Hon’ble Speaker Madam/Sir,

I raise to to speak on the amendments I propose to the “EDUCATIONAL REFORMS BILL, 2019
A BILL “.

I criticize the Government for not Tabling a well thought out and wholesome Education Reform Bill.

The Amendments I suggest four amendments:

Firstly, In Section A under heading Students in Section 2 which reads:

2. All educational institutions must employ a full-time, licensed psychologist.


a. Schools should provide free counseling to students to reduce student suicides.
b. A student cannot be psychoanalysed without the student and their guardian’s consent.
c. The management is bound to provide special care for those battling mental disorders.
d. High school students must attend regular counseling sessions to manage their exam stress.

Amendment Suggested is:

2. All educational institutions must employ a full-time, licensed Medical Practitioner, Dietician and
psychologist.
a. Schools should provide free monthly Medical Checkup and free counseling to students to ensure a
physically and mentally healthy student.
b. A student cannot be psychoanalysed without the student and their guardian’s consent.
c. The management is bound to provide special care for those battling mental disorders.
d. High school students must attend regular counseling sessions to manage their exam stress.

The reason why I want these changes is that a healthy child both physically and mentally will ensure
a more productive and individual to the society and nation.

Secondly, In Section A under heading Students in Section 9 which reads:

9. All Public and Private schools must build necessary digital infrastructure to enable online classes
for Higher Secondary students.

Amendment Suggested is:

9. All Public and Private schools must build necessary digital infrastructure and sports infrastructure
to enable online classes and games facilities for Primary, Mid-School, Secondary and Higher
Secondary students.

The reason I want this change is that the adage “All work and no play makes A Child Dull”.

Thirdly, In Section A under heading Management:


Amendments suggested by me are inclusion of three sections namely Section 29, 30 and 31:

Section 29: All Schools shall ensure implementation of Article 15 of the Constitution of India in
letter and spirit and ensure all forms of discrimination is discouraged and stringently punish those
violations with a penalty.

The reason I wanted this change is that recently in the news there were reports of students made to
wear different bands to distinguish their caste.

Section 30: All Schools should arrange compulsory annual field visits to the Students studying from
class 8 onwards to Governments Institution and Industries to gain first-hand knowledge on their
fuctioning.

The reason I wanted this change is that is by gaining first-hand knowledge, the students gains
practical experience.

Section 31: All schools must provide compulsory two months continuous holidays to the students of
classes LKG to X.

The reason I wanted this is that students get more time to spend time with their extended families and
will be also able to learn more by utilizing the period to learn by experience by developing their
hobbies and creative skills.
