PROJECT PROPOSAL FOR THE PUBLIC RUQIA PROGRAMME AT THE NATIONAL STADIUM

1. POJECT SUMMARY

The project is about the maintainance of buildings, running of the Charity Institute for Quranic
Memorization and Vocational Training, Construction and running of a Vocational Centre which is located
in makeni city few meters off the main Magburaka high way. these buildings were constructed about
four years ago for the purpose of Quranic Memorization and islamic study. The buildings serve as
bordering homes and other administrative buildings for theCharity Institute for Quranic Memorization
and Vocational Training . Among the buildings are

i. Masjid ( Mosque) which is three hundred metre square (300m2)

ii. bordering home building comprising twelve (12) rooms which can accomodate about

one hundred and fifty (150) students

iii. A quarter for the director

iv. Administrative Building

v. Inside and outside toilets for students

vi. Kitchen

vii. Public latrines

Due to the lack of funds for running the institution, the buildings have developed some problems which
needs to be adressed by rehabilitation and also the running cost which involves teachers' and other
workers' salaries, bordering home materials and equipments and student feeding programme.

In addition to this, a vocational centre needs to be constructed so that people who are pursuing the
Quranic knowledge and islamic studies in general will be able to learn some trade like Electrician,
carpentry, Mechanic, gara tie dying, soap making, plumbing, Tailoring, metal works and the likes. This
will empower them interms of job opportunities and they will become self dependent.

the project's main objective is to make the institution one hundred percent (100%) charitable so that
everyone in the future will be able to gain access to knowledge (Quran and islamic study). The project in
its full capacity will promote Quranic memorization, Quranic Reading, Well structured Islamic study
courses, Islamic empowerment, promote chidren and youth development through piety and give the
society Quranic elites.

The project will transform both the students and the communities as well in the area of education, God
fearance and humanity.

2. INSTITUTIONAL PROFILE/ BACKGROUND

On his ( Sheik Mustapha Fofanah's) visit to Sierra Leone in the year 2010 after tremendous years of
study in the Republic of Maurintania, Mali, Guinea and several other places, he found out many Labses
in the area of Quranic Education and Islamic Studies in general. Through his knowledge in the Quranic
Sciences and Islamic Studies and how to develop platforms to foster Quranic education, he did series of
surveys of the problem, its root causes and also the possible ways of solving the problem. According to
his findings, if the possible solutions recommended by him are implemented, there will be a solution to
this problem of incoherent nature of the quranic education in Sierra Leone.

He founded the Charity Institute for Quranic Memorization and Vocational Training in his native town
called Bendugu, Sambaia Chiefdom, Tonkolili District, Northern Province, Sierra Lone. After the Charity
Institute for Quranic Memorization and Vocational Training Centre's establishment, he taught it fit to
bring it to the regional headquarter inorder for a lot of people to benefit.

He strive to meet with other friends and unravel this existing problem to them and he succeeded in
bringing some of them on ground and through his effort , some projects he developed then were funded
which lead to the rental of buildings to serve as hostels and class rooms for bordering home students,
feeding of these students and supporting them with other learning materials for a period of four (4)
years, that is from 2012 to 2016.

Out of a roll of one hundred and fifty (150) students, Majority of them were able to read the Quran well,
a good number of them almost memorised the Quran and did some aspect of Islamic Studies. He further
continued his strive by writing other projects through which he was able to secure verse area of land in
the makeni municipality which saw the construction of several buildings as outlined below

3. PROJECT DESCRIPTION

3.1 problem Statement- The Charity Institute for Quranic Memorization and Vocational Training
buildings were constructed in 2016, but due to the unavoidable conflicts in the gulf countries ( Yemen
and Syria), the donors categorically spelt it out to the institution that there will be no funding for the
running of the institution as their attentions at that time were focused on helping the gulf refugees. So
because of this, the sustainability of the institution came to a stand still. The institution was unable to
function since that time and lately the buildings have some problems of rehabilitation which has to be
done. So the institution needs funding for this project in order to do the rehabilitation work and kick
start the running of the institution.The existing problem of unemployment among quranic scholars due
to the fact that they did not learn any other trade during the pursuit of the Quranic knowledge, a
vocational centre needs to be constructed inorder to give the opportunities to the students to learn the
different trades wich will enable them be marketable in the job market and to make them self
dependent.

3.2 Rationale- The project is very vital as it will see the buildings being taken care of and being used for
their intended purposes. The project will also see the enhancement of an environment of learning
where people will be able to access Quranic education and Islamic studies on charitable bases. there will
also be an increase in the number of people with Quranic knowledge and also quranic Memorisers. It
will see the achievement of diversity in the educational field. The construction and running of the
vocational centre will let the students learn different trades that will provide them source of earning.
After graduation, they will be Quranic graduates and people with other skills also.

3.3 Goal and Objectives of the project

The main goal of the project is to see that everyone gain access to Quranic education, islamic studies
and vocational training of various trades on a charitable bases.

Below are the specific objectives

• To maintainance/rehabilitate the structures ( buildings)

• To give bordering home materials and other learning materials

• To give Teachers' and other workers' salaries

• To create means for student feeding programmes

• To let student maximize their potentials

• to help build a society of trust through divine guidiance

• To train quranic students with other trades through the vocational centre.

3.4 Result (Project outcome)

• People will have an institution where they will pursue Quranic education, Islamic studies and
build up good relationships with each other

• The rehabilitation of the buildings will help save structures and provide both confortable shelter
and learning environment for studients

• The kitchen will facilitate the proper food preparation process more so during hot weathers or
during wet seasons.
• the in and out side toilet facilities will help promote sanitation and will also reduce the water
borne diseases.

• The public toilet constructed outside when rehabilitated will help prevent congestion and
provide enough space for sanitation

• The rehabilitation of the administrative buildings will facillitate the efficiency of the admin work

• The construction of the vocational centre will help quranic student learn other trade that will
make them fit for the job market and create a source of employment for them

3.5 Project Outputs

• Awell structured learning environment have been created

• Buildings have been maintainanced

• Broken toilets facilities have been restored

• broken kitchen has been restored

• running of the institution has been achieved

• A vocational centre for job training has been built and operational.

3.6 Target Beneficiaries

• Communities in the Makeni municipality

• People of the northern province and Sierra Leone as a whole

3.8 Project Sustainability

The sustainability of the project will be based on donor fundings as the institution is a charitable
institution and the project will be managed by the Institution itself.

3.9 Monitoring and Evaluation

The project will be monitored and evaluated by the top executive of the institution and the donors will
have a right to involve in the monitoring and evaluation of the project if they wish to do so.
