CHAPTER I

BACKGROUND OF THE STUDY

Introduction

Ecological solid waste management act of 2000 (RA 9003) that was subsequently

approved by the Office of the President on January 26, 2001. This law was crafted response

to the growing rate of garbage problems in the country. Although there is a law about

mismanagement of waste disposal Philippines ranked the 3rd top source of plastic leaking

into oceans in a February 2015 study. The country generates 2.7 million metric tons of plastic

garbage each year, 20% or 521,000 tons of which ends up in the ocean. ( Feratero et al,

2019). Philippines are facing improper waste disposal right now, it is one of the existing

problems with difficulty as humans are the root of this problem. It caused bigger problems

that affect not only the environment but also the health and life of the people. This problem

may be resolve or it will remain problem to the country in the next few years. People will

suffer in the next years of existence if we continue this kind of activity. Health security

maybe not secured or guarded when it comes to drinking contaminated water because of the

improper disposal of the waste.

Waste disposal is one of the major concerns in environmental problems in all over the

world. Improper waste disposal is not an eco-friendly and can affect everything. This way of

waste disposal can lead to a causes breeding and may cause infectious diseases like cholera,

small pox, and plague, etc,.( Feratero et al, 2017). Lack of knowledge, undisciplined and

unplanned dumping of waste are the main reasons of improper waste disposal. Poor

knowledge about waste disposal is the major Problem for human health. Proper waste

disposal is important for protection of environment and it is due to the fact that certain types
2

of wastes can be hazardous and can contaminate the environment if not handled properly.

Hazardous Waste also has a potential to cause disease or get into water supplies and also if

not properly disposed it can leak and contaminate soil and water, which can lead to issues

with both the environment and human health.

Proper waste disposal is significant to achieve proper waste management which is

beneficial to the environment and people’s health. Through proper waste management, there

will be a great reduction of landfills present in the surroundings and can be beneficial to

people’s health (Garbage Disposal, Recycling, 2017) as it prevents the airborne pathogens

from being transmitted when the air is clean and no medium for pathogens. Waste

management or Waste disposal can be defined as the activities and actions required to

manage waste from its inception to its final disposal (Rinkesh, 2018). This includes amongst

other things, collection, transport, treatment and disposal of waste together with monitoring

and regulation. It also encompasses the legal and regulatory framework that relates to waste

management encompassing guidance on recycling which is used for recovering energy and

earning money. Waste material disposed is managed to avoid its adverse effect over human

health and environment.

Learning the possible reasons and factors of why the problems exist is significant to

formulate a solution or alternative to their problem. Identifying genuine solutions to a

problem means knowing what the real causes of the problem are. Taking action without

identifying what factors contribute to the problem can result in misdirected efforts, and that

wastes time and resources. However, by thoroughly studying the cause of the problem, you

can build ownership, that is, by experiencing the problem you will understand it better, and

be motivated to deal with it (Lopez, 2018).

Hence, it is of great interest to seek the negative effects of improper waste disposal in

both land and aquatic environment experienced by the residents nearby.

4

Statement of the Problem

The objective of this study is to let the residents in the Barangay 13, Dapa, Surigao

del Norte know how to properly dispose their garbage in both land and aquatic environment.

Some factors affect other residents’ way on garbage disposal, these factors are lack of

knowledge on proper waste disposal, lack of garbage trucks that may collect their garbage

and the people were accustomed on incinerating their own garbage.

1. What is the impact of awareness of improper waste disposal?

2. What are the ways and mean used in disposing wastes?

3. What are the factors that cause these problems?

Significance of the Study

This study will give knowledge and awareness of the residents in Barangay 13, Dapa,

Surigao del Norte about the solid waste management and proper waste disposal, with this

proposal, the study will not only benefit the people living in Barangay 13 but also the

environment itself. One of a possible effect of the study is it can enrich the fertility of the soil

and water that can result to other positive outcomes.

Scope and Delimitations

The main concern of the study is to find out the effects of the improper waste disposal

which is the most evident in Barangay 13, Dapa, Surigao del Norte. The study will only focus

on the improper waste disposal and it will not discuss the other problems in the barangay

aside from the improper waste disposal nor discuss a different way to deal with the said

problem of the study. Although these factors may affect the study, the researcher decided to
5

exclude these factors from the study because it focus on the simplest way to deal with the

most evident problem in the barangay. The study would be done through survey

questionnaire with thirty (30) respondents that are experienced to improper waste disposal
