Situation and solutions Smart transportation development in Vietnam

Deploying the application of intelligent transport system (ITS) is the optimal
choice to modernize the field of delivery Current and future information of many countries

ITS is the product of contemporary society, it helps to maximize the performance
of transportation system (transport), security ensure traffic safety, save time to improve
social efficiency. With the application of high technology, ITS have contributed
significantly to the creation a sustainable transportation system: security, smooth and
protective lips school. The ITS system is essentially integration of telecommunications
technology, electronics and information technology with traffic engineering for planning
planning, design, exploitation and protection maintenance and management of delivery

highways, expressways, intercity roads, and urban traffic. Specifically, in the North, ITS
to be applied on ring road no.3 (Mai Dich - Thanh Tri), Lang - Hoa Lac, Phap Van - Cau
Gie (Hanoi); new route no.3; Gie Bridge - Ninh Binh; national Highway 1 (Hanoi - Bac
Ninh) and the country Highway 18 (Noi Bai - Bac Ninh) ... In the south, the ITS system
has been Application on highways in Ho Chi Minh - Long Thanh – Giau Day; expected

is planning giving priority to ITS system development in mechanical utility services

Hanoi has invested in the project of improving and upgrading traffic control centers
and peripheral devices phase 1. Hanoi Department of Transportation is focusing on
implementing the electronic ticket project which funded by JICA, implemented in the
period 2017-2019; piloting deployment of electronic ticket system on BRT route from
October 10, 2018; piloting the installation of a surveillance camera system and handling
any violations at Giap Bat bus station (to date, 341 vehicle owners have been notified of
violations, of which 125 cases have come to pay fines. Hanoi Department of Transport has
rectified and reminded 187 violations), organizing the evaluation of results and research,
proposing expansion on other bus stations; piloting surveillance cameras to support the
management at the car parking points by using IPARKING technology; surveillance
camera at Dai Co Viet - Hoa Lu - Ta Quang Buu intersection to analyze traffic situation,
control traffi according to traffic density ... In addition, the Hanoi Department of Transport
implemented the search and payment application for parking cars via IPARKING mobile
phone (licensed 115 car parking points with IPARKING technology in 12 districts);
GovOne software has been deployed to serve the management, maintenance of road
transport infrastructure system in Hanoi, continuing to propose to expand the scope of
application for traffic inspection forces.
 Overall, the implementation of modern technology in management and conditioning
traffic in Vietnam, including the ITS system has made a big step. However, the
implementation of ITS application in major cities in the past just indicative individual pilot
substances, lacking in character alignment and overall orientation for the whole system.
Reason of the policy issue above condition is due to:

Firstly, there are currently too many researches on the application of ITS in Vietnam
but the research lack of alignment, coordination. Accordingly, there has been and is many
research missions on ITS is not only issued by agencies, units under the transport industry
proceed. Much research remains duplicate content, leading to overlap and waste in research.
Technology for ITS system is aiming to improve efficiency extraction and infrastructure
system development of current traffic in the city area, contributing to the settlement traffic
congestion.

Second, the infrastructure restores ITS application deployment case missing sync:
currently, with the development of delivery systems public transportation like Metro, BRT
rapid bus ... therefor the use of smart card is needed. In the developed countries, usually
one of smart card you can use for all means public transport and shared for many cities.
However, this is not certain in Vietnamese conditions, when available too many authorized
clues approved technology standards card.

Third, the construction and board issuing technical regulations and national
standards of ITS system architecture for monitoring and manage traffic safety has
encountered many difficulties.

Fourth, human resources with higher degree, knowledge in management and operate
the current ITS system is still limited and not guaranteed for the sustainable development
of ITS system in the future.

Solutions to promote application of ITS use

Before traffic pressure increasing, especially at the big cities like Hanoi and in Ho
Chi Minh City, the application of ITS into management, administration, exploitation
transportation infrastructure is an urgent need and must be quickly deployed to ensure
safety, prevent congestion traffic. To solve problems above, some solutions are the
proposal includes:

Firstly, it needs to be completed legal basis documents for implementation ITS

system application above all highways are aimed at highways minimize traffic accidents.

Secondly, invest in upgrading facilities infrastructure for application ITS as applied

research system speed limit system changes (manual use electronic signs to change speed
the limit depends on the actual conditions off the road, the weather or the traffic incidents);
Application of functions remote handling, warning on all roads highway, lane closure,
warnings, lane changing instructions, speed down; system application technology for work
sanctioning violations with images ...

Thirdly, strengthen the propaganda communication to improve the understanding of

participants in the assignment information, especially knowledge about how to exploit and
use the information from the ITS system on the highway route.

Fourthly, develop a management team to adapt to be able to ensure ITS systems

work sustainably and effectively.

In an era of development of science and technology, everything is modernized and

automatic, one of the important part is traffic. However, to modernize domains area of
transportation by ITS is necessary, a total solution aimed towards a traffic background
quality and safety, response to socio-economic development requirements of the country.
As a result, ITS systems are increasingly being put into practice with the hope of ensuring
order and traffic safety. System development investment transport infrastructure system is
one of the top priorities Vietnam is implementing. In that process, the application and ITS
system development should be in special attention and urgency proceed to build a system
traffic system of the country that is suitable with sustainable development.
