INVITATION TO BID
Executive Engineer, Karachi Central Civil Division No. I, Pak. P.W.D., Karachi, a Federal
Government Executing Agency, situated at Barrack 48, Pakistan Secretariat, A.M area Saddar, Karachi, invites
sealed tenders, on percentage rate basis, for the works / schemes under SDG’S Achievement Programme (SAP) as
tabulated hereunder, from the Contractors / Firms registered with Income Tax (who are Active on Taxpayers List
& non-defaulter of Federal Board of Revenue) & having valid Departmental Enlistment / License of Pakistan
Engineering Council in appropriate category & field of specialization where applicable.

Bidding documents containing detailed terms and conditions, etc., can be had from the
office of the undersigned latest by 10th January 2020 during office hours, on payment of prescribed tender cost
(non-refundable), as shown against each, as per Rule 23(5) of Public Procurement Rule 2004, on production
of requisite documents as detailed below. Tenders should be dropped in the tender box by 02:00 P.M,
on 13th January 2020, which will be opened publicly on same day at 02:30 P.M, in presence of the participants.

A) Documents required for purchase of tenders:

• Application on Firm’s Original Letter-Head.
• Registration with Income Tax Department (NTN Certificate).
• Valid Pakistan Engineering Council License for the year 2019-2020 / Departmental Enlistment for
the year 2019-2020 (where applicable).
• Valid CNIC of Proprietor of Firm or authorized person.
• An Under-Taking on Rs.100/- non-judicial paper (in original) that the firm is neither black listed
by any Government/Semi Government Organization nor under litigation for any sort of recovery
of Government dues on part of Contractor/Bidder.
• Complete details of Engineering Staff i.e. Name, PEC Registration Number, Address and Contact
Number dully signed by Proprietor/Authorized Person with official stamp of the Firm.

B) Terms & Conditions:

• Separate Application on Firm’s Original Letter-Head for each tender (if applied for one or more
than one tender) shall be admissible.
• Tenders documents shall be issued only to Proprietor of Firm OR Authorized Representative
holding registered power of attorney registered from Registrar.
• Under allowance of PPRA Rules-25, Bid Security 05% of Bid Cost is required, whereby bidder
will submit 5% of Estimated Cost, at time of obtaining the tender while balance / difference of
remaining Bid Security (in case of premium quoted above the estimated cost) would liable to be
submitted along with tender.
• Bid Security in shape of Call deposit/Pay order in favor of undersigned, duly mentioned the
name & title of the firm by any schedule bank functioning at Karachi, if any other then Karachi,
Call deposit/Pay order must be with verification letter issued by the same bank.
• Copies of all necessary documents i.e valid CNIC, NTN, PEC License, Pay Order/Call Deposit,
List of Engineering Staff etc must be attached with the application for issuance of Tender
Document.
• No tender will be sold / issued on the date of opening.
• If the contractors disfigure/disrupt the tenders, his earnest money will be forfeited in favor of
Government exchequer besides taking punitive action as per rules.
• Tender notice is also available at PPRA website (www.ppra.org.pk).
• Other terms & condition of mentioned in bidding documents will be applied mutatis mutandis.

C) Under following conditions, bid will be rejected:

• Tenders shall not be entertained if received Incomplete/Conditional or received by mail/courier

and fax or telegraphically.
• Bids not accompanied by bid security (if required) or submitted with lesser than required balance
amount and shape.
• The Competent authority in accordance with PPRA Rule-33 of 2004 may reject all bids all
proposals any time prior to the acceptance of a bid or proposal.
• Bids received after specified date and time of opening.
• Black listed firms.
SCHEDULE
In case if the tenders not sold/opened or any unavoidable / unforeseen circumstance on 1 st scheduled date, would
be followed by 2nd / 3rd schedule mentioned herewith.
