Secretariat Service under Home Department in the scale of pay of Rs/-35400
in Level 9, Cell 1 as per the Pay Matrix provided under Rule-3 of ORSP, 2017
corresponding to pre-revised scale of pay Rs.9300-34800/- carrying Grade
Pay of Rs.4200/- with usual Dearness and other Allowances as may be
sanctioned by the Government of Odisha from time to time. The posts are
permanent.
2. VACANCYPOSITION: As per requisition filed by the Home Department,
the vacancy position along with reservation thereof are given below:

3. AGELIMITS:

Acandidate must have attained the age of 21( twenty-one) year and must not be
above the age of 32( thirty-two) years as on 01.01.2018.
The upper age-limit is relaxable by 5 (five) years for candidates belonging
to the categories of Scheduled Castes (S.c.), Scheduled Tribes (S.T.), Socially &
Educationally Backward Classes (S.E.B.C.),Women, Ex-Servicemen and by 10
(ten) years for Physically Handicapped candidates.
Provided that in case a candidate who comes under more than one
category mentioned above, he/she will be eligible for only one age relaxation
benefit, which shall be considered most beneficial to him/her.

4. EDUCATIONAL
QUALIFICATION:
A candidate must posses a Bachelors Degree in any discipline from a
recognized University; or posses such other qualification equivalent there to
and must have adequate knowledge in computer application.
5. PLANOF EXAMINATION:

(a) The Examination will be conducted in the following successive stages:-

(i) Written Examination,


(Objective Type-Multiple Choice Questions)

(ii) Skill test in Computer (Practical).

(b) The details of the Scheme and syllabus of the Examination are mentioned
in Appendix-I.
(c) The Commission shall be competent to fix up the qualifying marks in any
or all the subjects of the examination and skill test in Computer
(Practical).
6. APPLICATIONFEE-

A candidate is required to pay a non-refundable and non-adjustable fee


of Rs /-(Rupees hundred) only. Candidates belonging to Scheduled
Caste/Scheduled Tribe ofOdisha only are exempted from payment of this fee.
The candidates are required to take a printout of thefinally submitted
Online Application Form for future use and take a printout of Online Challan
(Pay-in-Slip) for payment of requisite fee at any branch of State Bank of India
(S8I). The Fee(s) paid shall not be refunded under any circumstances nor can
the fee(s) be adjusted or held in reserve for any other examination or
recruitment.

Candidates are required to select the zone of their choice where. they would like to
appear at the Examination, at the time of filling online application form. While every
effort will be made to allot candidates to the zone of their choice, the Commission may, at
their discretion,allot any other zone to the candidates when circumstances so warrant.

8. OTHERELIGIBILITY
CONDITIONS:
~
(a) (i)The candidate must be a citizen of Indla;

(ii) The candidate must be of good mental condition, bodily health and
free from any physical defect that is likely to interfere with the
discharge of his duties in the service. A candidate, who after such
medical examination is not found to satisfy these requirements
shall not be appointed to the service.

(iii) The candidate must be able to speak, read and write Odia fluently and
must have passed: at least an examination in Odia language
equivalent to that of Middle English School standard conducted by the
Board of Secondary Education, Odisha; or the Education Department
of Government of Odisha or any other Board or Council of Secondary
Education approved by the Government of Odisha in support of
passing of Odia Language Test (M.E.School standard);
(iv) A candidate, who has more than one spouse living, will not be
eligible for appointment unless the State Government has
exempted his/her case from operation of this limitation for any
good and sufficient reasons;
(v) Government servants, whether temporary or permanent, are eligible
to apply provided that they possess the requisite qualification and are
within the prescribed age-limit as provided under Para-s & 5 of the
Advertisement. They must inform their respective Heads of Officesin
writing regarding submission of their applications for this
recruitment and obtain "NoObjection Certificate";
(vi) If a candidate has at any time, been debarred for a certain
period/chancefs] by the Odisha Public Service Commission or
other State Public Service Commission or U.P.S.C.from appearing
at any examination/interview, he/she will not be eligible for such
recruitment for that specified period/chancefs]:
(vii) Only those candidates, who fulfill the requisite qualification &
Within the prescribed age limit etc., within the last date fixed for
submission of online application form.
(b) Every candidate selected for appointment shall be examined by the
Medical Board .A candidate who fails to satisfy the Medical Board,
shall not be appointed.
09. OTHERCONDITIONS:

(i) At present, only the online applications are invited from Candidates for
admission to the written examination for A.S.O.s of State Secretariat. After
declaration of result of written examination the candidate who qualify in the
written examination will be required to furnish the printout/hard copy of
online application form, along with the photocopies of the other documents as
stated under the para-11 of this advertisement, on or before the prescribed
date, which will be declared later on, for consideration Q.f their eligibility for
admission to the computer skill test.

(ii)candidate found guilty of seeking support for his/her candidature by offering


illegal gratification or applying pressure on any person connected with the conduct
of the recruitment process or found indulging in any type of malpractice in
course of the selection or otherwise, shall, in addition to rendering
himself/herself liable to criminal prosecution, be disqualified not only for the
recruitment for which he/she is a candidate, but also may be debarred, either
permanently or for a specified period, from any recruitment or selection to be
conducted by the Commission;

(iii) The provisions of the Odisha Conduct of Examination Act 1988 (Odisha Act-2
of 1988) are applicable to the examination conducted by the Odisha Public Service
Commission. Any violation of the above Act. And violation of the instruction to
candidates (as provided in the advertisement, online application form, Admission
Certificate & Answer Script etc.) will be seriously viewed and disciplinary action
will be taken against the concerned candidates as deemed proper.

(iv) Online applications submitted to OPSCif found to be incomplete in any


respect are liable to rejection without entertaining any correspondence with
the applicants on that score;
(v) Admission to written examination/skill test in computer will be provisional.
If on verification at any stage before or after the written examination/skill test in
computer, it is found that a candidate does not fulfill all the eligibility conditions,
his/her candidature will be liable to rejection. Decision of the Commission in
regard to eligibility or otherwise of candidate shall be final.
(vi) This advertisement should not be construed as binding on the
Government to make appointment.
(vii) Every person appointed to the service shall be on probation for a period
of two years with effect from the date of appointment.
Provided that the Government may, if it thinks fit in any case or class of
cases, extend the period of probation:
Provided further that such period of probation shall not include:-

(a) extraordinary leave;


(b) period of unauthorized absence; or
(c) any other period held to be not being on actual duty.

(viii) Concessions meant for S.C.,S.T.& SEBCby birth are admissible to the
Scheduled Caste, Scheduled Tribe and Socially & Educationally Backward

Classes of Odisha only;

(ix) No one will be admitted to the written examination unless he/she holds a
certificate of admission which will be uploaded in the website of OPSe. The
eligible candidate may down load their admission certificate from the website
of Commission and produce the same before the Centre Supervisor for
admission to the Examination Centre;

(x) All persons appointed under the Government of Odisha on or after 1st
January, 2005 shall not be eligible for pension as defined under sub-rule(l) of
Rule-3 of the Odisha CivilService (Pension) Rules, 1992; but shall be covered by
the defined Contribution Pension Scheme in accordance with the Odisha Civil
Service (Pension) Amendment Rules, 2005;
(xi) Any misrepresentation or suppression of information by the candidate in
the online application, will result in cancellation of this candidature or penalty,
as decided by the Commission be imposed on the candidate.
(xii) Mere empanelment in the select list shall not confer any right for
appointment unless the Government is satisfied after making such enquiry as
may be deemed necessary that the candidate is suitable in all respects for
appointment to the service.
(xiii) These posts are permanent .The appointment can be terminated as per
the provisions contained in O.C.S(C.C& A) Rules, 1962.
(xiv) No request for withdrawal of candidature will be entertained under any
circumstances.
(xv) Candidates must answer the papers in their own handwriting, in no
circumstances; a candidate will be allowed the help of a scribe to write the
answers for him/her.
10. CERTIFICATES/DOCUMENTS
TOBEATTACHED:
Candidates who will qualify in the
written examination are required to submit printout/hardcopy of the online
application form along with the true copies of the followine documents duly
attested by Gazetted Officeror Notary Public or self attested. The candidates are
also required to mention on each document "submitted by me" and put their full
sienature on the same. They must not attach original certificates to their
applications.
Onlythose, who are called for the skill test in computer, will be required to bring with
them the original certificates of the attested copies sent earlier, for verification, failing
which he/she will not be allowed to appear at the computer skill test.
If a candidate fails to furnish any of the original documents in respect of
the attested copies submitted with the application for verification on the date of
the skill test he/she shall not be allowed to appear in the computer skill test.

(i) H.S.C.or equivalent certificate in support of declaration of age


issued by the concerned Board/Council;
(ii) Intermediate / + 2 ExaminationCertificateissued by the concerned
Board/Council;
(iii) Bachelor's Degree Certificate issued by the concerned
University
(iv) (a) Two recent passport size photographs (unsigned &

(b) Certificates of conduct from the Principal/Proctor/Dean or


Professor in charge of a Department of Teaching of the college
or University in which he/she last studied;
(v) Caste Certificate by birth in support of claim as
S.Cs./S.Ts./S.E.B.Cs.,wherever applicable (Please see Note-L):
(vi) Required Odia pass certificate from the Board of Secondary
Education, Odisha indicating Odia as a language subject
equivalent to M.E. School Standard or a certificate from the
Principal/Headmaster of the School indicating that the
candidate has passed Odia in M.E.standard.
(vii Discharge Certificates issued by the Commanding Officer of the
Unit last served wherever applicable.
(viii Disability Certificate (indicating percentage of disability)
issued by the concerned Medical Board, wherever applicable;
(ix) No Objection Certificate issued by the competent authority.
(x) If a candidate claims to possess qualification ,equivalent to the
prescribed qualification .the rule/authority (with number and
date) under which it is so treated ,must be furnished with the
printout/hard copy of the online Application form.

Candidates claiming to be belonging to S.C./S.T./S.E.B.C.category
by birth are required to submit copy of the relevant Caste
Certificate issued by the competent authority in the prescribed
form. Candidates of SEBCcategory (other than Creamy Layer)
must submit copy of Caste Certificate issued by the competent
authority within the last three years from the date of
advertisement by the competent authority in the prescribed
form.

(i) Women candidates belonging to S.C./S.T./S.E.B.C.are required


to submit Caste Certificates by birth showing "daughter of

11. HOWTOAPPLY:

a. Candidate must go through this Advertisement available in the Website of


OPSCbefore filling up online application.

b. Candidates must apply online through the website


htt.p:/Iopsconline.gov.in. Applications received through any other mode
would not be accepted and summarily be rejected.

c. Before filling up the online application form, the candidates must go


through the following documents available at OPSCportal;

i) Instruction to fill up online application.

ii) Guideline for scanning and uploading of Photograph, Full


Signature & Left Hand Thumb Impression.
d. Candidates are requested to upload the scanned image of latest passport
size photograph along with scanned image of his/her full signature and
scanned image of Left hand Thumb Impression(L TI) in the online
application form. Uploaded photograph, specimen (full) signature and
LTI must be clearly identifiable / visible, otherwise the application of the
candidate is liable to be rejected by the Commission and no
representation from the candidate will be entertained.

e. Candidates should keep at least 2 copies of latest passport size photograph


which is uploaded to the online application form for future use.
f. The candidates are required to take a printout of the finally submitted Online
Application Form for future use and take a printout of Online Challan (Pay-in-
Slip) for payment of requisite fee at any branch of State Bank of India (SBI). The
Fee(s) paid shall not be refunded under any circumstances nor can the fee(s) be
adjusted or held in reserve for any other examination or recruitment.
g. On successful submission of application form, an Unique Registration ID
will be displayed on the screen as well as top of the application form.
Candidates are requested to note down the Unique Registration ID and
use it in future correspondence.

h. At present, only the online applications are invited from Candidates for
admission to the written examination, candidates who will qualify in the written
test are required to send the Printout/Hard copy ofthe Online Application Form
along with specified documents/ certificates etc. as provided under para- 11 of
this advertisement along with OPSC copy of Challan showing payment of
examination fee, by Registered Post/Speed Post/Courier Service to the Special
Secretary, Odisha Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-
753001 so as to reach the same in OPSCon or before the prescribed date, which

examination.) The SC/ST candidates are not required to enclose the copy of
challan showing payment of fee.
The envelope containing the application must be superscribed
"APPLICATION FOR THE POST OF ASSISTANT SECTION OFFICER
(GOVERNOR'SSECRETARIAT/ STATE SECRETARIAT)". Application received
after the prescribed date shall not be entertained. The Commission will not
take any responsibility if the application is not received in time. The
candidate may also submit the copy of the Printout/Hard copy of Online
Application Form along with the specified documents etc. as provided under
paragraph 11 of this advertisement along with OPSCcopy of challan showing
payment of examination fee in the office of the OPSC directly /personally on
or before the prescribed date.

conferred by the proviso to Article, 309 of the Constitution of India and in supersession of
the Odisha Secretariat Service (Method of Recruitment and Conditions of Service of
Assistant Section- Officers) Rules, 2010, the Odisha Secretariat Service (Junior) Rules,
1981, the Odisha Secretariat Service ( Group-B) Rules, 1986 and the Odisha Secretariat
Service Rules,1980 except as respect things done or omitted to be done before such
supersession, the Governor of Odisha hereby makes the following rules regulating the
method of recruitment and conditions of service of the persons appointed to the Odisha
Secretariat Service, namely :-

PART I
GENERAL
1. Short title and commencement :-

(1) These rules may be called the Odisha Secretariat Service (Method of
Recruitment and Conditions of Service) Rules, 2016.

(2) They shall come into force on the date of their publication in the
Odisha Gazette.

2. Definitions:-
(1) In these rules, unless the context otherwise requires-
(a) "Commission" means the Odisha Public Service Commission;
(b) "Committee" means the Selection Committee constituted under rule 13;
(c) "Ex-servicemen" means persons as defined in the Odisha Ex-servicemen
(Recruitment to State Civil Services and Posts) Rules,1985;
(d) "Government" means the Government of Odisha;

(e) "Probationer" means a member of the service appointed on probation;


(f) "Persons with Disabilities" means a person who have been granted with
disability certificate by competent authority as per the provisions of the
Persons with Disabilities( Equal Opportunities, Protection of Rights and
Full Participation) Odisha Rules, 2003;

(g) "Scheduled Castes and Scheduled Tribes" means such Castes and Tribes
as notified by the President of India from time to time under articles 341
and 342 of the Constitution of India, respectively;

(h) "SEBC" means the Socially and Educationally Backward Classes of


citizens other than the Scheduled Castes and Scheduled Tribes as may be
specified by the Government from time to time;

(i) "Select list" means the list finally approved by the Government under rule
16;

U) "Service" means the Odisha Secretariat Service;

(k) "Sportsmen" means persons who hold the identity card as sportsmen

issued by the Director, Sports;

(I) "Schedule" means the schedule appended to these rules;

(rn) "Year" means the calendar year.

(2) All other words and expressions used in these rules but not specifically defined
shall, unless the context otherwise requires, have the same meanings as respectively
assigned to them in the Odisha Service Code.

3. Constitution of the Service:-The Service shall consist of the following posts,


namely:-

(a) Assistant Section Officer, Group-B;


(b) Section Officer, Group-B ;
(c) Desk Officer , Group-B;
(d) Under Secretary, Group-A (Junior Branch);
(e) Deputy Secretary, Group-A (Senior Branch);
(f) Joint Secretary ( Suppertime Scale) and
(9) Additional Secretary (Superior Administrative Grade).

PART-II
METHOD OF RECRUITMENT
4. Methods of Recruitment:- Stbject to other provisions made in these rules,
recruitment to different grades in the s rvice shall be made by the following methods,
namely:-

(a) in respect of the post of Assistant Section Officer in Group-B as specified in


clause(a) of rule 3-
(i) by means of competitive examination to be held at least once in a
year by the Commission in accordance with rule 6;
(ii) by selection from ~mong the Senior Grade Typists, Senior Grade
Diarists, Recorders and Senior Data Entry Operators of the
Departments of Government and
(b) in respect of the other posts by way of promotion in accordance with these
rules.
5. Reservations:- Notwithstandingl anything contained in these rules, reservation of
posts or vacancies, as the case may be, for -
(a) the candidates belonging to Scheduled Castes and Scheduled Tribes shall be
made in accordance with the provisions of the Odisha Reservation of
Vacancies in Posts and Services (for Scheduled Castes and Scheduled
Tribes) Act, 1975 and the ruler made there under; or any other law or rule in
force at the relevant time; and
(b) the candidates belonging to SEBC, Women, Sportsmen, Persons with
Disabilities and Ex-Servicemen shall be made in accordance with the
provisions made under such Acts and rules framed and orders or instructions
issued in this behalf by the Go~ernment from time to time.
PART -III
DIRECT RECRUITMENT
i
6. Competitive Examination:- (1) The direct recruitment to the post of Assistant
Section Officer through competitive examination shall be conducted by the Commission.

(2) Subject to the provisions of rUlle11, the Home Department shall communicate
the total number of vacancies, that is, the existing vacancies, if any, and the anticipated
vacancies likely to arise during the recruitment year to be filled up by direct recruitment to

the commission in the first week of December, indicating the posts to be reserved for
candidates belonging to different reserved categories.

(3) The Commission shall, on receipt of the vacancies from. the Government in
Home Department, publish the advertisement at the latest by the last week of December in
the Odisha Gazette and two widely circulated Odia Dailies, inviting applications from the
candidates eligible to appear at the written examination.

(4) The date and the place of the written examination shall be as may be decided
and notified by the Commission.

(5) The scheme and subjects for the written examination and the syllabus shall be
as specified in the Schedule.

(6) Only those candidates who have been short listed after the written test shall be
called for the skill test in computer as provided in the schedule which shall be of qualifying
nature. One has to secure at least forty percent of the total marks in the skill test to qualify
it.

7. Eligibility Conditions:-

(1) Nationality - A candidate must be a citizen of India.

(2) Age Limits - A candidate must have attained the age of twenty one years
and must not be above the age of thirty two years on the 1st day of January of the year of
recruitment:

Provided that the upper age limit in respect of reserved categories of candidates
referred to in rule 5 shall be relaxed in accordance with the provisions of the Act, rules,
orders or instructions, for the time being in force, for the respective categories.

(3) Knowledge in Odia - The candidate must be able to read, write and speak
Odia; and have -

(a) passed Middle School examination with Odia as a language subject; or


(b) passed Matriculation or equivalent examination with Odia as medium of
examination in non-language subject; or
(c) passed in Odia as language subject in the final examination of Class VII
or above ;or

(d) Passed a test in Odia in Middle English School Standard conducted by


the School and Mass Education Department.
(4) Minimum Educational Qualification - The candidate must possess a
Bachelor's Degree in any discipline from a recognized University or possess such other
qualification equivalent thereto and must have adequate knowledge in computer
application as specified in the schedule.

(5) Physical and Mental Fitness - A candidate must be of good mental condition,
bodily health and free from any physical defect that is likely to interfere with the discharge
of his duties in the service and the candidate, who after such medical examination is not
found to satisfy these requirements, shall not be appointed to the service.

8. Disqualification:- No person,-

(a) Who has entered into or contracted marriage with a person having a
spouse living, or

(b) Who having a spouse living has entered into or contracted a marriage
with a person, shall be eligible for appointment to the said post:

Provided that the State Government may, if satisfied that such marriage is
permissible under the personal law applicable to such person or there are other grounds
for doing so, exempt any person from the operation of this rule

9. Eligibility for Admission:- The decision of the Commission as to the eligibility of


a candidate for admission to the examination shall be final and no candidate to whom a
certificate of admission has not been issued by the Commission shall be admitted to the
examination.

10. Preparation of Merit List:- (1) On the basis of the results of the examination,
the Commission shall prepare a common list of successful candidates found suitable for
appointment in order of merit, subject to reservations for different categories and forward
the list to the Government. The list shall also be published by the Commission for general
information.
(2) The list so prepared under sub-rule (1) shall include the names of successful
candidates and shall be equal to the number of vacancies notified by the Commission.

(3) Final ranking of the candidates shall be on the basis of marks obtained in the
written examination.

(4) In case of candidates securing same marks in the aggregate the candidate
securing higher marks in General Knowledge shall rank above others.

(5) In case the marks secured in General Knowledge is also the same, final ranking
shall be determined on the basis of age i.e. the person older in age shall be placed above
the younger.

PART -IV
PROMOTION

11. Criteria for Selection:- (1) 10% of vacancies arising in a year subject to a
maximum of 10 posts of Assistant Section Officer in the Departments of Government shall
be filled up by selection of eligible and willing Senior Grade Typist, Senior Grade Diarist,
Recorders and Senior Data Entry Operators of the Departments of Government mentioned
under clause (a)(ii) of rule 4, provided they have rendered at least 10 years of continuous
service inclusive of at least 3 years service in the respective rank, are not above 45 years
of age and possess Bachelor's Degree in any discipline with adequate knowledge in
Computer Application as specified in the schedule.

(2) The willing candidates shall undergo a test in Computer Application as per the
syllabus specified in the Schedule.

12. Criteria for Promotion- (1) No officer shall be eligible for promotion to the post
of Section Officer unless he or she has completed twelve years of continuous service in
the post of Assistant Section Officer and has passed training as prescribed under rule- 20
as on the 1st day of January of the year in which the Committee meets.

(2) No officer shall be eligible for promotion to the post of Desk Officer unless he or
she has completed at least three years of continuous service in the post of Section Officer
as on the 1st day of January of the year in which the Committee meets.

(3) No officer shall be eligible for promotion to the post of Under Secretary unless
he or she has completed six years of continuous service in the post of Section Officer and
Desk Officer taken together as on the 1st day of January of the year in which the
committee meets.

,.., (4) No officer shall be eligible for promotion to the post of Deputy Secretary, Joint
Secretary and Additional Secretary from the posts of Under Secretary, Deputy Secretary
and Joint Secretary respectively unless he or she has completed at least three years of
continuous service in respective feeder grade as on the 1st day of January of the year in
which the committee meets.

13. Constitution of Selection Committee:- (1) There shall be constituted a


Committee for selection of officers for promotion to different posts in the service including
the posts filled up under rule 11 except the posts in Superior Administrative Grade with the
following members, namely:-

(a) Secretary to Government, Home Department Member

(b) Secretary to Government, Finance Department Member

(c) Special Secretary to Government,


General Administration Department. Member

(d) An officer of Scheduled Tribe and Scheduled


Caste Development Department not below

(2) The senior most Secretary from among the members shall be the Chairman.

(3) There shall be constituted a Committee for selection of officers for promotion to the
post of Additional Secretary in Superior Administrative Grade of the Service with the
following members, namely: -

(a) Chief Secretary Chairman

(b) Development Commissioner Member

(c) Secretary to Government, Home Department Member

(d) A Secretary to Government, nominated by the Chief Secretary Member

(e) Joint Secretary or Add!. Secretary in charge of OSS Section, --- Convenor

(4) The recommendation of the Committee shall be valid and can be acted upon
notwithstanding the absence of any of its member other than the Chairman:

Provided that the member or members so absenting must have been duly invited to
attend the meeting and the majority of the members constituting the Committee are
present in the meeting.

14. Procedure for Selection by the Committee:- (1) The Committee shall ordinarily
meet at least once in a year preferably in the month of January to prepare a list of officers,
as are held by them, suitable for promotion to the next higher grade taking into account the
existing and anticipated vacancies for the year.
(2) The Committee while considering the cases for promotion of suitable officers, shall
follow the provisions of -

(a) the Odisha Civil Services (Zone of Consideration for Promotion)


Rules,1988,

(b) the Odisha Civil Services (Criteria for Promotion) Rules,1992 and

(c) the Odisha Civil Services (Criteria for Selection for Appointment including
Promotion) Rules,2003,
(d) the Odisha Reservation of Vacancies in Posts and Services (for
Scheduled Castes and Scheduled Tribes) Act, 1975 and the rules made
there under and
(e) any other law, rule or instructions in the matter in force at the relevant
time shall also be followed.
15. Consultation with the Commission:-(1) The recommendations of the
Committee under sub-rule (4) of rule 13 shall be referred to the Commission where
consultation with the Commission is necessary, along with service particulars in respect of
all officers included in the list for its concurrence including those whose cases have not
been recommended, being found unsuitable.
(2) The Commission shall consider the lists received alongwith service particulars
and furnish its recommendations to the Government.
16. Select List:- (1) The recommendations of the Commission in respect of reference
made to it under sub-rule (1) of rule 15 shall be considered by the Government and the list
approved by the Government shall form the Select list for appointment to different posts in
the service.

(2) The list referred to under sub-rule (1) shall ordinarily be in force for a period of
one year from the date of its approval by the Government or until another Select List is
prepared afresh, whichever is earlier.
PART - V
OTHER CONDITIONS OF SERVICE

17. Inter-se-Seniority:- (1) The inter-se-seniorityof the Assistant Section Officers of


the service in respect of a particular recruitment year shall be in the following manner,
namely:-

(i) the promotee officers shall be ranked inter-se in the order in which their names
appear in the select list.

(ii) the direct Recruit officers shall be ranked inter-se in the order in which their
names appear in the merit list prepared by the Commission.

(iii) the officers appointed by selection under sub-clause (ii) of clause (a) of rule-4
shall en-bloc be senior to those appointed by direct recruitment under sub-clause (i) of
clause (a) of rule-4.

(2) The inter-se-seniority of the officers in grades other than the Assistant Section
Officer in the service shall be in the order in which their names appear in the approved
select list formed under rule 16.

18. Appointment to the Posts in the Service:- (1) Appointment to the posts in the
service by directrecruitment shall be made in the order in which the names of the persons
appear in the merit list furnished by the Commission.

(2) Appointment to the posts in the service by promotion shall be made in


accordance with the rules framed and procedure outlined by the Government from time
to time.

19. Probation and Confirmation:-(1) On appointment against a substantive


vacancy, an officer shall be placed on probation for a period of two years, if he or she is a
direct recruit and one year, if he or she is a recruit by promotion, from the date of joining
the post:

Provided that the Government may, if think it fit in any case or class of cases extend
the period of probation:

Provided further that such period of probation shall not include the period of. -

(a) extraordinary leave;

(b) unauthorised absence; or

(c) any other period held to be not being on actual duty.

(2) The appointment of a probationer may for good and sufficient reasons to be
recorded in writing, be terminated by the Government at any time without previous notice
during the period of probation including extension of such period, if any, and in case of a
probationer appointed by way of promotion, after such termination, the officer shall
deemed to be reverted to his or her former cadre or post.

(3) On successful completion of probationary period and on passi"ng the prescribed


training under rule 20, an officer shall be eligible for confirmation subject to availability of
substantive post in the service.

20. Departmental Training:- Every person appointed to the service under clause (a)
of rule 4, shall, during the period of probation undergo Secretariat Training as prescribed in
the Odisha Secretariat Instructions or as may be prescribed by the Government from time
to time:

Provided that the Government may, if so think fit for reasons to be recorded in writing,
exempt any person or class of persons from passing the Secretariat Training.

21. Other Conditions of Service:- The conditions of service in regard to matters not
covered by these rules shall be the same as are or as may from time to time be prescribed
by the Government.

PART-VI

MISCELLANEOUS

22. Relaxation:- When it is considered by the Government that it is necessary or


expedient so to do in public interest, it may, by order, for reasons to be recorded in writing,
relax any of the provisions of these rules in respect of any class or category of officers in
consultation with the Commission.

23. Interpretation:- If any question arises relating to interpretation of these rules, the
same shall be referred to the Government in General Administration Department whose
decision thereon shall be final.

SOCIAL SECURITY & EMPOWERMENT OF PERSONS WITH DISABILITIES
DEPARTMENT
RESOLUTION
The 5th September, 2017

Sub: Reservation and other concessions for the Persons with Disabilities in various
posts or services under State Government or Public Sector undertakings.

The Government of India have enacted "the Rights of Persons with Disabilities Act,
2016" by repealing the Persons with Disabilities (Equal Opportunities, Protection of Rights
and Full Participation) Act, 1995 which has come into force with effect from 19th April
2017. The new Act has provided 4% reservation for Persons with Disabilities. Keeping in
view the change the Government have been pleased to issue the following instructions in
superseding all previous orders and instructions.
1. Quantum of Reservation.
(1) Not less than four per cent of the vacancies in case of direct recruitment to Group A,
B, C and D posts shall be reserved for Persons with Disabilities (PwDs) of which one
percent each shall be reserved for persons with benchmark disabilities under clauses
(a), (b) and (c) and one per cent for persons with benchmark disabilities under
clauses (d) and (e), namely:-
(a) Blindness and Low Vision,
(b) Deaf and hard of hearing,
(c) Locomotor disability including Cerebral Palsy, leprosy cured, dwarf, acid
attack victims and muscular dystrophy
(d) Autism, intellectual disability, specific learning disability and mental illness,
(e) Multiple disabilities from amongst persons under clause (a) to (d) including
deaf-blindness in the posts identified for each disability time to time.

(2) Out of 4% (four per cent) reservations for Persons with Disabilities, one per cent
reservation shall be earmarked for women with disabilities.
2. Definition, percentage of Disabilities and Certifying Authority to issue disability
certifi cate.
(1) Disability means disability as defined in Section 2(zc) and the specified disability
enlisted in the schedule of the "Rights of Persons with Disabilities Act, 2016".
(2) Persons with more than 40% of any disability as certified by a competent Certifying
Authority appointed under Section 57(1) of "Rights of Persons with Disabilities Act,
2016" irrespective of nature of disability, shall be eligible for reservation.
(3) Authority to give disability certificate. The disability certificate shall be issued by the
competent Certifying Authority as notified by the Central and State Government from
time to time.
(4) Verification of disability certificates: The Appointing Authorities shall verify the
disability certificate before appointment to prevent false or fake claims and to ensure
appointment of genuine persons with disability. They may initiate action against such
persons who attempts to commit fraud and avail of the benefits meant for Persons
with Disabilities. The appointing authorities shall get all disabilities verified by "the
Appellate Authority" being appointed under section 59(1) of "Rights of Persons with
Disabilities Act, 2016" by this department from time to time before issue of
appointment orders to the candidates.
3. Computation of reservation.
(1) Reservation for persons with disabilities in case of Group-C and Group-D posts
shall be computed on the basis of total number of vacancies occurring in all Group-
C and Group-D posts, as the case may be, in the establishment, although the
recruitment of the persons with disabilities would only be, in the posts identified for
them.
(2) The number of vacancies to be reserved for persons with disabilities in case of
direct recruitment to Group-C post in an establishment shall be computed by taking
into account the total number of vacancies arising in Group-C posts being filled by
direct recruitment in a recruitment year, both in the identified and non-identified
posts under the establishment. The same procedure shall be applied for Group-D
posts.

(3) Reservation for Persons with Disabilities in Group-A and Group-B posts shall be
computed on the basis of total number of vacancies occurring in direct recruitment
quota in the entire identified Group-A and Group-B posts respectively in the cadre.
(4) All Departments or Establishments of the Government of Odisha shall compute the
number of vacancies available in all the cadres under their control including
attached offices, subordinate offices, public sector undertakings, Government
companies, Boards etc. and fill up all such vacancies through special recruitment
drives.
4. Inter se-Exchange and carry forward.
(1) Reservation for each categories mentioned in sub-Para. (1) of Para. 1 shall be
made separately. But, if the nature of vacancy in an establishment is such that a
person with specific category cannot be employed, the vacancies may be
interchanged among these categories. The Head of the Department shall be the
Competent Authority to allow exchange. If the post is identified for more than one
category, preference should be given to the category, which is less represented.
(2) If any vacancy reserved for any category of disability cannot be filled due to
unavailability of suitable persons with that disability or, for any other sufficient
reasons, such vacancies shall not be filled and shall be carried forward as a
"backlog reserved vacancy" to the subsequent recruitment year.
(3) In the subsequent recruitment year "the backlog reserved vacancy" shall be treated
as reserved for the category of disability for which it was kept reserved in the initial
year of recruitment. However, if a suitable person with disability is not available, it
may be filled by interchange among these categories.
(4) The vacancy reserved for persons with disability shall be filled by the persons with
disabilities only and de-reservation shall not be made in case of direct recruitment.
The reserve vacancy shall remain vacant till it is filled by recruitment of the persons
with disability. Employer shall make sincere efforts even within the same
recruitment year to fill up reserved vacancy.
(5) If it is not possible to fill up the reserve post by persons with disabilities, even after
following procedure of sub-Para. (4) above, the post may be filled by persons other
than a person with disability and the reservation should be carried forward for up to
three recruitment years, where after the same can be filled up after exemption from
reservation following Para. 10.

5. Persons with disability selected on their own merit shall not occupy Reserve
roster.
Persons with disabilities selected on their merit without relaxed standards, along
with other candidates shall not be adjusted against the reserved share of vacancies. The
reserve vacancies shall be filled up separately from amongst the eligible candidates with
disabilities, which will thus comprise persons with disabilities who are..lower in merit than
the last candidate in merit list but otherwise found suitable for appointment, if necessary,
by relaxed standard available for Persons with Disabilities in addition to the SC and ST
candidates. It will apply for direct recruitment wherever reservation for persons with
disabilities is admissible.
6. Horizontal reservation for persons with disabilities.
(1) Reservation for backward classes of citizen (SCs, STs, OBCs) is called 'vertical
reservation' and the reservation for categories such as persons with disabilities, ex-
servicemen, sportspersons etc is called horizontal reservation. Horizontal reservation
cuts across vertical reservation and is called interlocking reservation, and the persons
selected against the quota for persons with disabilities shall be placed in the
appropriate category of SC, ST, OBC and General.
(2) Since the persons with disabilities have to be placed in the appropriate category viz,
SC, ST, OBC and General in the roster meant for reservation of SCs, STs, and
OBCs, the application form for the post should clearly indicate that the candidates
applying under the quota reserved for persons with disabilities to indicate whether
they belong to SC, ST, OBC or General category.
7. Mention Sub-category of disabilities in advertisement.
While inviting application for filling up of reserved vacancies meant for persons with
disabilities the sub-category of disability shall be mentioned, as example given below:

8. Appointment of persons with disabilities against un-reserved vacancies.
Unreserved vacancies are open to all including the reserved category like persons
with disabilities, if post is identified to be suitable for them. Debarring 'of any category of
persons with disabilities shall be violation of Government instruction. Persons with
disabilities shall not be debarred from applying for the posts identified as suitable for them.
9. Identification of post.
(1) Each establishment under State Government or Public Sector undertakings shall
identify posts in Group A, B, C and D posts to be reserved for persons with
disabilities in consultation with this Department. The Appointing Authority may also

give appointment against any post which is not included in the list of post as
identified, if it is considered that the physical requirement of the post can be suitable
for a person with disabilities.
(2) If identified post is upgraded or its nomenclature has been changed but physical
requirement to perform that job remain the same, that post shall remain as identified
post for such categories.
(3) Preference shall be given to persons with disabilities, while appointing persons in
that post which are identified as suitable for them, even in excess of the 4% quota.
10. Exemption from reservation orders.
Where a Department of the Government consider that it is not possible to provide
employment for persons with disabilities to the extent of reservation in view of the nature of
duties expected to be performed by the employees in that particular Department, that
Department could be partly or fully exempted from implementing the reservation order. The
grant of such exemption shall be decided by the Social Security and Empowerment of
Persons with Disabilities Department based on recommendation of an inter-Departmental
Committee constituted for the purpose.
11. Manner of filling of vacancy earmarked for persons with disabilities.
(1) Keeping in view the provisions of the "the Rights of Persons with Disabilities Act,
2016" four categories of persons with disabilities as given below shall be appointed
covering following categories in order namely:-

(2) If reserved posts in any point are not filled due to unavailability of Persons with
Disabilities or the posts are not identified as suitable for given categories of
disabilities, those posts shall be reserved for subsequent roster Groups and all

reserved posts shall be filled up by persons with disabilities from next roster Groups
accordingly.
(3) Appointing Authorities shall maintain separate model rosters register for each
Group A, B, C and D posts being filled by direct recruitments.
(4) Persons with disabilities selected on their own merit without any relaxed standards
along with other candidates, shall not occupy reserve roster point.
12. Relaxations, Exemption and Concessions.
The relaxation, exemption and concessions which have been granted to Persons
with disabilities are given below namely:-
(1) Age relaxation.
The relaxation of upper age limit prescribed in rule 3 of the Odisha Civil Service
(Fixation of Upper Age Limit) Rules, 1989 for the category of physically
handicapped person is 10 years and the same provision shall apply to the Person
with Disability for relaxation of upper age limit for entry into Government Service.
(2) Exemption from Typing or Computer qualification.
The persons with disabilities, who are otherwise qualified to hold clerical posts and
who are certified by the Certifying Authority or by a civil surgeon where there is no
such board, as being unable to type due to permanent physical disability
(Locomotor disabilities, cerebral palsy) which prevent them from typing, shall be
exempted from the typing test (typing on computer, or typewriter machine) or
computer qualification.
(3) Relaxed standard of selection.
The persons with disabilities shall be provided relaxations in standards in the case
of direct recruitment as is being provided to candidates of SC or ST by the
Government of Odisha.
(4) Guidelines for conducting written examination.
The facility of Scribe/Reader/Lab Assistant should be allowed to any person who
has disability of 40% or more if so desired by the person for all regular and
competitive examinations. The candidate should have the discretion of opting for his
own scribe/ reader /Iaboratory assistant on request to the Examination Body for the
same.
(i) The examining body may also identify the scribe/ reader/laboratory assistant to
make panels at the District/Division/State level as per the-requirements of the
examination. In such instances the candidates should be allowed to meet the
scribe a day before the examination so that the candidates get a chance to
check and verify whether the scribe is suitable for him or not. Criteria like
educational qualification, marks scored, age or other such restrictions for the
scribe or reader or laboratory assistant should not be fixed. But it should be

ensured that a scribe should not possess same! similar! higher qualification and
must not also be from same discipline for any competitive examination.
(ii) The invigilation system should be strengthened, so that the candidates using
scribe! reader! laboratory assistant do not indulge in malpractices like copying
and cheating during the examination. There should also be flexibility in
accommodating any change in scribe or reader or laboratory assistant in case
of emergency. The candidates should also be allowed to take more than one
scribe or reader for writing different papers especially for languages.
(iii) Persons with disabilities should be given the option of choosing the mode for
taking the examinations i.e. in Braille or in the computer or in large print or even
by recording the answers as the examining bodies can easily make use of
technology to convert question paper in large prints, e-text or Braille and can
also convert Braille text in English or regional languages. The candidates
should be allowed to check the computer system one day in advance so that
the problems, if any, in the software!system could be rectified.
(iv) The procedure of availing the facility of scribe should be simplified and the
necessary details should be recorded at the time of filling up of the forms.
Thereafter, the examining body should ensure availability of question papers in
the format opted by the candidate as well as suitable seating arrangement for
appearing in the examination.
(v) Compensatory time allowed should not be less than 20 minutes per hour of
examination for persons who are making use of scribe! reader! laboratory
assistant. All the candidates with disability not availing the facility of scribe may
be allowed additional time of minimum of one hour for examination of 3 hours
duration which could further be increased on case to case basis.
(vi) The candidates should be allowed in the examination to use assistive devices
like talking calculator (in cases where calculators are allowed for examinations),
tailor frame, Braille slate, abacus, geometry kit, Braille measuring tape and
augmentative communication devices like communication chart and electronic
devices.
(vii) Proper seating arrangement (preferably on the ground floor) with barrier free
access should be made prior to the commencement of examination to avoid
confusion or distraction during the day of the exam. The time of giving the
question papers should be marked accurately and timely supply of
supplementary papers should be ensured.
(viii) The examining body should also provide reading material in Braille or e-text or
on computers having suitable screen reading software for open book
examination. Similarly online examination should be in accessible format i.e.
websites, question papers and all other study material should be accessible as

per the international standards laid down in this regard. Alternative objective
questions in lieu of descriptive questions should be provided for Hearing-
Impaired persons, in addition to the existing policy of giving alternative
questions in lieu of questions requiring visual inputs such as picture, graphics,
maps, etc., for persons with Visual Impairment.
(ix) The officials (supervisors, invigilators) handling the written examination must be
made aware that any oral instruction given during the written/skill test must be
communicated to hearing impaired persons in writing. Pursuant to requirement
of provisions contained under clause (a) of Section 29, written exam of hearing
impaired candidates shall be conducted in the local language which they have
learnt and options may be asked in application form itself.
(5) Exemption from Examination fee.
Persons with disabilities shall be exempted or treated at par with SC/ST candidates
on payment of application fee and examination fee in respect of competitive
examination. This exemption shall be available for both reserved and unreserved
posts, if those posts are identified for persons with disabilities.
13. Pre recruitment/skill up-gradation Training.
The Recruiting Agencies or the Appointing Authorities shall ensure pre-recruitment
skill up-gradation training for candidates with disabilities, who have applied to the posts, to
enhance their knowledge and skills, so that they can have better opportunities to get
selected.
14. Relaxation on ban orders.
Provision of ban orders regarding filling up vacant posts will not be applicable in the
case of reserved vacancies to be filled by persons with disabilities to the extent of the
quota reserved for them.
15. Nodal Officer.
(1) Each Department of the Government shall nominate a State Nodal Officer not
below the rank of a Joint Secretary. There shall be District and Block Level Nodal
Officers, not below the rank of Deputy Secretary and Under Secretary respectively.
They will conduct roster verification of each office, at least once .annually.
(2) Block level Nodal Officer will submit office wise compliance report to the District
Nodal Officer and District Nodal Officer will send office wise compliance report to
State Nodal Officer of the concerned department in the form prescribed by
Government.
(3) The State Nodal Officers of concerned Department will send compiled report to
Social Security and Empowerment of Persons with Disabilities Department with
their recommendation and suggestions, if any on the roster verification.
(4) In case any Nodal Officer finds any discrepancies, lapse, negligence in
implementation of Government instruction related to persons with disabilities, it

should be brought to the notice of the Appointing Authorities under intimation to


State Nodal Officer of concerned Department and Social Security and
Empowerment of Persons with Disabilities Department immediately.
16. Posting or transfer of employees with disabilities.
The employees with disabilities should preferably be posted or transferred near to
their native places or at least in their native districts subject to administrative constraints.
The Government employees having children or spouse with disabilities should be posted
or transferred to such places where facilities of health or education or vocational training
are available. Persons with Disabilities may be given posting according to their choice, if
possible.
17. Notification of Vacancy for Persons with Disabilities.
Every employer shall notify the vacancies reserved for person with disabilities to
Special Employment Exchange for Physically Handicapped, National Career Service
Centre for Differently Abled, Government of India, Pokhariput, P. O. Khandagiri,
Bhubaneswar- 751030 and State Institute of Disability Rehabilitation, Capital Hospital
Campus, Unit-6, Bhubaneswar- 751001.
18. Reservation in contractual or out-source posts.
The provision contained in this resolution is also applicable for the posts identified
by the Government for Persons with Disabilities from time to time where the vacancy is
proposed to be filled up by way of contractual or out-source appointment.
19. Discretionary allotment of General pool Residential Accommodation (GPRA).
Estate officers of various Departments shall mark 4% quota for residential
accommodation to persons with disabilities. Discretionary allotment of General Pool
Residential Accommodation shall also be made to employees with disabilities as decided
by the Government from time to time, which will be out of turn allotment. The employees
who are having spouse or children with disabilities should also be considered for
discretionary allotment of GPRA, in case employees with disabilities are not available.
20. Non-Handicapping Worksites or Places or Machines.
The appointing authorities should ensure barrier free, non-handicapping worksites,
places, machines, etc. by making adoptions, modifications and barrier free environment,
suitable for persons with disabilities.
21. Reservation Entitlements.
No reservation entitlements including recruitment and other benefits for persons
with disabilities shall be claimed by any person if he or she recovers from the disablement
condition. Similarly, if any person in employment at any point of time acquires disability
shall be eligible for benefits subject to production of disability certificate from the
competent Certifying Authority.

22. Miscellaneous.
(a) The posts identified for Persons with Disabilities earlier shall also be deemed to be
identified for Persons with Disabilities.
(b) The Government establishment or Employers shall ensure that all type of required
Software, Hardware, Assistive devices, etc., are provided to Persons with
Disabilities who are appointed or working in their establishments to enable them to
perform the assigned jobs.
(c) If any Person with Disability is already working in any Government post, that post
shall be deemed to be identified for Persons with Disabilities.
(d) If any base level post has been identified for Persons with Disabilities, the
promotional post of the cadre will also be deemed to be identified for Persons with
Disabilities.
23. Submission of Annual Report.
All Departments of the Government shall send consolidated status reports to Social
Security and Empowerment of Persons with Disabilities Department by 31st March every
year in respect of all attached and subordinate offices under their control.

RESOLUTION
The 13th February 2006

SUBJECT: Reservation of vacancies for rehabilitation of Persons with Disabilities in Group-A,


Group-B, Group-C and Group-D posts/services under the State Government and
Public Sector Undertakings.

READ: 1. Resolution No. 16443-Gen., dated the 24th July 1978.

2. Resolution No. 15338-Gen., dated the 4th May 1981.

Consequent upon the decision of the Government of India in the year, 1978, the State
Government made reservation of 1% of vacancies for rehabilitation of physically handicapped
persons in the public service.

2. Government of India, on consideration of the matter, have decided that for the purpose of
employment of the blind, the deaf and the orthopaedically handicapped persons, the reservation in
Group C. and D. posts and services for physically handicapped persons should be made to the
following extent under the Central Government.

3. Accordingly, it was decided by the State Government that the reservations for filling the
Group 'C' and Group 'D' posts and services under the State Government and Public Sector
Undertakings should be made for rehabilitation of physically handicapped persons of the above
categories at the initial staqe of recruitment. Detail guidelines for implementation of above decision
were prescribed in General Adrnmistratlon Department Resolution No.15338/Gen., dated the
4th May 1981. Govem~ vk:le their General Adninislralion DeJBtment ResolutionNo. 161891 Gen.,
dated the 16th July 1982, extended the aforesaid reservation of 3% of vacancies for physically
handicapped persons to .gazetted post in Class - II and specially declared gazetted services and
posts under the State Government to which direct recruitment is made.

4. To help the appointing authorities in appointing physically handicapped persons against


3% of the quota as fixed against such posts/services as are available in various Departments
under the State Government and Public Sector Undertakings, a list of jobs in Class III and Class IV
posts/services suitable for each of the categories i.e. the blind, the deaf and orthopaedically
handicapped was provided in Resolution No. 15338/Gen., dated the 4th May 1981.

5. Pursuant to requirements of provisions contained under Section 32 of the Persons with


Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, efforts have
been made to update the list of posts already identified and prepare a comprehensive list of posts
suitable for Persons with Disabilities taking into consideration the developments in technology.
Accordingly, a consolidated list of jobs in Group-A, Group-B, Group-C and Group-D
posts/services suitable for each of the categories has been prepared and furnished in the
Annexure for guidance of 'all the appointing authorities under the State Government and Public
Sector Undertakings.

6. The reservation of posts and services should be made separately for each of the
aforesaid three categories of the physically handicapped persons with provision for inter-exchange
of vacancies if candidates belonging to a particular category of persons are not available or if the
nature of vacancies in an office is such that a given category of persons cannot be employed. If in
any year, the vacancies reserved for these categories are not filled up, the reservations should be
carried over for a period up to three recruitment years. In order to implement these reservation
orders, the jobs which can be performed by various categories of physically handicapped persons
without loss of productivity, should be identified by the Government/Departments concerned. The
categorisation of the Persons with Disabilities/Physically Handicapped Persons for
employment will be on the basis of definition as per Annexure.

7. Where a Department consider that it is not possible to provide employment for the
persons with disabilities to the extent of reservation in view of the nature of duties expected to be
performed by the employees in that particular Department, that Department could be partly or fully

~xempted from implementing the reservation orders. The grant of such exemption shall be decided
by the General Administration Department based on recommendations of an inter-Departmental
Committee of W. & C.D., General Administration, Health & Family Welfare Department and the
Administrative Department concerned.

8. In the categories of jobs which are identified by the Government / Departments as being
particularly suitable for persons with disabilities other things being the same preference should be
given to handicapped persons for such jobs even in excess of the quota reserved for them in
accordance with the instructions contained in paragraph 2 above.

9. With a view to ensuring reservation of vacancies for the persons with disabilities in
Group-A, Group-B, Group-C and Group-D posts/services under the State Government and
Public Sector Undertakings, it has been decided that a continuous account of the vacancies arising
in the above posts/services from year to year may be kept. For the purpose, the appointing
authorities shall follow guidelines issued by the State Government from time to time.

10. Regarding medical examination of persons with disabilities, they are to be viewed with
utmost sympathy for medical examination. On nomination by the W. & C. D. Department, person
with disabilities should not be subjected to the usual medical examination on first appointment and
the question should be decided on the basis of the reports of the Medical Board attached to the
W. & C. D. Department for the person with disabilities. In case a person with disabilities appointed
in any post /service is found medically unfit for such post or service he is holding and from which
he is proposed to be discharged or has been discharged may, wherever practicable, be considered
for another identical/equivalent post for which he may be found suitable against direct recruitment
quota without insisting on the condition of appointment through the W. & C. D. Department. For this
purpose, his previous service under State Government or Public Sector Undertakings should be
deducted from his actual age and if the resultant age does not exceed the prescribed maximum
age limit by more than three years, he should be deemed to satisfy the condition of upper age limit
for appointment to the posts or services in question under the State Government.

11. The appointing authorities may also give appointment against any post which is not
included in the list if it is considered that the physical requirements of the post can be suitable for a
person with disabilities for normal transaction of his duties.

12. This replaces General Administration Department Resolution No. 15338., dated the
4th November 1981.
