1.0 INTRODUCTION

1.1 The objective of this report is to present the Earthworks, Erosion and
Sediment Control Plan for the proposed development.
1.2 The site is located at PT1402 of Kawasan Perindustrian Taman Teknologi 2
(Techpark 2), Bandar Enstek, Daerah Seremban, Negeri Sembilan Darul
Khusus.

2.0 LAND INFORMATION AND SITE DESCRIPTION

2.1 The total land cover by the proposed site is 46.6 acre (18.9 ha).
2.2 The site is generally flat, undeveloped land, with existing ground level
completed by previous earthworks to a platform level of 55.00 O.D.L.
Vegetation is non-existent at the time of writing of this report.
2.3 The access to the proposed site is via existing roads within the Techpark 2
development.
2.4 The Key Plan and Location Plan are as shown in Figure 1 and Figure 2.

3.0 PROJECT DESCRIPTION


3.1 The proposal is a new Factory for Ajinomoto Malaysia Berhad as described in
the project title.
4.0 DESIGN CRITERIA
4.1 The hydraulic design of sediment basin is based on JPS Publication - Urban
Storm water Management Manual for Malaysia (Manual Saliran Mesra Alam
Malaysia 2nd Edition). Dry Sediment Basin design is selected for the design
based on the recommendation in MSMA.
4.2 The discharge for the sediment basin is designed for minor system based on
average recurrence interval ARI of 3 months and construction period of 1.5
years. Whereas, Design ARI of emergency spill way is set at 10 years which
is recommended by MSMA.
4.3 The project to be developed shall be constructed in accordance to the ESCP
measures as shown on KM/1902/ESCP/01, submitted with this report for
review.
4.4 The total catchment area for the proposed development on 46.6 acre
(18.9ha).
4.5 No major earthworks are proposed for this development.
4.6 Previously, earthworks were completed to a platform level of 55.00m O.D.L.
4.7 Shifting and backfilling of earth within the site will be performed for foundation
and infrastructure works only.
4.8 Excavation (cut) volume is estimated to be 0.00 cubic meters
4.9 Fill volume is estimated to be 0.00 cubic meters
4.10 One (1) sediment basin is proposed for the development.
4.11 Please refer to Appendix A for the sediment basin calculation.
4.12 A sediment fence will be placed along the boundary where the platform level
is lower compared to the undeveloped adjacent lot in order to trap sediment
from flowing to the adjacent lot.
4.13 Temporary earth drain will be constructed around the project site to divert
excess runoff to the sediment basin. The filter excess water will be
discharged via outlet perforated riser or emergency spillway to downstream.
4.14 Temporary construction road of crusher run base and wash trough will be
constructed for on-site vehicle transportation to reduce erosion of the
roadway.
4.15 The construction road will be watered regularly during the dry weather season
to reduce dust pollution.
4.16 Temporary earth banks and check dam are provided to divert the excess
runoff during wet weather season to the temporary earth drain and
subsequently leading to the sedimentation basin.
4.17 Temporary paver block road will be constructed along the external road, at
the construction ingress/egress to minimise damages to the existing road.
5.0 EROSION AND SEDIMENT CONTROL PLAN (ESCP)

5.1 General
5.1.1 In general, the ESCP plan will be read with the engineering plans and
specifications and written instruction that will be issued in relation to
the development at the subject site.
5.1.2 Contractors are required to ensure that all erosion and sediment
control works are undertaken as instructed in this specification and
constructed in accordance with the Urban Stormwater Management
Manual for Malaysia, 2nd Edition.
5.1.3 All contractors will be informed of their responsibilities in minimizing
the potential for soil erosion and pollution especially at down slope
areas.
5.1.4 The following erosion and sediment control measures will be
constructed prior to commencement of clearing and grubbing
operation and infilling of the stream through the site:
a. Temporary diversion channels and temporary waterway
crossing of site access road.
b. Vehicle and equipment area 1, and materials storage area 2.
c. Temporary access to the sediment basin on the alignment of
the permanent roadways.
d. Sediment basin.
5.1.5 The following erosion and sediment control measures will be
constructed as required at the location and timing of works:
a. Earth banks.
b. Vehicle and equipment area
c. materials storage area

5.2 Erosion Control Condition


5.2.1 Clearly visible barrier fencing will be installed as shown on the plan to
ensure traffic control and prohibit unnecessary site disturbance.
Vehicular access to the site will be limited to only that essential for
construction work and all vehicles shall enter the site only through the
established site access point.
5.2.2 Soil materials will be replaced in the same order they are removed
from ground. It is particularly important that all subsoils are buried and
topsoils remain on the surface at the completion of the works.
5.2.3 The construction programme will be scheduled so that the time from
starting land disturbance activities to stabilization is less than 18
months if weather is permitting.
5.2.4 Notwithstanding this, contractor who carry out the works is required to
ensure the excavation works are scheduled so that duration from
conclusion of land shaping to completion of final stabilization is less
than 20 working days.
5.2.5 Lands recently stabilized with grass species will be watered regularly
until an effective cover has properly established and plants are
growing vigorously. Further application of seed is necessary later in
areas of inadequate vegetation establishment.
5.2.6 Foot and vehicular traffic will be kept away from all recently stabilized
areas.
5.2.7 Earth batters will be constructed at a gradient of 2(H) : 1(V).
5.2.8 All earthworks, including waterways, drains, and spillways and their
outlets, will be constructed to the designed storm event as per
calculation attached in this report.
5.2.9 During windy weather, large, unprotected areas will be kept moist (not
wet) by sprinkling with water to keep dust under control. In the event
water is not available in sufficient quantities, soil binders and/or dust
retardants will be used or the surface will be left in a cloddy state that
resists removal by wind.

5.3 Pollution Control Conditions


5.3.1 Stockpiles will not be located within 5 m of hazard areas, including the
likely areas of high velocity flows such as waterways, paved areas,
and driveways.
5.3.2 Sediment fences will be designed and installed:
a. Be installed as shown on plan ESCP to contain the coarser
sediment faction (including aggregate fines) as near as possible to
their source as designed.
b. Have a catchment area not exceeding 0.4 hectares, a length not
exceeding 30 m, or total outflow not exceeding 50 l/s for a 1 year
ARI
c. Provide a return of 1.5 m upslope at intervals along the fence to
satisfy the criteria in (b) above
d. A storage depth (including both settling and settled zones) of at
least 0.6 m, and internal dimensions that provide maximum
surface area for settling.
5.3.3 The sediment basin will:
a. Be constructed where shown on plan ESCP. It has been designed
in accordance with the procedures given in the Urban Stormwater
Management Manual for Malaysia, 2nd Edition, based on a design
event of 3 months ARI.
b. Be flocculated before discharge occurs.
c. Have one or more pegs placed on the floor to clearly indicate the
level at which design capacity occurs and when sediment will need
to be removed.
5.3.4 The stored contents of the sediment basin will be treated with gypsum
or other flocculating agents where they contain more than 50mg/l of
suspended solids. Treatment will be as follows:
a. Lower suspended solids to less than 50mg/l within 24 hours of
filling
b. The basin will then be allowed to stand 36 to 48 hours for
flocculated particles to settle.
c. The basin will be drained so that full storage capacity is regained
without discharging sediment from the site.
5.3.5 Sediment removed from any trapping device will be disposed of in
location where further erosion and consequent pollution to downslope
lands and waterways will not occur.
5.3.6 Water will be prevented from directly entering the permanent drainage
system unless it is relatively sediment free (i.e. the catchment area
has been permanently landscaped and/or any likely sediment has
been treated in an approved device). Nevertheless, stormwater inlets
will be protected.
5.3.7 Temporary erosion and sediment control structures will be removed
only after the lands they are protecting are stabilized.

5.4 Waste Management Condition


5.4.1 Acceptable waste storage bins will be provided for any concrete and
mortar slurries, paints, acid washings, lightweight waste material, and
litter. Clearance services will be provided at weekly basis.
5.4.2 A self-auditing program will be established based on an Inspection
Checklist. A site inspection using the checklist will be made by the
Supervising Engineer:
a. At weekly basis (on Monday)
b. Immediately before site closure
c. Immediately following any rainfall event that has caused runoff
5.4.3 The self-audit will be include records of :
a. The condition of every BMP used
b. Maintenance requirement for each BMP
c. Rainfall depths, duration, and times
d. Time, date, volume, and type of flocculants added to the sediment
basin
e. The volume of sediment removed from sediment basin
f. Recording the site where sediment is disposed
g. Forwarding a signed duplicate of the completed Inspection
Checklist to the project manager/developer for their information
5.4.4 Waste storage bins will be emptied as required. Disposal of waste will
be in a manner approved by the Supervising Engineer and in
accordance with location regulations.
5.4.5 Proper drainage of the site will be maintained from time to time. To
this end, drains (including inlet and outlet works) will be checked to
ensure that they are operating as intended, especially that:
a. No low point exist which can overtop in a large storm event
b. Areas of erosion are repaired (e.g. lined with a suitable material)
and/or velocity of flow is reduced appropriately through the
construction of small check dams or installing earth banks and/or
diversion drains upslope
c. Blockage are cleared (these might occur because of sediment
pollution, sand/oil/spoil being deposited in or too close to them, or
breaching by vehicle wheel, etc
5.4.6 Sand/soil/spoil materials placed closer than 2m from hazard areas will
be removed. Such hazard areas include any areas of high velocity
water flows (e.g. open drain and gutters), paved areas, and driveways.
5.4.7 Recently stabilized lands will be checked to ensure that erosion
hazard has been effectively reduced. Any repairs will be initiated as
appropriate.
5.4.8 All erosion and sediment control measures will be kept in good
working condition until all earthwork activities are completed and the
site stabilized. In particular, attention will be given to:
a. recent works, to ensure that they have not resulted in diversion of
sediment-laden water way from them
b. degradable products, to ensure they are replaced as required
c. sediment removal, to ensure the design capacity or less remains in
the settling zone
5.4.9 Any pollutants removed from the sediment basin will be disposed of in
areas where further pollution to downslope lands and waterways
should not occur.
5.4.10 Additional erosion and sediment control works will be constructed as
might become necessary to ensure the desired protection is given to
downslope lands and waterways, i.e. alterations to the ESCP will be
made where it proves inadequate in practice or is subjected to
changes in conditions at the work site or elsewhere in the catchment.
