 REGULARIZATION OF ENCROACHMENTS IN GOVT. LANDS IN URBAN
AND RURAL AREAS UPTO 100 Sq.Yards-DEPARTMENT END

Unauthorized Occupation of Government Lands constitutes an encroachment. There are

two types of encroachments. For unobjectionable encroachments the collector will do
regularization after due enquiry from MRO/RDO. In case of poor persons encroached land will
be regularized free of cost. The District Collectors, R.D.O's and M.R.O.'s are vested with powers
to enforce the provisions of the A.P. Land Encroachment Act, 1905. The Unobjectionable
Encroachments by way of constructing Dwelling units (RCC Roof building/ houses. Asbestos
Roof with brick Walls) only shall be considered. Vacant Lands or Vacant lands with thatched
huts with a motive to establish the occupation shall not be considered. This Service facilitates the
citizen to apply for the Regularization of Encroachments in Government Lands by way of
Dwelling Units (Upto 100 Sq. Yards) in Urban & Rural Areas by visiting the nearest MeeSeva
Centre.

Procedure for Processing the Request at Department End: -

The following is the department process flow;

The Divisional Level Regularization Committee (DLRC) members will process the request in off
Line. The Following are the members;

Sub Collector/Revenue Divisional officer --- Chairman

Town Planning Officer of Concerned Municipal Area --- Member

Tahsildar concerned --- Member & Convener

Procedure for processing at TAHSILDAR End: -
 Select “Regularization of Encroachments in Govt. Lands in Urban & Rural Areas Up to
100 Sq. Yd Requests” from Application Processing. It has been depicted in figure 1.

 After selection of “Regularization of Encroachments in Govt. Lands in Urban & Rural

Areas Up to 100 Sq. Yd Requests” link, processing window will be displayed. It has been
depicted in figure 2.

  Select from date & to date by using calendar controls as depicted in figure 3.

Note: - Here, to date must be prior to Current date.

 Select “Request Status (either All/Not Viewed/Open etc...)” from request status drop
down list as depicted in figure 4.

NOTE: - Here, At First the Request is in “Not Viewed” Status. Here I am selecting “Not
viewed” request.

 Click “Get Details” button to display requests as depicted in figure 5.

 All “Not Viewed” Requests are displayed as depicted in figure 6.

 Select the Request which has to be processed as depicted in figure 7.

 After selection of the request, request details page will be displayed as depicted in
figure8.

  Download all the attached documents from “Documents Attached” panel by clicking on
links as depicted in figure 9.

 Here any information required from citizen Tahsildar can send a message to citizen as
depicted in below figure 10.

Note: -

1. After downloading the uploaded Documents, MRO will assign the Task to the Sub
Ordinates (DLRC Members) for field level enquiry.
2. Based on the field level enquiry, the MRO will enter their remarks and forward to
respective RDO for further Process in offline.
 Based on the Field level report, MRO will verify the Data and upload the Proceedings
Report as depicted in figure 11.

 Now Tahsildar can take action (Enquiry Completed Forward to RDO) based on DLRC
Members Report. As depicted in figure 12.

 If Tahsildar wants to recommended the request by checking the “Enquiry Completed
Forward to RDO” Radio button. And enter remarks and click on Forward to RDO button
as depicted in figure 13.

 After clicking on “Forward to RDO “button Your Request Forwarded Successfully”

Message will be displayed as depicted in figure 14.

Procedure for Processing the Request at RDO End: -
 Select “Regularization of Encroachments in Government Lands in Urban and Rural
Areas up to 100 Sq.Yards” from Application Processing, like shown in the below figure
15.

 Select from Date, to Date, Status, select service, and click on Get Details Button as
depicted in figure 16.

 Select the Request which has to be processed as depicted in figure 17.

 Request Details page will be displayed as depicted in below figure 18.

 Download all the attached documents and Proceedings from “Uploaded Documents &
Uploaded Proceedings” panel by clicking on links as depicted in figure 19.

 Based on the MRO report, RDO will verify the Data and upload the Proceedings Report
as depicted in figure 20.

 Now Tahsildar can take action (Accept/ Reject) based on MRO Report. As depicted in
figure 21.

  If Tahsildar wants to accept the request by checking the “Accept” Radio button and enter
remarks and click on Sign button as depicted in figure 22.

Note: - After Approved by Tahsildar, Customer Received Message. Like your Request is
approved.

 If Tahsildar wants to reject the request by checking the “Reject” Radio button and enter
remarks and click on Sign button as depicted in figure 23.

 After clicking on “Sign “button Your Request is Approved Successfully” Message will
be displayed as depicted in figure 24.

Note:-After Approve application an uploaded document by Tahsildar is displaying as a
certificate to citizen, Citizen can get this certificate across MeeSeva Kiosk Center.
