1. GENERAL

1.1 Magnetic Level Gauge & Orifice Plate completes with all accessories will be used in BSI -VAP 2.1
Project.

1.2 This requisition covers the minimum requirements for the design, fabrication, inspection,
delivery and documentation of Magnetic Level Gauge & Orifice Plate to allow Supplier to
generate accurate pricing.

1.3 In the event of any conflict arising between this Requisition and other documents listed herein,
refer comments to the Buyer for clarification before design or fabrication commences. The order
of precedence that applies is as follows:
1) Approved technical exception/deviation list
2) Project Datasheet/Drawings
3) Codes and Standards

2. QUOTATION REQUIREMENTS

2.1 Magnetic Level Gauge & Orifice Plate in accordance with the attached datasheet shall form
the basis of this quotation.

2.2 The Quotation shall include the scope of work but not limited to the followings:
1) Magnetic Level Gauge & Orifice Plate (details are specified in datasheet)
2) Accessory where applicable
3) Spare parts
4) Site Service
5) F.A.T & S.A.T
6) Shipment
7) Documentation
8) Other requirements by Buyer

2.3 Supplier shall submit a schedule of submittal of all related documentation.

2.4 All drawings and documentation shall conform to metric units of measurement.

2.5 Delivery of equipment on time is essential to this project. Supplier should quote system delivery
dates as accurately as possible.

2.6 Supplier shall be prepared to meet with buyer for technical clarification meetings. Supplier is
required to have as many qualified factory-type personnel available as is necessary to hold
successful and meaningful meetings. During the clarification meetings, all details will be clarified
and final drawing commitments will be obtained.

2.7 Quotation documents language use bilingual (English and Chinese).

2.8 Technical documents listed below should be included inside quotation document as minimum

2.9 Exceptions

2.9.1 Supplier’s quotation must include a statement that they are in complete compliance with all
requirements of this requisition except for the specific exceptions (if any) listed in a table to the
quotation titled, "Technical Deviation List”. A notation on the data sheets or any other notation
in the quotation does not constitute an exception.

2.9.2 Exceptions must be classified as to whether the Supplier cannot comply or elects not to comply
for other reasons. If the Supplier can comply, a price adder shall be included.

2.9.3 Where exceptions are taken, the Supplier shall state alternatives.

2.9.4 Supplier shall ensure that all applicable specifications are submitted to subcontractor and that
any exceptions to these specifications by subcontractor are noted at the time of quotation.

2.9.5 In the event of any discrepancies of technical or engineering between local laws/regulations
and the specification, the more stringent requirement shall govern.

3. CODE AND STANDARDS

3.1 The latest edition of the following publications shall be applicable

4. SCOPE DESCRIPTION

4.1 Technical requirements shall be in accordance with this requisition and all attachments.

4.2 Supplier shall quote construction and commissioning spare parts. Spare parts shall include
small parts, fragile parts for bulk materials etc. which may be worn, damaged or lost during the
above period. Consumable necessary for repairing damaged parts shall also be included.

4.3 All special tools required for installation, operation and maintenance, such as special wrenches
which are not commercially available shall be included in Supplier’s scope of supply.

4.4 Qualified personnel service for supervision of commissioning, start-up and operator training, on
a per day basis as an option.

4.5 All components list and breakdown price must to be provided.

5. PROJECT SCHEDULE

5.1 Supplier shall provide a detailed project execution plan, including scheduled milestone dates for
equipment design, manufacture, assembly, shipment, FAT and SAT testing.

5.2 As part of the schedule, Supplier shall detail the following:

1) Location of system assembly
2) Location of system testing
3) Organization chart of all key personnel
4) Identification of any and all subcontractors
5) Execution plan, including bar charts of activities, interface points of required information,
etc.

6. ENVIRONMENTAL CONDITIONS

6.1 The plant is located in Shanghai

6.2 Equipment must be designed for the environmental conditions based on site conditions within
the overall system.
 Temperature: 5 to 40 ℃
 Relative Humidity: 80%(average)

7. INSPECTION & TESTING PLAN

7.1 Supplier shall perform all inspections and tests required by local governing authorities.

7.2 The Owner or the Owner’s Representative reserves the right to enter the Supplier's facility or
any subcontractor's facility, at any time, given reasonable notice, for inspection and to witness
testing of the equipment.

7.3 Should the Owner request additional inspections or tests by either himself or by an independent
firm or authority to establish quality of work and/or workmanship, the Supplier shall allow such
tests and inspections to be performed. If such work be found in accordance with the Purchase
Order, the Owner shall pay the cost of tests, inspections, examination and replacement. If such
work were found not in accordance with the Purchase Order, through the fault of Supplier,
Supplier shall pay such cost.

7.4 Supplier shall give at least one month notice to the Owner's Representative before each item is
tested and the shipment is dispatched from the factory in order that arrangements can be made
for factory inspection and unloading the equipment at site.

7.5 Supplier shall perform inspections and tests at his factory before shipment as specified in
following table as minimum.

8. FACTORY ASSEMBLY AND SHIPPING

8.1 All supplied equipment shall be fully assembled and tested in the Supplier’s shop to
demonstrate that workshop assembly has been performed satisfactorily. Supplier shall ship all
items to the site fully assembled. Supplier shall carry out maximum assembly of the components
in the shop and shall deliver sub assemble components only when dictated by the transportation
limitation.

8.2 Supplier shall clearly indicate the transportation packages and the extent of assembly carried
out in the bid.

8.3 If the equipment is to be shipped in subassemblies then each subassembly shall be

match-marked and tagged prior to disassembly.

8.4 Components and auxiliary equipment shall be properly packaged or crated appropriate to the
form of transport to ensure arrival at its destination in an acceptable state. Supplier shall be
liable for damage or expense due to faulty or lack of packaging.

8.5 When shipped with the main order, spare parts must be packaged separately from the purchase
equipment and clearly identified and labeled.

8.6 Delivery and shipping documents shall be made in accordance with the terms of the Purchase
Order.

8.7 Partial shipments are not permitted without Owner's authorization.

9. TAGGING REQUIREMENTS

9.1 Each individual item or assembly shall have equipment tags attached. Tag numbers shall be
issued by Buyer during Detail Design.

9.2 Tag each enclosure with a stainless steel nameplate. Tag plates shall be secured by stainless
steel nuts and bolts. Where the tag cannot be easily/neatly attached to the device, the tag may
be attached using stainless steel wire.

9.3 Nameplate shall include the following information:

1) Purchase Order number.
2) Instrument tag
3) Manufacturer name
4) Material
5) Flange size & rating
6) Model number
7) Instrument Range
8) Explosion-proof grade & Enclosure class
The nameplate size and the lettering size should be accordance with Supplier’s standard. The
nameplate letters shall be English or Chinese.

9.4 Indication of flow direction shall permanently be marked on body.

10. DOCUMENTS SUBMITTALS

10.1 Supplier shall submit all documents and data as specified for review within the time periods.

10.2 Review will be for general design only. Review shall not in any way relieve the Supplier of
responsibility for the proper completion of the work in accordance with the true intent of the
drawings and specifications.

10.3 Supplier shall submit certified documents after receipt from the Engineer of their drawings.

10.4 Fabrication shall not proceed until documents are reviewed unless authorized by the Owner’s
Representative to proceed.

10.5 No revisions to documents will be allowed after documents are reviewed unless documents are
resubmitted for review.

10.6 The following data shall appear on all Supplier documents:

1) Inquiry, document and equipment numbers
2) Owner’s purchase order number
3) Owner's project number
4) Revision number
5) Reason for issue (i.e. Review, Information, Certified)

10.7 A copy of the test, maintenance and operating manual shall be attached to the assembly or
included in the shipping package.

10.8 Supplier must understand that all documentation for this project shall be presented on SI-sized
paper, i.e. SI A4 (210 mm x 297mm), A3 (297mm x 420mm) etc.

10.9 All documents and drawing language shall use bilingual (English and Chinese).

10.10 Documents required in minimum, marked in the following table:

10.11 Supplier shall issue drawings for review/approval via email in adobe format.

11. WARRANTY

11.1 Unless otherwise noted in requisition, all systems and components supplied under this
specification shall be guaranteed against defective material, poor workmanship, design
deficiencies, and failure during normal usage based on purchase order. Supplier shall make all
necessary corrections to all deficiencies noted within this time at his own expense. Satisfactory
warranty documents shall be provided by Supplier.

11.2 The entire cost, including freight, of modifying, repairing or replacing any equipment, materials
or components in order to meet the performance guarantee shall be borne by the Supplier.

11.3 Supplier shall warrant that spare parts shall be available for a minimum period of 10 years.
After this period when manufacture of spare parts is to be discontinued, Buyer/Owner shall be
given sufficient notice to order his requirements as one lot.

11.4 Supplier shall warrant subcontractor accordingly.
