AEC Blueprint
A7. Food, Agriculture and Forestry
Under the AEC Blueprint, our cooperation on Food, Agriculture
and Forestry is aimed to:
38. Enhance intra- and extra-ASEAN trade and long-term
competitiveness of ASEAN’s food, agriculture and forestry products/
commodities.

39. Promote cooperation, joint approaches and technology transfer
with international, regional organisations and private sector

40. Promote ASEAN agricultural cooperatives to empower and
enhance market access of agricultural products, to build a network
mechanism linking agricultural cooperatives, and to fulfill the purpose
of agricultural cooperatives for the benefit of farmers in the region

“Food security” exists when all people, at all


times, have physical and economic access to
sufficient, safe and nutritious food that meets their
dietary needs and food preferences for an active
and healthy life. (World Food Summit, 1996)

Security in ASEAN (SPA-FS)
(2009-2013).

AIFS
Objectives:
– Objectives and Goal
• To sustain and increase food production;
• To reduce postharvest losses;
• To promote conducive market and trade for agriculture
commodities and inputs;
• To ensure food stability;
• To ensure food safety, quality and nutrition;
• To promote availability and accessibility to agriculture inputs; and
• To operationalize regional food emergency relief arrangements
Goal: “Ensure long-term food security and nutrition,
to improve the livelihoods of farmers in the ASEAN
region”

Security Information System

• ASEAN Food Security Information System (AFSIS)
• Databases and half-yearly Agricultural Commodity

• Outlooks (ACOs) on rice, maize, sugar, soybean, cassava
• ACOs à Supply, demand, forecast, self-sufficiency ratio, food
security ratio, crop calendar/ planting seasons, areas of yield
losses by damage types
• Capacity building and linking information to decision-making

•AFSIS as a self-sustained mechanism beyond 2012
• Transforming 10 years AFSIS Project (2003-2012) into a
Permanent ASEAN Plus Three Integrated Food Security
Information System (AFSIS). Establish AFSIS Network

AIFS Framework and SPA FS

(2015-2020)
-AIFS Framework and SPA-FS (2008-2013) has completed by the end of
2013,
the Special Senior Officials Meeting (SOM)-34th AMAF Meeting agreed

that the AIFS Framework would be continued in 2014.



-In addressing long-term food security in the ASEAN region, the AIFS

Framework was developed to provide scope and joint pragmatic approaches
for cooperation among ASEAN Member States.

-The
AIFS Framework maintained the original four components and
added “Nutrion-enhancing agricultural development” as the fifth

new component supported by three corresponding strategic thrusts,

namely:

-Strategic
Thrust 7: Utilize Nutrition Information to support evidence-
Based food security and agriculture policies;
-Strategic Thrust 8: Identify policies, institutional and governance
mechanisms for nutrition-enhancing agriculture development in AMS,
-Strategic Thrust 9: Develop and strengthen nutrition-enhancing
agriculture policies/programs and build capacity for their
implementation, monitoring and evaluation 20
AIFS Framework and SPA

FS(2015-2020)-cont

In 2015-2020, the priority commodities for food security in

the ASEAN region include rice, maize, soybean, sugar and

cassava.

Other commodities such as livestock, fishery and



crops for staple food, which are important for food security
and nutrition, shall be identified during the course of
implementation
of the AIFS Framework and SPA-FS.

The new AIFS and the SPA-FS were endorsed by the
Preparatory SOM-AMAF and the 36th AMAF Meeting in
September 2014 and to be proposed for final approval at
the ASEAN Summit in November/December 2014 in
Myanmar.
