Lady Rose Manzano, SSG Adviser, conducted a meeting together with the SSG
council led by Rafael Brigole, SSG President, last September 6, 2019 with which they
tackled the 3 o’clock habit as the main agendum.
The said habit is in line with Maka-Diyos, as one of the core values of DepEd. If
prayer becomes a habit, success becomes a lifestyle.
“This movement is vital because through this, students will be drawn closer to
God. Whether we admit it or not, some students are not attending Sunday mass reason
why they don’t know the importance of praying. By practicing this, students are
reminded of the importance of praying in their lives as a student and as a person,”
Manzano said.
During this holy hour, teachers and students were asked to pause for a moment
to pray all together while a church song was played right after.
“As a religious country, I believe that praying is a part of our everyday lives. So, it
is a good movement for the council to conduct this in our school, to stop for a moment
and say a prayer of thanksgiving to our Almighty,” Brigole added.

De Leon, Estrada dominate WTD Pageants 2019

Kinder pupils of Barlo Integrated School were all smiled as they receive learning materials
from Mayor Ariel De Guzman (Mabini) in his project “Unang HakbangsaPagbabago”
last July 26, 2019.
The learning materials given to the pupils serve as an assistance and support
towards equitable and inclusive quality education for all. This includes notebooks,
paper, and pencil all placed inside a back pack.
De Guzman is planning to give another set of bags to the incoming Kinder pupils
for the next school year. He is contacting sponsors who could provide a support in the
sustainability of his project.
“Ito ang simula ng pagbabago, ngunit ang pagbabago ay
nagsisimulasaatingsarili,” De Guzman said.

DILG reiterates ‘Road Clearing Operations’ and not ‘Road Widening’

In line with the President Rodrigo Duterte’s administration’s “Build, Build, Build”
program, the Department of Public Works and Highway (DPWH) works in fast track of
widening of roads and bridges in the country.
Under the Build, Build, Build program, DPWH extends double time in
converting two-lane roads and bridges to four lanes.
The prime objective in pushing for road-widening projects is to provide practical
solution in addressing traffic congestion as extra lanes are supposed to create more
space for public and private vehicles in the country.
Private establishments, sheds, and some residential houses are being
demolished as the nationwide road-widening continues in all parts of the country as per
Republic Act No. 917 or the “Act Providing an Effective Highway Administration,
Modifying Apportionment of Highway Funds and Giving Aid to the Provinces, Chartered
Cities and Municipalities in the Construction of Roads and Streets, and for Other
Purposes,” or morepopularly known as “Philippine Highway Act of nineteen hundred
and fifty-three.”
Last July 29, 2019, the Department of Interior and Local Government released a
Memorandum Circular 121-2019 or the “Presidential Directive during the 4th State of the
Nation Address of the President to Clear Roads of Illegal Structures and Constructions.”
The DILG reminded officials that the directive should not be used for road
widening purposes. In Interior Secretary Eduardo’s statement, he said “We wish to
emphasize that the purpose of MC-121-2019, in compliance with the directive of the
President, is to ‘return to public use, all public roads and sidewalks that have been
appropriated for private use.’ In other words, it is for purposes of returning to the public
use the use of all public roads and it should never be used for road-widening purposes.”
“DILG Secretary Eduardo M. Ano said that they received reports from La Union,
Northern Samar, and other parts of the country that MC 121-2019 was allegedly being
used by contractors of the DPWH and some Local Government Units (LGUs) to remove
century-old trees, demolish waiting sheds that do not obstruct sidewalks, and even
demolish structures in private lots without notice and just compensation,” DILG said.
In line with MC-121-2019, all DILG Regional Offices and the BARMM Regional
Governor shall submit a weekly progress report on this matter to the Office of the
Secretary through the Bureau of Local Government Supervision for the first three
months of the effectivity of this circular and quarterly reports after.

President Rodrigo Duterte delivered his 4th State of the Nation Address (SONA)
on July 22, 2019 at Batasang Pambansa Complex, Quezon City.
The Philippine Philharmonic Orchestra sets mood as they perform folk songs
including Freddie Aguilar’s “Duterte Para saTunaynaPagbabago,” which was sang as
the President sets foot in the House of Representative’s Plenary Hall.
Duterte started his speech stating his high approval and trust ratings. “Numbers
speak a thousand words and tell a hundred tales,” said Duterte.
Later this year, the country will be hosting the 30th Southeast Asian games. In
line with this, President showed his support in the creation of the National Academy of
Sports for high school students.
Duterte ended his speech by referring to the second half of his term as the
‘period of consequences.” “I dream of glowing days ahead for every Filipino. I dream of
a Philippines better than the one I grew up with,” he said. President is optimistic to a
sustained momentum of the country in the span of his term which will cease in 2022.
Governor Amado Espino III, signs the amendment letter to the memorandum of
agreement between the Province of Pangasinan and the Philippine Business for Social
Progress Inc.(PBSP)for the intensification of the province’s tuberculosis control
program.
Last October 14, during their session, the Pangasinan Provincial Board
unanimously authorized Provincial Resolution N. 221-2019 commissioning Espino into

signing an amendment letter to the MOA for the implementation of a global fund project
called “Intensifying and Mainstreaming Integrated DOTS in the Philippines.”
Board Member Jeremy Agarico Rosario authored the said resolution, said that
Philippines takes the 15th spot in the “high-burdened” countries in the world based on
the status of TB cases in the country. He added that the province has been an
implementing partner of DOH in delivering quality clinical and laboratory services
among tuberculosis patient covered by the Global Fund Project.
Gov. Amado Espino III led the commencement on June 28 at Lingayen Provincial
Freshwater Fish Hatchery. Espino expressed that the focal aim of the livelihood project
is to aid assistance to the marginalized fisherfolks in the province.
Headded that this project is geared towards the search for “Pangasinan’s best
products” worthy of exporting locally and internationally.
Farmers and fishermen from the second district of Pangasinan benefited in the
mass distribution of Php 19.6 M farm and fishery inputs led by Gov. Amado Epino III.
The provincial capitol expends Php 4 million for the farm feeds and another Php
11.3 million apportioned for the fertilizer costing a sum of Php 15.4 million for the farm
inputs.
Beneficiary farmers and fisherfolks were given farm inputs as a help in getting
back their losses due to the onslaught brought by typhoons coupled by monsoon rains
that caused damages in agricultural and fishery sectors of the province.
“Your gain in your agricultural or fishery venture is the gain of your family,”
Espino said as he stressed the need for farmers’ resiliency when unfortunate events
happen in their agriculture and fishery business.

kgs. capacity, 1 unit oxygen tank with content (small), 1 unit oxygen tank with content
(big), and assorted fishery paraphernalia and supplies.
The Joint Delivery Voucher Program for Senior High School Technical-Vocational
Livelihood Specializations (JDVP-TVL) promotes partnership between DepEd and
qualified institutions as stipulated in RA 10533.
Under this program, SHS students taking TVL as specialization, enrolled in public
schools to avail of vouchers and take their TVL specializations in eligible partner
institutions from either from either private or non-DepEd public SHSs. This program
offers tuition fee assistance through a voucher worth Php12,550 per learner-beneficiary
identified as having inadequate facilities, equipment, tools, and teachers.
The voucher shall cover the training costs for 320 hours per learner in any one or
combination of one to four specializations, including the tuition and miscellaneous
expenses. It also includes the voucher subsidy for the assessment fee worth P550
limited to one National Certificate (NC.)
“The voucher program is very helpful because it will help in improving our skills in
our chosen pathand will lessen the burden of our parents,” Jiesebel Sarmiento, SHS
student said.
The Grade 12 students are to have their training at the LRC Institute of the
Philippines in Maramba Blvd., Lingayen on October 21-November 29 based on the
training matrix submitted to the Division Office.

Open -Cut Annihilations

1960, the year that will rewrite the history and will unfold a sheer chapter and
unravel a metamorphosis in the entire community of Barlo before their very eyes. Barlo
is a pristine plain and mountainous terrain not until the creation of the mining industry
that commenced in the said year. The visage of its innocence is reconstructed to a
countenance of toil. The silence that was once deafening is changed into the battlecry
of creaking engines.
Wreaking havoc is dusk for the community. A state of total darkness where the
day is to end and night is just about to begin- an event synonymous to when Adam and
Eve bit the apple. Everyone was exiled from the paradise. But as an adage says, the
darkest part of the night is near dawn- to begin to become light as the sun rises. A
bridge of hope rises after the remnants of insult to the ground.
Not less than half hectare ground were dug left after the mining operation. This
area was filled with water from the tunnels surrounding it. Time passed and the
Armageddon turned into a beautiful disaster, putting an end to the nighttime solstice.
