1 PURPOSE
This Engineering Specification is used to provide the manufacturing requirements
of a single conductor, cross-linked polyethylene insulated, concentric neutral wire
shielded, jacketed cable for use by SMUD on their 69 kV distribution systems.

2 SCOPE
This specification applies to 69 kV class, cross-linked polyethylene insulated
cable used at SMUD. All work and material to design, fabricate, test and deliver
the specified equipment along with any drawings, manuals, or other documents
required shall be provided by the successful contractor.

4 DEFINITIONS
Refer to ICEA S-108-720, The IEEE Dictionary of Electrical and Electronic Terms
and the references defined in section 3.

5 SPECIFICATION
5.1 GENERAL
5.1.1 The cable shall be designed, manufactured and tested in accordance
with ICEA S-108-720, as applicable except as defined otherwise in this
specification.
5.1.2 The cable shall be manufactured by the true triple head extrusion of the
conductor shield, insulation, and insulation shield.
5.1.3 After triple extrusion, the cable shall be dry-cured, utilizing the Maillefer
or Troester dry-curing process.
5.1.4 The manufacturer shall demonstrate contamination protection during all
phases of production. To minimize contamination, the insulation
compound shall be received and unloaded in a closed bulk
handling/transfer system, or when necessary, received and unloaded in
an ultra-clean box and sealed super sack handling/transfer system.
Conductor shield and insulation shield compounds shall be received and
unloaded in an ultra-clean box and sealed super sack handling/transfer
system. All manufacturing rooms and areas where materials for the
insulation system are handled from the sealed containers from the
suppliers shall be Class 6 in accordance ISO 14644-1. All other areas
handling the material shall be classified as an ISO class 7.
5.1.5 Cables shall be manufactured utilizing materials from one supplier for
the entire insulation system, unless approved otherwise by SMUD in
writing and upon provision of qualification test reports. The cable
manufacturer shall use materials in the manufacturing of cables supplied
under this specification identical to the materials used in all applicable
Qualification testing submitted per section 7.1.
5.1.6 All cables (i.e. combinations of cable, cable shield, insulation, insulation
shield, and jacket) provided under this specification must have
successfully met the qualification tests per ICEA S-108-720.

5.1.7 The manufacturer shall have satisfactorily performed qualification tests


in accordance with ICEA S-108-720 for materials proposed. The
contractor shall submit the qualification test reports for review by the
SMUD Distribution Design Engineer - Standards. SMUD reserves the
right to disqualify specific materials as may be defined should quality or
reliability concerns develop.
5.2 SMUD’S INTENDED USE OF CABLE
5.2.1 The cable shall be suitable for installation on riser poles, underground
conduit or duct, and in direct earth burial.
5.2.2 The cable shall be operated with the following ratings and configurations:
5.2.2.1 Nominal Operating Voltage (phase-phase) 69,000 V
5.2.2.2 Maximum Operating Voltage (phase-phase) 72,500 V
5.2.2.3 BIL rating 350 KV
5.2.2.4 Frequency 60 Hz
5.2.2.5 Normal Operating Temperature 90°C
5.2.2.6 Emergency Operating Temperature 105°C
5.2.2.7 Maximum Earth Ambient Temperature 25°C
5.2.2.8 Earth Thermal Resistivity RHO-90°C·cm/W
5.2.2.9 Load Factor 100%
5.2.2.10 Metallic shield grounded at both ends
5.2.3 The cable will be installed in the following configurations:
5.2.3.1 Three conductors in a four-way underground duct bank
5.2.3.2 One conductor per 6” PVC riser along pole
5.2.3.3 Underground duct diameter will be 6" installed 8" on center in a square
pattern, 30" below grade to the top of the duct bank and encased in
concrete.
5.3 CONDUCTOR
5.3.1 GENERAL
The conductors shall meet the requirements of ICEA S-108-720 and
AEIC CS9. The conductor material shall be defined and shall conform
to the following requirements.
5.3.2 CONDUCTOR SIZE
The manufacturer shall provide 1000 kcmil conductor, compact strand.
5.3.3 CONDUCTOR MATERIAL
5.3.3.1 Aluminum phase stranded conductors shall be of type 1350-H16 or
1350-H26 (3/4 hard) aluminum per ASTM B609.
5.3.3.2 Copper phase conductors shall be annealed copper furnished in

accordance with ASTM B3.


5.3.4 CONDUCTOR STRANDING
5.3.4.1 Aluminum conductor stranding shall be compact class B stranded per
ASTM B400.
5.3.4.2 Copper conductor stranding shall be and compact class B stranded per
ASTM B496.
5.3.5 CONDUCTOR SEALANT
5.3.5.1 In order to prevent water propagation through the insulated conductor
and to alleviate water (electromechanical) treeing of the insulation, a
strand blocking shall be applied to the inner layer(s) of all stranded
conductors in accordance with ICEA S-108-720 section 2.2.
5.3.5.2 This material shall be compatible with the conductor, conductor shield
materials, and the insulation in accordance with ICEA T-32-645.
5.3.5.3 The conductor water blocking shall be capable of withstanding a water
penetration test pressure of 5 psi for qualification and production
testing in accordance with ICEA T-31-610.
5.4 CONDUCTOR SHIELDING
5.4.1 The conductor shield shall be applied in accordance with ICEA S-108-
720. The conductor shall be covered with an extruded layer of super
smooth semi-conducting cross-linked polyethylene thermo-setting
material, Dow ENDURANCE compound HFDA-0801BK or SMUD
approved equal.
5.4.2 The minimum thickness of the conductor shield shall be in accordance
with ICEA S-108-720.
5.4.3 The conductor shield material shall be compatible with all the
characteristics of the cable insulation, conductor, and strand blocking
materials.
5.5 INSULATION
5.5.1 The insulation shall meet all of the appropriate requirements of ICEA S-
108-720.
5.5.2 The insulation shall consist of unfilled cross-linked polyethylene (XLPE),
Dow ENDURANCE HFDB-4201 SC, or a SMUD approved equivalent.
5.5.3 The insulation wall thickness shall be a nominal 650 mils with a
minimum point thickness of 618 mils and a maximum point thickness of
680 mils.
5.6 NON-METALLIC INSULATION SHIELDING
5.6.1 EXTRUDED LAYER
The first shielding layer applied directly over the insulation shall be a

continuously bonded, extruded layer of semi-conducting cross-linked


polyethylene, Dow compound HFDA-0587 BK S, or SMUD approved
equal, applied in accordance with ICEA S-108-720.
5.6.2 TAPE LAYER
A semi-conducting cushion tape with water barrier properties and a
thickness of at least 40 mils or a SMUD approved equal, shall be
applied over the extruded semi-conducting insulation shield in
accordance with ICEA S-108-720.
5.7 METALLIC SHIELDING / CONCENTRIC NEUTRAL
5.7.1 Concentric Wire Layer - The second layer of shielding shall consist of
concentric uncoated copper wires of a quantity of 34 - #14 AWG, or a
quantity of 21 - #12 AWG with a maximum length of lay of 10 times the
diameter of the cable as measured over the non-metallic insulation
shielding per ICEA S-108-720 requirements.
5.7.2 The wires shall be spaced around the circumference of the cable such
that the distance between conductors is approximately equal. The
spacing between the wires shall not exceed 0.5 inch.
5.7.3 All other requirements of ICEA S-108-720 shall apply to the concentric
wire layer.
5.8 JACKET
5.8.1 A separator tape, which is compatible with other components of the
cable, shall be placed over the concentric wires (under the jacket). This
separator shall be in accordance with ICEA S-108-720.
5.8.2 The cable shall be protected overall with an insulating jacket of High
Density Polyethylene, HDPE, in accordance with ICEA S-108-720.
Acceptable materials are Dow DGDA 1310, or SMUD approved
equivalent.
5.8.3 An extruded 10 mils semi-conducting layer shall be applied to the outer
surface of the jacket, such as Dow ENDURANCE DHDA-7708, for use
to check the integrity of the jacket after installation per ICEA S-108-720.
5.9 LONGITUDINAL WATER BLOCKING
5.9.1 The cable shall be designed and manufactured to be longitudinal water
penetration resistant along the cable interstices.
5.9.2 The water blocking should be capable of withstanding a water
penetration test pressure of 5 psi minimum for qualification and
production testing in accordance with ICEA T-34-664.
5.10 CABLE AND FOOTAGE IDENTIFICATION
5.10.1 The cable shall be supplied with the identification as required by ICEA

S-108-720.
5.10.2 Sequential Length markings shall also be supplied in accordance with
ICEA S-108-720. The sequential length marking shall be made not less
than every two (2) feet along the length of the cable.
5.10.3 The print legend is to be only Hot Stamp Foil type Printing, or SMUD
approved equal. Surface Ink printing is not allowed.

6 TECHNICAL DOCUMENTATION TO BE SUBMITTED


6.1 A cross-sectional drawing of each cable identifying the following:
6.1.1 Cable conductor dimension and conductor shielding dimensions.
6.1.2 Cable insulation dimensions and tolerances, including an overall
diameter of the cable with the insulation.
6.1.3 Cable insulation shield dimensions and tolerances.
6.1.4 Semi-conductive water blocking tape layer and dimensions
6.1.5 Concentric neutral conductor sizes and quantity.
6.1.6 Concentric neutral conductor length of lay.
6.1.7 Separator tape between concentric wires and jacket and dimensions
6.1.8 Cable jacket dimensions and tolerances,
6.1.9 Overall cable diameter dimensions and tolerances.
6.2 Manufacturer compound material numbers listed in this specification have
been pre-approved. Contractors proposing compounds other than those
listed in this specification may be rejected. Contractor shall submit the
material used in the manufacturing of the cable, including supplier’s
technical data sheet, and complete material description including all
Safety Data Sheets of the following:
6.2.1 Conductor
6.2.2 Conductor Shield
6.2.3 Insulation
6.2.4 Insulation Shield
6.2.5 Semi-conducting Cushion Tape
6.2.6 Separator Tape
6.2.7 Jacket
6.2.8 Semi-conductive coating on jacket
6.3 A copy of the qualification tests in accordance with ICEA S-108-720 and
the Water Penetration Resistance Test per ICEA T-31-610 for the specific
combination of cable materials proposed.
6.4 The manufacturer of the triple extrusion and dry-curing equipment and
complete description of the extrusion and the curing process.

6.5 Instructions for proper handling and installation of the cable including:
6.5.1 Minimum bending radius of each cable being supplied
6.5.2 The maximum sidewall bearing pressure of each cable being supplied
6.5.3 The maximum pulling tension when pulled by the cable jacket and by the
conductor of each cable being supplied
6.5.4 Recommended splicing and terminating methods and materials.
6.6 The short circuit capability of the conductor, and the shield at 30 cycles
and 9 cycles per ICEA P-32-382, and ICEA P-45-482.
6.7 The ampacity of a single circuit showing method of calculation with
installation assumptions and ratings per section 5.2.
6.8 The cables positive sequence impedance value.
6.9 The emergency 100-hour ampacity rating of the cable with the installation
assumptions and ratings per section 5.2.
6.10 The shipping reel information for each cable being supplied including:
6.10.1 The reel flange diameter, the outside traverse flange-to-flange width, the
drum diameter and the shaft hole dimensions.
6.10.2 The longest expected length of each cable type on the reel along with
the maximum weight of each reel with the longest length without wood
lagging.

7 TESTING AND INSPECTION


7.1 All cable designs for cable delivered to SMUD shall have successfully
passed all applicable qualification tests with the approved compounds in
accordance with ICEA S-108-720 and AEIC CS9. Longitudinal Water
Penetration Resistance Tests shall be successfully performed per ICEA T-
31-610. These reports must be made available to SMUD.
7.2 All factory Production Tests shall be performed per ICEA S-108-720 Part 9
and AEIC CS9. Report data shall be recorded and kept on file at the
manufacturing facility for a minimum of three years. All test data shall be
made available to SMUD upon request. One (1) copy of completed
Production Test Reports performed in accordance with ICEA S-108-720
and AEIC CS9, and certified by the manufacturer’s Quality Assurance
organization, shall be submitted before or at the time of shipment of the
cable to:

7.3 Cable acceptance and payment for the cable may be affected by delays in
receipt of the production test data.
7.4 SMUD shall have the right to witness any or all production or production
tests. The contractor shall notify SMUD at least two (2) weeks prior to any
manufacturing and/or testing of cable supplied under this specification.

8 SHIPPING AND PACKAGING


8.1 The cable shall be furnished on returnable steel fluted reels, similar to
Class II heavy duty, in accordance with NEMA Standard No. WC-26. The
cable reel dimensions shall not exceed 130 inches on the flange and 81
inches on the reel width unless explicitly approved otherwise by the
Distribution Design Engineer - Standards. The reel shall easily
accommodate a 5 inch diameter shaft.
8.2 The reel barrel dimension shall be adequate for long-term storage of the
cable on the reel without damage. The cable shall be protected utilizing
Class 4 wood lagging in accordance with NEMA Standard No. WC-26,
Section 4. If the 130"W x 81"W reels will not accommodate the specified
cable lengths with the wood lagging, the contractor may request in writing
to waive the wood lagging requirement. This request should be addressed
to the SMUD Standards Design Engineer.
8.3 Reel shipping lengths are defined in Attachment I. The tolerance on all
defined lengths are -0%, and +5%. Lengths shorter than the values
defined will not be accepted.
8.4 A pulling eye shall be factory installed on the outer end of each reel length
of cable.

9 DRAWINGS AND MANUALS


9.1 Following approval by SMUD of the specific design(s) and materials
submitted to SMUD by the contractor, the contractor shall not make
changes in such design(s) or materials without the prior written approval of
SMUD. Any potential changes require submittal of information in
accordance with section 6.
9.2 An electronic version of the final documents submitted and or agreed upon
shall be provided in Acrobat (*.pdf), Microsoft Word (*.docx), Microsoft
Excel (*.xlsx), and/or AutoCAD (*.dwg) shall be submitted to the
Distribution Design Engineer – Standards listed per section 7.2.
