PROCEDURES FOR
MAINTENANCE OF LANDSCAPED SITES

1. SCOPE
1.1 These Procedures set out procedures for the maintenance and the supply of goods and services for
landscaped sites carried out by either contract or direct labour.

1.2 These Procedures shall be applied at any site where landscape works have been carried out in
order to ensure the continued effectiveness of the work. Where limited landscape works have been carried
out, such as security fencing, grassed or stone chip areas, reference should be made to the relevant clauses
of these Procedures for guidance on the maintenance required.

1.3 Local environmental conditions and standards of presentation may justify some variation from the
procedures given (e.g. it may be necessary to consult the National Rivers Authority (River Purification
Board, in Scotland)) before carrying out any operation in or adjacent to a water course.

2. REFERENCES
These Procedures make reference to the documents listed in Appendix A. Unless otherwise specified the
latest editions of these documents apply, including all addenda and revisions.

3. DEFINITIONS
3.1 General
For the purposes of these Procedures the definitions given in 3.2 and 3.3 apply.

3.2 Miscellaneous
approval: approval given in writing by the Engineer or the Supervising Officer.

Contractor: the person, firm or company with whom Transco enters into a contract to which these
Procedures apply, including the Contractor's personal representatives, successors and permitted assigns.

Engineer: the person appointed from time to time by Transco and notified in writing to the Contractor to
act as Engineer for the purposes of the contract.

site: the area of land defined in the contract drawings.

Supervising Officer: the person appointed from time to time by the Engineer and notified in writing to the
Contractor to act as Supervising Officer for the purposes of the contract.

3.3 Mandatory and non-mandatory requirements


can: indicates a physical possibility.

may: indicates an option which is not mandatory.

must: indicates a requirement in law and in matters of health and safety.

shall: indicates a Transco requirement.

should: indicates a strong preference, but allows deviation exceptionally.

will: indicates an intention by Transco to do something.

4. GENERAL REQUIREMENTS

4.1 Site entry


The Contractor shall not enter the site unless he has received the approval of the Engineer/Supervising
Officer and, where appropriate, complied with a Transco 'Permit-to-Work'.

For guidance notes on the Transco 'Permit-to-Work' refer to G11.

4.2 On site supervision


The Contractor shall nominate an experienced person to be on site to supervise the landscape maintenance
work being carried out and shall inform the Supervising Officer of the nominee.

4.3 Damage prevention


At all times, the Contractor shall ensure that the soil condition will support any machinery or other
equipment he has on site and shall take all precautions necessary to prevent damage to existing services.
Existing services will be identified by the Supervising Officer.

4.4 On site discipline and security


The Contractor shall ensure that no employee trespasses or deposits soil, litter, stones, etc., on land
adjoining the site. The site shall be kept secure at all times. Machinery and other equipment shall be
immobilised when left unattended.

4.5 Conformance with Standards


All goods and materials shall conform to the appropriate British Standards or Transco specifications and
shall be approved by the Supervising Officer.

4.6 Preservation and protection of existing trees and shrubs


Care shall be taken to avoid mechanical or chemical damage to the existing landscaped works. Damaged
plant material should be replaced, as required by and to the approval of the Supervising Officer and in
accordance with LAN 1.

4.7 Use of chemicals


All chemicals used on site shall be used in accordance with the following:

1) All current legislation, including the Control of Pesticides Regulations 1986, Control of
Pollution Act 1974, Control of Substances Hazardous to Health (COSHH) Regulations
1988 and the Water Resources Act 1991.
2) Transco H, S & E Procedure: PROC/H, S & E/207 Use of Herbicides; LAN1.
3) Code of Practice for the Use of Approved Pesticides in Amenity and Industrial Areas.
4) The approval of the Supervising Officer.

5. SITE MAINTENANCE REQUIREMENTS


5.1 General
A suggested landscape maintenance programme is given in Table 1. This is a comprehensive programme;
the actual level of maintenance required for each site will be determined by the Engineer.

5.2 Security fence lines


Preferably during the autumn, or as directed by the Engineer, all large weeds (e.g. 300 mm in height) which
are within a strip of ground 250 mm wide on either side of the security fence shall be removed by hand
prior to the strip of ground being treated with the relevant weedkiller detailed in the Transco H, S & E
Procedure: PROC/H, S & E/207.

5.3 Stone chip areas


Preferably during the spring, or as directed by the Engineer, all weeds which are more than 100 mm in
height shall be removed by hand and the stone chip areas treated with the relevant weedkiller detailed in the
Transco H, S & E Procedure: PROC/H, S & E/207.

Once a year where the chip size is appropriate, stone chip areas shall be hand raked and all large stones and
extraneous materials removed.

Once a year other areas and, in particular, site roads and drainage gullies, shall be cleared of chippings that
have been displaced.

5.4 Hard landscape areas


The removal of algae from hard landscape areas shall be carried out, where necessary, using the relevant
chemical detailed in the Transco H, S & E Procedure: PROC/H, S & E/207.

5.5 Grassed areas


5.5.1 The frequency of grass maintenance shall be decided by consideration of climatic conditions and
the desirability of blending the site into its surroundings (e.g. close mown grass may be inappropriate in a
rural setting). It will therefore vary from year to year and site to site and be at the discretion of the Engineer.

Whenever practicable, grassed areas shall be let under licence for grazing to minimise cutting costs.

5.5.2 Weed control shall be carried out where necessary to eliminate noxious weeds, such as thistle,
dock, creeping buttercup, Japanese knotweed and nettle within established grassed areas using the relevant
weedkiller detailed in the Transco H, S & E Procedure: PROC/H, S & E/207.

5.5.3 To avoid unnecessary damage to mowing equipment, stone picking shall be carried out annually,
where necessary, before the first grass cut of the year. Inside the security fence, all stones 15 mm diameter
and larger shall be removed and, outside the security fence, all stones 50 mm diameter and larger shall be
removed. Following stone picking and where stony conditions prevail, the ground shall be rolled in moist
conditions using a powered roller.

5.5.4 Grassed areas shall be maintained either by cutting alone or, in areas of poor access, by cutting
followed by the application of a growth retardant as detailed in Appendix B.

The application of growth retardants to grass shall only be undertaken upon receipt of written instructions
from the Engineer.

5.5.5 The dates of all site visits for cutting or the application of growth retardants shall be recorded at
the site or in writing to the Engineer within three days of each visit.

5.5.6 Care must be taken to protect trees and shrubs from damage by grass cutting machinery. The type
of grass cutting machine to be used, for maintenance, shall be approved by the Engineer before it enters the
site. The blades of machines shall be adjusted to leave a maximum grass length as follows:

a) inside and between the security fences - 25 mm;


b) outside the security fence - 75 mm.

All grass cuttings shall be transported from the site or otherwise disposed of as directed by the Engineer.

5.5.7 When difficulties are experienced in maintaining reasonable levels of grass growth in fine turf, a
balanced fertiliser, as detailed in Appendix C shall be applied.

5.6 Hedgerows
5.6.1 To promote thickening of growth, immature hedgerows shall be trimmed annually for a period of
five years as given in Table 1. 80% of the previous growing season's growth should be removed from the
sides and 50% from the top, unless otherwise directed by the Engineer.

Mature hedgerows shall be trimmed or layered as necessary to maintain site presentation and conditions as
directed by the Engineer. Hedges shall be trimmed so that they are thicker at the base than at the top. The
growth of trees within hedgerow shall be encouraged through the marking and protection of dominant
shoots as directed by the Engineer.

All hedge cuttings should be transported from site.

5.6.2 A strip of ground, 250 mm wide on either side of all immature hedgerows, shall be treated for the
first two years following planting with fertiliser and weedkiller, unless otherwise directed by the Engineer.
Fertiliser to be as detailed in Appendix C and weedkiller as detailed in the Transco H, S & E Procedure:
PROC/H, S & E/207.

5.6.3 Dead hedge plants shall be reported in writing to the Engineer. Hedging stock shall be replaced as
directed by the Engineer in accordance with LAN 1. Young trees within the hedgerow shall be clearly
marked in order to prevent them being accidentally chopped during trimming.

5.7 Trees and shrubs planted in beds


5.7.1 Trees and shrubs planted in beds shall be inspected at half-yearly intervals. Suspect stock shall be
checked for the presence of green tissue under the bark. Dead or damaged plants shall be marked with tree
paint and reported in writing to the Engineer. Plants shall be replaced as directed by the Engineer.
Replacement of plants shall be in accordance with LAN 1. New plants shall be re-firmed as necessary.

5.7.2 During the spring of the first two years following planting fertiliser, as detailed in Appendix C,
shall be applied to a 300 mm radius around each plant within the planted area.

5.7.3 Once a year, during the early spring, a suitable weedkiller, as detailed in the Transco
H, S & E Procedure: PROC/H, S & E/207, shall be applied to the whole planted area. In the first and second
years after planting, further applications of weedkiller shall be applied as considered necessary by the
Engineer.

5.8 Trees planted individually


5.8.1 Trees planted individually shall be inspected at half-yearly intervals as proposed in Table 1.
Suspect plants shall be checked for the presence of green tissue under the bark. Dead or damaged trees shall
be marked with tree paint and reported in writing to the Engineer. Plants shall be replaced as directed by the
Engineer. Replacement of stock shall be in accordance with LAN 1.

5.8.2 Once a year, during the spring, in the first and second years following planting, and in additional
years if considered necessary by the Engineer, fertiliser as detailed in Appendix C shall be applied to the
ground within 500 mm of each tree.

5.8.3 Once a year, during the early spring in the first, second and third years following planting, and in
additional years if considered necessary by the Supervising Officer, weedkiller as detailed in the Transco
H, S & E Procedure: PROC/H, S & E/207 shall be applied to the ground within 500 mm of each tree. In
addition to the application of weedkiller or as an alternative, at the discretion of the Engineer, weeds and
grass within
500 mm of the trees shall be cut by mechanical means.

5.9 Trees planted in plantations


5.9.1 Trees planted in plantations shall be inspected at half-yearly intervals. Suspect plants should be
checked for the presence of green tissue under the bark. Dead or damaged plants should be marked with
tree paint and reported in writing to the Engineer. Plants should be replaced as directed by the Engineer.
Replacement of plants shall be in accordance with LAN 1. New plants shall be re-firmed as necessary.

5.9.2 Once a year, during the early spring in the first, second and third years immediately following
planting, and in additional years if considered necessary by the Supervising Officer, fertilizer as detailed in
Appendix C shall be applied to the ground within 300 mm of each tree.

5.9.3 Once a year, during the early spring in the first, second and third years immediately following
planting, and in additional years if considered necessary by the Supervising Officer, weedkiller as detailed

in the Transco H, S & E Procedure: PROC/H, S & E/207 shall be applied to the ground within 500 mm of
each tree. In the first and second years after planting, further applications of weedkiller shall be applied as
considered necessary by the Engineer. In addition to the application of weedkiller, or as an alternative at the
discretion of the Engineer, weeds and grass within 300 mm of the trees shall be cut by mechanical means.

5.10 Pruning
All dead wood on trees and shrubs shall be cut back to live tissue annually, between the months of October
and January. Any wounds greater than 20 mm diameter shall be treated with Arbrex proprietary fungicidal
tree sealant or similar.

5.11 Tree stakes, ties and rabbit proof guards


5.11.1 Tree stakes, ties and rabbit proof guards shall be examined annually, preferably during the spring
or autumn. They shall be repaired or replaced as necessary and removed when no longer required, as
directed by the Engineer.

5.11.2 Tree stakes should be refirmed where necessary. The top of tree stakes which are rubbing against
stems or branches shall be sawn of at an appropriate height.

5.11.3 Tree ties shall be adjusted to allow for increase in the stem girth but should still hold the tree
firmly but not tightly. Spacers shall be adjusted or replaced to prevent the tree rubbing against the stake.

5.11.4 On smaller trees, the guards should be adjusted or replaced where necessary to give adequate
protection.

5.11.5 All tree stakes, ties, guards and shelters shall be removed at the end of the fourth year after
planting. unless otherwise directed by the Engineer.

5.12 Rabbit-proof fencing


All rabbit-proof fencing shall be examined at least four times a year, unless otherwise specified by the
Engineer. The condition of the fencing shall be reported in writing to the Engineer. Repairs shall be
initiated by the Engineer as necessary. Provided that the trees or shrubs are successfully established, rabbit-
proof fencing shall be removed after five years.

5.13 Removal of vermin


All rabbits or other vermin detected within the fenced area should be removed or killed humanely, as
required by the Engineer and in accordance with the Control of Pesticides Regulations.

5.14 Established trees


Mature and semi-mature trees shall be examined annually by a competent person. Remedial work shall be
carried out in accordance with BS 3998.

Where the density of trees is too high for the continued satisfactory development of the woodland area or
where site security may be affected, tree thinning shall be carried out in accordance with BS 3998.

Brush and thicket control, where required, shall be carried out by hand or mechanical cutter or, where
appropriate, using the relevant chemical as detailed in the Transco H, S & E Procedure: PROC/H, S &
E/207.

5.15 Aquatic weeds


The control of aquatic weeds in watercourses, etc., shall be carried out, when directed by the Engineer,
using the relevant chemical as detailed in the Transco H, S & E Procedure: PROC/H, S & E/207. The
Engineer shall consult with the National Rivers Authority, (River Purification Board, in Scotland) prior to
treatment.

5.16 Areas awaiting development


Areas required to be kept weed free whilst awaiting development, such as topsoil stacks, designated
planting areas, or areas awaiting reinstatement, shall be treated with the relevant chemical as detailed in the
Transco H, S & E Procedure: PROC/H, S & E/207.

5.17 Watering
Watering of plants shall be carried out in accordance with Table 2 when directed by the Engineer.

5.18 Drainage Systems


5.18.1 The site drainage system shall be examined at regular intervals as directed by the Engineer and
the necessary remedial measures taken.

5.18.2 The outfall shall be checked to ensure that it is clear of obstruction and flowing freely, that soil
and silt are not being regularly washed into the system and that there is no oil contamination or erosion to
the banks. The Contractor shall notify the Engineer in writing of any remedial works required.

5.18.3 Leaves and twigs shall be cleared from drain entrances and silt traps cleaned out.

5.18.4 Ditch maintenance shall be carried out within the terms of reference of the National Rivers
Authority (river Purification Board, in Scotland).

5.18.5 Soakaways shall not be constructed as a remedial measure.

APPENDIX B

GROWTH RETARDANTS
Growth retardants shall only be used on turf as a last resort. Products based on the following chemicals may
be used if essential:

1) Turf - growth retardation only:


1) maleic hydrazide, or
2) mefluidide.
2) Turf - growth retardation + broad-leaved weed control:
1) maleic hydrazide + dicamba + MCPA, or
2) paclobutrazol + dicamba

NOTE - Products containing mefluidide or paclobutrazol must not be used near


water. All retardants must be used in accordance with the manufacturer's
instructions.

APPENDIX C

FERTILISERS
Fertilizers shall be applied as follows:

1) Fine turf: Green Keeper No. 1 (NPK analysis 5:10:10) or similar product should be applied in
accordance with the label recommendations.

2) Agricultural turf: seek specialist advice.

3) Hedgerow, tree and shrub planting areas (except grass): Enmag (5:24:10) or a similar slow
release product should be applied in accordance with the label recommendations.
