A. AUTHORITY:

A1. This Airworthiness Notice has been issued under the authority vested in DG CAA vide Rule 4, 51,
sub-rules (3) and (5) of Rule 333 and all other enabling provisions of Civil Aviation Rules, 1994 (CARs
1994).

B. PURPOSE:
B1. The purpose of this Airworthiness Notice is to specify the requirements for conversion & validation
of foreign aircraft maintenance license into PCAA ANO-066 AML.

C. SCOPE:
C1. This Airworthiness Notice shall be applicable to all applicants interested in conversion or validation
of their foreign aircraft maintenance license.

D. DESCRIPTION:

D1. DEFINITION:
Nil

D2. GENERAL:
D2.1. ICAO Annex-I (Personnel Licensing) provides authority to a Contracting State to validate a license
issued by another Contracting State as an alternative to the issuance of its own license. To permit a
foreign licence holder to exercise the privileges of their licence on Pak registered Aircraft; a foreign
licence can be validated by issuance of a temporary “Validation Certificate (VC)” with initial validity of six
month and may be further extended for another period of 6 month under extenuating circumstances only.
D2.2. Pakistan Civil Aviation Authority may issue an ANO-066 license of equivalent scope to a Pakistan
national holding a valid foreign aircraft maintenance license as prescribed in this notice.
D3. TEMPORARY VALIDATION OF A FOREIGN LICENCE

D3.1. CONDITIONS FOR VALIDATION:


D3.1.1. Only those foreign aircraft maintenance licenses that meet the intent of ICAO Annex-I and whose
scope of privileges are considered commensurate with B1, B2 or B3 licenses under ANO-066, will be
considered for further evaluation and grant of temporary validation.
D3.1.2. Validation for grant of privileges of Category ‘A’ license under ANO-066 will not be considered.
D3.1.3. Licenses, issued by ICAO contracting states that have not furnished any response to ICAO for
compliance with Annex-I or who have filed major differences on the requirements of Annex-I, will also be
not considered for grant of temporary validation. This also applies to states that have major findings
against them in the latest ICAO audit of their national civil aviation authorities.
D3.1.4. Initially, a foreign licence can be validated for a maximum period of six month, organizations
requiring a validation for longer than 6 (six) months must submit sufficient documentary evidence as a
proof of their efforts to develop their own certifying staff on the type. This must include the arrangements
for ANO-147 type training course during the initial period of 6 months. No extension to the original 180
days will be granted if the organization failed to satisfy PCAA for any extenuating circumstances.
D3.1.5. It is the responsibility of the applicant to provide all supporting evidence in support of their
applications that the original licence was issued against equivalent/comparable standards and
requirements. PCAA would need to conduct a detailed assessment of the standards and requirements
against which the original licence was issued, which may require cooperation of the concerned issuing
regulatory authority. In cases, where PCAA finds it difficult to assess the standards of the issuing
authority, the application will be rejected.

D3.2. REQUIREMENTS FOR VALIDATION:


D3.2.1. Applicant, through his head of quality, shall apply to PCAA local Airworthiness field office on
latest issue of PCAA Form CAAF-117-AWEG, along with following (2 copies each):
D3.2.1.1. Original foreign license (will be returned after verification)
D3.2.1.2. Certified true copy of “Certification authorization” issued by previous employer, as a
proof of certification of requested type/s of aircraft, valid for at least six months in last
two years.
D3.2.1.3. Original licence verification letter from the license issuing authority.
D3.2.1.4. Explanation of “limitation codes”, with issuing authority’s regulation reference, for any
technical limitations if imposed on license.
D3.2.1.5. Valid contact details including email address of the license issuing authority.
D3.2.1.6. Evidence of employment with PCAA approved maintenance organization.
D3.2.1.7. Training course certificate related to the certification qualification.
D3.2.1.8. Two passport size photograph (in uniform) with white background
D3.2.1.9. Fee authorization/receipt as per latest issue of AWNOT-003
D3.2.2. Upon receipt of the application, the local field office shall initially scrutinize the documents for
completeness and conforming the conditions for “validation” as mentioned in Para D3.1 above.
D3.2.3. Application shall be made only for those type of aircraft (Airframe/Engine combination) for which
the applicant’s employer maintenance organization is approved in Pakistan.
D3.2.4. Once satisfied, the applicant shall be called for oral assessment on “Pakistan Aviation
Legislation” at respective Airworthiness field office.
D3.2.5. Upon satisfactory evaluation, local field office will forward their recommendations to HQs
Airworthiness Directorate OR in case of un-satisfactory outcome, the organization will be informed
directly under intimation to Airworthiness Directorate for necessary fee deduction.
D3.3. VALIDATION CERTIFICATE (VC):
D3.3.1. Upon satisfactory recommendation of field office, Director Airworthiness will issue “Validation
Certificate”, with appropriate limitations (if any); on latest issue of PCAA form CAAF-045-AWEG initially
for maximum six months. However, in all cases, the validity of this certificate shall not exceed beyond the
validity period of foreign license.
D3.3.2. Validation Certificate (VC) is not the authorization to perform maintenance task. Holder shall
follow applicable regulation/company procedure to perform maintenance activity (Refer Para D3.4.1.1)
D3.4. RESPONSIBILITIES OF THE EMPLOYER
D3.4.1. Among other applicable responsibilities, the employer of a validation certificate holder is
accountable to fulfill following responsibilities:
D3.4.1.1. Ensure that the applicant is duly assessed and authorized as competent to exercise
the privileges of the validation certificate in accordance with the company’s approved
procedures and applicable PCAA regulations.
D3.4.1.2. Ensure that documents submitted to PCAA for the purpose of validation are genuine,
up to date, valid and free from any kind of falsification.
D3.4.1.3. Ensure the applicant is fully knowledgeable in all aspects of PCAA rules and
regulations related to aircraft airworthiness and maintenance.
D3.4.1.4. Ensure that the original foreign licence and ratings, on the basis of which, PCAA had
granted the validation, remains current and valid.
D3.4.1.5. Ensure that the applicant is legally allowed to work in Pakistan.
D3.4.1.6. Ensure that the company certification authorization is immediately withdrawn upon
failure to comply with any mandatory requirement.

D4. CONVERSION OF A FOREIGN AIRCRAFT MAINTENANCE LICENCE:

D4.1. CONDITIONS FOR CONVERSION:

D4.1.1. Applicant must be a Pakistan national


D4.1.2. Applicant must hold valid;
D4.1.2.1. Part-66 license issued by EU member state. OR
D4.1.2.2. Aircraft maintenance license issued by GCAA, UAE or any other state exactly on
equivalent standards of EASA Part-66 regulation. In this case, the applicant needs to
satisfy PCAA by providing applicable regulation and documentary evidences, that his/her
license in question, has been issued on the basis of same knowledge/training levels and
examination standards as published in the latest issue of ANO-066.
D4.2. REQUIREMENTS FOR CONVERSION:
D4.2.1. Applicant shall apply to PCAA local Airworthiness field office on PCAA Form-19 alongwith
following (2 copies each):
D4.2.1.1. Original foreign license (will be returned after verification)
D4.2.1.2. Copy of CNIC/NICOP.
D4.2.1.3. Explanation of “limitation codes”, with issuing authority’s regulation reference, for any
technical limitations if imposed on license.
D4.2.1.4. Original Licence verification letter from the license issuing authority.
D4.2.1.5. Valid contact details including email address of the license issuing authority.
D4.2.1.6. Evidence of employment or offer letter, from PCAA approved organization.
D4.2.1.7. Training course certificate related to the AML endorsements.
D4.2.1.8. M-10 Examination Certificates (MCQs and Essay) from ANO-147 organization.
D4.2.1.9. Two passport size photograph (in uniform) with white background
D4.2.1.10. Fee authorization/receipt as per latest issue of AWNOT-003
D4.2.2. It is the responsibility of the applicant to provide all supporting evidence in support of his/her
application that the foreign licence was issued against equivalent/comparable standards and
requirements. PCAA would need to conduct a detailed assessment of the standards and requirements
against which the original licence was issued, which may require cooperation of the concerned license
issuing authority. In cases, where PCAA finds it difficult to assess the standards of the issuing authority,
the application will be rejected.
D4.2.3. Requests for a licence on the basis of a foreign licence with unreasonably large number of
limitations or with limitations that severely restricts the corresponding ANO-066 privileges, will not be
entertained.
D4.2.4. The reviewing officer will thoroughly evaluate the application and workout equivalence of the
foreign licence with appropriate category of ANO-066 AML. Upon satisfactory evaluation, local field office
will forward their recommendations to HQCAA Airworthiness Directorate OR incase of un-satisfactory
outcome, the applicant/organization will be informed directly under intimation to Airworthiness Directorate
for necessary fee deduction.
D4.3. ISSUANCE OF EQUIVALENT ANO-066 AML:
D4.3.1. Upon successful evaluation of applicable standards, the candidate will be issued with ANO-066
AML. Generally, ratings held by the individual on his foreign licence will be endorsed on ANO-066 AML,
ONLY IF the type/s of aircraft (combination of Airframe/Engine) is/are currently available on Pakistan
Aircraft Register.
D4.3.2. For foreign licences, that have technical limitations on it, equivalent applicable limitations, similar
to those as prescribed in the latest issue of AWNOT-081-AWEG, will also be applied on converted ANO-
066 AML.

This Airworthiness Notice shall be implemented with effect from 15th January, 2018 and repeals /
th
cancels / supersedes AWNOT-083-AWRG-1.0, dated 25 March, 2015.
