Minutes of the 43rd Meeting of Protection Coordination Sub-Committee


(PCSC – 43) of SRPC held on 29.04.2015

1. Introduction

The 43rd meeting of Protection Coordination Sub-Committee (PCSC) was held on 29th April,
2015 in the Conference Hall of Southern Regional Power Committee, Bangalore. The list of
participants is enclosed at Annexure-I.

Shri S.R.Bhat, Member Secretary (MS), SRPC welcomed the Members and Participants to the
meeting and briefed them on the following points:
 Multiple trippings at Raichur during March-April, 2015 caused a wide spread impact on
the NEWS grid and made the grid vulnerable. In order to study the cause of the
trippings, a Protection System Analysis Group (PSAG-13) Meeting was conducted at
Raichur and had given necessary recommendations. PCSC forum appreciated the
cooperation extended by the PSAG members in sorting out of the Protection issues in
that corridor.

 With reference to the Item No.7 (ii) of the Minutes of the meeting held on 02.03.2015 in
CEA, New Delhi for implementation of 24x7 power supply in the state of Goa, a team of
Officials from CEA, New Delhi and SRPC forum visited 5 substations on 9.4.2015 and
10.4.2015 in Karnataka and Goa in the context of improving the reliability of supply to
Goa. The Minutes of the Meeting are enclosed at Annexure-II.

 Non-furnishing of remedial measures/ action taken for the tripping incidents, the number
has increased above 100. He requested the Constituents to provide the measures/ action
taken to SRPC at the earliest.

 On 22nd April 2015, there was a Grid disturbance in Kerala, which resulted in black out
in northern and Central Kerala. The reason for the power interruption in Kerala is to be
analysed and need to avoid the re-occurrence of such situation.

 Some of the Special protection Scheme (SPS) would be discussed in the meeting:
o SPS for Raichur TPS for the generation evacuation.
An SPS is being proposed to relieve the stress on evacuation lines of RTPS
complex during cascade line trippings.
o Modification of Kudankulam SPS signal with the commissioning of two units.
As Unit-II was likely to be synchronized shortly, Constituents were
requested to identify the additional loads for Trip-Signal-2.

o Modification of SEPL/MEPL SPS signal.
MEPL presented their concern regarding the tripping of their unit during the
month of April, 2015 on the receipt of Special Protection Scheme (SPS) signal
from PGCIL Nellore Pooling Station (NPS). On analysis, it was found that unit
trip happened due to some malfunctioning of PLCC at PGCIL-NPS end.
Considering the requirement of SPS, MEPL requested to review the existing
SPS.

22. Confirmation of the Minutes of the 42nd PCSC meeting held on 26-03-2015

SE (Protection), SRPC stated that the Minutes of the 42nd meeting of the PCSC had been
circulated vide SRPC letter No. SRPC/SE-III/ PCSC·42/ 2015/ 2559 – 590 dated 17.04.2015.

However, as it was noticed that an error had occurred in the deliberations relating to the grid
incidence on Tripping of Unit-3 & 5 at Jindal Power Station given at Sl. No. II (16) of the
Annexure-II to the Minutes, the deliberations given by JSWEL

“The two 400/ 220 kV ICT tripped on back-up protection with a time delay of 900 msec.”

therein were corrected as follows:

“The two 400/ 220 kV ICT did not trip on back-up protection.”
With this, the Minutes of the 42nd meeting of the PCSC were confirmed.

3. Details of Grid Disturbances (GD’s), Grid Incidents (GI’s), Line Trippings due to PLCC
mal- operation, Auto-Reclose non-operation

The trippings due to GD’s, GI’s, PLCC mal-operation and Auto–Reclosure failure/non-
operation that had occurred during the period March - April, 2015 were discussed in the
Meeting. The deliberations and recommendations of the PCSC-forum are enclosed at
Annexure–III.

4. Status of pending PCSC recommendations

The status of implementation of pending PCSC recommendations were discussed in the


meeting. The constituents have been requested to kindly submit the status of their compliance
latest by 25.05.2015. The updated status of the same as on 06.05.2015 is enclosed at
Annexure IV.

5. Remedial measures/ Action taken for the tripping incidents of the transmission elements
under forced outage

The tripping incidents of the transmission elements under forced outage for which the remedial
measures/ actions taken still awaited were discussed in the Meeting. The Constituents have
been requested to kindly furnish the remedial measures/ action taken in time so as to forward
the same to Central Electricity Authority. The updated list of the same as on 18.05.2015 is
enclosed at Annexure-V.

6. Certificate for Healthiness of Batteries

As per the MoP/ CEA direction given in pursuant to recommendations of the Enquiry
Committee (NEW grid disturbance on 30th & 31st July, 2012), RPC’s are required to obtain
from their respective Constituents the monthly certificate for healthiness of batteries, installed
at 220 KV and above voltage level Substations (for power supply to Relays, RTUs and PLCC
equipment) and furnish the same to CEA/ MoP.
With reference to above, the Constituents have been requested to submit the certificate on
healthiness of batteries on monthly basis (i.e. status for a month may be sent by the 7th day
of the succeeding month) to SRPC.

The sought status for the month of March, 2015 has not been received from the following SR-
Constituents:
APTRANSCO, TSGENCO (Hydro) & GMR.

7. Protection System Analysis Group (PSAG) Meeting Details

PSAG-13 was held on 22nd and 23rd April, 2015 at Raichur to analyze the cause of multiple
trippings that occurred at Raichur (PG) and RTPS on 09-03-2015 and 11-04-2015. Minutes
of the PSAG-13 meeting are enclosed at Annexure-VI.

8. Over-Voltage Grading of newly commissioned lines in SR

All Constituents are directed to implement the revised settings of Over-voltage Grading of the
existing and newly commissioned 400kV and 765kV lines in Southern Region. The details of
the settings had been uploaded on SRPC website under “All Uploads Protection Voltage
grading” menu icon.

9. Special Protection Scheme (SPS)
Sharing of SPS relief between AP & Telangana.
According to 107th OCC meeting held on 7th May 2015, TSTRANSCO had to provide
52% of the total load relief (825 MW) of undivided Andhra Pradesh.

9.1 Kudankulam SPS (load relief by the constituents) with 2 Units in Operation
A meeting was held with NPCIL/ KKNPP on 07.04.2015 at SRPC, Bengaluru to discuss the
operational and accounting issues in respect of KKNPP Units. In the meeting, the following
issues with respect to Kudankulam SPS were noted:
 It was noted that the SPS for two units in operation needed to be configured at KKNPP.
Constituents were to identify additional loads of 848 MW for Trip Signal-2. As per
NLDC new feeders are to be identified by the SR-Constituents for the above quantum of
load shedding.

 Sharing of Relief of KKNPP Trip Signal II is shown below.


o SPS for both units in operation at KKNPP needs to be implemented before Unit II is
commissioning.

 Share % from ISTS including KKNPP Unit II is the ratio of Approved
Withdrawal in MW (for each constituent) and Total Approved Withdrawal for
Southern Region States.
 (Maximum Demand + Consumption) Ratio for each state is obtained from the
average of Demand ratio and the Energy ratio of SR states for the year 2014-15.

9.2 MEPL SPS


MEPL vide their letter dated 14.04.2015 informed that their Phase-1 Unit-2 of 150MW
got tripped at 12:50hrs on 9 April 2015 due to operation of Special Protection Scheme
(SPS) designed for Nellore-PG Pooling Station (NPS), SEPL, and MEPL.

This SPS is supposed to operate whenever any of the NPS-Almathy or NPS-


Sriperumbudur 400 kV line trips and the loading on the other line is above 525 MW. The
SPS trip signal thus generated would be sent for tripping one Unit (150 MW) each of
SEPL and MEPL.

On analysis, MEPL found that there was no tripping of either NPS-Almathy or NPS-
Sriperumbudur 400 kV lines during the instant case, but SPS signal was received from
NPS (confirmed by Rx counter increment of PLCC at MEPL’s end) tripping their
Unit#2, which points to some malfunctioning of PLCC at PGCIL-NPS end.

In the main control room of MEPL/SEPL station, there is one selector switch where the
operator can select whether it is Unit-1 / Unit-2 Trip / OFF condition.

Deliberations:

 In view of the commissioning of additional lines from NPS, flexibility in evacuation of


MEPL through NPS has improved. Thus SPS may be disabled and avoid such
unwanted generation outage from the grid system.

 It could be disabled but wiring and other equipment are not to be removed as it has to
be put in use in case of requirement.

Recommendations:

PCSC forum recommended MEPL/SEPL to select the switch to OFF condition and
disable SPS so that the spurious tripping of element can be avoided.

9.3 Raichur TPS Evacuation SPS


Considering the frequency of multiple line trippings that occurred at Raichur TPS and 400kV
Raichur (PG) stations in the recent past (09.03.2015 & 11.04.2015), an SPS is being proposed
to relieve the stress on evacuation lines of RTPS complex during cascade line trippings.
The table below shows the proposed SPS logic.

details.
SRLDC:
 The study results would be modified to have Jindal generation back down and combine it
with the existing SPS logic in Hiriyur-Nelamangala.
 Instead of specifying Nelamangala or Peenya, it shall be specified as BESCOM area for
load shedding.

9.4 SPS for tripping of 400kV Udumalpet-Palakkad D/C

On 22nd April 2015, 400kV Udumalpet-Palakkad D/C lines tripped which led to the Central
and North Kerala blackout condition. Hence, an SPS has been proposed to prevent partial
blackouts in Kerala. The designed SPS logic is as follows:

Recommendations:
PCSC forum requested KSEB to identify the loads to be shed for this SPS logic.

10. Dynamic study data submission

All SLDCs have been requested to direct the embedded IPPs connected at 220 kV and above
voltage level to submit completed dynamic study format to SRPC, Secretariat. Constituents
have been requested to submit the Dynamic study data at the earliest.

11. Network configuration changes

As per the information furnished by SR-Constituents to the OCC forum in their 106th
Meeting held on 10.04.2015 (Minutes circulated on 27.04.2015) and the data from Monthly
Progress Report, it is observed that some network configuration changes (additions/
deletions/ modifications of transmission elements) took place in southern grid during the
month of March, 2015.
63MVAR Line reactors of Vijayawada-Nellore lines were commissioned on
14.03.2015 by PGCIL at Vijayawada SS.

Nagapattinam Pooling Station (GIS) was commissioned on 31.03.2015 by PGCIL.
765 kV Kurnool-Thiruvalam D/C lines were charged at 765kV lines on 20.03.2015 by
PGCIL.

12. Compliance of Hon’ble CERC Orders

12.1 Petition No. 146/MP/2013 with I.A. 36/2013: Order dated 20.02.2014
 Compliance of Regulations 5.2 (r) of the Grid Code: Issue regarding non-
furnishing of FIR / Trip Analysis Report, EL, DR, etc. was also
highlighted. It is pointed out that the above reports are to be submitted /
uploaded on SRLDC web application within 24 hours as mandated under
IEGC / CEA Regulations.
 Implementation of Phase-I and Phase-II of Protection Audit
Recommendations: All the constituents are requested to submit the updated
status of the compliance (those who have not completed recommendations
mentioned in the Phase I and Phase II) to SRPC Secretariat at the earliest.
 Compliance of Regulations 5.2 (e) & 5.2 (l) of the Grid Code and Regulation
3(1)(e) of CEA Grid Standards: The constituents are requested to strictly
comply with these provisions by ensuring standard protections systems having
the reliability, selectivity, speed and sensitivity to isolate the faulty equipment
and protect all components from any type of faults, within the specified fault
clearance time and providing protection coordination
 Ensuring proper maintenance of transmission lines and adopting best O&M
practices: The constituents are requested to conduct line patrolling regularly
as per the SRPC transmission line patrolling guidelines (available under the
menu item "All Uploads Operation  Miscellaneous  Transmission Line
Patrolling Protocol / Guidelines for Southern Region" on SRPC website).

12.2 Petition No. 167/Suo- Motu/2012: Order dated 22.02.2014
 The Constituents are requested to follow approved protection philosophy
 ISTS licensees are requested to submit details of updated distance protection relay
setting of all inter-regional lines to POSOCO & RPCs.
 All SLDCs are requested to install/activate sound recording system in their control
rooms within three months from the date of issue of this order.
The Constituents are requested to submit the progress of implementation to
SRPC and SRLDC as specified in the Hon'ble CERC Order.
12.3 Petition No. 263/MP/2012: Order dated 19.12.2013
 Constituents are requested to implement the quantum of relief by AUFR and df/dt
relays by identifying additional feeders and keep them functional within one month
of issuing this order.
 SLDCs are also requested to map these relays on their respective SCADA
system within three months of issuance of this order.
 The Constituents are requested to submit the progress of implementation to
SRPC and SRLDC as specified in the Hon'ble CERC Order.
12.4 Petition No. 374/MP/2014: Date of hearing 15.01.2015

 All Southern Region Constituents had been directed to file the status of
implementation of protection system in their respective system to Hon’ble
CERC by 31.03.2015.

13. PRDC presentation


APTRANSCO has requested to have a presentation on Protection Management System
software at their Headquarters, Hyderabad to seek more clarification on it.

14. Date & Venue of the next Meeting


It is informed that the 44th PCSC meeting will be held on 28.05.2015 (Thursday) at 10.30
hrs at SRPC Secretariat, Bengaluru.

Findings of the Committee on the problems in the transmission lines feeding
Goa from Karnataka in Southern Region

During the course of field visits to various stations (Ambewadi S/S, Supa HPS, Anamod S/s,
Xeldem S/S, and Ponda S/s), the Committee held meetings and interacted thoroughly with the
personnel of the respective stations. The list of participants is given at Annexure-I. The findings
of the Committee are detailed in the subsequent paragraphs.
I. Status and observations of the transmission lines and substations
Goa is connected to Karnataka through Ambewadi - Ponda 220 kV D/C line and Supa – Ponda
110 kV D/C line. The present status of these lines and substations are as follows:

a) Transmission Lines
 220 kV lines:
(i) Ambewadi – Ponda line -1 designated as AP-1 has been LILOed at Xeldem 220/110
kV substation in Goa. i.e., Ambewadi – Ponda line-1 has been reconfigured as Ambewadi-
Xeldem 220 kV S/C line (AP-1) and Xeldem – Ponda 220 kV S/C line ( PXR line). At
present, 100 MW share of Goa in Ramagundam STPS is wheeled through this Ambewadi-
Xeldem 220 kV S/C line only (AP-1).

(ii) Ambewadi – Ponda line - 2 designated as AP-2 is kept idle-charged from Ambwadi
end and kept opened at Ponda end.

 110 kV lines:
 The installed capacity of Supa HEP is 100 MW (2X50 MW) and this plant is
operated as base load plant. The lines emanating from Supa HEP generation
switchyard are Supa- Ambewadi 110 kV D/C line and Supa-Ponda 110 kV D/C line.
Almost entire power generated from Supa HEP is evacuated through Supa-
Ambewadi 110 kV D/C line. The status of Supa-Ponda 110 kV D/C line is as given
below:
 The route length of Supa-Ponda 110 kV D/C is about 76 km out of which 40 km
stretch of the line from Supa end is maintained by KPTCL and about 36 km stretch of
the line from Ponda end is maintained by Goa Electricity Department.

(i) Supa – Ponda line -1:


This line is not functional (dead condition) in the entire stretch.

(ii) Supa – Ponda line -2:


 From Supa end this line is being used by KPTCL to feed Anamod by taping
arrangement at tower location no.120. At Anamod tap there is a 110/11 kV, 1 MVA
transformer to feed the load of Anamod at 11 kV. At present the 110/11 kV
transformer is out of service and has gone for repairs. The section of this line
between Ganeshgudi and Anamod has been charged at 11 kV to feed load at
Anamod.
 From Ponda end about eight km stretch of this line from Ponda end is being used by
Goa Electricity Department for supplying power to two industries namely MRF and
Nestle.
 The stretch of the line between Anamod Tap (Tower location no. 120) in Karnataka
and Tower giving supply to Nestle industries in Goa is not functional.
 Other observations on lines:
o The Ambewadi-Ponda 220 kV D/C lines and Supa-Ponda 110 kV D/C lines are
running parallel and close to each other at most of the locations. These lines are
passing through jungle and hilly area.
o Earth wire is missing in the entire stretch of the Supa-Ponda 110 kV D/C line;
conductor is missing in many spans and tower members are also missing at many
towers. At some places, creepers have covered whole tower structure. Hardware
and insulators needs to be replaced in many locations.

b) Substations
(i) Ambewadi Substation:
 SLD & Protection aspects as per the protection audit format (SR) filled up by KPTCL
are enclosed at Annexure –II.
 KPTCL informed that the following R&M works are in progress and will be
completed in one year:
 Replacement of 2x55 by 2x100 MVA, 220/110 kV; One transformer has already
been replaced, and the other would be replaced within 3 months.
 Strengthening of outdoor structures (tubular towers to be replaced by lattice
structures and all isolators (40 nos.: 5 nos./bay, 8 bays)
 All existing CTs (220 kV & 110 kV) of lines & transformer bays and bus coupler
would be replaced.
 Strengthening of earthing system by addition of 181 new CI pipes, earth flats and
raisers.
 All existing C&R panels would be replaced by new C&R with Main-1, Main-2,
bus bar, LBB protections.
 PLCC system would be made functional.
 Split bus operation would be in place by 3 months.
 Observations:
o R&M work was going on.
o AP-1 line: Wave Trap (WT) available.
o AP-2 line: WT available.
o A/R feature is not available.
o Switching Scheme: Double bus with bus coupler; but bus coupler is not in
service; at a time one bus is being used

(ii) Supa Substation:


 SLD & Protection aspects as per the protection audit format (SR) filled up by KPCL
are enclosed at Annexure –III.
 Observations:
o Ponda-1 line: WT not available.
o Ponda-2 line: WT available.
o A/R feature is not available.
o Switching Scheme: Double bus with bus coupler.

(iii) Xeldem Substation:


 SLD & Protection aspects as per the protection audit format (SR) filled up by GED
are enclosed at Annexure-IV.
 Observations:
o AP-1 is LILOed at Xeldem substation.
o 220 kV (AP-1) Ambewadi line bay: WT not available.
o 220 kV (AP-1) Ponda line bay: WT not available.
o Switching Scheme: Double bus with bus coupler (one bus is operated on
Karnataka supply and the other bus on Maharashtra supply).

(iv) Ponda Substation:


 SLD & Protection aspects as per the check list of the protection audit format (SR)
filled up by GED are enclosed Annexure-V.
 Observations:
o 220 kV Ambewadi line bay: WT not available.
o 220 kV Xeldem line bay: WT not available.
o Switching Scheme: Double bus switching scheme provided; but the S/s is
functionally operating on single bus (both the buses are operated on Maharashtra
supply).

II. O&M of the lines


The views of KPTCL, GED, and PGCIL as conveyed to the Committee are given below:

(i) Ambewadi-Ponda 220 kV lines (AP-1 & AP-2):

a) KPTCL:
 The lines availability maintained at present is as per the prevailing applicable standards;
O&M work of the line would be continued by KPTCL itself.
 AP-1 & AP-2 (KPTCL portion):
 For further improving the availability of the lines, KPTCL has already invited tenders
for procurement of D-Shackles, clamps, insulators, hardware, etc. and the order would
be placed within 60 days. Work would be completed in 70 LC days.

b) GED:
 The lines are being maintained in healthy condition departmentally.
 However, they have no objection in handing over the entire stretch of Ambewadi-Ponda
lines to PGCIL for O&M purpose.
 AP-1 & AP-2 (Goa portion):
 All the porcelain insulators have been replaced by polymer insulators; old hardware
was replaced by new hardware; re-jumpering work has already been completed by
GED.
c) PGCIL:
 In case O&M work is to be taken up by POWERGRID, the following conditions have to
be fulfilled:
 Tower schedule with number of locations data to be furnished.
 Lines should be in healthy condition before taking up O&M by POWERGRID.
 Fault location feature at both ends to be made functional.
 Joint inspection of the lines is required for ascertaining the condition of the lines.
 Approval of POWERGRID management is required before taking over O&M of the
lines.

(ii) Supa-Ponda 110 KV D/C line:

 Joint line inspection by KPTCL and GED has to be conducted to ascertain the quantum
of works to be undertaken for healthiness of the line.

III. Recommendations of the Committee for better utilization of the


transmission lines feeding Goa from Karnataka in Southern Region
1. Ambewadi - Ponda 220 kV D/C line:

Presently south Goa load is fed through Ambewadi-Xeldem 220 kV S/C line (AP-1) only. The
other line, namely, AP-2, is in charged condition from Karnataka but kept OPEN at Ponda
end. Therefore, in case of fault on AP-1 line, supply to south Goa from SR is lost and
restoration of the power supply is possible only after the fault on this is rectified.

Measures to be taken up by GED to utilize Ambewadi-Ponda 220 kV lines (AP-1 &


AP-2) effectively:

a) Short term solution for improving the reliability of feed from SR to South Goa

 To reduce the outage time in case of fault on AP-1 line, the committee proposes the
following solutions :

(i) GED to wheel the SR power through WR grid;

(ii) GED to take into service the Ambewadi-Ponda line-2 ( AP-2), which is idle
charged from Ambewadi end up to the Gantry point of Bus-II at Ponda;

Normally both Ponda 220 bus1 & 2 are operated with WR grid with MP-1, KP-1,
2x100 MVA & 1x50 MVA transformers on bus-1 and MP-2, TP-2, PXR, 1x100 MVA
transformer on bus-2. The existing set-up/ arrangement is enclosed at Annexure –VI.

Ambewadi-Ponda line-2 can be taken into service by means of the following


temporary arrangement at Ponda S/S:

 220 kV Ponda bus-2 to be operated with AP-2 line, one 100 MVA transformer,
50 MVA transformer with SR grid (Karntaka supply).
 220 kV Ponda bus-1 to be operated with MP-1, MP-2, KP-1, TP-2, two nos. of
100 MVA transformers and Ponda-Xeldem line with WR grid.
For effecting the above change, GED needs to put the 220 kV bus coupler bay into
service by providing the necessary bus isolators, CTs, control & relay panels, and one
number of bus isolator each to AP-2, Xeldom line bays. The inter-state metering
arrangement for AP-2 line also needs to be kept in healthy condition.

This arrangement is only a temporary measure and will be in place till the fault on
AP-1 line is cleared. After that, the normal existing set-up/ arrangement needs to be
restored.

 For implementing the above temporary arrangement, GED needs to finalise the
switching sequence and bring it to the notice of / get it ratified by WRPC Operation
Coordination/ Protection Coordination Committee.

b) Permanent solution for utilization of both Ambewadi-Ponda 220 kV D/C line


simultaneously for improving the reliability of feed from SR to South Goa

LILO of AP-2 line at Xeldem needs to be established by GED and this would require
construction of 220kV D/C line for a distance of about 18 km length from the LILO point
to Xeldem S/S. With this, Ambewadi-Ponda 220 kV D/C line would be reconfigured as:
Ambewadi- Xeldem 220 kV D/C line and Xeldem- Ponda 220 kV D/C line.

2. Supa-Ponda 110 kV D/C line:

 Joint line inspection by KPTCL and GED needs to be carried out, to ascertain the
quantum of works required to be undertaken in their respective jurisdiction, for
operationalization of the line.
 At Ponda 110 kV switchyard, the dead end towers of Ponda –Supa 110 kV D/C line and
Ponda – Xeldem 110 kV D/C line (one direct ckt. and other ckt LILOed at Verna) are
adjacent to each other. Ponda – Xeldem 110 kV line is idle charged from Xeldem end.
With restoration of Supa- Ponda 110 kV line-1, it could be connected with Ponda –
Xeldem 110 kV line to form Supa- Xeldem 110 kV S/C line thus providing an additional
feed from Karnataka.

KSEB:
 From the trip analysis, the following were noted:
o Areacode – Kanhirode 220 kV feeder tripped at Areacode end with a
fault indication of Zone 1, BC phase on Main – I (Distance,
Quadramho) relay and Zone-1, BG on Main – 2 (Distance, SEL
311C)relay.

o Simultaneously, the Areacode-Orkattery 220 kV feeder also tripped at
Areacode end with a fault indication of Zone 1, A phase on Main – 1
relay and Zone II, BC phase on Main 2 relay.
o 220kV Areakkode-Nallalam #2 feeder also tripped at Nallalam end
with Earth fault relay indication.
o Since the 220kV feeders feeding the Northern area tripped,
interruption occurred in Northern Kerala.
o Black out occurred at the 220kV Mylatty, Thaliparambu, Kanhirode,
Nallalam and its feeding stations (highlighted with black on SLD).
o The fault locations indicated in relays were at a distance of 68.03 km.
on Areacode – Kanhirode 220 kV feeder and 66.65 km. on Areacode-
Orkattery 220 kV feeder from Areacode end.
o Areacode-Orkattery 220 kV feeder could not be charged due to the
problem with breaker at Areacode end. The above feeder supply
resumed through transfer bus at 07.32 hrs.
o Since locations indicated are approximately equal, we consider the
fault as a real one with transient nature.
 The same phase to phase fault (B-C) had happened at least 4 or 5 times earlier
at the same location around 66 km from Areakode end.
 Tower earth resistance and other measurements were done at the location and
they were found to be in order. Earth wire/shield wire is intact at the location.
 Nallalam feeder did not trip; there was only a start indication of DEF.
 220/110 kV transformers at Nallalam station are with IDMTL relay for over-
current with setting of 120% rated current.
 A/R is not picking up for 2-phase fault (LLG), as it is meant for 1-phase earth
fault.
As Remedial Measures:
 KSEB would check the possibility of 3-phase A/R provision at both the end
station, as the fault persists on more than one phase.

SRLDC:
 Event logger submitted for the corresponding incident was not clear and
unable to find out the root cause of the incident.
 When 220 kV lines are not available, lines could be tripped on 110kV side so
as to avoid overloading. SPS could be designed by KSEB and intimated to
SRPC forum.
 Installation of lightning arrestors on towers in fault prone area of the line
may be explored by KSEB. The experiment was done in North Eastern
region by PGCIL and it was reported that after the installation of LAs on
towers, the number of trippings have come down drastically.
 At Kanhirode end, the non-tripping of 220 kV CB of Areakode-Kanhirode
line shall be checked and found out the reason.

 Tower earthing has to be checked and at least once in 6 towers, earthing of
shield wire has to be carried out.

SRPC: .
 It was noted that Kanhirode end of the Areacode – Kanhirode 220 kV feeder
did not trip despite the possibility of 110kV supply at Kanhirode.

Recommendations:

KSEB has to carry out the detailed analysis of the fault and submit a detailed
report to the PCSC forum.
PCSC forum requested KSEB to propose a Special Protection Scheme (SPS)
for Nallalam station.

2 Complete outage of 220kV Edamon Substation of KSEB (GD-1)

Deliberations:

KSEB:
 During the tripping event, heavy lightening was present. B-pole breaker of
220kV Edamon-Tirunelveli line-1 blasted at Edamon end.
 Closing spring mechanism of the B- pole breaker got damaged.
The tripping spring was not charged fully prior to the event and hence could not
open the 'B' pole fully as the required energy/strength was not present in the
spring.
 Blasting of the CB is due to the delayed arc quenching due to the damage in the
operating mechanism of the breaker.
 Bus isolator of 220kV Edamon-Tirunelveli-2 got damaged due to CB failure in
Line-1.
 Accordingly LBB acted (after Z1 time + 200ms), but LBB output is taken to the
input of Bus bar relay which could not operate correctly as there was some
delay.
 220kV bus bar protection got operated at Edamon end and isolated the upper
bus. But its operation got delayed and hence all feeders connected to the lower
bus also tripped at the remote station.
 This resulted in tripping of all 220kV lines and 100 MVA transformers

connected to 220kV Edamon substation and resulted in the blackout of 220kV
Edamon substation.
 The bus bar relay was tested and observed some DC variations inside the relay.
It has been planned to replace the relay.
 Though the time setting for Zone-3 tripping of inter-state transmission line is 1
sec, here on Edamon-Tirunelveli line, the setting is at 0.6 sec.
Remedial Measures:
 As an interim arrangement, wiring from trip contactor to individual line/circuit
would be tried for effecting bus bar trip operation for LBB fault.
 LBB is under implementation and would be completed in a month's time.
 Contact measurement kit is being used for CB testing, but there is no DCRM kit
for testing, and it has to be procured.
 Watt-loss method is being used, and it has to be changed to 3rd harmonic
measurement method.

PGCIL:
 DT was received after 200 ms from remote end (Tirunelveli).
 As there was persisting arc for 600 ms, Z3 might have sensed.
 Zone-4 is used as a forward zone for fault sensing/detecting only and not for
tripping.

SRLDC:
 As per the DR submitted the appearance of full voltage at both the ends after

Deliberations:

PGCIL:

 At Palakkad Substation, wiring/testing work in relay panel was under progress


(NTAMC testing); at that time DT was inadvertently sent to Udumalpet end of Palakkad
line which caused CB tripping at Udumalpet.
 As one of the circuits of D/C Udumalpet –Pallakad line 1 got tripped; the other circuit
started to carry around 830 MW.
 When smoke started to emanate from Wave Trap of the line 2, the line was hand tripped
as a precautionary measure because of people working in the switchyard.
 Tuning part of the Wave Trap got blackened. Using thermo vision camera, the hot-spot
temperature was found to be 90 degree Celsius.

KSEB:
 400kV Udumalpet - Palakkad line-1 tripped during NTAMC testing works at Palakkad
SS.
 400kV Udumalpet - Palakkad line-2 was hand tripped on emergency due to smoke
observed in R-phase wave trap at Udumalpet end.
 Simultaneously, 400 kV Palakkad - Trichur line-1 & 2 got tripped due to under
frequency protection.
 400 kV Trichur - Kochi line-1 & 2 tripped on loss of voltage at Trichur.
 All units in service (1, 4, and 6) were tripped at Idukki hydro plant (generation loss of
275 MW) on non-lockout trip except the Unit #1.
 220kV Punnapra- New Pallom feeder tripped at Punnapra end with 3 phase over load &
then convert to B phase to earth fault and it was Autoreclosed at Punnapra end but
tripped at New Pallom end with O/C.
 220 kV Kayamkulam-New Pallom tripped at Kayamkulam end on Channel-2 protection
of Power Swing operation (PS).
 220kV Idukki-New pallom and 220kV Ambalamugal- Sabarigiri tripped at New Pallom
and Ambalamugal respectively by the acting of under frequency relay (UF) installed as
a part of islanding scheme.
 Blackout occurred at Mylatty, Taliparambu, Kanhirode, Areakkode, Vadakara,
Nallalam partial, Shornur, Malaparamba, Madakkathara, Palakkad, Kalamassery,
Brahmapuram, Ambalamugal, Pallam, New Pallom, Punnapra partial and all its
connected feeding stations.
 220 kV Idukki-Udumalpet line tripped and restored at 11:05 Hrs.
 Steps have been taken to investigate the lockout trip of Unit #1 at Idukki.
 220kV Ambalamugal-Sabarigiri feeder was under Permit to work during the tripping
time.
 With the above breaker operation, the south zone was islanded with the support of

Sabarigiri generation and 400kV/ 220kV support from Thirunelveli.
 The following stations were not affected during the above tripping: - Pothencode,
Edamon, Edappon, Kundara, Kayamkulam, Punnapra, Partial Nallalam, Kaniampetta
and Areakode(partial).
 220kV Kadakola-Kaniyampetta feeder partially fed to Nallalam.
SRPC/SRLDC:

 The twin-moose conductor can carry around 1480 A for 1.5 hours to 2 hours, based on
the short term thermal loading of the conductors. Here the current was not above 1400
A, and nothing would have happened to conductors as the short term thermal
overloading was not exceeded.
 SPS for 400 kV Udumalpet-Pallakad D/C may be planned to shed load if flow on any
one line is above 650 MW after the tripping of other line.
 The designed SPS logic is as follows:

Hosur which were connected to Bus-2 got tripped along with bus coupler breaker.
 LBB is a conventional trip operation and without any re-trip option. Relay would
pick up if there is current above 0.2A through the CB.

Remedial Measure:
 All the relay and control panels of all the feeders are checked for any loose items
and found in order.

SRLDC/SRPC:
 It is better to have LBB relay with re-trip feature and re-trip implementation shall
be explored.

Recommendations:

PGCIL (SR-II) to check the possibility of providing re-trip feature in LBB relay.

400kV Kaiga- 14:33 hrs voltage stage-2 protection at Guttur

KPTCL:
 220kV Guttur-Haveri lines cross 400kV Kaiga-Guttur line corridor at a distance of
8-9km from Guttur.
 Suspected that momentary over voltage (spike) in Kaiga-1 &2 lines might have got
induced during fault in 220kV Guttur-Haveri-1 circuit.
 The fault was due to de-capping of the insulator near the substation.
 The fault location was at after one span crossing of 220 kV Haveri and 400 kV
line.
 O/V is being experienced by the bottom conductor of 400 kV lines which is
crossing over on top of 220 kV Haveri line with earth/shield wire.
 O/V stage-2 operated on both the 400 kV KGS lines. On other 400 kV lines only
O/V initiation was present.
Remedial Measure:
 It is informed that, ground wire continuity in Guttur-Haveri lines have been
checked up and found to be normal.
 Measurement of tower footing resistance is being taken up.

Recommendations:

KPTCL shall submit the DR of all the lines at that particular instant to the PCSC
forum for further analysis.

 400/110kV, 3×66.67MVA, ICT-3 tripped on V/f trip (Overflux) due to sudden rise
in voltage (around Va=321 & Vc=333KV) and actuation of V/f Trip of ICT-3
occurs few milliseconds after the fault tripping of 400KV Alamathy-1 Feeder and
400KV Alamathy-2 feeder.

SRLDC:
 Both the relay sensed fault in different phases.
 At each end of the line, Main-1 and Main-2 relays are of same make and type (i.e
P442 and D60).

 The reason for the non-tripping of other ICTs needs to be furnished.
 Overflux operation of ICT needs to be verified.

PGCIL:
 V/f relay is configured with both alarm and trip functions.

Recommendations:

TANTRANSCO to furnish the detailed report of the incident within a week‟s time
(i.e by May 5th 2015).
TANTRANSCO was requested to swap the relays between two stations, so that
Main-1 and Main-2 will be of different make at each station.

6 Tripping of VTPS- 30-03-2015at R-phase to earth fault occurred in


Malkaram line-2 11:51 hrs line, protection at Malkaram sensed
fault in zone-1 and in zone-3 at
VTPS end.
Deliberations:

TSTRANSCO:
 Tripped at both ends on R phase to ground fault.
 On patrolling, it was found that a net from nearby crop fallen on conductor due to
heavy gale.
 It was a case of high resistance fault.
Remedial Measure:
 Net was removed and charged the feeder.
SRLDC:
 It was noted that despite the fault on „R‟ phase, there was not much voltage drop in
that phase.
 In-feed from Malkaram might have caused the under reach of the relay.

7 Tripping of HVDC 30.03.2015 at Pole 1 generated ESOF at Kolar end GI-2


Talcher-Kolar pole-1 19:30 hrs on operation of O/C+ E/F relay of
the Converter Transformer.

With respect to Tripping Analysis Report, the following were noted:

 Pole 1 generated ESOF at Kolar end on operation of O/C+ E/F relay of the
Converter Transformer.
 Before tripping there was Tap Changer out of step alarm in R-phase Converter
Transformer of Pole-1.
 Pole 2 metallic return mode was successful and the final DC power in Pole 2
settled at 1005MW (Talcher side).
 Tap changer out of step alarm was reported in the SER.
 It was observed that the R phase tap position was at “2” and Y & B phase tap
positions were at “3”.
 Before the tap position in R-phase transformer could be moved / corrected to “3”
manually in local, the alarm got cleared. Due to this, control system has given tap
raise command to Y&B phases.
 Since again there was a difference in tap positions, out of step alarm was reported.
 But this alarm got cleared within few “msec” and tap raise command was given to
Y&B phases again.
 This sequence continued further and the tap changer of Y&B phases reached to
“13” while R phase remained at “2”. Due to unequal tap positions and unbalanced
AC current between phases, neutral current increased to the threshold level of E/F
current setting (400A, 400msec) on the valve side of Converter Transformers and
the E/F relay operated and tripped the Converter Transformer on Transformer
protection.
 Consequently Pole 1 tripped.
 The unbalance AC current is evident with the repeated bypass of the blocking
device in Pole 1 Converter Transformer during the event.
 It was found that the K31 got faulty in the OLTC control cubicle and the drive
protector also tripped. Due to this the OLTC could not operate from the remote.
 Since there was a difference in the OLTC positions, the tap changer could not
move to start position after the tripping of Pole.
 Tap changers of all the 3 transformers were brought to start position manually.

Remedial Measure:
 The ON delay timer K31 timer was replaced with the spare and the Converter
Transformer was charged.
 Tap changer operation was checked and found to be normal.

 The setting is calculated based on nominal tap position. And when the tap changes,
the current may also change and thus affecting the pickup value.

Remedial Measure:

 The setting has been revised and would be set at 4.75A instead of 4 A with
instantaneous trigger.

9 Tripping of 400kV 01-04-2015 at Line tripped on operation of STUB GI-2


Kurnool-Srisailam 12:59 hrs and protection at Kurnool end. From
14:59 hrs D.R of Kurnool station, I>4 i.e.
overcurrent trip was observed.

Deliberations:

TSTRANSCO/ APTRANSCO:

 At Kurnool end, stub protection operated and I>4 protection operated at Srisailam
end.
 Problem with the auxiliary contact switch of the line isolator initiated the stub
protection to trip.
 The switching scheme is one and half breaker with 4 CTs. The stub protection pick
up current setting is 1.5 A.

Remedial Measure:

 The faulty auxiliary contact switch has been replaced.

events at Raichur TPS incident.
 Even though it is a through fault condition, the line trips occasionally.

Remedial Measure:
 The relay would be made directional and the pickup setting would be increased so
as to avoid tripping.

11 Tripping of Talcher- 09-04-2015 at HVDC Talcher-Kolar Pole-2 tripped GI-1

With respect to Tripping Analysis Report, the following were noted:

 Pole 2 tripped on operation of PRD of OLTC of Pole2, R-phase Converter


Transformer
 Pole I metallic return mode was successful.
 The main trip relays (864/868) of Converter Transformers tripped due to the
operation of Transformer differential relay.
 The LEDs on the Transformer differential relay indicated "OLTC PRV/PRD trip".
There was no individual SER seen in the HMVSCADA. The trip commands to the
converter transformer trip relays for the OLTC PRD, main tank PRD and the

Buchholz relays for all 3 phases were grouped and routed through the transformer
differential protection relay 7UT513 which will be indicated through separate LEDs.
 The transformer interface panel was checked and it was found that trip command
was generated from R-phase Converter Transformer and was active.
 Further, it was checked at the cooling cubicle and found that the trip was extending
from PRD-2.
 Since only the trip contact was operated and no alarm was reported in the SCADA
from PRD operation, it was suspected to be a mal operation. There are two PRDs
in each converter transformer OLTCs and it was found that the trip is extended
from PRD- 2 of R phase.
 There were no traces of oil spillage or splash and no actual operation of PRD
switch lever. There was no differential current in the transformer as per the TFR
recordings & the differential relay data logs.
 Hence it is concluded to be a mal operation of the limit switch of PRD-2 of R
phase converter transformer.

Remedial Measure:

 The limit switch of PRD-2 was replaced with spare switch from the stock. The
switch was fixed and its operation was checked and found to be in good condition.

12 Multiple tripping at 11-04-2015at 400kV Raichur(PG)-Gooty line-2, GI-2


400kV Raichur(PG) 18:04 hrs 400kV Raichur TPS-Raichur(PG)

KPCL, KPTCL and PGCIL (SR-I) to furnish the action taken report on the
recommendations given by PSAG members held at Raichur on 22-04-2015 and
23-04-2015.

 A high resistive fault occurred when a bamboo tree got burned down due to the
contact with the lines.
 Auto Recloser was successful at UPCL end.
 But, due to the persisting fault in the line; TOR protection operated & Line breaker
(4-652) got tripped.
 There were many trippings on the line due to transient fault.
 As Corrective Action: The settings of DMT would be changed to IDMT type for
both the lines.

SRLDC:
 GPS Time synchronization should be done.

Recommendations:

KPTCL was suggested to carry out Line patrolling (tree cutting) on this line.

 RTPS-BTPS line is made LILO at Yermarus. KPCL shall consider the implementation of
line differential protection between RTPS and Yermarus stations as the line is very short
(7-8 km) and would be in use for more than 4 or 5 years.
 Line differential protection is under operation on the line connecting Vallur-NCTPS
power plants.

Recommendations:

KPCL to check the possibility of providing line differential protection between

Minutes of the Meetings of PSAG-13 held at Raichur (PG) and RTPS in


connection with the multiple tripping that occurred there on 9th
March and 11th April 2015

A team of Officials from SRPC, SRLDC, PGCIL (SR-I), KPCL, KPTCL visited Raichur (PG) and RTPS during
22-23 April, 2015 to analyze the cause of multiple trippings that occurred there on 09.03.2015 &
11.04.2015. The list of participants is given at Annexure-I. The single line diagrams of Raichur (PG)
and RTPS are given at Annexure-II.

During this event, 400kV Raichur TPS-Raichur(PG) line-1&2, 400kV Raichur-Mahboobnagar, Unit#7 at
RTPS tripped during the incident.

As informed by Powergrid representative, B-phase(of RYB) to earth fault had occurred at 6:36:18 hrs
in 400kV Raichur TPS-Raichur line-1 and fault was near to RTPS end. Distance protection at Raichur
(PG) sensed the fault in zone-2 and line auto reclosed from Raichur(PG) end on carrier aided
protection. Breaker at RTPS end did not auto-reclose and all three poles of breaker got tripped.

A second fault i.e a Y-B phase fault occurred at 06:36:31 hrs in 400kV Raichur-RTPS line-1. Breaker of
line-1 was in tripped condition at RTPS end and breaker was in closed position at Raichur(PG) after
1st fault. Distance protection at Raichur(PG) sensed fault in zone-2 and tripped in zone-2 time as
RTPS end did not sense the fault due to breaker open condition at RTPS i.e. fault could not be
cleared immediately with carrier aided protection. 400kV Raichur TPS-Raichur line-2 tripped at
Raichur TPS end on zone-2 start/ SOTF indication on distance relay (Ir-0.69 kA, Iy-6.32kA, Ib-2.2kA,
Va 203kV, Vb 132kV, Vb – 299kV). 400 kV Raichur-Mahboobnagar line tripped from Mahboobnagar
end due to suspected mal-operation of distance protection (Main-2 distance relay).

Unit-7 at RTPS tripped on operation of restricted earth fault protection (REF) protection. It was
informed by KPCL representatives that REF protection for GT of Unit-7 maloperated during 1st fault
in 400kV Raichur-RTPS line-1.

Observations and recommendations of committee


1. It was observed that Raichur PG-1 line did not auto reclose from RTPS end during occurrence
of 1st fault. It was informed by POWERGRID that relay gave a 3 phase trip as CB status of B-
pole breaker was not available to distance relay due to problem in auxiliary contact of circuit
breaker. The matter was taken up with OEM of relay which had confirmed the same after
offline simulation of the event. Presently the status of breaker to relay has been made
continuously high by shorting of faulty auxiliary contact. POWERGRID had informed that the
auxiliary contact block for breaker of Raichur PG-1&2 lines at RTPS will be replaced on 29
April 2015.

2. 400kV Raichur PG-2 line tripped from RTPS end on Zone-2 start with SOTF during occurrence
of 2nd fault in 400kV Raichur PG-1 line. It was observed by committee that the relay was
reading 127% for the fault at nearly 190% of Line length as fault was near 2nd tower from
gantry of Line-1 at RTPS. Present implemented zone settings at RTPS for Raichur PG -1&2
lines are Zone-1 : 2.48ohm, Zone-2 : 4.65 ohm with 500ms, Zone-3 : 20.95 ohm with 1.5sec,
Zone-rev : 0.62 ohm with 1.6 Sec, CT ratio 2000/1A. Committee had recommended referring
the event to OEM as relay at RTPS over-reached in zone-2 and sensed the fault near to RTPS
end. POWERGRID had asked 1 month time to rectify the same.

3. Committee had suggested considering implementation of differential protection for 400kV


Raichur PG-1&2 lines as they are short lines and important as Raichur PG station is
connected to western grid. Any unwanted outage of these lines may affect the security of
national grid. POWERGRID informed that the matter will be referred to Corporate O.S &
Engineering of POWERGRID for their reviews and recommendations.

4. POWERGRID had informed that at Mehaboobnagar end, the Main-2 distance relay (ABB-REL
316) of RTPS-Mehaboobnagar line will be replaced within 2 to 3 days’ time. It was also
informed that the PLCC panels of the line would be replaced at both ends.

5. Committee checked the REF scheme for GT of Unit-7. REF scheme is provided for HV side of
GT. KPCL informed that 250MVA GT of Unit-7 was replaced by 315MVA during November-
2013. The implemented current setting for REF is 0.1 Ampere as suggested by OEM. KPCL
had informed that REF scheme will be checked during next shut down. D.R is not available to
validate the pickup current of REF relay.

POWERGRID, KPCL and KPTCL representatives briefed the committee about the above tripping:

1. 400kV Raichur-BTPS line tripped at 17:52 hrs due to B-phase fault. Line did not auto reclose
and tripped from both ends. It was informed by KPCL that Auto-reclose is implemented at
RTPS end and not commissioned at BTPS. It was informed that line did not auto reclose due
to auto reclose block command in distance relay which was due to fuse fail start/on
condition.

2. 765kV Raichur-Kurnool tripped due Y-B fault in line at 18:04:05 hrs. Same was validated with
DR of line.

3. As per FIR from POWERGRID, at 18:04:17 hrs, R-phase lightening arrestor of 400kV
RaichurGooty line-2 failed at Gooty end. Line tripped at both ends due to operation of
distance protection. From Gooty end D.R and PMU plots, it was observed that line tried to
auto reclose and as it was permanent fault due to LA failure, there was a 3 phase trip.

4. 4. 400kV Raichur(PG)-Raichur TPS line-1&2 tripped on operation of overvoltage protection.


The same has to be validated with D.R of respective lines. From PMU data of gooty end, it
was observed that the voltage was well below the over voltage stage-1 settings. Hence this

needs further investigation. Both line-1&2 were holding from RTPS end. The reason for
nontransmission of direct trip to other end needs further investigation.

5. 400 kV Raichur-Mahboobnagar line tripped from Mahboobnagar end due to suspected mal-
operation of distance protection. Main-2 distance protection had sensed fault in R-phase,
Zone-1.

6. Unit#5 at RTPS tripped at 18:05 hrs due to operation of Class-B master trip relay. It was
informed that no class-B trip relay had initiated trip to the Master relay.

7. 220kV Sedam-Tandur and 220kV Regulapadu-Alipur lines had tripped at 18:12 hrs and 18:13
hrs due to transient fault in line. Auto reclose provision is not available for these lines.

Observations and recommendations of committee


1. The tripping of 765kV Raichur-Kurnool line was in order. Shutdown of line was taken on 17th
April 2015 to measure the sag in line where conductors were changing from horizontal to
vertical configuration on towers before the gantry tower at Raichur (PG). The Y-phase to B
phase clearances were found to be less when compared to the R phase to Y phase
clearances. The sag was adjusted.

2. 400kV Raichur-Gooty line-2 tripped due to failure of R-phase L.A at Raichur(PG). It was
informed that L.A broke down due to turbulent wind. The line protection tried auto reclose
once and gave a 3 phase trip due to permanent fault. Powergrid was asked to submit the
equipment failure report to CEA.

3. 400kV RTPS-Raichur PG-1&2 tripped on operation of overvoltage stage-2 protection at


Raichur(PG). Committee observed the D.R of 400kV RTPS-Raichur PG line-1&2 and Gooty
line-1. The setting of overvoltage stage-2 is 149% i.e. 345kV phase to earth with 100ms
delay. It was observed that stage-2 overvoltage protection of RTPS-Raichur PG-1&2 got
operated during auto reclose attempt by 400kV Raichur-Gooty line-2. Following was
observed from D.R at Raichur(PG) end

Committee had asked to monitor/check the transient behaviour of CVT and refer same to
OEM of CVT. 400kV RTPS-Raichur PG-1&2, 400kV Raichur-Gooty-1&2 are having same make
CVT’s. POWERGRID was asked to investigate reason for such high over voltage (phase to
earth) on healthy phases during R-phase fault in 400kV Raichur-Gooty line-2.

It was observed that Direct trip was not sent to remote end when over-voltage protection
had operated at Raichur(PG) end. It was informed by POWEGRID and KPCL that Channel-1&2
of both 400kV RTPS-Raichur PG-1&2 were having receive(Rx) fail alarm at RTPS end. It was
informed by KPCL that receive(Rx) fail alarm was persistent in PLCC Channel-1&2 of line-2
from couple of days before occurrence of fault. PLCC Channel-1&2 fail alarm for line-1

appeared before tripping of 400kV RTPS-Raichur PG-1&2 lines. POWERGRID had informed
that frequency drift was being frequently observed in PLCC panels of RTPS-Raichur PG-1&2
lines, inspite of repeated tuning. Committee had recommended to replace the PLCC panels
at both ends at the earliest.

At Gooty end, Time synchronization of Gooty-1 feeder D.R was found to be out of sync with
GPS. Same was asked to be rectified.

4. For non-auto-reclosing of RTPS-BTPS line, it was informed that line did not auto reclose due
to auto reclose block command in distance relay at RTPS end which was due to fuse fail
start/on condition. Committee had asked to take up with OEM and check the configuration
for auto reclose in relay as block for auto reclose should not initiate with fuse fail On/ start.
KPCL had informed that the same will be checked and feedback regarding remedial action
will be given at the earliest. Committee had asked to implement auto reclose scheme at
BTPS end at the earliest. KPCL informed that they are taking up with OEM for the same. Also
Committee had asked that KPCL may ensure that auto-reclose is implemented when 400kV
RTPS-BTPS line is LILO’d at Yeramarus TPS. Committee had proposed for differential
protection for 400kV RTPS-Yeramarus-BTPS section. KPCL had informed that the LILO at
Yeramarus TPS is temporary and hence distance protection will be implemented with auto-
reclose.

5. For tripping of Unit-5 on operation of class-B protection it was observed that no class-B
initiation relay had operated as seen from sequence of events. The protection DC was
checked for earth fault. The DC source-1&2 were found to be in-order. Committee asked to
simulate the sequence of event for relays which trigger Class-B master relay and also check
up the pick-up voltage of Class-B Master trip relay. KPCL had informed that such tripping of
master trip relay without initiation from Class B relays was observed for the 1st time.

6. 220kV Sedam-Tandur line tripped at sedam end only on operation of backup protection. It
was informed that the back up relay had mal-operated. Committee had asked to check the
relay and if required replace the same.

7. 220kV Alipur-Regulapadu line tripped at Alipur end only on operation of distance protection.
It was informed that the line is radial from Alipur end. Committee had asked to submit the
D.R for the event to validate the tripping.
