2. INTRODUCTION
At the initiation of founder trustee H’ble Shri R. P. Guptajee the Lala Lajpat Rai
Memorial Trust was formed at his residence in the year 1959 in the presence of Late
Prime Minister Shri Lal Bahadur Shastri in honour of the services rendered to the
country by late Shri Lala Lajpat Rai, a freedom fighter, social reformer and the great
educationist.
Lala Lajpat Rai College of Commerce and Economics, an affliate of University of
Mumbai, Govt. of Maharashtra and UGC recognized, NAAC accredited, is situated at
Mahalaxmi, Mumbai, on the road named after late Shri Lala Lajpat Rai. The college
is at the walkable distance of 15 minutes from Mahalaxmi station on Western Railways
and easily accessible from different parts of the city by BEST routes.
The college has its own spacious building, rich treasury of books in the library, well
equipped modern gymkhana, state of the art computer laboratories, fully air conditioned
auditorium, enviable health centre, common rooms for both boys and girls, canteen,
counseling centre and placement cell.
The college has well qualified, experienced and enthusiastic staff members always willing
to extend helping hands.
Our college results are our testimony of our co-ordinated efforts. When it comes to co-
curricular and extra-curricular activities; it has carved its own image since the inception
and has been continued as its legacy.

Note:
a] An Optional subjec/t languages will be provided if there are required number of
students offering that subject. (i.e. 20 Students) 120 students will be selected for
Information Technology subject purely on merit.
Optional subjects once opted will not be allowed to change subsequently.

[c] Standard of Passing the H.S.C. & F.Y.J.C. EXAM :
1. The student should obtain a minimum of 35% marks in all subjects including
languages for passing.
2. The students for being eligible for grade II should obtain minimum of 45% of
the aggregate marks.
3. The students for being eligible for grade I should obtain a minimum of 60% of
the aggregate marks.

GRADE I :
Those successful candidates who obtain less than 75% but more than 60% marks
in aggregate on the basis of the five (in case of Vocational Subject) or six subjects
for the examination will be deemed to have passed the examination with first
class or Grade I.
GRADE II :
Those successful candidates who obtain less than 45% but less than 60% marks
in aggregate on the basis of the five (in case of Vocational Subject) or six subjects
for the examination will be considered as second class.
GRADE PASS :
All other successful candidates with less than 45% but more than 35% shall be
placed in the pass class category. Provided that the First (with Distinction) or
First or Second grade shall not be awarded to a candidate who appears for the
examination with any exemption with any exemption earned by him. Provided
further that, if the aggregate of total marks obtained by a candidate, is less than
the total of marks required for obtaining the first grade, by not more than 3 marks
not exceeding three in computing /hhiser aggregate of marks for the award of
First grade.
Head of Junior Colleges are requested to take note of the aforesaid rules of
promotion while finalizing the result of the First Year of Junior College [Std. XI]
and this should be made applicable from the academic year 1994-95. They are
further requested to bring these rules of promotion to the notice of teachers and
students concerned.
a) ELIGIBILITY
A candidate for being eligible for admission to the three years integrated course
leading to the degree of Bachelors of Commerce [B.Com.] must have passed

the Higher Secondary School Certificate [Std. XII] examination conducted by the
Maharashtra State Board of Secondary Education, Mumbai or another examination
recognized as equivalent thereto, with such subjects, as may be specified by the
University in Arts, Commerce or Science stream. Admission to the three years
Degree Course shall be regulated as per the rule of the University of Mumbai,
framed from time to time.
At the time of admission, these students shall have to submit the following
certificates:
[a] H.S.C. Examination mark sheet both in original and photo copy.
[b] Attested copy of School Leaving Certificate in support of the Date of Birth.
[c] H.S.C. Examination passing certificate in original and copy thereof [to be submitted
when received and not later than the end of the 1st Term.]
[d] Character Certificate from the Head of the institution last attended.
[e] Undertaking as per Appendix - B from the student and guardian as given in
Admission Form.
[f] They should fill in the enrollment form in due course [as per notice and get their
admission confirmed failing which the admission is liable to be cancelled.]
Student passing examination equivalent of S.Y.J.C. of Higher Secondary Board,
Mumbai, Poona and Inter-Commerce of Mumbai University or from outside
Maharashtra State and migrating from other Universities /Boards and seeking
admission to the F.Y.B.Com., Class of New Course, will be admitted only on the
production of Provisional Eligibility Certificate from the Mumbai University. They
should submit the migration certificate, statement of marks and passing certificate
in original along with a photo copy within two months from the date of admission
failing which their admission is liable for cancellation.
Students coming from other constituent college of Mumbai University after F.Y.B.Com.,
will be admitted provisionally on production of No Objection Certificate. Their
admission will be confirmed only on receipt of the Transference Certificate from
their previous college. For this purpose they should submit the T.C. application
form and T.C. Fee to the college office at the time of admission.
ORDINANCE - 0.111
A student from other University or Board of Secondary of Intermediate Education
or any other Statutory examining body seeking admission to the University shall
apply to the Registrar for a statement of eligibility and except in the case of
students from the Universities in the State of Maharashtra, who shall be required
to pay fee of rs. 200/- only and for out of Maharashtra State pay a fee of

rs. 300/- [Fee for the foreign Nationals is Rs. 730/-]. The Registrar may issue
a provisional statement of eligibility if he is satisfied that the applicant is prima
facie, eligible for admission to this University. On production of such a provisional
statement of eligibility, a student may seek provisional admission to this University
at his own risk and on condition that he / she submits to the Registrar’s office
through the Head/Principal of his institution / College, the necessary certificates in
original together with a typed copy of each for confirmation of his eligibility before
the close of the academic term in which the student is provisionally admitted
to the University. no student from other university shall be admitted
to anyinstitution maintained by or affiliated to utn hieversity except
on production of a provisional statement of eligibility issued by the
registrar.

The Rules of Examination, the standard of passing and the award of classes for the
F.Y., S.Y. and T.Y.B.Com., Degree examinations will be governed by the rules of the
University, as may be displayed on the Notice Boards, from time to time. F.Y.B.Com.
and S.Y.B.Com. Examinations will be conducted by the college as notified by the
University.
Internals Marks for the T.Y.B.COM Students of AY 2017 - 18 will be carried forward from
F.Y.B.COM and S.Y.B.COM while deciding the grade at the time of Final T.Y.B.COM

01 Standard of Passing
The learner to pas a course shall have to obtain a minimum of 40% marks in
aggregate for each course where the course consists of internal Assessment &
Semester End Examination. The learner shall obtain minimum of 40% marks (i.e. 16
out of 40) in the internal Assessment and 40% marks in Semester End Examination
(i.e. 24 out of 60) separately, to pass the course and minimum of Grade E in the
project component, wherever applicable to pass a particular semester. A learner
will be said to have passed the course if the learner passes the Internal Assessment
& Semester End Examination together.
2) A learner shall be allowed to keep term for Semester III if he / she passes each of
the semester I and semester II OR a learner fails in not more than two courses
of semester I and not more than two corses of Semester I Semester II.

Admission
(a) Reservation
i) The Institution is recognized as minority institution. Hence 50% seats are
reserved for Punjabi Communities against the submission of affidavit. (Proforma
available in college office)
ii) All Admissions are on merit
iii) Admissions are subject to Rules and Regulations in existence and made time
to time by the Board / Government / University.
iv) Admissions are provisional subject to payment of fees, submission of necessary
valid documents and confirmed by the Principal.
(b) Fees payable
As recommended by Government / University / Board.
( c) Refund of Fees
Fees are refundable to the students as per the rules in existence and / or made
from time to time by the Board / Government / University.
Rules can be made available on request from the students.
Student must preserve the original fee receipt / challan for getting refunded the
deposit or Caution-Money.
Student is required to submit a prescribed application form duly filled in along
with original fee receipt/challan, surrender the ID card to claim the deposit or
Caution-Money. Failure to claim the deposit of Caution Money within 3 years will
be forfeited.
Welfare Schemes
A. Students belonging to Scheduled Caste/Scheduled Tribe, Denotified/Nomadic
Tribe / Special Backward Class are requested to furnish the following information and
necessary documents at the time of admission for securing fee concession (Govt.
of India online Scholarship and Free studentship of State Government agencies)
i) Caste Certificate.
ii) Ration card (showing the name of the student.)
iii) Income-Certificate (Old Custom House) for Scholarship Scheme.
iv) Statement of Marks (Passing) of previous year.

in the things to interfere with effective administration or tarnish the name of the
college.
c) These rules are applicable to all students such as present or the repeaters [if they
have not intimated that they have discontinued their studies] till the Transfer/
Leaving Certificate is issued.
d) The powers relating to the disciplinary action in respect to the students of the
college is vested with the principal.
e) The students are expected to sign a declaration at the time of their admission,
that he/ she recognizes the discipline jurisdiction of the principal made for the
purpose. The form of declaration shall be prescribed by the college.
Undertaking to Be Given By Guardians and Ward:
Guardians are requested to go through the rules of conduct and discipline while
allowing their wards to join college. The students will have to submit an undertaking
from their guardians that their wards would submit themselves to the normal
enforcement of rules to maintain discipline.
Identity Card:
An Identity Card will be issued to the student on admission to the college. A
student must affix a recent photograph (small size) to it and get it authenticated
and attested as per the procedure of the college. No students will be allowed
to attend classes, practical seminars, tutorials, periods, examinations or any other
college function viz., annual or class socials, processions, industrial visits etc.,
without his/her Identity Card with him/ her. Every student must wear Identity Card,
around the neck before entering the college premises.
Dignity and Decorum to be observed in the classroom and college
premises:
a) The college insists on regular attendance so that students would benefit from
the course of instructions. Students are expected to maintain silence during
lectures / tutorials to benefit themselves from the given instruction. They should be
punctual and occupy their seats at the commencement of a lecture, greet the teacher
respectfully on his/her arrival and behave with dignity and decorum throughout
the lecture. Any attempts to disturb the teacher or to distract the attention of the
class or otherwise to interrupt effective teaching will be severely dealt with.
b) Students must not loiter in the college premises when classes are going on. Silence
must invariably be observed in the library and in the college premises.

c) They are further requested not to loiter in verandas even if there is no lecture
for them.
d) Students are requested to approach the college office only if there is any work
and to leave the office as soon as the work is over.
e) Students are requested to form a queue while waiting for the lift. The lift will not
be available for the students for going down.
f) students found loitering in the corridor, sitting on the staircase or in
the canteen, ladies common room, playing in gymkhana during lecture
hours will be liable for strict disciplinary action including fine or
dismissal from the college.
g) smoking, chewing pan or any other similar material or spitting
any where in and around the college premises of room is strictly
prohibited. Any student found to be indulging into such activity will
be liable to be expelled from the college.

Anti Ragging Committee (ARC) formed in the college takes preventive measures.
Students should strengthen the ARC by assistance and co-operation.
College property
Students are expected not to cause any damage to the college property and the
expected to take proper care of it. It should be a matter of pride and self-respect
for them to keep their college neat and tidy. Any damage to college property is
a breach of discipline and is likely to be dealt with severe action.
Attendance for learners
Learners are expected to attend all lectures, tutorials, practicals according ti their
time table. They shall not remain absent from lecture, tutorials practicals.
It is mandatory for every learner to have minimum of 75% attendance for each
course. Learner failing to satisfy minimum requirement of attendance of the
First Term will not be admitted to the college for the second Term and
they shall also be liable for disciplinary action and his / her terms
will not be granted.

Anti-ragging Cell
As per UGC regulations on curbing the Menace of ragging in Higher Education
Institutions, 2009 (Principal regulations in Gazette of India vide notification number
27 dated 04.07.2009). College has an anti-ragging Committee which looks into
the matter regarding ragging of the students. Every learner should abide the rules
and regulations regarding ragging which is enforced by the college as per UGC
regulations vide no. F. 1-16/2009 (cpp-11) dated 21.10.2009. (No F. 15-3/2013
(ARC) pt. III Clause G)
Following preventive measures of Anti-Ragging should be strictly followed.
1) The Institution has boards in prominent places within the campus to exhort the
students to prevent or not to indulge in ragging and also indicating there in the
names of the officials and their telephone numbers to be contacted in case of
ragging.
2) There is an Anti-Ragging Committee squad and counsellors to ensure that the
directions of Hon’ble Supreme Court of India is followed.
3) Every learner has to give sign an undertaking (AFFIDAVIT) which acts as a legal
documentary evidence that they will not indulge in any kind of ragging.
4) Any learner found guilty will be dealt with strict disciplinary action.
Unfair Means:
Attention of the students is invited to Section 6 to 10 of the Maharashtra Act,
No. XXXI of 1092 providing for preventing Malpractices at University:
1) Bringing written notes and printed pages to the Examination Hall is an offence
“it was in your pockets or handbag and you did not notice or that you did not
make use of it” is no excuse. Possession of any written notes and printed matter
on subject of the Examination, inside the Hall is improper and illegal.
2. Do not Bring Written Answer-Book in the Examination Hall. If caught, you are
liable for punishment under Maharashtra Act No. XXXI of 1982 and Mumbai
University Act, 1974.
3. Do not send your Friend or any other person to Appear in the Examination on
your behalf. Both will be liable for punishment under the Maharashtra Act No.
XXXI of 1982 and Mumbai University Act, 1974.
4. All offences in the Examination Hall are Non-Bailable and cognisable. Trial in
Court shall bring your name appear in the newspaper for your malpractice.

5. In addition to police action and punishment under the Maharashtra Act No. XXXI
of 1982, the University/College will also enquire into your use of unfair means, the
University/College also will punish you, by declaring your result for the Examination
null and void and by debarring you for a few more Examination sessions.
6. If you practice Unfair means, you are loser all the way. You fail in the examination,
you are debarred, you are punished by the Court, and you cannot show your
face to friends, relatives and neighbours.
Punishment for unfair means at the examination:

Library Rules:
All bonafide students (who possess a valid identity card) are entitled to get library
membership. The Identity Card should be produced as and when it is demanded
by any of the library staff when they are in the Library.
Library Hours:
The college library will remain open for the purpose of study between 7.00 a.m.
and 6.00 p.m, on week days, in the vacations the library will remain open between

10.00 a.m and 5.00 p.m., however library will remain closed on Sundays and
holidays.DuringexaminationtimelibrarywillremainopenonSundaysandHolidays.
The timing of the library will be as per the discretion of the Principal.
Home reading card:
Books will be issued to students against a deposit of Rs. 200/- for one book for
home-reading. For F.Y.J.C. & S.Y.J.C. (IT) deposit will be Rs. 200/-. Each student
paying this deposit will be issued one reader’s card which is not transferable
(cannot be given to another student for the purpose of borrowing a book). A
reader’s card will be presented before obtaining a book. The card will be retained
at the library. It is the responsibility of the students to collect the reader’s card
when the book is returned. In case a reader’s card is lost the same should be
reported to the Librarian in writing. A fresh card will be issued to the students
on payment of Rs. 25/-. The librarian may demand the actual cost of the book
as a deposit in case of costly books. Students must produce their identity cards
at the time of borrowing books or periodicals for reference at the counter.
Issuing of Books:
Library books will be issued to the regular students only. Library books will be
issued between 1.00 p.m. to 5.00 p.m. On such other days timing will be fixed
by the college authorities. Books will not be issued to students whose names are
not on the College rolls.
Return of Books:
A book must be returned within seven days of the day of issue or earlier if called
for by the Librarian. If student fails to return the book within the time limit, a fine of
Rs. 1/- per book per day will be charged. During the examination days the overdue
charges would be Rs. 5/- per day per book. A student may get a book reissued in
case it is not required by any other readers. Whenever necessary the Librarian will
put up a notice to recall the books asked for. If a book or pages therein are found
torn or missing the student to whom it was last issued will be held responsible.
Penalties:
Student must return all library books within 8 days before the end of the term
or as indicated by the notice issue. At the end of the second term, all books
will have to be returned as per notice. The preliminary and Annual Examination
results of students failing to observe this notice will be with held in addition to
the payment of the overdue fine, till they clear their library account. The college
