On August 12, 1898, the front page of The Evening Tribune
carried breaking news of the end of hostilities in the Spanish-
American War.

The United States had declared war on Spain two months after
the mysterious Feb. 15, 1898, sinking of the Battleship Maine in
Havana harbor. The war was formally ended on December 10,
with the signing of the Treaty of Paris, and America gained
control over Cuba, Puerto Rico, Guam and the Philippines.

San Diego, which was settled and once controlled by Spain, rallied
behind the American flag during the war. Coastal defenses here
were strengthened, a precursor to the city’s future as a major
military base.

Here are the first few paragraphs of the story:

Madrid, August 12—The Spanish government this morning


notified the French minister for foreign affairs, M. Del Casse, of its
acceptance of the protocol and asked the French government to
transmit to M. Cambon, the French ambassador at Washington,
such power as in conformity with President McKinley’s expressly
formulated desire, will authorize him as ambassador of France at
Washington to sign the protocol.

Washington, August 12—At 12:30 o’clock the French4 ambassador

received a dispatch giving him full authority to sign the protocol.
The dispatch is long and its deciphering will take some time; 4
o’clock has been set for the signing of the protocol and
undoubtedly it will be signed later in the day.

TWO COMMISSIONS

The protocol provides for two commissions, first the peace


commission, which will meet in Paris, and second, the military
commission, which will meet in Havana province within fifteen
days.

The military commission will be created immediately on the


signing of the protocol.

THE PROTOCOL PROVIDES

1. That Spain will relinquish all sovereignty over and title to


Cuba.

2. That Porto Rico and other Spanish islands in the West Indies
and an island in the Ladrones shall be ceded to the United States.

3. That the United States will occupy and hold the city and bay of
Manila pending the conclusion of a treaty of peace, which shall
determine the control, disposition and government of the
Philippines.

4. That Cuba and Porto Rico and other Spanish islands in the West
Indies will be immediately evacuated and that commissioners to
be appointed within ten days shall within thirty days from the
signing of the protocol meet at Havana and San Juan respectively
to arrange and execute the details of the evacuation.

5. That the United States and Spain will each appoint not more
than five commissioners to negotiate and conclude a treaty of
peace. The commissioners are to meet at PAris, not later than the
first of October.

The above is the official statement as prepared and given to the


press by Secretary Day. The protocol was signed at 4:23 p.m. by
Secretary of State Day, representing the United States, and M.
Cambon, the French ambassador, representing the Spanish
government.

Washington, August 12—Secretary Alger has cabled orders to all


military commanders that the protocol of peace has been signed
and to cease hostilities.

PACIFYING THE POPULACE

Madrid, August 12—The question of the acceptance of the


protocol having been finally settled and its signature explicitly ad
definitely authorized, the government is now considering the
domestic situation for the best means of allaying the excitement
and propagation of the idea that Spain’s surrender is not so
complete as indicated by the terms of the protocol. As the last step
in this direction, a

the peace negotiations has now arrived and it depends upon the
arrangement of details as to whether peace will be more or less
advantageous.
