You are duly required to attend the Meeting of Hanley Castle Parish Council on Thursday, 21 st
November 2019 in Hanley Swan Village Hall at 19:00.

1 Welcome & Apologies

2 Declarations of Interest & Dispensation Requests from Councillors


a) Register of Interests: Councillors are reminded of the need to update their register of
interests.
b) To declare any Disclosable Pecuniary Interests in items on the agenda and their nature.
c) To declare any Other Disclosable Interests in items on the agenda and their nature.
d) To Consider Written Requests from Councillors for the Council to Grant a Dispensation
(S33 of the Localism Act 2011) – written requests to be with the clerk at least 4 days prior
to a meeting – Up date of Termly Dispensation Forms issued ahead of the meeting

Councillors who have declared a Disclosable Pecuniary Interest, or an Other


Disclosable Interest which falls within the terms of paragraph 12(4)(b) of the Code of Conduct,
must leave the room for the relevant items.
Failure to register or declare a Disclosable Pecuniary Interest may result in the
commission of a criminal offence.

Closure of the meeting to allow parishioners present to speak on any matters relating to
the Parish. Cllr Roberts to invite Mr Dennis Wade to discuss the white gates’ location and speed
monitoring results.

3 Minutes: To consider the approval of the Minutes of the


Parish Council held on Thursday, 19th September 2019 (copy attached)

4. Christopher & Caroline from CALC – To discuss the Model Parish Pilot and Hanley Castle
Parish Council’s involvement.

5. Matters Arising and Progress Reports for information:


Min 30/19 a) Community Orchard – Update on the transfer by Cllr Roberts if available
Min 60/19: Subsidence Claim – Communication with the Insurers, Adrian Hope contacted to proceed
with the work.

6 Finance:
a) To consider and APPROVE any payments notified in writing prior to the meeting.
b) To notify receipts received.
c) Consideration of any significant budget change requirements

7 Planning:
a) To consider the following applications referred by MHDC for consultation:

19/00489/F Land At (Os 7955 The construction of a commercial building (B2 and B8)
UL 4356) Blackmore incorporating an onsite access road, parking and
Park Hanley Swan turning areas, palisade fencing and the change of use of
the Water Tower Field to B1, B2 and B8 use in
accordance with SWDP 54: Blackmore Park.

Hanley Castle door on north west elevation and add timber window. 2) To
Worcester WR8 omit roof lights from pitched roofs. 3) To replace horizontal
0BL ceiling to the first floor landing instead of an open void to
rafters to allow light to enter from the roof light that has been
omitted. 4) To remove lean to porch on south west elevation.
5) To block up internally existing external door opening.
