RE: Executive Order No. TMT-o24, Series of 2019,
dated November 28, 2019 entitled “An Order Implementing
a Limited Truck Ban on C-3 Road, R-10, and North Bay
Boulevard from the Hours of 6:00AM to 10:00AM and
4:00PM to 8:00PM Effective January 1, 2020",
Dear Mayor Tiangco:
This is in connection with the impending implementation of a limited
truck ban in certain areas of Navotas City pursuant to your Executive Order
(E.0.) No. TMT-o29, Series of 2019, effective January 1, 2020,
CDAP (Container Depot Alliance of the Philippines), an alliance of off-
dock container yard operators in Metro Manila and nearby provinces, is very
concerned about the effects of the limited truck ban in the off-dock container
depot industry in particular and the economy in general. With the streaming
volume of importation due to our robust economy, it denotes an upsurge in con-
tainer volumes coming in domestically and internationally. Clearly, more cargo
trucks are needed for their conveyance,
‘It needs only to recall that when the City of Manila passed an Ordinance
in 2014 to ban trucks passing through the city curing certain hours, cargo move-
ment was constrained. As a result, cases of delay in the delivery of goods to
‘ents, production losses, interruptions of businesses, higher cost, etc. ensued. In
addition, it brought about the restricted movement of cargo trucks to and fram
the Port of Manila (POM) and the Manila International Container Port (MICP)
and spill-over effect on port congestion. In other words, to alter the current com-
plex transport and logistics network by banning the entry of cargo trucks in.cer
tain roads and time albeit limited in Navotas City will have a major economic
impact similar to the 2014 Manila truck ban.‘We appeal to thesound discretion of the Honorable Mayor to reconsider
and set aside the implementation of the subject Executive Order to avoid not
only another serious economic disruption, but also to its anticipated negative
spill-over effect on port congestion.
‘We hope that you give this explanation, to the impending implementa-
tion of your E.O. No. TMT-o20, effective January 1, 2020, a serious consideration
and favorable action.
