Brief History:
II was born in 1979 in U Shay Kya village, Maungdaw township. My father’s name is Baw Shi Ra
Mauk, and my mother is Gu Gu Maw. We are Bengali / Islam. I am the 6th of 11 siblings. I didn’t have
any education since I was young. I learned Arabic, grade 2, from 1991 to 2003 in U Shay Kya village.
I continued learning Arabic in Nahoola village, at the Arabic University. I graduated in Arabic, in 2014.
Then, I got married, with Ma Kaw Shi Tar Bay Gaung. I have 6 children with her. In 2005, I began to
work as a Mawlawi [Imam] of the mosque in U Shay Kya village, until now. In 2008, in U Shay Kya
village, I taught Arabic to the children from kindergarten to grade 5, for a fee, until now.

How I Was Recruited :


I was told, by Zar Faw Ar Laung - a Mawlawi also from U Shay Kya village - to join their militant
group, in May 2016, in West Bu Kyi Chaung village. He told me, and other Bengali people, that we
were discriminated against in education, social matters, and religion, and that is why, for our
freedom we need to make a Rohingya State, and occupy important departments, and attack the civil
administration - there are a lot of people to attack. Also, he told me that I have to preach to the
villagers and tell them that they must join the militant groups. So, I joined with the militants. However,
during the attacks [on October 9, 2016] I was at the mosque, where I had gathered the villagers,
waiting for the orders to attack. I know other people who joined the militants and took part in the
attacks - they are listed - but I don’t know others beyond that.

Persuading the Youth, Support From Bangladesh:


On May 27, 2016, Mawlawi Zar Faw Ar Laung and six other militants arrived in U Shay Kya village.
Zar Faw Ar Laung told me to persuade all the young people of the village to join with the militants.
That was the responsibility he gave to me. He also gave another man, Bar Bu Ra, a task to be his
responsibility - to take the money from Myin Na village in Bangladesh and distribute it to the young
people that are attending the militant training courses. I don’t know who, in Bangladesh, gave him
the money. Bar Bu Ra went to Myin Na village, in Bangladesh, by boat. He went on the boat owned
by U Aung Sein (a Rakhine Buddhist) who also owns the crab buying shop. Mawlawi Zar Faw Ar
Laung told us that Bar Bu Ra will be coming back with 10,000,000 Burmese Kyat [about $6667 US].
That will support about 200 young men taking the militant training. Each man will receive 50,000 kyat
[$33 US].

Training For the Attacks:


In the first week of July 2016, Ar Mi Hu Saung, ( F ) Ro Shi Amet from Ye Twin Kyun village, age 45,
and Mawlawi Zar Faw Ar Laung from U Shay Kya village, Mat Ta Li from U Shay Kya village, Ar Mi Ra
Har Kane from U Shay Kya village gathered at the home of Ar Mi Ra Har Kane to meet with 30 young
Bengali Muslims who I had preached to and convinced to join with the militants. These 4 militants
met with those 30 guys. At the meeting Mawlawi Zar Faw Ar Laung told them that all Bengali men
and boys must participate in attacks, to make our own Islamic State, and that is why we need to
secretly attack the security forces of the government. And, that is why we have to give 7 days of
training. That is what Mawlawi Zar Faw Ar Laung said at the meeting. Nu Har Shein, ( F ) Ka La Uttu,
from Ye Twin Kyun village, age 48, 5’5”, thin body, dark skin, round face, owned 2 acres of rice fields,
in the west part of Ye Twin Kyun village where they gave training for 7 days, from 8-11 AM, and 2-5
PM. Twice a day they gave training like that. The trainers are Ar Mi Hu Saung, Zar Faw Ar Laung, and

Mat Ta Li. These 3 trainers taught how to fight better with techniques of using sticks, knives, and
swords more effectively.

Ba Bu Ra brought many of these weapons with him when he came back from Bangladesh.
Altogether about 50 young Bengalis attended that training, about 20 from Ye Twin Kyun village and
30 from U Shay Kya village. Each month there would be another training course, with about 50
young Muslims attending each time. Each attendee received support money - 50,000 Burmese kyat
[$33.30 US] - from Ba Bu Ra for participating.

Informants Start to Unveil the Plot:


About 10 days before the attack on the #1 Kyi Kan Byin Border Guard Police Base, Mawlawi Zar
Faw Ar Laung, Ar Mi Hu Saung, Mat Ta Li, and Ar Mi Ra Har Kane were called by #5 Border Guard
Police Base at Nga Khu Ya, however I don’t know the reason they were called. [They were
questioned about intel from informers that fingered them, but they bribed their way out, and then
simplified the attack plan and moved the attack date much closer] When the 4 leaders returned to
the village Mawlawi Zar Faw Ar Laung told me that he would like to meet the other 30-35 young
Bengalis whom I had persuaded to join the militants. I called for all of those those guys to gather and
Zar Faw Ar Laung met them. He told them that in the late night hours of Dec 8, 2016, we will attack
the Nga Khu Ya Border Guard Police Base. At that time there were about 35 young Bengalis
attending the meeting. On the evening of October 8, 2016, they all gathered in the mosque of Ye
Twin Kyun village. People from Ye Twin Kyun village and U Shay Kya village gathered together in the
mosque. There were about 100 young Bengalis that gathered at the mosque, with weapons in their
hands - iron rods, knives, and swords - and waited. Then, about 150 Bengalis from Kyat Yo Byin
village and Zin Bine Nya village gathered at the home of Mawlawi Zar Faw Ar Laung who told them,
“All of you Bengalis will go to attack #1 Kyi Kan Byin Border Guard Police Base.” Then the Bengalis
left his house, to carry out their mission. At that time I didn’t go with them, I stayed in the mosque.

Fighters From Bangladesh Joined the Attacks:


Then, Mawlawi Zar Faw Ar Laung, Ar Mi Ra Har Kane, Mat Ta Li, and Ba Bu Ra, led the attacks on
the police bases, but I don’t know exactly which of those 4 leaders led the attacks on which bases.
They also had contact with 15 Bengalis who came from Kutupalong refugee camp in Bangladesh.
They snuck across the border in order to participate in the planned attacks. 5 of them wore RSO
(Rohingya Solidarity Organization) uniforms - I saw it with my own eyes - I’m an eyewitness. And,
they yelled, “Allahu Akbar!” and other Arabic phrases. They had crossed the river from U Shay Kya
village to Fo Ka Li village, and from there they continued through Sapal Pin Yin village and Kyauk
Pyin Seik village and from there to War Beik village, and then they attacked #1 Kyi Kan Byin
Border Guard Police Base. They used 12 handmade guns, which were made and kept at Mawlawi
Zar Faw Ar Laung’s house. They hid those weapons in a hole in the ground - I heard about that. The
Bengali militants from Bangladesh who joined us also brought weapons with them. The total number
of attackers was about 90-100 Bengalis, and altogether they had about 20-30 guns. After the attack
at Kyi Kan Byin they stole more weapons and went to Kyi Kan Byin forest. About the attack on #5
Border Guard Police Base at Nga Khu Ya, I don’t know if we got weapons from there or not.
Probably you can find stolen weapons, from those overrun police posts, in the home of Mawlawi Zar
Faw Ar Laung.

Mawlawi Zar Faw Ar Laung - Spy:
Our leader, Mawlawi Zar Faw Ar Laung, goes to Maungdaw town once a week, to monitor the
government departments and situations. Very often he would meet with Mar Me E Su, who lived in
block 5 in Maungdaw. His age is 45, fat body, dark skin, 5’7”, and he is a driver. Mawlawi Zar Faw Ar
Laung used to meet him often and discuss information gained from monitoring government offices in
preparation of our attacks.

I can say that we persuaded many young Bengalis to join the militants, and to participate in the
militant training, and to attack the government security forces.
