United Nations Commission for Science and Technology for Development

Inspired by the Universal Declaration of Human Rights and the Millennium


Development Goals set by the United Nations,

Recognizing the capabilities that basic science and modern technology have for
developing effective central education in developing nations,

Recalling the resolutions 61/2, 57/6, 60/6, 68/220 of 20 December 2013 and 70/213 of 22
December 2015,

Recognizing that accessibility and affordability of quality education in technology at the


primary, secondary and tertiary levels are essential and should be promoted and
coordinated, in order to create a social environment conducive to the promotion of
science, technology and innovation,

Noting the achievements and potential contribution of science, technology and


information and communications technologies to human welfare, economic prosperity
and educational assistance,

Recommends the following for consideration by Governments and the United Nations,
the Commission on Science and Technology for Development:

1. RECOMMENDS the formation of a Regional Arrangement (as mandated by Chapter 8 of


the United Nations Charter) in each developing nation to regulate the progress in the field
of educational technology while taking care of the linguistic differences;

2. EMPHASISES the usage of strategic foresight exercises to identify potential gaps in


education for the medium and long terms and address such gaps with a policy mix;
3. DECIDES to continue its role as a driving-force for science, technology and innovation
and to provide high-level advice to the Economic and Social Council and the General
Assembly on relevant science, technology, engineering and innovation issues;

4. REQUESTS the International Monetary Fund to directly collaborate with Member


Nations to financially fund lesser developed nations for increasing the usage and
awareness of Information and Communication Technologies in these countries;

5. REQUESTS Governments, individually and collectively, are encouraged to take into


account the findings of the Commission and to consider taking the following actions:
a. To closely link science, technology, innovation and strategies of educational
technology by prominently including the development of information and
communications technologies and science, technology and innovation in national
development planning,
b. To work, with input from a variety of stakeholders, including appropriate United
Nations agencies and all relevant entities and corporations, such as the Commission for
Sustainable Development Goals and the Broadband Commission for Digital
Development, to formulate, adopt and implement educational technology aimed at
contributing to alleviating the global literacy rates,
c. To incentivize private investments in educational technology by adhering to the
ideals of Corporate Social Responsibility;

6. ENCOURAGES local innovation capabilities for inclusive and sustainable economic and
educational development by bringing together local scientific, vocational and engineering
knowledge, mobilizing resources from multiple channels, improving core information
and communications technology and supporting infrastructure development, including
smart infrastructure;

7. REQUESTS the member nations to have a common interest policy between their NGOs
and public sector in order to ensure both sectors abiding by the domestic law of the
country as well as working in the interest of providing education while keeping in mind
the following steps:
a. The United Nations Committee on Non-Governmental Organizations(UNCNGO)
to work in sync with their NGOs located in the developing countries and help them
with the development of infrastructure and encourage children in their vicinity to
take up a basic level of education,
b. There will be a reduction in tax for the private companies which can be decided by
the developing nations themselves for their economy;

8. FURTHER ENCOURAGES schools and governments to incorporate Information and
Communication Technologies (ICTs) including but not limited to Artificial Intelligence
and Data Analytics, with a futuristic scope for Internet of Things, in order to provide
efficient and holistic education in developing nations;

9. CALLS FOR international co-operation with the existing Regional Arrangements for the
assessment of the implementation of ICTs with regards to the educational infrastructure
and to regulate the globalized course of educational development,

10. REAFFIRMS the progress of the UNESCO-CFIT with regards to teacher education in
Africa and recommends to extend these initiatives and ideals throughout the developing
world;

11. URGES the United Nations General Assembly to appoint a Special Rapporteur in areas
where the educational infrastructure is lacking in order to analyse the shortcomings
coming in achieving the goal of education for all with the following process to be done:
a. Some peremptory norms will be established upon which the level of school
infrastructure will be judged,
b. A review of the area in which the institution is located will be done where all
network and basic internet service will be examined to check,
c. The Rapporteur will make a report on the topics mentioned in the above the point
and submit the same to the UNCSTD for further deliberations;

12. RECOMMENDS to raise the standards of living while also raising the possibility of
establishing ICTs in developing nations, the Commission under Article 55 of the UN
Charter:
a. Improving the accessibility of electricity by enacting measures including but not
limited to setting up off-grid electrification to ensure a cost efficient access to electricity,
b. Improving the connectivity of the internet in developing nations by requesting the
assistance of the UN Broadband Commission for Sustainable Development and all other
relevant bodies;

13. PROPOSES to monitor and communicate the progress of these initiatives through the
Regional Arrangement as proposed in Clause 1;

14. ENCOURAGES nations to support the World Bank’s Approach to Better Education
results to strengthen a strong regulatory environment including innovation and holding
schools accountable;
15. DECIDES to remain actively seized on the matter.
