Introduction
Indonesia is the largest archipelagic country of the world. It has more than 17,000 island which is
inhabited by around 250 million people. Indonesia is also rich with natural resources both
conventional and renewable. However, the utilization of conventional resources faces two main
drawbacks. First, although the country is rich with these resources but their reserve is diminishing
hence it will run out. The coal, gas, and oil of the country will run out in perhaps around one or two
hundred years from now. Secondly, the use of fossil-based resources has been identified as the sole
cause of global warming. The burning of this type of fuel release carbon dioxide which is one of the
greenhouse gas. Therefore, the future direction of energy is to explore renewable energy resource
and to understand its characteristics so it can be optimized to support the national development.
According to the government of Indonesia the renewable energy resources are solar power,
hydropower, wind power, biomass, geothermal, and ocean energy.

After 72 years of independence, many Indonesian still live without access to electricity, a form of basic
needs in today’s society. According to the Ministry of Energy and Mineral Resources, the current
national electrification ratio only reaches 80%. Consequently, nearly 50 million people is still live
without access to electricity. The government plans to reach the completion of electrification ratio by
2024.

Most of the unelectrified people are those who live in the rural areas. The typical characteristics of
the villages are remote, limited access and sometime there is no access except footpaths due to
extreme terrain geography. Also, people’s houses are spread over wide area hence requires huge
distribution network development but only to serve a small number of customers. Due to its social
and economic of the villages, they tend to have a low energy demand as most of the load is for lighting
to replace traditional form of lamps. Therefore, the large electric power infrastructure required and
combined with the low energy demand of the villagers have led to unattractive investment by the
power utility.

One solution for providing access to the community is through the use of renewable energy sources
available locally. The use of local green resources has a number of advantages. First, the resources are
clean and renewable therefore it has a manageable environmental impact and no greenhouse gas
emission and the resources are sustainable. The technology for converting this type of renewable
resources are ready and in particular the microhydro technology. The technology can be tailor made
in term of capacity and its future demand.

Many renewable energy projects have been developed by Indonesian energy stakeholders but most
of them suffer from sustainability aspects. The typical approach taken by the stakeholder is to deploy
a renewable energy technology with little or no involvement of the local people. It emphasizes more
on the physical construction of the power plant with little preparation for the community to improve
its capacity in managing the power plant when it is granted to the community. The community is
mainly people with low education, environmental awareness, and has not technical skills with respects
to energy generation and plant managements.

Center for Community Based Renewable Energy (CORE) is developed to play strategic role in the field
of research of renewable energy technology and working closely together with government and
industry to empower local people in delivering renewable energy technology. The Center has
identified gaps among energy stakeholders in developing successful renewable energy projects. The
Center is driven by multidisciplinary experts to support its role in providing solutions for renewable
energy development in Indonesia.
Vision of CORE
The Center for Community Based Renewable Energy Udayana University was established in 2016 by
Rector of Udayana University by the issuance of Rector’s Decree No 210/UN.14/HK/2016 dated on
May 9, 2016.

CORE’s vision is becoming a leading Center of Excellence in the field of community based Renewable
Energy development in Indonesia by 2025.

• Increasing number of innovation and social enterprise in the field of RE
• Better understanding over RE in the society
• Increasing number of successful application of RE in the community
• Wide spread sustainable RE application in Indonesia

Organization of CORE
In supporting its role as Center of Excellence in Community Based Renewable Energy, Rector’s
Udayana University has appointed experts to manage the Center. The organizational structure of the
Center is shown in the following chart. The Center’s organizational structure consists of head of center,
secretary, and coordinator for multidisciplinary fields. The coordinators are for technology,
environments, economics, information and communication system, legal aspect and law, program and
secretariat, and also financial affairs. The Center is supported by pool of experts which mainly Udayana
University experts, experts from national universities particularly the member of Konsorsium PETUAH,
industrial experts, and international experts.

Networking of CORE
CORE has developed and continue to expand its networking to bring in technology and
resources to support its activities in achieving the objectives. The following network
schematic shows the current network of CORE. Currently CORE has networked with
government, community, industry and private sector, university, non-government
organization, research agencies, as well as state enterprises.

Roadmap of CORE
The following chart shows the Roadmap of CORE. In its early conception, the Center is
supported by Konsorsium PETUAH until end of 2017. To realize its vision, the Center will move
forward by optimizing its capacity and contribution from internal and external resources.
