through the earth’s surface is a strenuous exertion. At times,
dynamites were used to remove boulders blocking the way. Another is a water
compressor used to reduce water inside the tunnels.

Wreaking havoc is dusk for the community. A state of total darkness where the
day is to end and night is just about to begin- an event synonymous to when Adam and
Eve bit the apple. Everyone was exiled from the paradise. But as an adage says, the
darkest part of the night is near dawn- to begin to become light as the sun rises. A
bridge of hope rises after the remnants of insult to the ground.

Not less than half hectare ground were dug left after the mining operation. This
area was filled with water from the tunnels surrounding it. Time passed and the
Armageddon turned into a beautiful disaster, putting an end to the nighttime solstice.
