Cebu City Disaster Risk Reduction Management Office (CCDRRMO) chief

Nagiel Bañacia said that preparedness should start at home. In an interview with

SunStar Cebu, he encouraged everyone to observe proper waste disposal and

clean up canals to avoid flooding. CCDRRMO and the City’s Department of Public

Services are working closely on the collection of trash and clearing of debris in

canals. The City Government, through the Menos Baha Task Force is maintaining

and declogging the city’s drainage system. The task force is assigned to minimize

floods in the city by declogging canals and desilt drainage systems especially in

flood-prone areas. Aside from the task force, the City Government will create

around 40 garbage or silt traps to prevent trash from clogging up the drainage lines

(Bayona, 2018).

For the government, rebuilding new drainage system is the common

solution. Constructing and rerouting of canals are everywhere. Widening of the

size and the connections of major drainage system are still ongoing. Due to it,

establishing new system would definitely take too much time and money. In small

area like barangays, they perform the conventional ways in cleaning their canals.

They used ropes to remove the clogged-garbage inside the canals and bring it up

on the surface. Other people went inside the manholes to remove manually the

waste in the canals. This way of cleaning the canals are too dangerous to the

people. It might be suffocating whoever person goes inside it or even get a disease

from polluted water in canals. Almost all of Filipinos work without using proper

clothes and protective gears and they are vulnerable to hazardous situation.

Conventional way of cleaning the canals is not safe and less effective. The

development of new equipment or machine like garbage filter that would clean and

remove clogging of the drainage-canal may be the best solution for the problem.

Instead of spending lots money on building drainage system, developing new

technology may be more safe and affordable, and it will last longer (Bayona, 2018).

It was certainly not the first time Metro Cebu went underwater. Some parts

of it are prone to floods when heavy rain occurs, floods occur because of clogged

canals and drainage lines. To solve this problem, the researchers came up with an

idea to prevent clogging in drainage lines by making sure that canals won’t be

clogged and garbage can be filtered before it can reach the drainage lines which

eventually cause floods in Metro Cebu (Ballescas, 2016).

1.2 Statement of the Problem

The researchers aim to determine the effectiveness of the device in collecting

and removing garbage in canals.

These study aims to answer the following questions.

1. How often in a week does the garbage in filter reach its maximum capacity?

2. How much garbage can the filter collect?

3. What factors can affect the sustainability and effectiveness of the filter?

1.3 Objectives

This study aims to determine how frequently in a week the garbage filter reach

its maximum capacity, how much garbage can the filter collect and what factors

can affect the sustainability and effectiveness of the filter.

1.4 Significance of the Study

The purpose of conducting this study is to know the effectiveness of

garbage filter as an alternative design in collecting garbage in canals. The

design of the filter is cost-efficient, not complicated to make and easy to handle

when it comes to collecting the garbage in the filter. Making the garbage filter

help a particular place to easily unclogged the garbage stuck in canals. It would

also help the following:

This research acts as a reference in providing information about the

alternative design garbage filter for the researcher who would like to

continue or improvised this study.

To the Civil Engineers

This research provides civil engineers an alternative design of

garbage filter to be used in canals.

To the SHS STEM Students

This research serves as basis or study to be improved or revised for

the aspiring STEM students who wish to take the Civil Engineering course.

To the Civil Engineer Teachers

This research provides Civil Engineer Teachers an alternative design

of garbage filter to be taught in class.

1.5 Scope and Limitations

The study is mainly concerned in creating a design of filtration system that

would serve as an alternative method for drainage garbage disposal. This also

concerns in identifying the factors that may cause the clogging of drainage system

and would affect the sustainability of the filter, knowing the effectivity of the

proposed design, determining how much garbage, to be measured in kg, may be

contained in the filter and determining the frequency of how the extraction of the

garbage fills the filter on twice a week basis.

Furthermore, this study is not under the scope in providing a design for

drainage system. This also does not focus on excavation on drains, dikes, levees

and pumping. The filter shall only be placed and tested at canals with the length

and width of 20 inch and 10.5 inch respectively. The canal should also have flowing

water and should be located at 194 Tres de Abril St. Labangon Cebu City where

the study is conducted.

1.6 Definition of Terms

This chapter states the terms define operationally in the study. The terms are

the following:

Clogged Canals

It is where there was failure of water flow due to the blockage caused by

garbage stuck in the drainage.

Conventional ways

It is a method that are commonly used in removing garbage in canals.

Filter

It is a device with small openings used to block the trashes and let the water

flow through.

Polluted Water

It is a water contaminated by wastes and caused by human activities.

Rerouting

It is generating a new pathway for the canals.

Manholes

It is large hole with a cover through which a person can enter to gain access

to the sewer.

Alternative Method

It is a different method in minimizing the garbage stuck in canals.

Alternative Design

It is making a new structure that is cheap and effective

Drainage system

It is a passage where the water passes through from one place to another

and eventually reaches the ocean.
