Preface

For Management Engineering Design II project which has been prepared under course
content, it is focused that social problems. The decision on donation was made and the
tendencies and behaviors of people about making donations were examined.

After the investigations and the surveys, it was concluded that there is a lack of trust in
people to make a donation and this creates a deficiency in the society. From there, the project
Benek was developed.

As the first step of the project, the project plan form was prepared; The reasons,
objectives, assumptions and income model of the project were determined.

In the next step, the project is described and the project steps and contents for each
step are defined.

After the project description, feasibility analyzes were performed. Economic,


technical, legal and operational feasibility of the project is examined. There were no dispute
for the project.

In another step, the life cycle of the project is defined. The project is described in 4
steps as determination, planning, implementation and stop/monitor control.

Then, the organizational structure of the project team was determined. The RACI
Matrix was created and stakeholder analysis was conducted with 6 key stakeholders.

According to the project steps, Work Breakdown Structure was created and milestones
were determined. Gannt Chart, network diagram and CPM were created.

The employees were determined in the financial analysis of the project and the source
sheet was formed according to the salaries. In addition, a resource usage sheet was created by
determining the working time for each employee. All expenses have been calculated and an
expenditure chart has been prepared according to the months. Net present value is calculated
as a result of all these operations.

After the financial analysis, a risk analysis was performed according to the determined
assumptions. Potential risks have been identified and evaluated.

The project procurement plan has been prepared and the services provided have been
defined and the payments to be received in response to these services are planned.

Quality targets were determined according to the expectations of the Banks


Association of Turkey at the quality planning stage. Then, information on quality control and
quality improvement progress is given.

Finally, mobile application has been mentioned as Benek, information on


implementation policies and how the application works are given with the images.

1.INTRODUCTION

1.1. General Information

In the national and international area, the concept of donation started to emerge with
increasing of illegal social problems such as damaging the environment, child labor, and
social problems such as hunger, poverty. The donation behavior of the individual comes along
with the desire to help. Helping behavior can occur with different actions of the individual in
daily life. It can take place in a variety of ways, such as donating blood, donating funds to
foundations, volunteering at charities, or donating directly to those in need.

There is not strong social structure organized to collect donations in Turkey. In


addition, the increasing number of cases of fraud with the willingness to make donations
makes individuals feel unreliable against the donors. Due to these reasons, sufficient
donations cannot be collected against the increasing social problems.

The Banks Association of Turkey has desired to produce a solution by realizing this
problem and has contacted with Benek Consulting A.Ş.
Benek Consulting A.Ş., has developed a project named as Benek in line with expectations of

The Banks Association of Turkey. With the Benek project, it is desired to decrease the
sense of insecurity in making donations to individuals and to provide a social awareness by
reaching more individuals together with charitable foundations.

This Project aims to produce a solution by recognizing this problem.


The Benek Consulting A.Ş. has decided to create a platform with a mobile
application that anyone can easily install and use, and where they can make
their donations in an easy way.

1.2. Primary Data Analysis

The survey is to make an analysis to search if the project is necessary and


attractive for the society. The questions are to learn general donation aspects of
the society and interest on it.

2.4. The Purposes, Goals and Reasons of the Project

2.4.1. Reasons

The fact that people who want to make donations do not trust the existing
charities and do not want to spend extra time to make donations have brought up a
new donation system.

• Lack of trust in reaching the donation of donors


• People are not tend to spend extra time for donation
• Donation that are made in a single time is considered as too much. Instead,
accumulation of small amounts of moneys within a time period like a moneybox
system may be seen more appropriate.
• Due to the frequent use of credit card and debit card in daily consumptions, this
factor can be turned into advantage
• Depending on the amount of consumption, donations changes person by person,
which provides high level of donations from riches and low amount of donations
from not rich people.

2.4.2. Purposes

Mission: The mission of this project is to establish an online donation platform that
will benefit the community in an easy and reliable way by creating a social innovation.

Vision: To be the most reliable and practical innovative donation company all around
the World.

The project exists as an application that donators use. The application will have
an connection with bank accounts of donators. As they spend money with their credit
cards or debit cards, the predetermined specified percentage of the payment occurs on
the application and also it accumulates in a special bank account of BENEK.

The purposes of the project are:

• Balancing inequality in the society


• Reaching more and more people who tend to donate
• Providing donators to participate personally to donation processes
• Providing donators to select and/or suggest donation field preferences
• Providing donators to notify needy people for specific donation fields
• Determining amount of donation respect to spending of card users
• Associate donation with technology to make it easy and practical

2.4.3. Goals

• In the end of five years, having a deal with 15 banks in 34 banks which already
exist in Turkey.
• In the end of five years, reaching %55 of the card users in the banks which we had
a deal.
• In the end of five years, reaching all 7 regions in Turkey and starting to operate in
some foreign countries like Sierra Leone, Somali, East Turkestan, Palestine etc.

2.5. Description of The Project and Assumptions

There are some qualifications respect to the agreement with banks:

• Banks create a special account for BENEK.


• Banks allow to transfer to this account from users’ accounts.
• Banks allow to see the amount of money in this account on the application while
actively updating.
• Banks allow to open users’ accounts to BENEK based on the agreement with users.

2.5.1. Assumptions

• Card users are eager to donate.


• The application is available for the users.
• Accounts are updating quickly on the application.

2.6. Sustainability and Income Model

BENEK, which is a social innovation, needs financial income like all companies in
order to reach more people and to maintain its activities without any problems. Financial
resources of the BENEK are meet by the Banks Association of Turkey which is project
purchaser not by taking service fee from donations. Thus, all income from donations is
donated to charitable organizations and in no way used for company activities.

3.DESCRIPTION OF THE PROJECT

more reliable.

4.FEASIBILITY ANALYSIS

4.1. Economic Feasibility

There are 34 deposit banks in the Istanbul region. Recently, the use of credit and debit
cards has increased with the ease of online payments. The number of credit cards in Turkey
stood 64,8 million. The number of debit cards is 136,4 million. In 2017, the total amount of
expenditure made by credit cards is 590,48 billion TL and by debit card is 70,06 billion TL. In
the beginning, it is aimed to reach an agreement with 15 banks and reach 55% of the card
users and help the charity's campaign. Together with the agreements we will make with the
foundations, the charity foundation's charity campaigns will be displayed. At the same time, it
is also aimed to provide bilateral benefits by adding a social value to the company policies by
placing them in our advertising and publicity for the banks and other companies which uses
bank accounts and are willing to integrate themselves to BENEK.

Budget Forecast

While forecasting the budget, it is considered that human resources cost is covered by
sponsor. However, with marketing studies the use of the application by banks and foundations
must be more widespread. Therefore, we used part of our budget for promotion and
advertising. Since our project will be realized with the mobile application, the majority of our
budget will be spent on software development and improvement.

Note: This table prepared with assumption that there will be no donators within one year.

4.2. Technical Feasibility

The basic technical requirements that will be needed after the implementation of the
project are customer information and account integration from banks. Application for mobile
phones and server will be required to operate the system.

• The database needed will be integrated with the database available in banks and the
account expenditures will be reflected in the application instantly.
• The application to be used in mobile phones will be developed by programmer and the
access facilities can be easily realized through platforms such as App Store and Play
Store.
• The server, which is required for the operation of the system, will be created and
executed under the responsibility of our company.

4.3. Legal Feasibility

There is no legal dispute for the project due to the fact that the BENEK organization
planned to established is in compliance with the conditions and sanctions set out in the
provisions of the between articles 56 and 177 of the Turkish Civil Code.

In addition, the personal data protection principles specified in Article 4 of the Law on
the Protection of Personal Data, the data security obligations specified in Article 12, the
crimes mentioned in Articles 17 and 18, and the law shall take due care in order to protect the
personal data obtained.

There is a law regulating the procedures and principles for the collection, use and
supervision of assistance, which determines the persons and organizations authorized to
collect assistance and the purpose for which they can collect assistance. The Law No. 2860 on
the Law on Fundraising was adopted on 23/06/1983 and is in force. In the interest of the
public interest, real persons, associations, institutions, foundations, sports clubs, newspapers
and magazines can collect aid to achieve their goals, to provide assistance to those in need
and to perform or support one or more of the public services.

Cash payments, in accordance with the Communiqué on the Implementation of the


Tax Procedure Law, can be made in cash of companies or individuals under TL 8,000. A
donation receipt is issued for cash donations. Donations can also be made by bank transfer
instead of cash. However, payments exceeding TL 8,000 must be made by bank transfer.
Payments of individuals are not included in the scope of the communique, but the donations
above the same amount should be made by bank transfer. Since the bank receipt proves the
payment, there is no need to issue a receipt.

4.4. Operational Feasibility

The most important stages of the project will be developed by the application of as
many people as possible and to reach the needy. Therefore, dissemination of the application
will be the biggest challenge. In order to overcome this challenge, campaigns will be carried
out to increase awareness and social sensitivity. Another challenge will be cooperation with
the banks.

5.PROJECT LIFE CYCLE

The social assistance project between BENEK and The Banks Associations of Turkey
will be primarily examined in 5 steps: project identification / planning, implementation,
termination of the project and the monitoring / control phase throughout the process. With all
these planning and implementation stages, project life cycle is projected as 12 months.

5.1. Determination

The mission of this project is to establish an online donation platform that will benefit
the community in an easy and reliable way by creating a social innovation. In this way,
donations are made more easily available to the needy and a more reliable means of helping
for donors.

At this stage, we should analyze and understand charitable foundations and keep
expectations in the evaluation. As a result of the feasibility analysis conducted, it was
concluded that there is no problem in terms of the economic, operational, technical and legal
applicability of the project and that the project will be a solution for social assistance.

5.2. Planning

At this stage, the project will be determined in general terms. After approval, it will
come to a more detailed planning. Market researches will be carried out in line with the
targets set first; the data of banks, customers and the charitable foundations. The duties and
responsibilities of managers, developers and foundations that we collaborate will be
determined in order to realize this project by analyzing the collected data. In the second stage,
expenditures and budget for these expenditures will be determined in order to make the
financial calculations of the project. Then, the time and ways to cooperate with the banks
which are the most important steps of the project will be determined. Moreover, the time and
ways that allow the cooperation with charitable foundations to reach needy people are
determined. Finally, the relationship between banks, application and foundations must
provide a strong consistency.

5.3. Implementation

After completing the planning stages, the implementation steps of the project will
begin. When implementing the project, it will start with the development and implementation
of the software which will help to build the bridge between donors, banks and the needy
which is via foundations. The process of persuasion will be followed by following the
strategies planned to cooperate with the banks, which are the most important link of the chain.
After passing this step, promotion activities will be started to announce the project and
introduce the application to the donors. The most important source of motivation for
promotional activities is advertising and promotions.

5.4. Stop/Monitor Control

Monitoring and control works will be continued at every stage of the project. The data
of all the rings in the social assistance chain will be continuously collected and updated.
Satisfaction results from the participants will be evaluated. This phase is the critical part of
the continuity and development of the project. If the data obtained at the end of the project life
cycle are at the projected level, a new project life cycle will be started and the work will
continue with more and more financial systems and also foundations that would be integrated
to BENEK, which means more and more needs would be satisfied.

6.ORGANIZATION CHART

The organization chart is as follows. As seen in BENEK institution used


organizational structure is a pure organizational structure. The main reasons of choosing this
are:

1. BENEK organization has more than one project, so each project has separate project
managers to walk apart. In this way, each project manager concentrates on his / her
own work and does not waste time thinking about other projects.

2. In the organization chart, the groups which are not directly within the project can
consult the project from the outside. In this context, they can consult all projects as
these groups do not have much work. That's why they're not in the projects but in a
higher level.

Project team members consist of people who have the expertise to provide necessary
support in project processes; According to their qualifications and skills, they were chosen to
carry out those department tasks within their own departments. At the same time, the team
members that will take part in the project activities are listed as follows. In addition to the
main directors assigned to the project team, daily workers will be employed and the
purchasing and distribution will be done in this way. It is the task of the project director to
select and organize the employees. The sharing of responsibilities is particularly relevant to
the project director.

7.STAKEHOLDER ANALYSIS

Based on the aim of the project, there are 6 main stakeholders.

The first main stakeholder is the banks. Banks have all information about accounts and
do all transactions between accounts. Also, our donators are banks’ credit and/or debit card
users. Second stakeholder is our donators. They decide the percentage of their payments to
donate. All helps happen through donations. Other stakeholder is needy people that we want
to reach to help as our main goal. Another stakeholder is owners of BENEK company. Others
are charitable foundations and government. Charitable foundations are our main contacts to
the needy people. After we collect the money, we transmit it to the foundations. Then, they
make necessary helps to the needy people. Government can reach a society having higher
welfare.

The aim of the BENEK is to benefit to all stakeholders. This application is to make
donation issue easier and trustable, help needy people while reaching them more and in broad
scanning.

The milestones planned to be included in the project are as follows. It is also indicated in WBS as red.

The project team will be identified and the project processes will start on 01.01.2019. During the process, the realization of all
planning and implementation activities will take 12 months.
With the termination of the all evaluations, the project completion date is determined as 31.12.2019.

C1,Software Coding, has the longest duration with 30 days. This duration can be
reduced from 30 to 15 days by resource leveling. Since the software service will be received
as an outsource, if desired to reduce this period, it is needed to pay extra 30.000 TL.

E2,Promotions and Public Service Announcement, and E3,Promotions to Charities


and Foundations, have 24 days durations. Each step can be reduced to 16 days again by
resource leveling. The cost of this reduction is 960 TL for each.

D1,Persuasion of Banks, has also 24 days duration but this period can not be reduced
because it is the time consuming process.

Durations of some steps can be reduced by resource leveling but we don’t need to do
this. Our project will finish within the desired time that is 1 year.

10.FINANCIAL ANALYSIS

The financial evaluation of the project will be made in this part. the return period of
the project will be calculated by taking into consideration all costs, revenues and at the same
time the time value of money.

10.1. Resource Sheet

All employee resources are shown in the Resource Sheet. In the table below, the
employee's hourly overtime costs as calculated as 1.5 times the normal working hours costs in
accordance with the labor law. This does not affect the project because the resource
assignment has been carried out in such a way that there is no extra work and no workload.
There are no over allocation and overtime problems in the project.

It was decided to receive the software service as an outsource, so the software


developer was not included in the resource sheet. The cost of developing application software
as outsource is 60.000 TL. In addition, 3 years of free technical support will be provided by
software developer after the implementing, and if desired the support period will be extended
with low costs.

10.2. Resource Usage

Resource usage hours are indicated in the table above. The General Manager, project
leader, has the highest working hours since it is in all stages of the project. Since the
promotion and advertising processes are very critical in the project, the marketing director
also has high working hours. What we have to say here again is that overtime and over
allocation problems are solved by assigning the right source at the right time. The resource
usage can be detailed as below for the general manager who has most important tasks within
the project:

task. The tasks that appear as 0 hours are milestones. As the general manager has to report at

The hourly wages of employees are listed in the resource sheet in the first table. After
the appropriate resource assignment for each task, the total cost of each resource is calculated
as follows at the end of the project. In addition to these costs, 60.000 TL which is the cost of
the software service that we received as outsource also will be considered.

It can be seen in this table that the 'preparation and documentation part has the most
duration and cost. In this part, the duration and cost are high because of the steps that can be
qualified as the most important and time consuming such as sector analysis, feasibility
analysis and authorization.

When the software service to be received as outsource is also taken into consideration,
the total resource cost is 247.760 TL.

10.4.1. Rent Expenses

The office will be rented in a central district of Istanbul in order to carry out
the processes in a healthier manner throughout the project. Some samples are
available below:

Based on these examples, our office rent will be 3.000 TL per month.

10.4.2. Office Materials Expenses

Firstly, a list of required materials for the office was made and detailed price
research was conducted on e-commerce sites. As a result of the researches, the total
cost of office materials was calculated as 40.000 TL.

10.4.3. Application Publishing Expenses

The application will be available on the Play Store and App Store. Play Store
claims a one-time, $25 for this service. App Store claims $100 yearly for this service.

Application publishing cost was calculated as 750 TL considering the


exchange rate is estimated to be 6 TL = 1 Dollar in December 2019.

10.5.Net Present Value

The following table shows the cumulative distribution of monthly cost throughout the
project.

no rent expense in January 2019.

The Banks Association of Turkey will pay the project cost in 3 times as 150.000 TL,
totally 450.000 TL.

Net present value is calculated as 106,482,05 TL considering all incomes, expenses and
capital cost.

11.RISK MANAGEMENT

The risk in project management derives from the concept of uncertainty. Uncertainty
is related to the likelihood that the objectives of the project will not be realized and the effect
to be created by this possibility. In this case, risk management should exist at every stage of
the project. It is important to monitor risks and take risks under control, and a good risk plan
should be prepared for this.

11.1. Risk Identification

Risk management must be in all parts of the project to examine all steps. Thus, risks
can get in control when it occurs. Determining the risks are very crucial to manage project.
This analysis must be really taken very well.

11.2. Risk Breakdown Structure

While determining the risks for the project, categorizing them allows to see more
clearly. Risks can be categorized in 4 groups which are technical, external, organizational and
managerial.
In this project, there are some risks for feasibility, budgeting, technology,
advertisements, software in technical aspect. For external aspect of risks, there could be some
risks in legal obligations, donators, demand. Funding, project dependencies and strategy could
be risks in organizational aspect. For managerial aspect, deals with banks and charitable
foundations, software developer and time constraints are some risks of the project.

11.3.Risk Analysis and Evaluation

After we determine the possible risks qualitatively in the project, we can specify their
possibility to occur and their effects with quantitative indicators. Thus, we need to calculate
the risks quantitative to interrupt and see the effects more clearly. There must be a numerical
indicator for each risk to compare them easily so, it can be calculated by multiplying the
indicators which are for possibility and effect.

After this calculation, each risk defined has a quantitative indicator.

For risk analysis, we define the risks which are:

• If we cannot cooperate charity foundations


• If there would be time prescription
• If our cost would be more than we planned
• If there would be strategical mistakes
• If the number of banks that we cooperate is not enough
• If the donators were not be enough so, there would not be enough donation to manage
the project
• If there would be feasibility mistakes
• If there would be resource allocation failures
• If the project would have useless software development
• If the advertisements would be non-fluential
• If the software developer would not be qualified.

These problems could create a lot of failures in the project. Thus, the risk management
monitor them and if there would occur any of them can get them in control. Thus, the project
management can recover the project. After we determine the risks, we specify some
probability and effect numbers for them between 0 and 5. Then, we calculated the degree of
risks for each. We can see the riskiest step respect to degrees of them. Risk management can
create solution ways and alternatives for them to put the project to rights.

11.4. Risk Monitoring and Control

Monitoring and controlling risks include some activities like finding new possible
risks, diversifying and developing the ways to solve risks and minimize its effects and
watching the all possible risks in the project. Risk monitoring and control must be in all steps
of the project which is from the beginning to the end. Effectiveness of the risk management
must be also examined and evaluated. Then, it can be developed through its lacks. Risks
encountered and its solving techniques must be reported for the future. Thus, it could help to
identify the similar risks and solve them easier.

12.4.Obligations

Consulting fee by the Banks Association of Turkey, provided complete and timely
payment to Benek Consulting A.Ş., Benek Consulting A.Ş. will also be responsible for the
payment of consulting fees. If Benek Consulting A.Ş. does not receive the return of its
consultancy completely and timely, it is not obliged to pay the return of its consultancy or the
delay interest arising therefrom. The Banks Association of Turkey accepts in advance that it is
the principal debtor.

12.5. Privacy

Benek Consulting A.Ş. commits that will be saved the information obtained from the
Banks Association of Turkey and will not be shared these information with any third party
other than board members, personnels and consultants of company.

12.6. Termination Due to Breach of Contract

In case of a breach of the contract by the parties, the other party has to inform the
infringer in writing of the breach and allow 20 working days to correct it. If the breach is not
corrected within 20 work days, the notifying party shall terminate its contractual obligations
and both parties shall have the right to seek legal remedies. Failure by one of the parties to
comply with the confidentiality provisions in this contract, not making payments within the
due period, and not paying the debts in due time will be considered a breach of contract.

12.7. Term and Termination of Contract

This contract will be 12 months and will enter into force on the date of signature.

12.8. Resolution of The Disputes

In case of a dispute, the law court gives the decision. The law court's decision is
certain.

13.QUALITY PLAN

The quality process consists of three stages: quality planning, quality control and
quality improvement. In the quality planning phase, a quality planning including the whole
process is made by determining the targets. The stages of quality control and quality
improvement are the control and improvement stages that are carried out throughout the
project and are continuously carried out according to the project flow.

13.1. Quality Planning

In order to meet the customer's expectations in quality planning, a scope should be


defined. For this, at the beginning of project, Benek Consultancy learned the quality
expectations of The Association of Turkey during the project. Quality targets will be
determined according to these expectations. Banks Association of Turkey's expectations and
quality goals are set at the project kick-off meeting.

• Comply with the project timeline


• The actual cost of the project does not exceed the planned cost
• Ensuring customer satisfaction
• Sending donations to charitable foundations in accordance with the plan
• Conducting marketing activities in appropriate media and plan

Quality goals:

• Covenanting of at least 15 banks in the planned time period


• Completion of the project at the time and with the planned cost
• To sustain the donation and marketing activities precisely
• At the end of 12 months the project will be implemented, increasing the customer
satisfaction by at least 10%
• To create a positive effect on the customers who make frequent donations and to
provide 75% satisfaction in the surveys conducted at the end of the project

13.2. Quality Control

At this stage, the aim is to realize the quality targets by acting in accordance with
quality planning. The control process covers all stages of the project. It is an important
process for defining the problems and making improvements. In order to realize the quality
objectives, a feasibility analysis will be carried out. In the process, it is aimed to prevent the
problems that may occur by making charitable foundations analysis.
During the implementation phase, feedback surveys are made to the users and parts of
the project that need to be improved are determined. In addition, deficiencies and parts should
be developed are identified in reports and regular meetings with the Banks Association of
Turkey.

13.3.Quality Improvement

The aim of the quality improvement process is that the performance is equal to or
better than the planned performance. This process covers all stages of the project. Continuous
improvements are made throughout the project and errors are reduced to 0 and quality targets
are achieved. Benek Consultancy will determine the failures in the process through project
follow-up meetings and act together with its stakeholders to solve these problems.

14.MOBILE BENEK
14.1.Privacy Policy

BENEK sees only the donations made, not all of the spending amounts. It does not see
where the expenditure is made. In addition, users' organization preferences are completely
hidden.

14.2.Card Information

In order to use BENEK, the first 6 and last 4 digits of the card and the TR identity
number of the user are sufficient. This information cannot be used for any other expenditure

except for BENEK without the permission and technical infrastructure of the banks. BENEK
does not deal with the entire card number (16 digits), the expiration date and the security
code.

14.3.Bank Level Security

The shared data to identify the card is stored by the The Banks Association of Turkey.

14.4.Account Security

Multi-layer verification, automatic session termination, and identity checks prevent


unauthorized people from accessing account information.

14.5.SSL Encryption

User information is encrypted with the standard used by banks, 256 Bit SSL.

14.6.Account Alerts

BENEK always communicates with banks and warns you when you notice unusual or
suspicious transactions within the donations made.

14.7.Application

Benek can be downloaded from platforms such as Google Play and App Store. After
download, user will come his/her home page. In here, user can login or create new account.
User can get some information about Benek, user can learn which organizations Benek is
cooperating with and also see Benek’s Gallery.
If user want to create a new account, user will come to new account page and enter
his/her own information.

After user’s login, user will reach Benek home page. Here, user can see total donations
until that time, and user can add his/her own debit and(or) credit card to be able to donate.
