INTRODUCTION/BACKGROUND
The plan should guide the LEA’s use of education technology for the next three
years.

List specific start and end dates (7/1/2020 to 6/30/2023). Provide a brief overview of
the LEA, its location and demographics and/or share a link to the LEA’s website.

The LEA is the Fort Bend isd , Fort Bend ISD is a school district in Sugar Land, TX.
As of the 2017-2018 school year, it had 74,957 students. The school received an
accountability rating of Not rated (Harvey provision). 42.9% of students were
considered at risk of dropping out of school. 15% of students were enrolled in
bilingual and English language learning programs.

An average teacher's salary was $58,858, which is $5,524 more than the state average.
On average, teachers had 11.2 years of experience. The average SAT score at Fort
Bend ISD was 1108. The average ACT score was 23.0. In the Class of 2017, 95.3% of
students received their high school diplomas on time or earlier. The dropout rate
was 0.8%.

Community engagement is critical to the success of the planning process. To ensure the
highest level of
participation, information about the process and community meetings will be sent via
School Messenger and through District and campus-based communication methods.
Additionally, the District will provide information about meetings and explain how to
participate virtually in the process to the news media, via the District’s website, and
through multiple email distribution lists

The current limitations to the technology infrastructure and limited access to devices
results in most instruction following a traditional model; however, there are pockets of
innovation. As we seek to prepare students to be productive citizens in the Twenty-
First Century, we will shift our instruction and learning modalities to reflect greater
integration of technology. Research suggests that traditional learning is often compared
to a factory. I

analogy, curriculum is dispersed to groups or batches of students in face-to-face,
direct instruction during which the teacher often provides lectures and
demonstrations. Students move from class to class, according to the ringing of a bell
that signals students to move to the next assembly line. The traditional modality is
frequently referred to as “sit and get.”

During the current decade, it has become increasingly difficult for some students to
remain in their seats for “sit and get” for extended periods of time, as the world outside
of the school building is charged with technology and many things from which they
can choose to give their attention. Philip Schlechty indicated that for this reason,
educators must begin to realize that students are volunteer.

Describe teachers' current access to instructional technology and current use of digital
tools.

Question 1 why is technology important in schools ?
FBISD believes it is essential for teachers to integrate technology to improve teaching
and learning in the
classroom. Technology is a useful tool to develop literacy, teach problem solving
skills, and facilitate
critical thinking. Technology is used by teachers to inform and support the delivery of
instruction, to
manage classroom records, to assess and monitor student achievement, and to
communicate with students,
staff, and parents. Teachers use computers or laptops with projection systems to deliver
lessons, to access
online resources, to assess student learning, and to motivate and engage students. In the
classroom,
teachers and students use technology as a tool to help acquire, valuate, present and
distribute information.

What Technology can the teacher use in the classrooms?
Teachers and students are involved in project-based learning in student-centered
environments. All FBISD teachers currently have one computer dedicated for
attendance, grading, and professional use.
The District has 5,600 projectors and 4,116 document cameras dedicated to both
classrooms and computer labs. (See Table 2) To have one project for every classroom,
all but three elementary schools
will need additional projectors. Some of the uses of document cameras include
instructional presentations or for students to share their writing, drawings, and other
assignments with the entire class. These resources enable students to engage in
learning while also providing teachers various methods for bringing lessons to life, the
use of smartboard, projector hep teachers use technology in the class.
Describe students' current access to instructional technology and current use of digital
tools. Include a description about the LEA policy, practices, and/or replacement policy
that ensures equitable technology access for all students.

What technology is available for the students in the classrooms?
The student has projector in the classrooms, del or hp laptops, in the computer lab.

What is the plan of FBISD, to implement technology in classrooms?

As a minimum standard in FBISD, all classrooms need an up-to-date dedicated


computer and an instructional presentation station consisting of a projector and a
document camera for each classroom, along with a computer lab for use in curricular
presentations. As needed, individual schools will purchase interactive whiteboards and
will likely use mobile whiteboard technology as an alternative to one permanently
mounted in the classroom.

What are BYOD policies of FBISD?

BYOD stands for “Bring Your Own Device”. The District technology staff has made
substantial improvements to the District wireless network since August 2017. BYOD
is the next step in enhancing digital instruction at FBISD and is being implemented to
support Teaching and Learning’s Blended Learning initiative, Wireless is available at
all FBISD campuses and support sites. Wireless service is available 24/7 to those with
existing credentials except during planned maintenance and unplanned outages, Staff
and visitors with login credentials can connect personal devices to the BYOD wireless
network. Staff with district-issued devices will connect to the internal wireless system
The BYOD wireless network is being provided to allow students with personal
devices to access the internet for instructional purposes. However, FBISD takes our
responsibilities to protect our children according the Child Internet Protection Act
(CIPA) seriously. Internet bound traffic is monitored and filtered per District
directives

How will the student benefit from technology in the classrooms?
Technology can be utilized to improve teaching and learning and help our students be
successful. Students can access teachers, resources, and assignments via the web
whenever and wherever they have an internet connection. For students who need to
spend more time practicing a concept, online exercises and curriculum can also help
them work at their own pace and still keep up with their peers. Attendance,
assignments, and grades through online frameworks. They can likewise converse with
their children from work via email, texting, instant messaging, and video calling.

How will fbisd plan to implement technology in schools?
A Technology Steering Committee consisting of parents, teachers, representatives from
every District division, campus administrators, and District’s information technology
leaders, was formed to include a wide range of expertise, knowledge and experiences
surrounding technology. This committee met several times over the course of the 2013-
14 school year During the upcoming school year, the Community will be invited to
participate in the Technology Strategic Plan for the classroom. Community
engagement is an essential part of planning and developing effective technology
strategy. The engagement process will serve as the District model for reviewing best
practices in classroom technology to ensure maximum awareness and input from the
public prior to changing and implementing new classroom technologies

Safety and the appropriate and ethical use of technology in the classroom.

What will teachers give information about internet safety?
Fort Bend ISD has several programs in place to educate students, parents and staff on
how to stay safe online. It is our commitment to ensure that each student is educated in
the areas of cyberbullying, identity theft, online predators, texting and sexting and
other internet safety topics.

o Students in Grades K-12 view a Digital Citizenship video upon their


return to school in August. This presentation reviews best practices and
district policies.

 Students in Fort Bend ISD receive instruction using the District’s Internet
Safety curriculum a minimum of once per grading period.

 The 2014-2015 “Digital Citizenship Policy” is located in the Parent/Student


Handbook: Electronic Devices and Technology Resources/Digital Citizenship.

of your actions and behaviors and enjoy the benefits of the Internet.

and students that talks about sexting, but also bullying, cyber bullying and in Module 6 it reviews
the long term implications of these topics on college and job applications.

 Texas Office of the Attorney General - Cyber-Safety safety resources for parents, educators,
kids, tweens, and teens.

 Common Sense Media provides the latest research, tips and tools on what really keeps kids
safe.

PROFESSIONAL DEVELOPMENT COMPONENT

What does research show about teacher evaluation ?
the research on effective learning strategies has been included in recent teacher
evaluation models (Danielson, 2009; Marzano et al., 2011; The New Teacher Project,
2010; Tucker & Stronge, 2005). Enough collective wisdom and technical savvy exists
in the field of education to measure teacher quality and assess teachers both validly and
reliably (Ingvarson & Rowe, 2008). Two recent models of teacher evaluations include
as a primary focus, effective learning strategies that lead to student growth.
Danielson’s Framework for Teaching and the Marzano Teacher Evaluation Model
divide teaching attributes into various domains containing related behaviors. Both of
these evaluation models emphasize quality conversations between the principal and
teacher focused on teaching and learning

the states adopt rigorous standards for defining excellent teaching, new legislation
contains specific requirements for the inclusion of student assessment data in the
teacher evaluation process (American Recovery and Reinvestment Act, 2009). Tucker

using student achievement and learning as a primary factor. They concluded that the
use of evidence of student learning should be present in quality teacher evaluation
systems. Tekwe et al. (2004) labeled this method of incorporating student achievement

What are the professional Development expectation for teacher?
The Teacher Development Department supports growth and learning. Teacher
Development is collaborative, facilitates reflective practices, promotes differentiated
support, and encourages risk-taking. Teacher Development builds capacity. The BYOD
program will include teacher training and professional development on classroom
management and expectations in a BYOD environment. The FBISD Digital
Citizenship course and expectations will be changed to provide the students, parents,
and teachers the guidelines for using devices in the new BYOD campuses.

What is universal access program in Fbisd?
Universal Access refers to the ability to provide all learners equal access to digital
content regardless of their location, financial status, or physical disabilities. (Berning,
2016). The Universal Access strategy will facilitate work with all stakeholder to bring
new instructional strategies, utilizing varied digital devices that provide instruction
and/or content inside and outside of the traditional school setting. The Universal
Access Strategy will ensure hardware, software, and Internet access for all students and
teachers regardless of their locations, socioeconomic status, or disabilities
The BYOD program will include teacher training and professional development on
classroom management and expectations in a BYOD environment. The FBISD Digital
Citizenship course and expectations will be revised to provide the students, parents,
and teachers the necessary guidelines for using devices in the new BYOD campuses.

INFRASTRUCTURE, HARDWARE, TECHNICAL SUPPORT, SOFTWARE, AND


ASSET MANAGEMENT COMPONENT CRITERIA

hardware, software, asset management, and other services that will be needed
to improve education services.

parents?
Blackboard Connect is used to send emergency, attendance and general notifications
from your child’s campus and Fort Bend ISD, as well as attendance updates and
information about n lunch balances. Parents may receive phone calls, emails and text
messages through Blackboard Connect.
Parents listed as Guardian in Family Access will be the primary contact in Blackboard
Connect. Only the primary contact will be allowed to add contacts in Blackboard
Connect. Pr, Emergency messages: This category deals with events that are affecting
the safety of child, an incident that is affecting n operations of child’s school day, or
District closures due to weather or other emergencies.

Name some resources that are available electronically for student and teacher?
Fort Bend has a portal for accessing online textbooks and other selected digital
resources The Clever portal puts online textbooks and other select digital resources for
the use of the student fingertips, so that each user can access a personalized portal with
a single sign-on to every learning application currently available. The Clever portal is
available via the web and directly from the FBISD Schoology learning management
system. Some district resources will be accessed through other vendor procedure sAll
FBISD teachers currently have one computer dedicated for attendance, grading, and
professional use. The District has 5,600 projectors and 4,116 document cameras
dedicated to both classrooms and FBISD Technology Infrastructure Master Plan

FBISD will develop a life cycle management program to ensure the District’s network
equipment and servers are up to date. Servers and network equipment are generally on
a five to seven-year replacement cycle with additional servers and network equipment
being purchased as the need arises. Core network infrastructure will be on a five to
seven-year replacement cycle

The FBISD Information Technology Department will continually evaluate hardware
and software to provide students and teachers with tools that can enhance the learning
process and improve student achievement. To ensure the educational success of all

future, it is vital to monitor and evaluate the plan to assess growth and progress

MONITORING AND EVALUATION COMPONENT


The plan must include an evaluation process that enables the school to monitor
progress toward the specific goals and make mid-course corrections in
response to new developments and opportunities as they arise.

Who will participate in the school evaluation?
Stakeholders’ involvement and feedback is vital in this process to promote student
achievement. The changing staff requirements and future technology innovation both
need to be incorporated to be able to change, update, and enhance the plan to better
implement the use of technology in assisting students to meet curriculum standards
and to assist staff in delivering instruction and services to students and parents.
Throughout the evaluation process, benchmarks and timelines may need to be adjusted
to more efficiently discern what steps need to be taken

Who will conduct infrastructure audit ?
A Technology Infrastructure Audit will be completed and will reported to the Board of
Trustees every four years. The detailed audit will provide a report including the status
of classroom devices, information security, and technology infrastructure assessments.
These assessments will be necessary to ensure FBISD’s technology infrastructure is
still viable to support then current technology requirements and needs

Describe the schedule for evaluating the effect of plan implementation, including a
description of the process and frequency of communicating evaluation results to tech

the Department of Innovation and Continuous Improvement will provide evaluation of
each project and program in technology master plan. . The program evaluation will
assist in assessing the extent to which the project or program implemented meets its
goals. These results and recommendations will be used to further improve, refine, or
change the implemented technology solutions

How can the stakeholder be involved in for improvement of schools?
The Board of Trustees appointed three representatives to the Local Innovation
Committee, and the superintendent appointed nine. The committee is comprised of
various stakeholder groups, including community members, parents, teachers, students
and administrators. Beginning in December, the committee began meeting to explore
creative ways Fort Bend ISD could meet student needs, These meetings are
facilitated by a K12 Insight facilitator and an outside attorney, and the results of a
Community Priorities survey are reviewed and considered as the committee began their
work.
