The undersigned, Sete Aulai, states on information and belief as probable cause to
support the issuance of the Information and Arrest Warrant that the above-listed defendant
committed the following criminal offenses:

COUNT I
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “2017 A Pthc Pedo 9Yo Jenny Full Dog Sucking.avi”, depicting a nude prepubescent
female approximately nine (9) years old. The female child is lying back on a bed while her legs
are separated and bent at the knees. The female child’s hands are raised over her head and bound

at the wrists with yellow rope. Yellow rope is also tied around the female child’s knees (to keep
them bent). The female child is sodomized (penis to mouth) by an adult male. The female child’s
chest and genitals are exposed.

COUNT II
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “bro_with_sis_onCam.avi”, depicting two fully nude children, a prepubescent female,
approximately eight (8) years old, and a prepubescent male, approximately nine (9) years old.
The female child appears to be reading from a screen. The children engage in oral sodomy. The
female child’s chest and genitals, and the male child’s penis are exposed.

COUNT III
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “2010 Falko Part2Film2 These Real Hc W 7Yo Plus.avi” depicting a nude
prepubescent female approximately seven (7) years old. The female child is raped (penis to
vagina) by an adult male. The female child’s chest and genitals are exposed.

COUNT IV
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “418.part” is a video depicting a nude prepubescent female approximately five
(5) years old. The female child is shown separating her labia exposing her vagina.

COUNT V
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “471.part” is a video depicting a nude (masked) prepubescent female approximately
nine (9) years old. The female child is sodomized (penis to mouth) by an adult male. The female
child’s chest and genitals are exposed.

SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “(Webcam - Vichatter 2016 one of the BEST and EPIC russian jailbait in the world!
TOP TOP TOP OMG i lo.avi” is a video depicting a nude prepubescent female approximately
nine (9) years old. The female child is in a bathroom, reading from a screen, as she removes her
clothes. The female child rubs her genitals with her hands and then masturbates with a
toothbrush. The female child’s chest, vagina, and anus are exposed.

COUNT VII
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “080.part” is a video depicting a nude prepubescent female approximately eight
(8) years old. The female child is lying on a bed and the camera zooms in on her genitals. The
female child is seated next to a young pubescent male holding his penis. The female child’s chest
and vagina are exposed.

COUNT VIII
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “_carved000746.mp4” is a video depicting a prepubescent female approximately
nine (9) years old. The female child is reading from a screen as she removes her clothes. The
female child separates her labia exposing her vagina. She also masturbates with a pen-like object.
The female child’s chest is exposed.

COUNT IX
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “Periscope LiveOMG 2018 (054).mp4” is a video depicting a prepubescent female

approximately nine (9) years old. The female child is reading from a screen as she changes
clothes multiple times. The female child is intentionally showing her chest and genitals to the
screen.

COUNT X
SEXUAL EXPLOITATION OF A MINOR, a Second Degree Felony, in violation of Utah
Code Ann. §76-5b-201, as follows: Between, on or about May 7, 2019, and August 20, 2019, in
Salt Lake County, State of Utah, the defendant, DOUGLAS EUGENE SALTSMAN, a party to
the offense, knowingly produced, possessed or possessed with intent to distribute, child
pornography or intentionally distributed or viewed child pornography, to wit: a video with
filename: “237.part” is a video depicting a prepubescent female approximately nine (9) years
old. The female child is raped (penis to vagina) by an adult male. The adult male is also shown
rubbing the female child’s genitals.

NOTICE OF DEMAND FOR FORFEITURE OF PROPERTY: Pursuant to Utah Code §24-

4-105, the following notice is provided. The Utah Attorney General’s Office is seeking to forfeit
the defendant’s interest in the electronic devices and other items seized in the investigation of
this case, as detailed in the property receipt form provided the defendant, in that the items are
believed to be: (i) directly or indirectly dangerous to health or safety; (ii) evidence of one or
more of the crimes; (iii) has been used or was intended to be used to commit a crime; or (iv) is
proceeds of a crime. In addition to the other items listed on the property receipt form, if any,
these items include the following electronic device(s) and digital content contained thereon: (1);
Macbook A1278 laptop computer Serial # C17FQQZDDH2G (2) red Patriot thumb drive; (3)
Mybook Serial # WCC4E1AXF3LT; (4) 1 Patriot and 1 Sandisk micro SD cards; (5) Seagate
external hard drive Serial # NA4AVJ7S; (6) Apple MacBook Pro Serial # C02T1AA2GTFM; (7)
Hitachi hard drive; (8) Samsung SD drive Serial # SOMTNEAB501964; (9) Shield laptop; (10)
Asus Serial # D30KBC344144; (11) Computer with missing side panels; (12) Drive IBM
deskstar Serial # A3C12SSA; (13) iPhone white; iPad white /gold Serial # 1 F9FR56U9GHKH;
(14) Motorola router Xfinity Serial # D9RBSLEC9582633; (15) 8 DVD’s.

THIS INFORMATION IS BASED ON EVIDENCE OBTAINED FROM THE FOLLOWING

WITNESSES: Special Agent Sete Aulai, Utah Attorney General’s Office, ICAC Task Force;
Special Agent Jessica Farnsworth, Utah Attorney General’s Office, ICAC Task Force Commander
and the defendant Douglas Eugene Saltsman.

PROBABLE CAUSE STATEMENT AND REQUEST FOR ARREST WARRANT:

1. On May 7, 2019, I was investigating IP addresses sharing files of child sexual

exploitation material using a peer-to-peer file sharing program.
2. I observed a user with the IP address 67.177.40.218 had shared a file of child sexual
exploitation material on May 7, 2019, between 11:09 hours and 13:03 hours (UTC).

 3. I downloaded 13 parts of a file that the device at IP address 67.177.40.218 was
sharing. I reviewed a video from the download and confirmed it contained child pornography.
The video with filename “(pthc pedo) Kids porno - clip collection.avi”, is a compilation video
depicting several different young prepubescent girls ranging from toddler-aged to eight (8) years
old. The female children are shown being vaginally raped (penis to vagina) and orally sodomized
(penis to mouth).
4. Pursuant to a judicial order, the Internet service provider reported the subscriber of the
IP address as Douglas Saltsman residing at 2168 Wasatch Blvd., Sandy UT 84092.
5. I obtained a residential search warrant for the address. On August 20, 2019, the Utah
ICAC Task Force executed a residential search warrant.
6. ICAC agents located a clandestine drug lab of some sort setup in a downstairs
bedroom closet. The ICAC Commander contacted the Sandy Fire Department/Hazmat team to
come to the house to make sure that the chemical lab was not a public safety hazard.
7. Shortly after starting the search, the homeowner, Douglas Eugene Saltsman
(SALTSMAN), arrived home. SALTSMAN invoked his Miranda rights and agents did not ask
him any further questions. Several electronic items were seized.
8. I conducted a forensic examination of the electronic items seized as evidence. I found
thousands of images and videos of child pornography, ten (10) images and videos containing
child pornography are listed in counts I through X above.
9. I submitted 13,020 files of child pornography to the law enforcement service portal of
the National Center for Missing and Exploited Children. 279 of the submitted files depicted
known identified child victims.

REQUEST FOR AND GROUNDS FOR AN ARREST WARRANT (Utah Rules of

Criminal Procedure, Rule 6(c)(2)).
10. The State respectfully requests the court issue an arrest warrant in the amount of
$250,000.00 based upon the foregoing:
a) Douglas Saltsman has been charged with ten (10) counts of Sexual Exploitation of a
Minor, all second-degree felonies, in violation of Utah Code § 76-5b-201.

 b) Child pornography is child sex abuse imagery. The downloading, collecting, viewing
and sharing of this sex abuse imagery causes harm to children. The continued circulation
and each new publication of the recorded image of sexual abuse inflicted on a child
causes a new injury.
c) Child sexual abuse imagery involving toddlers and prepubescent children was located
on four electronic storage/ communication devices belonging to Douglas Saltsman: a
Sandisk micro SD card, laptop, MacBook Pro, Samsung SSD, and a black computer.
These images depict bondage and rape of young children.
d) Disturbing videos of Douglas Saltsman engaged sexual intercourse with several
unconscious women were also located on the devices.

WHEREFORE, THE AFFIANT PRAYS that an arrest warrant be issued authorizing the arrest of
DOUGLAS EUGENE SALTSMAN based on the above Information.

Pursuant to Utah Code Ann., § 78B-5-705 (2008) I declare,

under criminal penalty of the State of Utah, that the
foregoing is true and correct.
