‫ ﻭﺃﻥ ﺃﺼﻭﻥ ﺤﻴﺎﺓ ﺍﻹﻨﺴﺎﻥ ﻓﻲ ﻜﺎﻓﺔ ﺃﺩﻭﺍﺭﻫﺎ‪ ،‬ﻓﻲ ﻜل ﺍﻝﻅﺭﻭﻑ ﻭﺍﻷﺤﻭﺍل‪ ،‬ﺒﺎﺫ ﹰ‬
‫ﻓﻲ ﺇﻨﻘﺎﺫﻫﺎ ﻤﻥ ﺍﻝﻬﻼﻙ ﻭﺍﻝﻤﺭﺽ ﻭﺍﻷﻝﻡ ﻭﺍﻝﻘﻠﻕ‪....‬‬
‫ ﻭﺃﻥ ﺃﺤﻔﻅ ﻝﻠﻨﺎﺱ ﻜﺭﺍﻤﺘﻬﻡ‪ ،‬ﻭﺃﺴﺘﺭ ﻋﻭﺭﺍﺘﻬﻡ‪ ،‬ﻭﺃﻜﺘﻡ ﺴﺭﻫﻡ‪....‬‬
‫ﻻ ﺭﻋﺎﻴﺘﻲ ﻝﻠﻘﺭﻴﺏ ﻭﺍﻝﺒﻌﻴﺩ‪ ،‬ﻝﻠﺼﺎﻝﺢ‬
‫ ﻭﺃﻥ ﺃﻜﻭﻥ ﻋﻠﻰ ﺍﻝﺩﻭﺍﻡ ﻤﻥ ﻭﺴﺎﺌل ﺭﺤﻤﺔ ﺍﷲ‪ ،‬ﺒﺎﺫ ﹰ‬
‫ﻭﺍﻝﺨﺎﻁﺊ‪ ،‬ﻭﺍﻝﺼﺩﻴﻕ ﻭﺍﻝﻌﺩﻭ‪ ،‬ﻭﺃﻥ ﺃﺜﺎﺒﺭ ﻋﻠﻰ ﻁﻠﺏ ﺍﻝﻌﻠﻡ‪ ،‬ﻭﺃﺴﺨﺭﻩ ﻝﻨﻔﻊ ﺍﻝﻨﺎﺱ ﻻ‬
‫ﻷﺫﺍﻫﻡ‪....‬‬
‫ ﻭﺃﻥ ﺃﻭﻗﺭ ﻤﻥ ﻋﻠﻤﻨﻲ‪ ،‬ﻭﺃﻋﻠﻡ ﻤﻥ ﻴﺼﻐﺭﻨﻲ‪ ،‬ﻭﺃﻜﻭﻥ ﺃﺨ ﹰﺎ ﻝﻜل ﺯﻤﻴل ﻓﻲ ﺍﻝﻤﻬﻨﺔ ﺍﻝﻁﺒﻴﺔ‪،‬‬
‫ﻤﺘﻌﺎﻭﻨﻴﻥ ﻋﻠﻰ ﺍﻝﺒﺭ ﻭﺍﻝﺘﻘﻭﻯ‪....‬‬
‫ ﻭﺃﻥ ﺘﻜﻭﻥ ﺤﻴﺎﺘﻲ ﻤﺼﺩﺍﻕ ﺇﻴﻤﺎﻨﻲ ﻓﻲ ﺴﺭﻱ ﻭﻋﻼﻨﻴﺘﻲ‪ ،‬ﻨﻘﻴﺔ ﻤﻤﺎ ﻴﺸﻴﻨﻬﺎ ﺘﺠﺎﻩ ﺍﷲ‬
‫ﻭﺭﺴﻭﻝﻪ ﻭﺍﻝﻤﺅﻤﻨﻴﻥ‪....‬‬

‫ﻤﻘﺩﻤـﺔ‬
‫ﻓﺘﺭﺓ ﺍﻻﻤﺘﻴﺎﺯ ﻤﻥ ﺃﻫﻡ ﺍﻝﻔﺘﺭﺍﺕ ﻓﻲ ﺍﻝﻤﺴﻴﺭﺓ ﺍﻝﻤﻬﻨﻴﺔ ﻝﻠﻁﺒﻴﺏ‪ ،‬ﻓﻬﻲ ﻤﺭﺤﻠﺔ ﺘﺤﻭﻴل ﺍﻝﻤﻌﻠﻭﻤﺎﺕ ﺍﻝﻨﻅﺭﻴﺔ ﺇﻝﻰ ﺘﻁﺒﻴﻘﻴﺔ‪ ،‬ﻭﻫﻲ‬
‫ﻼ ﻋﻥ‬
‫ﻤﺭﺤﻠﺔ ﻜﺴﺏ ﺍﻝﻜﺜﻴﺭ ﻤﻥ ﺍﻝﻤﻬﺎﺭﺍﺕ ﺍﻝﻁﺒﻴﺔ‪ ،‬ﻭﻤﻬﺎﺭﺍﺕ ﺍﻻﺘﺼﺎل ﻭﺍﻝﺘﻭﺍﺼل ﻤﻊ ﺍﻝﻤﺭﻀﻰ ﻭﻤﻊ ﺯﻤﻼﺀ ﻭﺍﻝﻌﻤل‪ ،‬ﻓﻀ ﹰ‬
‫ﻜﻭﻨﻬﺎ ﺍﻝﻔﺘﺭﺓ ﺍﻝﺘﻘﻠﻴﺩﻴﺔ ﺍﻝﺘﻲ ﻴﺴﺘﻁﻴﻊ ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻓﻴﻬﺎ ﺍﻝﺴﺅﺍل ﻋﻥ ﻤﺎ ﻴﺨﻁﺭ ﺒﺫﻫﻨﺔ ﻓﻬﻭ ﻤﺎﻴﺯﺍل ﺘﺤﺕ ﺍﻝﺘﺩﺭﻴﺏ‪،‬‬
‫ﻭﻤﺴﺌﻭﻝﻴﺎﺘﻪ ﻤﺤﺩﻭﺩﺓ‪ ،‬ﻭﺤﻭﻝﻪ ﺍﻝﻜﺜﻴﺭ ﻤﻥ ﺍﻻﺴﺘﺸﺎﺭﻴﻴﻥ ﻭﺍﻻﺨﺘﺼﺎﺼﻴﻴﻥ ﻭﺃﻁﺒﺎﺀ ﺍﻝﺩﺭﺍﺴﺎﺕ ﺍﻝﻌﻠﻴﺎ‪ ،‬ﻭﻤﻌﻅﻤﻬﻡ ﺠﺎﻫﺯﻭﻥ‬
‫ﻝﺘﻭﺠﻴﻬﻪ ﻭﻤﺴﺎﻨﺩﺘﻪ ﻭﺇﺭﺸﺎﺩﻩ‪ ،‬ﻜﻤﺎ ﺃﻥ ﻓﺘﺭﺓ ﺍﻻﻤﺘﻴﺎﺯ ﻝﻬﺎ ﺃﺜﺭ‪ ‬ﻜﺒﻴﺭ ﻓﻲ ﺘﺤﺩﻴﺩ ﻤﺠﺎل ﺍﻻﺨﺘﺼﺎﺹ ﻻﺤﻘﺎﹰ‪ ،‬ﻭﻋﺎﺩﺓ ﻤﺎ ﺘﺼﺎﻍ‬
‫ﺤ ﹺﺭ‪‬ﻴﺔ ﺒﺎﻻﻫﺘﻤﺎﻡ‪.‬‬
‫ﻓﻴﻬﺎ ﺸﺨﺼﻴﺔ ﺍﻝﻁﺒﻴﺏ ﻭﻴﺒﺩﺃ ﺘﻁﺒﻴﻘﻪ ﺍﻝﻔﻌﻠﻲ ﻷﺨﻼﻗﻴﺎﺕ ﺍﻝﻤﻬﻨﺔ ﺍﻝﻁﺒﻴﺔ‪ ،‬ﻭﻜل ﺫﻝﻙ ﻴﺠﻌﻠﻬﺎ ﻓﺘﺭ ﹰﺓ ‪‬‬

‫ﺃ‪ -‬ﺘﻌﺭﻴﻑ ﻓﺘﺭﺓ ﺍﻻﻤﺘﻴﺎﺯ‪ :‬ﻫﻲ ﻓﺘﺭﺓ ﺍﻝﺘﺩﺭﻴﺏ ﺍﻝﺘﻁﺒﻴﻘﻲ ﺍﻹﻝﺯﺍﻤﻴﺔ ﻝﻠﺨﺭﻴﺠﻴﻥ ﺍﻝﺤﺎﺼﻠﻴﻥ ﻋﻠﻰ ﺒﻜﺎﻝﻭﺭﻴﻭﺱ ﺍﻝﻁﺏ ﻭﺍﻝﺠﺭﺍﺤﺔ‬
‫)ﺍﻝﺫﻴﻥ ﺃﻨﻬﻭﺍ ﺠﻤﻴﻊ ﻤﺘﻁﻠﺒﺎﺕ ﺍﻝﺘﺨﺭﺝ ﺒﻨﺠﺎﺡ(‪ ،‬ﻭﺘﺴﻤﻰ ﺴﻨﺔ ﺍﻻﻤﺘﻴﺎﺯ‪ ،‬ﻭﻤﺩﺘﻬﺎ ‪ 12‬ﺸـﻬﺭﺍﹰ‪ ،‬ﻭ ﹸﺘﻘـﻀﻰ ﻓـﻲ ﺍﻝﺘـﺩﺭﻴﺏ‬
‫ﻼ ﻝﻠﺠﻠﻭﺱ ﻻﻤﺘﺤﺎﻥ ﻤﺯﺍﻭﻝﺔ ﻤﻬﻨﺔ ﺍﻝﻁﺏ ﺇﻻ ﺒﻌﺩ ﺇﺘﻤﺎﻤﻪ ﺘﻠﻙ ﺍﻝﻔﺘﺭﺓ ﺒﻨﺠﺎﺡ‪.‬‬
‫ﺍﻹﻜﻠﻴﻨﻴﻜﻲ ﺍﻝﻤﻴﺩﺍﻨﻲ ﻭﻻ ﻴﻌﺘﺒﺭ ﺍﻝﺨﺭﻴﺞ ﻤﺅﻫ ﹰ‬

‫ﺏ‪ -‬ﺃﻫﺩﺍﻑ ﺍﻝﺒﺭﻨﺎﻤﺞ ‪:‬‬


‫ﺘﻨﻤﻴﺔ ﻭﺘﻁﺒﻴﻕ ﺍﻝﻤﻌﻠﻭﻤﺎﺕ ﺍﻝﻁﺒﻴﺔ ﻤﻥ ﺨﻼل ﺍﻝﺘﺩﺭﻴﺏ ﺍﻝﺴﺭﻴﺭﻱ‪.‬‬ ‫‪(1‬‬
‫ﺘﺩﺭﻴﺏ ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻋﻠﻰ ﺍﻻﻨﺴﺠﺎﻡ ﻀﻤﻥ ﺍﻝﻔﺭﻴﻕ ﺍﻝﻁﺒﻲ ﻭﻤﻌﺭﻓﺔ ﺤﺩﻭﺩ ﺇﻤﻜﺎﻨﺎﺘﻪ ﻭﻤﻘﺩﺭﺍﺘﻪ ﻭﺘﺩﺭﻴﺒﻪ ﻋﻠﻰ ﻁﻠـﺏ‬ ‫‪(2‬‬
‫ﺍﻝﻤﺸﻭﺭﺓ ﻭﺍﻜﺘﺴﺎﺏ ﺍﻝﺨﺒﺭﺍﺕ ﻭﺍﻝﻤﻬﺎﺭﺍﺕ ﻤﻤﻥ ﻫﻡ ﺃﻜﺜﺭ ﻤﻨﻪ ﺨﺒﺭﺓ‪.‬‬
‫ﺍﻝﺘﺩﺭﻴﺏ ﻋﻠﻰ ﺃﻨﻅﻤﺔ ﺍﻝﻌﻤل ﺍﻝﻤﺘﺒﻌﺔ ﻓﻲ ﺃﻗﺴﺎﻡ ﺍﻝﻤﺴﺘﺸﻔﻴﺎﺕ ﻭﺍﻝﻤﺭﺍﻜﺯ ﺍﻝﺼﺤﻴﺔ ﺍﻝﻤﺨﺘﻠﻔﺔ‪.‬‬ ‫‪(3‬‬
‫ﺍﻝﺘﺩﺭﻴﺏ ﻋﻠﻰ ﺍﻝﺘﻌﺎﻤل ﺍﻝﻤﺒﺎﺸﺭ ﻤﻊ ﺯﻤﻼﺀ ﺍﻝﻌﻤل ﻭﺍﻝﻤﺴﺌﻭﻝﻴﻥ ﻭﺍﻝﺠﻤﻬﻭﺭ ﻭ‪...‬ﺇﻝﺦ‬ ‫‪(4‬‬
‫ﺍﻝﺘﻌﺭﻑ ﻋﻠﻰ ﺍﻷﻨﻅﻤﺔ ﻭﺍﻝﻘﻭﺍﻨﻴﻥ ﺍﻝﻤﺘﺒﻌﺔ ﻓﻲ ﻤﻤﺎﺭﺴﺔ ﻤﻬﻨﺔ ﺍﻝﻁﺏ ﺍﻝﺒﺸﺭﻱ ﻓﻲ ﻓﻠﺴﻁﻴﻥ‪.‬‬ ‫‪(5‬‬
‫ﺘﻁﺒﻴﻕ ﺃﺨﻼﻗﻴﺎﺕ ﺍﻝﻤﻬﻨﺔ ﻓﻲ ﺠﻤﻴﻊ ﺍﻷﻋﻤﺎل ﻭﺍﻻﻝﺘﺯﺍﻡ ﺒﺫﻝﻙ‪.‬‬ ‫‪(6‬‬
‫ﺍﻝﺘﺩﺭﻴﺏ ﻋﻠﻰ ﺒﻌﺽ ﺍﻝﻤﻬﺎﺭﺍﺕ ﻏﻴﺭ ﺍﻝﺴﺭﻴﺭﻴﺔ ﺍﻝﺘﻲ ﻴﺤﺘﺎﺠﻬﺎ ﺍﻝﻁﺒﻴﺏ ﻤﺜل ‪ :‬ﻤﻬﺎﺭﺍﺕ ﺍﻝﺘﻭﺍﺼل‪ ،‬ﻤﻬـﺎﺭﺍﺕ ﺍﻹﻝﻘـﺎﺀ‪،‬‬ ‫‪(7‬‬
‫ﺒﻌﺽ ﺍﻝﻤﻬﺎﺭﺍﺕ ﺍﻹﺩﺍﺭﻴﺔ‪... ،‬ﺍﻝﺦ‪.‬‬

‫ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻫﻭ ﻤﻭﻅﻑ ﺤﻜﻭﻤﻲ )ﻓﺌﺔ ﺨﺎﺼﺔ( ﺒﻨﻅﺎﻡ )ﺍﻝﻴﻭﻤﻲ( ﺨﻼل ﺴﻨﺔ ﺍﻻﻤﺘﻴﺎﺯ ﻭﻴﺘﻘﺎﻀﻰ ﻤﺴﺘﺤﻕ ﻤﺎﻝﻲ ﻤﻘﻁـﻭﻉ‪،‬‬
‫ﻭﻴﺘﻭﺠﺏ ﻋﻠﻴﻪ ﺍﻻﻝﺘﺯﺍﻡ ﺒﺄﻨﻅﻤﺔ ﻭﻀﻭﺍﺒﻁ ﺩﻴﻭﺍﻥ ﺍﻝﻤﻭﻅﻔﻴﻥ ﺍﻝﻌﺎﻡ‪ ،‬ﻭﻴﺘﺒﻊ ﺇﺩﺍﺭﻴﹰﺎ ﻝﻺﺩﺍﺭﺓ ﺍﻝﻌﺎﻤﺔ ﻝﺘﻨﻤﻴﺔ ﺍﻝﻘﻭﻯ ﺍﻝﺒﺸﺭﻴﺔ ﺒﻭﺯﺍﺭﺓ‬
‫ﺍﻝﺼﺤﺔ ﺍﻝﻔﻠﺴﻁﻴﻨﻴﺔ‪.‬‬

‫ﻭﻤﺭﺍﻗﺒﺔ ﺃﻱ ﺘﻁﻭﺭﺍﺕ ﻤﺭﻀﻴﺔ ﺠﺩﻴﺩﺓ ﺘﻁﺭﺃ ﻋﻠﻰ ﺤﺎﻝﺔ ﺍﻝﻤﺭﻴﺽ ﻭﺘﻭﺜﻴﻘﻬﺎ ﻓﻲ ﻤﻠﻔﻪ‪) .‬ﺇﻻ ﻓﻲ ﺤﺎل ﻁﻠﺏ ﺍﻝﻁﺒﻴـﺏ‬
‫ﺍﻝﻤﺸﺭﻑ ﺨﻼﻑ ﺫﻝﻙ(‪.‬‬
‫ﻴﻘﻭﻡ ﺒﺘﺩﻭﻴﻥ ﺠﻤﻴﻊ ﺍﻝﻤﻼﺤﻅﺎﺕ ﻭﺍﻝﻤﺘﺎﺒﻌﺔ ﺍﻝﻴﻭﻤﻴﺔ ﻝﻠﻤﺭﻀﻰ ﺩﺍﺨل ﺍﻷﻗﺴﺎﻡ ﺍﻝﻤﻜﻠﻑ ﺒﻬﺎ‪ ،‬ﻭﻴﻜﻭﻥ ﻋﻠﻰ ﻋﻠﻡ ﺘﺎﻡ ﻋﻥ‬ ‫‪.2‬‬
‫ل ﻤﻨﻬﻡ‪ .‬ﻭﻴﻘﻭﻡ ﺒﺘﺒﻠﻴﻎ ﺍﻝﻤﺴﺌﻭل ﺍﻝﻤﺒﺎﺸﺭ ﻋﻥ ﺠﻤﻴـﻊ ﻤـﺎ‬

‫ﺘﻌﺒﺌﺔ ﻨﻤﺎﺫﺝ ﻁﻠﺒﺎﺕ ﺍﻝﻔﺤﻭﺹ ﺍﻝﻤﺨﺒﺭﻴﺔ ﻭﺍﻝﺸﻌﺎﻋﻴﺔ ﺤﺴﺏ ﻤﺎ ﻴﻔﻭﻀﻪ ﺍﻝﻁﺒﻴﺏ ﺍﻝﻤﺸﺭﻑ ﻭﺘﺤﺕ ﻤﺴﺅﻭﻝﻴﺘﻪ‪.‬‬ ‫‪.3‬‬
‫ﻴﻠﺘﺯﻡ ﺒﺤﻀﻭﺭ ﺍﻝﺠﻭﻻﺕ ﺍﻝﺴﺭﻴﺭﻴﺔ ﺍﻝﺘﻲ ﻴﻘﻭﻡ ﺒﻬﺎ ﺃﻁﺒﺎﺀ ﺍﻝﻘﺴﻡ ﻭﻴﻨﻔﺫ ﺘﻌﻠﻴﻤﺎﺘﻬﻡ‪ ،‬ﻜﻤﺎ ﺃﻨﻪ ﻋﻠﻴـﻪ ﺍﻝﻤـﺸﺎﺭﻜﺔ ﻓـﻲ‬ ‫‪.4‬‬
‫ﺍﻷﻨﺸﻁﺔ ﺍﻝﻌﻠﻤﻴﺔ ﺒﺎﻝﻘﺴﻡ‪.‬‬
‫ﻴﻘﻭﻡ ﺒﺎﻝﺘﺤﻘﻕ ﻤﻥ ﺴﻼﻤﺔ ﺘﻨﺎﻭل ﺍﻝﻤﺭﻴﺽ ﻝﻠﻌﻼﺝ ﺩﺍﺨل ﺍﻝﻤﺴﺘﺸﻔﻲ ﻭﻴﺨﺒﺭ ﺍﻝﻁﺒﻴﺏ ﺍﻝﻤﺴﺌﻭل ﻋﻨﻪ ﻤﺒﺎﺸﺭﺓ ﻋـﻥ ﺃﻱ‬ ‫‪.5‬‬
‫ﻤﺨﺎﻝﻔﺔ ﺃﻭ ﻤﻼﺤﻅﺔ ﺨﺎﺼﺔ ﺒﺘﻨﺎﻭل ﺍﻝﻌﻼﺝ‪.‬‬

‫• ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻏﻴﺭ ﻤﺴﺌﻭل ﻋﻥ ﺇﺨﺭﺍﺝ ﺍﻝﻤﺭﻴﺽ ﻤﻥ ﺍﻝﻤﺴﺘﺸﻔﻰ ﻜﻤﺎ ﻻ ﻴﻜﺘﺏ ﺍﻝﻭﺼﻔﺎﺕ ﺍﻝﻁﺒﻴﺔ ﺃﻭ ﺍﻝﺘﻘـﺎﺭﻴﺭ‬
‫ﺍﻝﻘﻀﺎﺌﻴﺔ ﻭﻻ ﻴﻌﻁﻲ ﺍﻹﺠﺎﺯﺍﺕ ﺍﻝﻤﺭﻀﻴﺔ‪.‬‬

‫ﻴﻘﻭﻡ ﻜل ﻁﺒﻴﺏ ﻤﺘﺩﺭﺏ ﺒﺘﻌﺒﺌﺔ ﺍﻝﻨﻤﺎﺫﺝ ﺍﻝﻤﺘﻌﻠﻘﺔ ﺒﺎﻝﺘﺩﺭﻴﺏ ﺍﻝﻴﻭﻤﻲ ﻭﺘﻭﻗﻴﻌﻬﺎ ﻤﻥ ﺍﻝﻁﺒﻴﺏ ﺍﻝﻤﺸﺭﻑ ﻓﻲ ﺍﻝﻘﺴﻡ ﻭﻤﻥ‬ ‫‪.2‬‬

‫ﺤﻘﻭﻕ ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ‪:‬‬


‫ﻴﻜﻭﻥ ﺍﻝﺘﺩﺭﻴﺏ ﺘﺤﺕ ﺇﺸﺭﺍﻑ ﺍﻷﺨﺘﺼﺎﺼﻴﻴﻥ ﻭﺍﻷﻁﺒﺎﺀ ﺍﻝﺫﻴﻥ ﻴﻌﻤل ﻤﻌﻬﻡ ‪.‬‬ ‫‪(1‬‬
‫ﻴﺤﺼل ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻋﻠﻰ ﺍﻹﺴﻨﺎﺩ ﺍﻝﻤﺒﺎﺸﺭ ﻭﺍﻝﺩﺍﺌﻡ ﻤﻥ ﺍﻷﻁﺒﺎﺀ ﺍﻝﻤﻘﻴﻤﻴﻥ ﻭﺃﻁﺒﺎﺀ ﺍﻝﺩﺭﺍﺴﺎﺕ ﺍﻝﻌﻠﻴﺎ‪.‬‬ ‫‪(2‬‬
‫ﺘﻭﻓﺭ ﺍﻷﻗﺴﺎﻡ ﻭﺍﻝﻭﺤﺩﺍﺕ ﺒﺭﺍﻤﺞ ﺘﻌﻠﻴﻤﻴﺔ ﻤﺘﻨﻭﻋﺔ ﻷﻁﺒﺎﺀ ﺍﻻﻤﺘﻴﺎﺯ ﻭﻴﻤﻜﻥ ﺃﻥ ﺘﺩﺭﺝ ﻤﻊ ﺍﻝﺒﺭﺍﻤﺞ ﺍﻝﺘﻌﻠﻴﻤﻴﺔ ﻝﻠﻘﺴﻡ ﺃﻭ‬ ‫‪(3‬‬

‫ﺍﻝﺤﺎﻻﺕ ﺒﺎﺴﺘﻔﺎﻀﺔ‪ ،‬ﻭﺤﻀﻭﺭ ﺍﻝﻤﺤﺎﻀﺭﺍﺕ ﺍﻝﻌﻠﻤﻴﺔ‪ ،‬ﻭﻤﺭﺍﺠﻌﺎﺕ ﺍﻷﺒﺤﺎﺙ ﺍﻝﺤﺩﻴﺜﺔ ﻓﻲ ﺍﻝﺘﺨﺼﺹ ﻭﻏﻴﺭ ﺫﻝﻙ ﻤﻥ‬
‫ﺍﻷﻨﺸﻁﺔ ﺍﻝﺘﻌﻠﻴﻤﻴﺔ ﺍﻝﻤﺘﺎﺤﺔ ﺒﺎﻝﻘﺴﻡ‪.‬‬
‫ﻴﺘﻌﺎﻤل ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻤﻥ ﺍﻝﺠﻤﻴﻊ ﺒﺎﻻﺤﺘﺭﺍﻡ ﻭﺍﻝﺘﻘﺩﻴﺭ ﺍﻝﺫﻱ ﺘﻘﺘﻀﻴﻪ ﺃﻋﺭﺍﻑ ﺍﻝﺯﻤﺎﻝﺔ ﺍﻝﻁﺒﻴﺔ ‪) .‬ﻭﻓﻲ ﺤﺎﻝﺔ‬ ‫‪(4‬‬
‫ﺘﻌﺭﻀﻪ ﻷﻱ ﻤﻀﺎﻴﻘﺎﺕ ﻴﺤﻕ ﻝﻪ ﺭﻓﻊ ﺫﻝﻙ ﻝﻠﺠﻬﺔ ﺍﻝﻤﺸﺭﻓﺔ(‪.‬‬
‫ﻴﺤﻕ ﻝﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﺍﻹﻁﻼﻉ ﻋﻠﻰ ﻨﺘﺎﺌﺞ ﺍﻝﺘﻘﻴﻴﻡ ﺍﻝﺫﻱ ﺤﺼـــل ﻋﻠﻴﻪ ﻓﻲ ﻜل ﻗﺴﻡ ‪) .‬ﻭﺇﻥ ﻭﺠﺩ ﺍﻋﺘﺭﺍﺽ‬ ‫‪(5‬‬
‫ﻋﻠﻰ ﺍﻝﺘﻘﻴﻴﻡ ﺍﻝﺫﻱ ﺤﺼل ﻋﻠﻴﻪ ﻴﺤﻕ ﻝﻪ ﺭﻓﻊ ﺫﻝﻙ ﻝﻠﺠﻬﺔ ﺍﻝﻤﺸﺭﻓﺔ(‪.‬‬
‫ﻴﺤﻕ ﻝﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﺇﺠﺎﺯﺓ ﻭﻓﻕ ﻤﺎ ﺘﺤﺩﺩﻩ ﻻﺌﺤﺔ ﺍﻹﺠﺎﺯﺍﺕ "ﻤﺭﻓﻕ" ‪.‬‬ ‫‪(6‬‬
‫ﻴﺤﻕ ﻝﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﺍﻝﺤﺼﻭل ﻋﻠﻰ ﺇﻓﺎﺩﺓ ﺒﺎﻝﻔﺘﺭﺍﺕ ﺍﻝﺘﻲ ﺍﺠﺘﺎﺯﻫﺎ ﺒﻨﺠﺎﺡ ﺃﺜﻨﺎﺀ ﺴﻨﺔ ﺍﻻﻤﺘﻴﺎﺯ )ﺒﻌﺩ ﺘﻘﻴﻡ ﺍﻝﻁﻠﺏ‬ ‫‪(7‬‬

‫ﺤﺴﺏ ﺍﻝﻨﻅﺎﻡ ﺍﻝﻤﻭﺠﻭﺩ ﻭﺍﻝﻤﻁﺒﻕ ﻝﺘﻭﻗﻴﻊ ﻤﻭﻅﻔﻴﻪ ﺴﻭﺍﺀ ﺒﺒﺼﻤﺔ ﺍﻷﺼﺒﻊ ﺃﻭ ﺍﻝﺘﻭﻗﻴﻊ ﻋﺒﺭ ﺠﻬـﺎﺯ ﺍﻝﺤﺎﺴـﻭﺏ‪ ،‬ﺃﻭ‬
‫ﺍﻝﺘﻭﻗﻴﻊ ﺍﻝﻭﺭﻗﻲ‪... ،‬ﺍﻝﺦ‪.‬‬
‫ﺘﺭﺴل ﻨﺴﺨﺔ ﻋﻥ ﺴﺠﻼﺕ ﺤﺼﺭ ﺍﻝﺩﻭﺍﻡ )ﺍﻝﺤﻀﻭﺭ ﻭﺍﻻﻨﺼﺭﺍﻑ( ﻝﻺﺩﺍﺭﺓ ﻓﻲ ﻨﻬﺎﻴﺔ ﻜل ﺸـﻬﺭ ﻋﺒـﺭ ﻤﺭﺍﻜـﺯ‬ ‫‪(2‬‬
‫ﺍﻝﺘﺩﺭﻴﺏ ﻭﺭﻗﻴﹰﺎ ﺃﻭ ﺇﻝﻜﺘﺭﻭﻨﻴﹰﺎ‪.‬‬

‫ﺍﻻﻨﺘﻘﺎل ﻤﻥ ﻓﺘﺭﺓ ﺘﺩﺭﻴﺒﻴﺔ ﺇﻝﻰ ﺍﻝﺘﻲ ﺘﻠﻴﻬﺎ‪:‬‬ ‫•‬


‫ﺘﻌﻘﺩ ﺍﻤﺘﺤﺎﻨﺎﺕ )ﻨﻅﺭﻴﺔ ﻭﻋﻤﻠﻴﺔ( ﻝﺘﻘﻴﻴﻡ ﺘﺤﺼﻴل ﺃﻁﺒﺎﺀ ﺍﻻﻤﺘﻴﺎﺯ ﻓﻲ ﻨﻬﺎﻴﺔ ﺍﻝﻔﺘﺭﺓ ﺍﻝﺘﺩﺭﻴﺒﻴـﺔ ﺍﻝﻤﺨﺼـﺼﺔ ﻝﻠﻘـﺴﻡ‬ ‫‪.1‬‬
‫)ﺨﻼل ﻓﺘﺭﺓ ﺍﻝﺨﺎﻤﺱ ﻭﺍﻝﻌﺸﺭﻴﻥ ﻤﻥ ﺍﻝﺸﻬﺭ ﺍﻷﺨﻴﺭ ﻭﺤﺘﻰ ﻨﻬﺎﻴﺘﻪ ﻭﺫﻝﻙ ﺤﺴﺏ ﺃﻋﺩﺍﺩ ﺃﻁﺒﺎﺀ ﺍﻻﻤﺘﻴﺎﺯ ﻓﻲ ﺍﻷﻗﺴﺎﻡ(‪،‬‬
‫ﻭﺘﺘﻡ ﺒﻭﺍﺴﻁﺔ ﻝﺠﻨﺔ ﻤﺨﺘﺼﺔ ﻤﻥ ﺍﻻﺴﺘﺸﺎﺭﻴﻴﻥ ﻭﺍﻹﺨﺘﺼﺎﺼﻴﻴﻥ ﺒﺎﻷﻗﺴﺎﻡ‪ ،‬ﻭﻴﻌﺩ ﻝﻬـﺎ ﻭﻴـﺸﺎﺭﻙ ﺒﻬـﺎ ﺍﻝﻤـﺸﺭﻑ‬
‫ﻭﺍﻝﻤﻨﺴﻕ ﺃﺨﺫﻴﻥ ﻓﻲ ﺍﻻﻋﺘﺒﺎﺭ ﺃﺩﺍﺀ ﺍﻝﻁﺒﻴﺏ ﺍﻝﻴﻭﻤﻲ ﻭﻤﺩﻯ ﺍﻝﺘﺯﺍﻤﻪ ﺒﺄﻨﻅﻤﺔ ﺍﻝﺒﺭﻨﺎﻤﺞ‪ ،‬ﻭﻴﻜﻭﻥ ﻗﺭﺍﺭ ﺍﻝﻠﺠﻨـﺔ ﺇﻤـﺎ‬
‫ﺒﺎﺠﺘﻴﺎﺯ ﺍﻻﻤﺘﺤﺎﻥ ﻭﺍﻝﻔﺘﺭﺓ ﺍﻝﺘﺩﺭﻴﺒﻴﺔ ﺒﻨﺠﺎﺡ‪ ،‬ﺃﻭ ﺒﺈﻋﺎﺩﺓ ﻓﺘﺭﺓ ﺍﻝﺘﺩﺭﻴﺏ ﻜﺎﻤﻠﺔ ﺃﻭ ﺠﺯ ‪‬ﺀ ﻤﻨﻬﺎ )ﺤـﺴﺏ ﻤـﺎ ﺘﺤـﺩﺩﻩ‬
‫ﺍﻝﻠﺠﻨﺔ(‪ ،‬ﺃﻭ ﺇﻋﺎﺩﺓ ﺍﻻﻤﺘﺤﺎﻥ ﻓﻘﻁ‪ ،‬ﻭﺘﺘﻡ ﺍﻹﻋﺎﺩﺓ ﻻﺤﻘﹰﺎ ﺒﻌﺩ ﺍﺴﺘﻜﻤﺎل ﺒﺎﻗﻲ ﺍﻝﺠﺩﻭل‪ ،‬ﻭﻴﺘﻭﺠﺏ ﺍﻝﺘﻘﻴﻴﻡ ﺒﻌﺩ ﺍﻹﻋﺎﺩﺓ‪.‬‬
‫ﺘﺭﺴل ﻨﺘﺎﺌﺞ ﻭﺍﺴﺘﻤﺎﺭﺍﺕ ﺍﻝﺘﻘﻴﻴﻡ ﻝﻺﺩﺍﺭﺓ ﺒﻌﺩ ﺇﻨﻬﺎﺀ ﻜل ﻓﺘﺭﺓ ﺘﺩﺭﻴﺒﻴﺔ ﻋﺒﺭ ﻤﺭﺍﻜﺯ ﺍﻝﺘﺩﺭﻴﺏ ﻭﺭﻗﻴﹰﺎ ﺃﻭ ﺇﻝﻜﺘﺭﻭﻨﻴﹰﺎ‪.‬‬ ‫‪.2‬‬
‫ﻴﺴﻤﺢ ﺒﺎﻹﻋﺎﺩﺓ ﻝﻤﺭﺓ ﻭﺍﺤﺩﺓ ﻓﻘﻁ ﻓﻲ ﺍﻝﻤﺴﺎﻕ‪ ،‬ﻭﻓﻲ ﺤﺎل ﻋﺩﻡ ﺍﺠﺘﻴﺎﺯ ﻓﺘﺭﺓ ﺍﻹﻋﺎﺩﺓ ﻴﺘﻡ ﻭﻗﻑ ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻋـﻥ‬ ‫‪.3‬‬
‫ﺍﻝﺒﺭﻨﺎﻤﺞ ﻭﻴﺭﻓﻊ ﺒﺫﻝﻙ ﻝﻠﺠﻬﺔ ﺍﻝﻤﺴﺌﻭﻝﺔ )ﺘﻨﻤﻴﺔ ﺍﻝﻘﻭﻯ ﺍﻝﺒﺸﺭﻴﺔ(‪.‬‬
‫ﻴ‪‬ﻔﺼل ﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻤﻥ ﺒﺭﻨﺎﻤﺞ ﺍﻻﻤﺘﻴﺎﺯ ﻓﻲ ﺤﺎل ﻓﺸل ﻓﻲ ﺍﺠﺘﻴﺎﺯ ﻓﺘﺭﺓ ﺍﻹﻋﺎﺩﺓ‪ ،‬ﻭﻻ ﻴﻤﻨﺢ ﻓﺭﺼﺔ ﺃﺨـﺭﻯ ﺇﻻ‬ ‫‪.4‬‬
‫ﻋﻨﺩ ﻭﺠﻭﺩ ﻋﺫﺭ ﺘﻘﺒﻠﻪ ﺍﻝﻠﺠﻨﺔ ﺍﻝﻤﺨﺘﺼﺔ‪.‬‬

‫ﺱ‪ -‬ﺸﻬﺎﺩﺓ ﺇﻜﻤﺎل ﻓﺘﺭﺓ ﺍﻻﻤﺘﻴﺎﺯ‪:‬‬


‫ﺘﹸﺼﺩﺭ ﺍﻹﺩﺍﺭﺓ ﺍﻝﻌﺎﻤﺔ ﻝﺘﻨﻤﻴﺔ ﺍﻝﻘﻭﻯ ﺍﻝﺒﺸﺭﻴﺔ ﺸﻬﺎﺩﺓ ﺇﻨﻬﺎﺀ ﻓﺘﺭﺓ ﺍﻝﺘﺩﺭﻴﺏ ﻝﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﺒﻨﺎ ‪‬ﺀ ﻋﻠﻰ ﻁﻠﺒﻪ ﻭﺒﻌﺩ ﺩﻓﻊ ﺍﻝﺭﺴـﻭﻡ‬

‫‪ .‬ﻴﻘﻭﻡ ﺍﻝﻤﺘﺩﺭﺏ ﺍﻝﺫﻱ ﺍﻨﻬﻰ ﺍﻝﺒﺭﻨﺎﻤﺞ ﺍﻝﺘﺩﺭﻴﺒﻲ ﺒﻨﺠﺎﺡ ﺒﺘﻘﺩﻴﻡ ﻁﻠﺏ ﺇﺼﺩﺍﺭ ﺸﻬﺎﺩﺓ ﺘﺩﺭﻴﺏ ﺇﻝﺯﺍﻤﻲ )ﻋﺭﺒﻲ ﺃﻭ‬
‫ﺍﻨﺠﻠﻴﺯﻱ ﺃﻭ ﻜﻠﻴﻬﻤﺎ( ﺒﺎﻹﺩﺍﺭﺓ ﺍﻝﻌﺎﻤﺔ ﻝﺘﻨﻤﻴﺔ ﺍﻝﻘﻭﻯ ﺍﻝﺒﺸﺭﻴﺔ ﻤﻊ ﺩﻓﻊ ﺍﻝﺭﺴﻭﻡ ﺍﻝﻤﻘﺭﺭﺓ ﻝﺫﻝﻙ‪.‬‬
‫‪ .‬ﺘﻘﻭﻡ ﺍﻹﺩﺍﺭﺓ ﺒﺩﺭﺍﺴﺔ ﺍﻝﻤﻠﻔﺎﺕ ﺍﻝﺨﺎﺼﺔ ﺒﺎﻝﻤﺘﺩﺭﺒﻴﻥ ﻭﺘﻌﺒﺌﺔ ﺍﻝﺠﺯﺀ ﺍﻝﻤﺨﺼﺹ ﻝﺫﻝﻙ ﻓﻲ ﺍﻝﻁﻠﺏ ﻭﻤﻥ ﺜﻡ ﺍﻝﺘﻭﺼﻴﺔ‬
‫ﺒﺈﺠﺎﺯﺓ ﻓﺘﺭﺓ ﺍﻝﺘﺩﺭﻴﺏ ﺍﻝﺘﻲ ﻗﻀﺎﻫﺎ ﺍﻝﻤﺘﺩﺭﺏ ﻋﻨﺩ ﺍﺴﺘﻴﻔﺎﺌﻬﺎ ﻝﻠﺸﺭﻭﻁ‪.‬‬
‫‪ .‬ﺘﻘﻭﻡ ﺍﻹﺩﺍﺭﺓ ﺒﺈﺼﺩﺍﺭ ﺸﻬﺎﺩﺍﺕ ﻝﻠﻤﺘﺩﺭﺒﻴﻥ ﺍﻝﻤﺴﺘﻭﻓﻴﻥ ﻝﻠﺸﺭﻭﻁ ﻭﺍﻝﺫﻴﻥ ﺘﻘﺩﻤﻭﺍ ﺒﻁﻠﺏ ﺇﺼﺩﺍﺭ ﺍﻝﺸﻬﺎﺩﺓ ﺨﻼل ﻓﺘﺭﺓ‬
‫ﺃﺴﺒﻭﻋﻴﻥ ﻤﻥ ﺘﺎﺭﻴﺦ ﺘﻘﺩﻴﻡ ﺍﻝﻁﻠﺏ‪.‬‬

‫‪ (1‬ﺍﻝﻤﺨﺼﺹ ﺍﻝﻤﺎﻝﻲ ﺍﻝﻤﻘﻁﻭﻉ‪ :‬ﻫﻭ ﻤﺴﺘﺤﻕ ﻝﻁﺒﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﻋﻥ ﻓﺘﺭﺓ ﺍﻻﻤﺘﻴﺎﺯ )‪ 12‬ﺸﻬﺭ( ﺇﺫﺍ ﻗـﻀﺎﻫﺎ ﺒﻤﺭﺍﻜـﺯ‬
‫ﺍﻝﺘﺩﺭﻴﺏ ﺍﻝﻤﻌﺘﻤﺩﺓ ﺒﻭﺯﺍﺭﺓ ﺍﻝﺼﺤﺔ‪ ،‬ﺃﻤﺎ ﺍﻝﺫﻴﻥ ﻴﻘﻀﻭﻥ ﺒﻌﺽ ﺍﻝﻔﺘﺭﺍﺕ ﺍﻝﺘﺩﺭﻴﺒﻴﺔ ﻓﻲ ﻤﺭﺍﻜـﺯ ﺨﺎﺭﺠﻴـﺔ ﻓﻴﻠﻐـﻰ‬
‫ﺍﻝﻤﺴﺘﺤﻕ ﺍﻝﻤﺎﻝﻲ ﻋﻥ ﺘﻠﻙ ﺍﻝﻔﺘﺭﺍﺕ‪ ،‬ﻭﺘﺼﺭﻑ ﻤﻥ ﻭﺯﺍﺭﺓ ﺍﻝﻤﺎﻝﻴﺔ ﻓﻲ ﻀﻭﺀ ﺘﻭﻓﺭ ﺍﻝﻤﺨﺼﺼﺎﺕ ﺍﻝﻤﺎﻝﻴﺔ ﻓﻲ ﺘﻠـﻙ‬
‫ﺍﻝﺴﻨﺔ‪.‬‬
‫‪ (2‬ﺍﻷﻁﺒﺎﺀ ﺒﺒﺭﻨﺎﻤﺞ ﺍﻻﻤﺘﻴﺎﺯ ﺍﻝﺫﻴﻥ ﺘﻘل ﻓﺘﺭﺓ ﺍﻻﻤﺘﻴﺎﺯ ﺍﻝﻤﻁﻠﻭﺒﺔ ﻤﻨﻬﻡ ﻋﻥ ‪ 12‬ﺸﻬﺭ )ﺍﻝﺤﺎﺼﻠﻴﻥ ﻋﻠﻰ ﺩﺭﺍﺴﺎﺕ ﻋﻠﻴـﺎ‬
‫ﺃﻭ ﺍﻝﺫﻴﻥ ﻝﺩﻴﻬﻡ ﺴﻨﻭﺍﺕ ﺨﺒﺭﺓ(‪ ،‬ﻴﻜﻭﻥ ﺍﻝﻤﺴﺘﺤﻕ ﺍﻝﻤﺎﻝﻲ ﻋﻥ ﺍﻝﻔﺘﺭﺓ ﺍﻝﻤﻁﻠﻭﺒﺔ ﻓﻘﻁ‪.‬‬
‫‪ (3‬ﻻ ﻴﺘﻡ ﺼﺭﻑ ﻤﺴﺘﺤﻘﺎﺕ ﻤﺎﻝﻴﺔ ﻋﻥ ﻓﺘﺭﺍﺕ ﺍﻹﻋﺎﺩﺓ‪.‬‬

‫ﻤﻼﺤﻅﺎﺕ‪:‬‬ ‫ﺹ‪-‬‬
‫‪ (1‬ﻻ ﻴﺴﻤﺢ ﺒﺘﻜﺭﺍﺭ ﺴﻨﺔ ﺍﻻﻤﺘﻴﺎﺯ ﺴﻭﺍ ‪‬ﺀ ﻝﻤﻥ ﻗﻀﺎﻫﺎ ﺩﺍﺨل ﻓﻠﺴﻁﻴﻥ ﺃﻭ ﺨﺎﺭﺠﻬﺎ‪ ،‬ﻭﻜﺫﻝﻙ ﺍﻷﻤﺭ ﺒﺎﻝﻨﺴﺒﺔ ﻝﻠﻔﺌﺎﺕ ﺍﻝﻤﻌﻔﺎﺓ‬
‫ﻤﻥ ﺴﻨﺔ ﺍﻻﻤﺘﻴﺎﺯ‪.‬‬
‫‪ (2‬ﻴﺤﺼل ﺍﻝﻁﺒﻴﺏ ﺍﻝﺫﻱ ﺍﺠﺘﺎﺯ ﺘﻘﻴﻴﻡ ﺍﻝﻘﺴﻡ ﺒﻨﺠﺎﺡ ﻭﺒﻤﻌﺩل ‪ %90‬ﻭﻤﺎ ﻓﻭﻕ ﻋﻠﻰ ﻜﺘﺎﺏ )ﺸﻜﺭ ﻭﺘﻘﺩﻴﺭ( ﺒﻌـﺩ ﺇﻨﻬـﺎﺀ‬
‫ﺴﻨﺔ ﺍﻻﻤﺘﻴﺎﺯ ﻜﺎﻤﻠﺔ ﺘﺘﻀﻤﻥ ﻓﻴﻬﺎ ﺍﻷﻗﺴﺎﻡ ﺍﻝﺘﻲ ﺤﺼل ﻓﻴﻬﺎ ﻋﻠﻰ ﺫﻝﻙ ﺍﻝﻤﻌﺩل‪.‬‬
‫‪ (3‬ﻴﺘﻡ ﺍﺤﺘﺴﺎﺏ ﻓﺘﺭﺍﺕ ﺘﺩﺭﻴﺏ ﺍﻻﻤﺘﻴﺎﺯ ﺍﻝﺨﺎﺭﺠﻴﺔ ﺤﺎل ﻜﺎﻨﺕ ﻤﺘﻭﺍﻓﻘﺔ ﻤﻊ ﻤﺴﺎﻗﺎﺕ ﺍﻝﺒﺭﻨﺎﻤﺞ ﺍﻝﻤﻌﺘﻤﺩﺓ‪ ،‬ﻤﻊ ﺇﺤـﻀﺎﺭ‬
‫ﺍﻝﻤﺴﺘﻨﺩﺍﺕ ﺍﻝﺘﻲ ﺘﻭﻀﺢ ﺫﻝﻙ ﻤﺼﺩﻗ ﹰﺔ ﺤﺴﺏ ﺍﻷﺼﻭل‪.‬‬
‫‪ (4‬ﺍﻝﻤﺴﺘﻨﺩﺍﺕ ﺍﻝﺼﺎﺩﺭﺓ ﻤﻥ ﻓﻠﺴﻁﻴﻥ ) ﺍﻝﺸﻬﺎﺩﺍﺕ ﻭﻜﺸﻭﻑ ﺍﻝﺩﺭﺠﺎﺕ "ﺍﻝﺜﺎﻨﻭﻴﺔ ﺍﻝﻌﺎﻤﺔ ﻭﺍﻝﺠﺎﻤﻌـﺔ ﻭﺍﻻﺨﺘـﺼﺎﺹ"(‬
‫ﻴﺘﻭﺠﺏ ﺃﻥ ﺘﻜﻭﻥ ﻤﺼﺩﻗﺔ ﻤﻥ ﺍﻝﺘﻌﻠﻴﻡ ﺍﻝﻌﺎﻝﻲ ﺍﻝﻔﻠﺴﻁﻴﻨﻲ‪ ،‬ﻭﺍﻝﻤﺴﺘﻨﺩﺍﺕ ﺍﻝﺼﺎﺩﺭﺓ ﻤﻥ ﺨﺎﺭﺝ ﻓﻠﺴﻁﻴﻥ ﻴﺘﻭﺠـﺏ ﺃﻥ‬
‫ﺘﻜﻭﻥ ﻤﺼﺩﻗﺔ ﻤﻥ ﻭﺯﺍﺭﺓ ﺍﻝﺨﺎﺭﺠﻴﺔ ﻭﻤﻥ ﺍﻝﺘﻌﻠﻴﻡ ﺍﻝﻌﺎﻝﻲ ﺍﻝﻔﻠﺴﻁﻴﻨﻲ ﻭﺫﻝﻙ ﻝﻠﺸﻬﺎﺩﺍﺕ ﻭﻜﺸﻭﻑ ﺍﻝﺩﺭﺠﺎﺕ )ﺍﻝﺜﺎﻨﻭﻴﺔ‬
‫ﺍﻝﻌﺎﻤﺔ ﻭﺍﻝﺠﺎﻤﻌﺔ ﻭﺍﻻﺨﺘﺼﺎﺹ(‪ ،‬ﻭﻓﻘﻁ ﻤﻥ ﻭﺯﺍﺭﺓ ﺍﻝﺨﺎﺭﺠﻴﺔ ﺒﺎﻝﻨﺴﺒﺔ ﻝﻔﺘﺭﺍﺕ ﺍﻝﺨﺒﺭﺓ ﻭﺍﻻﻤﺘﻴﺎﺯ‪.‬‬

‫ﺍﻝﻁﺒﻴﺏ ﻤﺎ ﺒﻌﺩ ﺒﺭﻨﺎﻤﺞ ﺍﻻﻤﺘﻴﺎﺯ‪:‬‬ ‫ﺽ‪-‬‬


‫‪ (1‬ﺒﻌﺩ ﺍﻻﻨﺘﻬﺎﺀ ﻤﻥ ﺒﺭﻨﺎﻤﺞ ﺍﻻﻤﺘﻴﺎﺯ )ﻭﺍﻝﺤﺼﻭل ﻋﻠﻰ ﺸﻬﺎﺩﺓ ﺍﻻﻤﺘﻴﺎﺯ( ﻴﻤﻜﻥ ﺍﻝﺘﻘﺩﻡ ﻻﻤﺘﺤﺎﻥ ﺍﺠﺎﺯﺓ ﻤﺯﺍﻭﻝـﺔ ﻤﻬﻨـﺔ ﺍﻝﻁـﺏ‬

‫‪ (2‬ﻴﻌﻘﺩ ﺍﻤﺘﺤﺎﻥ ﻤﺯﺍﻭﻝﺔ ﺍﻝﻤﻬﻨﺔ ﺜﻼﺙ ﻤﺭﺍﺕ ﺴﻨﻭﻴ‪‬ﺎ ﻓﻲ ﺸﻬﺭ ﻤﺎﺭﺱ ﻭﻴﻭﻝﻴﻭ ﻭﻨﻭﻓﻤﺒﺭ ﻭﻴﺘﻡ ﺍﻹﻋﻼﻥ ﻋـﻥ ﺍﺴـﺘﻘﺒﺎل ﻁﻠﺒـﺎﺕ‬

‫ﺜﺎﻨﻴﹰﺎ‪ :‬ﺁﻝﻴﺔ ﻁﻠﺏ ﻭﺍﻋﺘﻤﺎﺩ ﺍﻹﺠﺎﺯﺓ‪:‬‬


‫ﺍﻹﺠﺎﺯﺓ ﺍﻝﻌﺎﺩﻴﺔ‪:‬‬
‫‪ .1‬ﻴﻘﻭﻡ ﺍﻝﻤﺘﺩﺭﺏ ﺒﺘﻌﺒﺌﺔ ﻨﻤﻭﺫﺝ ﻁﻠﺏ ﺍﻹﺠﺎﺯﺓ ﻓﻲ ﻤﻜﺎﻥ ﺍﻝﺘﺩﺭﻴﺏ‪ ،‬ﻭﺘﻘﺩﻴﻤﻪ ﻝﻤﺸﺭﻑ ﺍﻝﺘﺩﺭﻴﺏ ﺒﺎﻝﻤﻜﺎﻥ‪.‬‬
‫‪ .2‬ﻴﻘﻭﻡ ﺍﻝﻤﺸﺭﻑ ﺒﺎﻝﺘﺄﻜﺩ ﻤﻥ ﻭﺠﻭﺩ ﺭﺼﻴﺩ ﺍﻹﺠﺎﺯﺍﺕ ﻝﻠﻤﺘﺩﺭﺏ ﻋﺒﺭ ﺍﻝﺘﻭﺍﺼل ﻤﻊ ﺘﻨﻤﻴﺔ ﺍﻝﻘﻭﻯ ﺍﻝﺒﺸﺭﻴﺔ‪.‬‬
‫‪ .3‬ﻴﻘﻭﻡ ﻤﺸﺭﻑ ﺍﻝﺘﺩﺭﻴﺏ )ﺒﻤﻜﺎﻥ ﺍﻝﺘﺩﺭﻴﺏ( ﺒﺈﻋﻁﺎﺀ ﺍﻝﻤﻭﺍﻓﻘﺔ ﻋﻠﻰ ﺍﻹﺠﺎﺯﺓ‪ ،‬ﻜﻤﺎ ﻴﺤﻕ ﻝﻪ ﺍﻻﻋﺘﺭﺍﺽ ﻋﻠﻴﻬﺎ ﻋﻠﻰ ﺃﻥ ﻴﻜﻭﻥ‬
‫ﺍﻝﺭﻓﺽ ﻤﺴﺒﺒﹰﺎ‪.‬‬
‫‪ .4‬ﻴﺘﻡ ﺭﻓﻊ ﺍﻹﺠﺎﺯﺍﺕ ﺍﻝﻤﻌﺘﻤﺩﺓ ﻭﺍﻝﻤﻨﻔﺫﺓ ﺇﻝﻰ ﺘﻨﻤﻴﺔ ﺍﻝﻘﻭﻯ ﺍﻝﺒﺸﺭﻴﺔ ﻝﻼﻋﺘﻤﺎﺩ ﻭﺤﺼﺭ ﻭﺘﺭﺼﻴﺩ ﺍﻹﺠﺎﺯﺍﺕ‪.‬‬
‫ﺍﻹﺠﺎﺯﺓ ﺍﻝﻁﺎﺭﺌﺔ‪:‬‬
‫‪ .1‬ﻴﻘﻭﻡ ﺍﻝﻤﺘﺩﺭﺏ ﺒﺘﺒﻠﻴﻎ ﻤﺸﺭﻑ ﺍﻝﺘﺩﺭﻴﺏ ﺒﻤﻜﺎﻥ ﺍﻝﺘﺩﺭﻴﺏ )ﺒﻭﺠﻭﺩ ﻅﺭﻑ ﻁﺎﺭﻯﺀ( ﻓﻲ ﻨﻔﺱ ﺍﻝﻴﻭﻡ‪.‬‬
‫‪ .2‬ﻴﻘﻭﻡ ﺍﻝﻤﺘﺩﺭﺏ ﻓﻲ ﺃﻭل ﻴﻭﻡ ﻴﻌﻭﺩ ﻓﻴﻪ ﻝﻤﻜﺎﻥ ﺍﻝﺘﺩﺭﻴﺏ ﺒﺘﻌﺒﺌﺔ ﻨﻤﻭﺫﺝ ﻁﻠﺏ ﺇﺠﺎﺯﺓ ﻁﺎﺭﺌﺔ ﻜﻤﺎ ﻴﻘﻭﻡ ﺒﺘﻘﺩﻴﻡ ﺍﻝﺘﻤﺎﺱ ﺇﻝـﻰ‬
‫ﻤﺸﺭﻑ ﺍﻝﺘﺩﺭﻴﺏ ﻴﻭﻀﺢ ﻓﻴﻪ ﺍﻝﺤﻴﺜﻴﺎﺕ ﺍﻝﺘﻲ ﺃﺩﺕ ﻝﺘﻐﻴﺒﻪ ﻋﻥ ﺍﻝﺩﻭﺍﻡ‪ ،‬ﻭﻓﻲ ﺤﺎل ﺍﻗﺘﻨﻊ ﺍﻝﻤـﺸﺭﻑ ﺒـﺎﻝﻤﺒﺭﺭﺍﺕ‪ ،‬ﻴﻘـﻭﻡ‬
‫ﺒﺎﻝﺘﻭﺼﻴﺔ ﺒﺎﻋﺘﻤﺎﺩﻫﺎ ﺇﺠﺎﺯﺓ ﻁﺎﺭﺌﺔ‪ ،‬ﺜﻡ ﻴﻘﻭﻡ ﺍﻝﻤﺸﺭﻑ ﺒﺎﻝﺘﺄﻜﺩ ﻤﻥ ﻭﺠﻭﺩ ﺭﺼﻴﺩ ﻤﻥ ﺍﻹﺠﺎﺯﺍﺕ ﻝﻠﻤﺘﺩﺭﺏ ﻋﺒﺭ ﺍﻝﺘﻭﺍﺼل‬
‫ﻤﻊ ﺘﻨﻤﻴﺔ ﺍﻝﻘﻭﻯ ﺍﻝﺒﺸﺭﻴﺔ‪.‬‬
‫‪ .3‬ﻴﻘﻭﻡ ﻤﺸﺭﻑ ﺍﻝﺘﺩﺭﻴﺏ )ﺒﻤﻜﺎﻥ ﺍﻝﺘﺩﺭﻴﺏ( ﺒﺭﻓﻊ ﺍﻝﻨﻤﺎﺫﺝ ﻤﻊ ﺍﻻﻝﺘﻤﺎﺱ ﻭﺍﻝﺘﻭﺼﻴﺔ ﺇﻝﻰ ﺍﻻﺩﺍﺭﺓ ﺍﻝﻌﺎﻤـﺔ ﻝﺘﻨﻤﻴـﺔ ﺍﻝﻘـﻭﻯ‬
‫ﺍﻝﺒﺸﺭﻴﺔ‪.‬‬
‫‪ .4‬ﻴﺤﻕ ﻝﻠﺘﻨﻤﻴﺔ ﻋﺩﻡ ﺍﻋﺘﻤﺎﺩ ﺍﻝﺘﻭﺼﻴﺔ ﻋﻠﻰ ﺃﻥ ﻴﻜﻭﻥ ﺍﻝﺭﻓﺽ ﻤﺴﺒﺒﹰﺎ‪.‬‬
‫‪ .5‬ﻓﻲ ﺤﺎل ﺘﻡ ﺍﻋﺘﻤﺎﺩ ﺍﻻﺠﺎﺯﺓ ﻴﺘﻡ ﺤﺼﺭﻫﺎ ﻭﺘﺭﺼﻴﺩﻫﺎ‪ ،‬ﻭﻓﻲ ﺤﺎل ﻝﻡ ﻴﺘﻡ ﺍﻋﺘﻤﺎﺩﻫﺎ ﺘﺤﺘﺴﺏ ﻏﻴﺎﺏ ﺒﺩﻭﻥ ﺇﺫﻥ‪.‬‬

‫ﺜﺎﻝﺜﹰﺎ‪ :‬ﺍﻹﺠﺎﺯﺍﺕ ﺍﻝﺭﺴﻤﻴﺔ ﻝﻠﺤﻜﻭﻤﺔ ﻴﺘﻡ ﺍﻝﺘﻌﺎﻤل ﻤﻌﻬﺎ ﻜﻤﺎ ﻴﻠﻲ‪:‬‬

‫ﺍﻝﺘﺨﺼﺼﺎﺕ ﺍﻝﺘﻲ ﻴﻭﺠﺩ ﺒﻬﺎ ﻨﻅﺎﻡ ﺍﻝﻤﻨﺎﻭﺒﺎﺕ )ﺍﻝﻁﺏ ﺍﻝﺒﺸﺭﻱ( ﻴﺘﻭﺠﺏ ﻋﻠﻰ ﺍﻝﻤﺘﺩﺭﺏ ﺍﻻﻝﺘﺯﺍﻡ ﺒﺎﻝﻨﻅﺎﻡ ﺍﻝﻤﺘﺒﻊ ﻓﻲ ﻤﻜﺎﻥ‬ ‫‪.2‬‬
‫ﺍﻝﺘﺩﺭﻴﺏ ﻤﻊ ﺤﻔﻅ ﺤﻘﻪ ﻓﻲ ﺃﺨﺫ ﺫﻝﻙ ﺍﻝﻴﻭﻡ ﺒﺩل ﻋﻤل‪.‬‬

‫ﺭﺍﺒﻌﹰﺎ‪ :‬ﺍﻝﺨﺭﻭﺝ ﻤﻥ ﺍﻝﻌﻤل ﺨﻼل ﺴﺎﻋﺎﺕ ﺍﻝﺩﻭﺍﻡ ﺍﻝﺭﺴﻤﻲ )ﻝﻅﺭﻑ ﺸﺨﺼﻲ(‪:‬‬


‫ﻻ ﻴﺤﻕ ﻝﻠﻤﺘﺩﺭﺏ ﺍﻝﺨﺭﻭﺝ ﻤﻥ ﻤﺭﻜﺯ ﺍﻝﺘﺩﺭﻴﺏ ﺨﻼل ﺴﺎﻋﺎﺕ ﺍﻝﺩﻭﺍﻡ ﺍﻝﺭﺴﻤﻲ ﺇﻻ ﺒﺈﺫﻥ ﺭﺴﻤﻲ ﻤﻥ ﻤﺸﺭﻑ ﺍﻝﺘـﺩﺭﻴﺏ‬ ‫‪.1‬‬
‫ﺒﻤﻜﺎﻥ ﺍﻝﺘﺩﺭﻴﺏ‪ ،‬ﻭﻴﺘﻡ ﺘﺴﺠﻴل ﻭﻗﺕ ﺨﺭﻭﺠﻪ ﻭﻋﻭﺩﺘﻪ ﻓﻲ ﺴﺠل ﺍﻝﺘﺤﺭﻜﺎﺕ ﺤﺴﺏ ﺍﻷﺼﻭل‪.‬‬

‫ﻴﺘﻡ ﺤﺼﺭ ﻭﺠﻤﻊ ﺴﺎﻋﺎﺕ ﺍﻹﺫﻥ ﺒﻨﻬﺎﻴﺔ ﻜل ﺸﻬﺭ‪ ،‬ﻭﻴﺘﻡ ﺍﺤﺘﺴﺎﺏ ﻜل ‪ 6‬ﺴﺎﻋﺎﺕ )ﻴﻭﻡ ﺇﺠﺎﺯﺓ( ﻭﺘﺨﺼﻡ ﻤﻥ ﺃﻴﺎﻡ ﺍﻹﺠﺎﺯﺓ‬ ‫‪.3‬‬
‫ﺍﻝﻤﺴﺘﺤﻘﺔ ﻝﻠﻤﺘﺩﺭﺏ‪.‬‬
‫ﻓﻲ ﺤﺎل ﺍﺴﺘﻨﻔﺫ ﺍﻝﻤﺘﺩﺭﺏ ﺭﺼﻴﺩﻩ ﻤﻥ ﺍﻹﺠﺎﺯﺍﺕ ﻻ ﻴﺤﻕ ﻝﻪ ﻁﻠﺏ ﺨﺭﻭﺝ ﺒﺈﺫﻥ ﺇﻻ ﻝﻅﺭﻑ ﻁﺎﺭﻯﺀ‪ ،‬ﻭﻴﺘﻡ ﺍﻝﺘﻌﺎﻤل ﻤﻌﻪ‬ ‫‪.4‬‬
‫ﺤﺴﺏ ﺍﻵﻝﻴﺔ ﺍﻝﺘﺎﻝﻴﺔ‪:‬‬
‫ﻴﻘﻭﻡ ﺍﻝﻤﺘﺩﺭﺏ ﺒﺘﺒﻠﻴﻎ ﻤﺸﺭﻑ ﺍﻝﺘﺩﺭﻴﺏ ﺒﻤﻜﺎﻥ ﺍﻝﺘﺩﺭﻴﺏ ﺒﻜﺘﺎﺏ ﺨﻁﻲ ﻴﻭﻀﺢ ﻓﻴﻪ ﻅﺭﻓﻪ ﺍﻝﻁﺎﺭﻯﺀ ﻭﻴﻁﻠﺏ ﻓﻴﻪ ﺍﻝﺨﺭﻭﺝ‬ ‫‪.5‬‬
‫ﺒﺈﺫﻥ‪.‬‬
‫ﻓﻲ ﺤﺎل ﺍﻗﺘﻨﻊ ﺍﻝﻤﺸﺭﻑ ﺒﺎﻝﻤﺒﺭﺭﺍﺕ‪ ،‬ﻴﻘﻭﻡ ﺒﺎﻝﺘﻭﺼﻴﺔ ﺒﺎﻋﺘﻤﺎﺩ ﺍﻹﺫﻥ‪.‬‬ ‫‪.6‬‬
‫ﻴﻘﻭﻡ ﻤﺸﺭﻑ ﺍﻝﺘﺩﺭﻴﺏ )ﺒﻤﻜﺎﻥ ﺍﻝﺘﺩﺭﻴﺏ( ﺒﺭﻓﻊ ﺍﻝﻁﻠﺏ ﻭﺍﻝﺘﻭﺼﻴﺔ ﺇﻝﻰ ﺍﻻﺩﺍﺭﺓ ﺍﻝﻌﺎﻤﺔ ﻝﺘﻨﻤﻴﺔ ﺍﻝﻘﻭﻯ ﺍﻝﺒﺸﺭﻴﺔ‪.‬‬ ‫‪.7‬‬
‫ﻴﺤﻕ ﻝﻠﺘﻨﻤﻴﺔ ﻋﺩﻡ ﺍﻋﺘﻤﺎﺩ ﺍﻝﺘﻭﺼﻴﺔ ﻋﻠﻰ ﺃﻥ ﻴﻜﻭﻥ ﺍﻝﺭﻓﺽ ﻤﺴﺒﺒﹰﺎ‪.‬‬ ‫‪.8‬‬
‫ﻓﻲ ﺤﺎل ﺘﻡ ﺍﻋﺘﻤﺎﺩ ﺍﻹﺫﻥ ﻴﺘﻡ ﺤﺼﺭ ﺴﺎﻋﺎﺘﻪ ﻭﺘﺭﺼﻴﺩﻫﺎ‪ ،‬ﻭﻓﻲ ﺤﺎل ﻝﻡ ﻴﺘﻡ ﺍﻋﺘﻤﺎﺩﻩ ﻴﺤﺘﺴﺏ ﻏﻴﺎﺏ ﺒﺩﻭﻥ ﺇﺫﻥ‪.‬‬ ‫‪.9‬‬
‫‪ .10‬ﺇﺫﺍ ﺯﺍﺩﺕ ﺴﺎﻋﺎﺕ ﺍﻹﺫﻥ ﻋﻥ ‪ 3‬ﺴﺎﻋﺎﺕ ﺨﻼل ﺃﻱ ﻴﻭﻡ ﺘﺩﺭﻴﺏ ﻴﺘﻡ ﺍﺤﺘﺴﺎﺒﻬﺎ )ﻴﻭﻡ ﺇﺠﺎﺯﺓ ﻁﺎﺭﺌﺔ( ﻭﺘﺨﺼﻡ ﻤـﻥ ﺃﻴـﺎﻡ‬
‫ﺍﻹﺠﺎﺯﺓ ﺍﻝﻁﺎﺭﺌﺔ ﺍﻝﻤﺴﺘﺤﻘﺔ ﻝﻠﻤﺘﺩﺭﺏ‪.‬‬
‫‪ .11‬ﻴﺘﻡ ﺤﺼﺭ ﻭﺠﻤﻊ ﺴﺎﻋﺎﺕ ﺍﻹﺫﻥ ﻝﻅﺭﻑ ﻁﺎﺭﻯﺀ ﺒﻨﻬﺎﻴﺔ ﻜل ﺸﻬﺭ‪ ،‬ﻭﻴﺘﻡ ﺍﺤﺘﺴﺎﺏ ﻜل ‪ 6‬ﺴﺎﻋﺎﺕ )ﻴﻭﻡ ﺇﺠﺎﺯﺓ ﻁﺎﺭﺌـﺔ(‬
‫ﻭﺘﺨﺼﻡ ﻤﻥ ﺃﻴﺎﻡ ﺍﻹﺠﺎﺯﺓ ﺍﻝﻁﺎﺭﺌﺔ ﺍﻝﻤﺴﺘﺤﻘﺔ ﻝﻠﻤﺘﺩﺭﺏ‪.‬‬

‫ﻼ ﺇﺫﺍ ﺒﻠﻎ ﻤﺠﻤﻭﻉ ﺍﻹﺠﺎﺯﺍﺕ ‪-‬ﻤﻬﻤﺎ ﻜﺎﻥ ﺴﺒﺒﻬﺎ "ﻋﺎﺩﻴﺔ‪ ،‬ﻁﺎﺭﺌﺔ‪... ،‬ﺍﻝـﺦ"‪-‬‬

‫ﺇﻋﺎﺩﺓ ﺍﻷﻴﺎﻡ‪ :‬ﻴﺘﻭﺠﺏ ﺇﻋﺎﺩﺓ ﺃﻴﺎﻡ ﺍﻹﺠﺎﺯﺍﺕ‪ :‬ﻓﻲ ﺤﺎل ﺍﺤﺘﺎﺝ ﺍﻝﻤﺘﺩﺭﺏ ﻹﺠﺎﺯﺓ ﻁﺎﺭﺌﺔ ﺒﻌـﺩ ﺍﺴـﺘﻨﻔﺎﺫ ﺭﺼـﻴﺩﻩ ﻤـﻥ‬ ‫‪.2‬‬

‫ﻻﺌﺤﺔ ﺍﻋﺘﻤﺎﺩ ﺴﻨﺔ ﺍﻝﺘﺩﺭﻴﺏ ﺍﻹﺠﺒﺎﺭﻱ ﻝﻸﻁﺒﺎﺀ ﺍﻝﺨﺭﻴﺠﻴﻥ ﻤﻥ ﺩﻭل ﻤﺨﺘﻠﻔﺔ‪2011-‬‬

‫ﺃﻭ ﹰﻻ‪ :‬ﻴﻌﻔﻰ ﻤﻥ ﺴﻨﺔ ﺍﻻﻤﺘﻴﺎﺯ ﺍﻝﻔﺌﺎﺕ ﺍﻝﺘﺎﻝﻴﺔ‪:‬‬


‫‪ (1‬ﺍﻷﻁﺒﺎﺀ ﺍﻝﺫﻴﻥ ﺃﻤﻀﻭﺍ ﻓﺘﺭﺓ ﺍﻤﺘﻴﺎﺯ ﻤﻘﺩﺍﺭﻫﺎ ﺴﻨﺔ ﺒﻌﺩ ﺍﻝﺘﺨﺭﺝ‪ ،‬ﻋﻠﻰ ﺃﻥ ﺘﻜﻭﻥ ﻤﺴﺘﻭﻓﻴﺔ ﺍﻝﺘﺨﺼﺼﺎﺕ ﺍﻷﺭﺒﻌﺔ‬
‫ﺍﻹﺠﺒﺎﺭﻴﺔ )ﺍﻝﺒﺎﻁﻨﺔ‪+‬ﺍﻝﺠﺭﺍﺤﺔ‪ +‬ﺍﻝﻨﺴﺎﺀ ﻭﺍﻝﻭﻻﺩﺓ ‪ +‬ﺍﻷﻁﻔﺎل(‪ ،‬ﺒﻭﺍﻗﻊ ﺸﻬﺭﻴﻥ ﻝﻜ ٍل ﻤﻨﻬﺎ ﻜﺤﺩ ﺃﺩﻨﻰ‪.‬‬
‫‪ (2‬ﺍﻷﻁﺒﺎﺀ ﺍﻝﺫﻴﻥ ﺘﺨﺭﺠﻭﺍ ﻤﻥ ﺩﻭل ﻝﻴﺱ ﻝﺩﻴﻬﺎ ﻨﻅﺎﻡ ﻭﺍﻀﺢ ﻝـ )ﺴﻨﺔ ﺍﻻﻤﺘﻴﺎﺯ(‪ ،‬ﻭﻗﺎﻤﻭﺍ ﺒﻤﻤﺎﺭﺴﺔ ﺍﻝﻤﻬﻨﺔ ﺨﺎﺭﺝ‬
‫ﺍﻝﻭﻁﻥ‪ ،‬ﻭﻝﺩﻴﻬﻡ ﺨﺒﺭﺓ ﻻ ﺘﻘل ﻤﺩﺘﻬﺎ ﻋﻥ ‪ 4‬ﺴﻨﻭﺍﺕ‪ ،‬ﻋﻠﻰ ﺃﻥ ﺘﺘﻭﻓﺭ ﻓﻲ ﺸﻬﺎﺩﺓ ﺍﻝﺨﺒﺭﺓ ﺍﻝﺸﺭﻭﻁ ﺍﻝﺘﺎﻝﻴﺔ‪:‬‬
‫ﺃﻥ ﺘﻜﻭﻥ ﻓﻲ ﺍﻝﻤﺠﺎل ﺍﻹﻜﻠﻴﻨﻴﻜﻲ‪.‬‬ ‫•‬
‫ﺃﻥ ﺘﻜﻭﻥ ﻓﻲ ﻤﺴﺘﺸﻔﻰ ﻋﺎﻡ‪.‬‬ ‫•‬

‫ﺃﻥ ﺘﻜﻭﻥ ﺸﻬﺎﺩﺓ ﺍﻝﺨﺒﺭﺓ ﻤﻌﺘﻤﺩﺓ ﺤﺴﺏ ﺍﻷﺼﻭل‪.‬‬ ‫•‬

‫‪ (3‬ﺍﻷﻁﺒﺎﺀ ﺍﻝﺫﻴﻥ ﺃﺘﻤﻭﺍ ﺩﺭﺍﺴﺎﺕ ﻋﻠﻴﺎ ‪-‬ﻤﻨﺘﻬﻴﺔ ﺒﺸﻬﺎﺩﺓ‪ -‬ﻭﻻ ﺘﻘل ﺍﻝﺴﻨﻭﺍﺕ ﺍﻝﺩﺭﺍﺴﻴﺔ ﺍﻝﻤﺨﺼﺼﺔ ﻝﻠﺒﺭﻨﺎﻤﺞ ﻋﻥ ‪4‬‬
‫ﺴﻨﻭﺍﺕ‪ ،‬ﻋﻠﻰ ﺃﻥ ﻴﺘﻭﻓﺭ ﻓﻲ ﻓﺭﻉ ﺍﻝﺘﺨﺼﺹ )ﺍﻝﺩﺭﺍﺴﺎﺕ ﺍﻝﻌﻠﻴﺎ( ﺍﻝﺸﺭﻭﻁ ﺍﻝﺘﺎﻝﻴﺔ‪:‬‬
‫ﺃﻥ ﻴﻜﻭﻥ ﻓﻲ ﺍﻝﻤﺠﺎل ﺍﻹﻜﻠﻴﻨﻴﻜﻲ‪.‬‬ ‫•‬
‫ﺃﻥ ﺘﻜﻭﻥ ﺍﻝﺸﻬﺎﺩﺓ ﻤﺼﺩﻗﺔ ﻤﻥ ﺠﻬﺔ ﺍﻻﺨﺘﺼﺎﺹ‪.‬‬ ‫•‬

‫‪ (4‬ﺍﻷﻁﺒﺎﺀ ﺍﻝﻤﺘﺨﺭﺠﻭﻥ ﻤﻥ ﻜﻠﻴﺎﺕ ﻤﻨﺎﻫﺠﻬﺎ ﺘﺘﻀﻤﻥ ﺴﻨﺔ ﺍﻝﺘﺩﺭﻴﺏ ﺍﻹﻝﺯﺍﻤﻲ ﻀﻤﻥ ﺍﻝﻤﻨﻬﺞ ﺍﻝﺠﺎﻤﻌﻲ‪ ،‬ﻋﻠﻰ ﺃﻥ ﺘﺘﻭﻓﺭ ﺒﻬﺎ‬
‫ﺍﻝﺸﺭﻭﻁ ﺍﻝﺘﺎﻝﻴﺔ‪:‬‬
‫ﺃﻥ ﺘﻅﻬﺭ ﺒﺸﻜل ﻭﺍﻀﺢ ﺃﻨﻬﺎ ﻓﺘﺭﺓ ﺍﻻﻤﺘﻴﺎﺯ‪.‬‬ ‫•‬

‫‪ (7‬ﺘﻌﻠﻡ ﺴﻤﺎﻉ ﺃﺼﻭﺍﺕ ﺍﻝﺼﺩﺭ ﻭﺍﻝﻘﻠﺏ ﻭﺍﻝﺒﻁﻥ‪.‬‬
‫ﻼ ﻜﻤﺎ ﻓﻲ ﺍﻝﻜﺘﺏ ﺍﻝﻤﺭﺠﻌﻴﺔ‪.‬‬
‫‪ (8‬ﺘﻌﻠﻡ ﻓﺤﺹ ﺠﺴﻡ ﺍﻝﻤﺭﻴﺽ ﻜﺎﻤ ﹰ‬
