I. BACKGROUND

According to WHO immunization is a proven way to prevent and eliminate life-

threatening infectious diseases around the world. A person that has been vaccinated becomes

immune or resistant to an infectious disease because vaccines stimulate the body’s own immune

system to give optimal protection against infections. (www.wpro.who.int)

As it prevents diseases, disability and deaths, immunization also contributes to economic

growth. During outbreaks, the public health system spends time tracing the potential contacts,

collecting and testing blood samples, engaging the public for awareness and dissemination of

information, and organizing outbreak response and money for hospital treatments.

Every child 9 months to below 5 years old is to receive one dose of the measles/ rubella

vaccine while every child aged 0 to below 5 years old is to get two drops of oral polio vaccine.

Receiving repeated dose of the vaccines does not pose any danger to a child.

“Each vaccinated child helps to block and eliminate transmission of these viruses.

Vaccination builds strong walls of defenses against these diseases- reducing the risk of outbreaks

occurring, decreases cases and eventually banishing

these viruses altogether” says Dr. Julie Hall, WHO Representative in the Philippines.

Dr. Sigrun Roesel, WHO Philippines Team Lead for Expanded Programme for

Immunization (EPI) also added that “ The most important part of the vaccination programme
remains that the very young children get all the vaccines they need in order for them to have a

healthy start in life”

Given the measles outbreak nationwide, however, pediatricians now recommend that the

first measles vaccine be administers at six months old. Measles vaccines are usually given to

infants at nine months olds, but they can be given as early as six months of age in cases of

outbreaks. The PPS and PIDSP also reminded parents that vaccination is a safe and scientifically

proven way of fighting deadly and infectious diseases. “Vaccinating our children is one of the

most basic medical interventions to ensure that our children develop as healthy adults. Some

fears and myths persist that vaccines could harm infants, but decades of studies have shown that

vaccines prevent unnecessary child deaths instead of causing them” said PIDSP president Dr.

Anna Lisa Ong-Lim

PPS President Dr. Salvacion Gatchalian also emphasized the need for collaboration

between parents and doctors

“While the Childhood Immunization Schedule contains our ideal vaccination routinr, we

acknowledge that some patients will require schedules that are different from our

recommendations’ He added. That is why it is important for parents to consult their pediatricians

so they can make the best possible decisions for the health and well- being of their children

The advocates of immunization not only aim to help mothers to be fully oriented on the

different vaccinations an infant child must have but also help Barangay health centers to fully

implement and set other plans in order to fully implement the immunization program in the City

of Baguio.
II. Vision and Goals

Vision:

A community free from vaccine preventable diseases

Mission:

 To provide appropriate, accessible, and equitable quality immunization service to the

people of Baguio City

III. Target Beneficiaries

With the burning passion of the group to help those people to be aware of how

important vaccination is, the advocacy is expected to give a talk for every parent of infants in

rural area which is not reached by the DOH during house to house talk with family also the

senior citizens of the area is expected to come, it may not be common for them to receive

vaccinations but strengthening seniors’ access to vaccine is critically important to increasing

immunization rates and preventing diseases.

IV. Response

Ensuring that the children complete their vaccine is not the Job of Health Workers alone.

Government agencies (LGR, PGO, DOH) non- government and people’s organization; civic

oriented group, faith- based organizations, academe and other partner- we can all work together

to reach out to families and persuade them that vaccines are safe and effective. In connection to

this the team come up with an advocacy which aims to educate the parent of infants and older

people to correct the different misconceptions each concern citizen have.


Seminar

In order to address the said concern a seminar will be conducted which invites elderlies

and mothers who are interested to learn what lies beyond their wrong notions and might as well

teach them what immunization is. The team will be inviting representatives of Department of

Health (DOH) who will serves as the speakers for the program. Also the presence of our

currently Honorable Mayor Domogan is expected to give an encouragement for the attendees

how important the event is. It seminar would contain the topics; different misconceptions,

advantages/benefits and importance of immunization.

Use of Social Media

Since almost of use have their own social media the team came up with a plan to create a

page for the said activity in order for the netizens to be informed and to access any updates

regarding the event. The page will be managed by some members to answer the different query

regarding the event. Regarding the progress it will also be posted if there are changes that will

follow and for the uniformity of the program the team will make sure that the attendees will be

receiving the same information whether they saw it online or through flyers. The people who has

access in the page will be informed a day before the seminar in order for them not to forget it.

Also for those people who don’t have an access social media or any access to the internet,

a flyers would be distributed along UB canteen and in front of the UB gymnasium. The flyers

will contain; what, where, when and why is the seminar important. It would be a piece of paper

containing a lot of information that would encourage each and every one to attend the event. The

flyers will be evaluated by the team to hear their different opinions regarding the changes they

would want to add. Furthermore, for easy distribution of flyers each member of the team is
required to have a one stock to distribute it by themselves and the remaining stock will be given

to people passing the University.

Information Campaign

For the people to be surely informed about the seminar the team was divided into 4

groups which will be sent to the different barangays of Baguio City to disseminate the

information. Each team has a place assigned to them to visit and have a short talk regarding the

event, it would be a house to house talk so the team agreed to do it earlier as possible for them to

visit each house in the barangays.

Department of Health, Local Government Unit, Provincial Government Unit is one of the

responsible organizations for the implementation of immunization. We, nurses, are helpers to

strengthen routine immunization and improve processes to distribute vaccines and help the

“Barangay’ or village level to strengthen local governance mechanism, support the ongoing

ordinances regarding immunization, improve data and monitoring tools, conduct training and

health.

V. Campaign Supporter

DOH

After immunization coverage last year fell in the aftermath of a scrapped anti- dengue

campaign the Department of Health was working to bring back public trust in the government’s

vaccination program, in connection to this the team will bargain with the said agency. They will

help to disseminate information and health teachings to the people of Baguio as long as the DOH

would support them for this. Also the presence of the speaker coming from the DOH will highly
appreciated. A letter of request will be sent to their respected offices which contain the aims of

the advocacy asking for their full supported in order for this to be successful.

DILG AND LGU

To address the outbreaks in the country, a measles fast lane in all DOH hospitals will be

established, a checklist for LGU’s and consent forms will be developed and coordination with

the Department of Interior and Local Government (DILG) will be initiated to inform LGU’s of

their targets. The DILG will request the LGU’s to extend their immunization schedules beyond

regular working hours.

VI. Resources and Assets

Immunization can be quite costly without the partnership with DOH. This agency offers

free immunization, limited to and not all, on certain preventive diseases. Seeking the help of

DOH will aid in the resource allocation for immunization. Also, solicitation letter is included for

additional funding to be used in other expenses.
