Through climate change and world progress there’s a movement to create the need for
the essential living environments. The key factors to create these goals are:

The time to act is now. Life-threatening global environmental problems and limitations
on resource consumption demand a restructuring of cities and transportation systems
worldwide for long-term energy efficiency and conservation. Concerned citizens in every
community, city, town and village must get involved in formulating and implementing
new land use and transportation policies and practices, preserving agricultural lands and
open space, and reclaiming natural habitat. This can be all achieved by empowering the
people and creating jobs that create pride, dignity and economic stability for all
generations.

Mission

To develop and implement a self-sustaining city/town that address eco management


within a healthy and friendly environment.

We have done pioneering work in several of these initiatives such as Urban Water
Resources Management, Pollution Control, Rain Water Conservation, and Integrated
(Solid) Waste Management, Eco-Tourism, Urban Planning/Eco-cities, towns and villages
with Integrated & Sustainable Energy Management. Conversation programs include zero
carbons, renewable energy through solar, wind, bio mass, and hydrogen, with the use of
efficient materials to create bio climate comfort.

All residential and commercial buildings including schools and hospitals are built with
eco-friendly materials, and create their own sustainable renewable energy solutions.

Our mission is to develop these cities or townships as one of its kind to aid the process
of bettering lives for many generations to come.

Overview
If sustainable is the new way of living; this concept, layout, and design is the building
blocks to how new cities, towns and villages should be designed. The city applies its
infrastructures to any existing city and can be any area or size.

The design calls for minimized land use with plenty of green areas. The infrastructure
can accommodate rural areas and environments that have terrain. The plan allows for
airport facilities and distribution centers for large vehicles to reduce their time and
congestion in the inner city.

The Design encompasses sectors providing urban quarters that deal with life
advancements in Technology, Medical, Education, and of course Recreation with a
balance of mixed uses for support.

In each sector we create a living and working environment with easy accessibility by
pedestrian walk ways, cycling routes and transportation to reach all the sectors.

Architecture is the collective reflection of the spirit, the culture, the heritage, the
technological prowess and complex motives of individuals and societies. Eco- City/town
will endeavor to build an architecturally and aesthetically pleasing city that will “inspire
and motivate”, not just the present, but all future generations of thinkers and
entrepreneurs of the world. The city center can have a centralized office tower that will
have governmental offices, banking, a 5 star hotel, and an upscale retail mall. This
central point acts as governing point for the city.

The most important characteristics can be summarized in following description:

A Green City/town is composed of compact, pedestrian-oriented, mixed-use


quarters or neighborhoods, which are integrated into a polycentric urban system
in public-transport-oriented locations. In combination with attractively designed
public spaces, integrating green areas and objects of cultural heritage to create
varied surroundings. An Eco City/town should be an attractive place to live and
work. Such sustainable and livable structures contribute to the health, safety and
well-being of the inhabitants and their identification within an Eco City/Town.

Vision
The Eco City vision is illustrated by comprising features of a sustainable municipality
from all the relevant sectors of urban development in a geographical location. In
addition to aspects related to the design of the urban structure and the transport
system, there are also features relating to energy and materials, a community’s way of
life and the urban economy.
The city center is a focal attraction point that is easy accessible with short distances
from all locations.

In today’s cities suburban developments have distanced themselves from the central
point (downtown). The suburbanization produced diffused and functionally segregated
settlement structures - sprawl - in belts around cities and towns, while the population of
the compact historic parts decreased. This still continuing trend tends to cause growth
in traffic volumes as well as increased pressures on the environment.

In order to avoid this continuous situation ECO CITY has more structure and conforms to
the central focal point, reducing congestion and making a stress free environment.

Next Generation
“Knowledge Economy” epitomizes the unleashing of innovative human thought and
creativity in areas such as software development, next-generation drug discovery,
energy research, and research in bio-technology, research in nano-sciences and in areas
of intellectual pursuit that might seem inconceivable in today’s cities. For instance, just
in the last 10 years, “Silicon Valley” which is the greatest example of such an effort has
created thousands of jobs and companies that have a combined market capitalization of
more than $ 1 trillion.

Goals
To create an environment and an eco-system that fosters intellectual creativity within
the Eco City /Town. This will create job opportunities leading to economic prosperity in
the region. We believe that jobs in the “knowledge” economy will not only have the
greatest impact on human life but also be the economic drivers of the 21st century.

To build a city that is “sustainable”. A sustainable city is one that uses the least amount
of natural resources. It will be a city that will provide an ideal backdrop for cultural
diversity and exchange. Creating an intelligent environment for every individual to
achieve their fullest potential and invite architecture and design that would spark an
intense imagination.

To provide physical infrastructure that is world-class. This includes providing


uninterrupted supply of power, clean drinking water, a modern transportation system
(roads, metro, airport etc.) and a modern communication network (Internet, cable and

The Program
Sustainability
A sustainable city is one that uses the least amount of natural resources such as water,
energy, air, soil etc., this embraces cultural diversity and exchange, and an environment
for every individual to achieve their fullest potential. It also encourages architecture and
design that sparks the imagination and moves the spirit, and finally one that leaves
behind an inhabitable and vibrant city for all future generations.

Our goal is to make Eco City/towns energy efficient and environmentally friendly with
green buildings, water recycling programs, with an emphasis on waste management.
One of the solutions is to implement electric cars and solar to reduce the carbon
footprint and to encourage the use of other renewable power sources such as wind and
hydrogen fuel cells.

Currently cities around the world consume 75% of the world’s energy and cause 75% of
the world’s pollution. It is essential that we make Eco City/towns resource efficient,
focusing on recycling materials, reducing waste, conserving exhaustible energies and
tapping into renewable sources. This will embrace circular metabolism where
consumption is reduced by implementing efficiencies and re-use of resources is
maximized.
Cities also have the greatest impact on the emissions of greenhouse gases. Whether it is
the use of renewable sources of energy (such as solar, wind) or the use of biodegradable
materials, our attempt is to have the least impact on the environment.

Objectives for Sustainability


Considering the long lifespan of buildings, settlement patterns for the future of an Eco
City/Town needs to be sustainable in the original sense, to ensure a basis of living for
future generations. Thus urban development has to meet the main requirements for
sustainability, that the rate of resource use is not greater than the rate of their
regeneration, and that the rate of emission is not greater than the rate at which the
pollutants can be absorbed. This can be expressed in the objectives of minimising use of
land, energy and materials, and the impairment of the natural environment.

Settlement patterns for the future need also to be livable and to be attractive for the
present generation.

In developing these sustainable environments of using less resources and conserving
energy, it creates a psychology pattern in the way to live which then leads to trends.
Changing the collective consciousness in how we live and sustain our environments
through education is a major part of this concept.

Employment Generation
Employment growth is the primary economic development goal of almost all
communities. Job creation generally means more residents, more spending at local
businesses, and more tax revenues. Growing job opportunities leads to the expansion
and improvement of public goods and services, enhancing the overall quality of life and
enriching the prospects for future employment growth. In addition, a vibrant job market
provides an incentive for local students to continue their education as the rewards for
such are evident in better local employment opportunities. The demands for an
expanding job market will encourage local workers to upgrade their skills in order to
qualify for higher wage jobs which will then be available to them. Sustained job growth
will stimulate improvements in the education and skills of the local labor force, making
the community a more attractive location for businesses in the future. ECO CITY’s goal is

Creativity and Innovation are key ingredients for growth. The process will be
incorporated within the environment of the city such that creativity and innovation are
promoted, acknowledged and rewarded.

We are aware of the importance to live, work and play in the same environments,
uplifting spirits and creating harmony of working and enjoying life. This friendly
atmosphere reduced stress and makes the inhabitants relax, encouraging a cross-
pollination of ideas to increase “happiness” of individuals that live in them. We will
endeavor to create and nurture such environments in the recreational sector of the city.
Art and Culture are ingredients which inspire human living and the city will promote

To attract good talent and retain it, the city will offer the best possible lifestyle to all the

Encouragement of Community Living


Various studies indicate that community living leads to happier and more
effective individuals. Eco- City acknowledges this need and will promote greater
community interaction through its design and planned activities.
Each community having its own sector invigorates growth within its own industry.
This is a key design of the city.

Governance
The design of the Eco- City allows each sector to govern and charter with its own
general bylaws which will endeavor to promote social justice and equity amongst all its
citizens, without any discrimination. There will be a central body that governs and
manages the entire city for the well being and pride of all.

Getting Started

Why implement an ECO CITY?

To ensure a viable future, the City must take a leadership role and address the impacts
placed on the environment by urbanization and a growing populace. These impacts
include air and water pollution, wasted resources, dependency on fossil fuels.
The majority of the funding for the city will come from resources other than the local
and state government, thus reducing the financial burden of the individuals living in the
city, making it beneficial for them to live and work in a sustainable environment.

How will a country adopt an Eco City/Town?

Any city or country can take a number of significant actions to become an Eco
City/town. Recent examples include:

Royal Eco-Sanctuary Resort –


Action Plan
The Royal Eco-Sanctuary Resort Action Plan is a progressive list of environmental
initiatives for the City/town to take in its quest to become a sustainable and green
community and follows the framework of the United Nations Green Cities
Declaration and Urban Environmental Accords. The initiatives contained in the plan
include developing a green fleet of city vehicles, using only environmentally
friendly cleaning products in city buildings, and buying “green” goods where possible.

Environmental Charter

The Country elects to be an environmental advocate and a leader in environmental


compliance and protection. The City/town shall cultivate superior environmental
standards that will provide for sustainable municipal development.
The City/town recognizes that growth and opportunity cannot be conducted at the
expense of environmental protection and enhancement, and that growth and
environmental stewardship are intimately related.

The City/town believes that the implementation of an environmental ethic need not
interfere with economic development, and that practicing such environmental ethics
can ultimately be expected to enhance economic affairs and provide for responsible,
farsighted development.
The City/town believes that the protection of the urban and natural environments is a
social responsibility and a fundamental obligation of a democratic government, and that
an ecologically impoverished and polluted environment adversely impacts human
health.

The City/town is striving to become a model for environmental excellence and a


prevailing force in environmental protection. To accomplish these goals, the City/town
shall establish policies that will incorporate environmental responsibility into its daily
management of urban and industrial growth, education, energy and water use, air
quality, transportation, waste reduction, economic development, with open space and
natural habitats.

2006 UN Green Cities Declaration & Urban Environmental


Accords
The United Nations Green Cities Declaration is a collaborative platform and a call to
action for cities across the globe to take in recognition that a majority of the world’s
population now reside in cities, and that cities consume 75% of the world’s natural
resources creating environmental challenges. The Urban Environmental Accords contain
21 action items that lay the groundwork for addressing universal urban environmental
issues on energy, waste reduction, urban design, urban nature, transportation,
environmental health, water issues.

Our Process & Structure

In order to achieve an Eco City there has to be harmony and understanding between the
country’s government, its people, and local companies, international developers,
financing bodies, and approved team of third party professionals.

To achieve these goals, the following steps needs to be implemented:

1. The Introduction of conceptual plans, ideas, goals and vision presented here by
Royal Eco-Sanctuary Resort. This presentation to a particular country through
government officials or local developers can be discussed through existing
projects or from new desired locations that meet the Eco City/Town criteria.

2. Upon the interest of a specific country, the governmental agency would have to
address the adoption of a charter to allow the development of an Eco project.
To officially appoint Royal Eco-Sanctuary Resort to provide the expertise,
knowledge and development to implement the Eco project.

3. Royal Eco-Sanctuary Resort will then conduct the due diligence


process.
4. Typically the minimum land required would be a minimum of three square miles
or 2,000 acres near an existing city or close proximity to an airport. This would
ensure at least a working and living population of 30,000+. The land can be
either flat or hilly in its terrain and having access to a river can be very beneficial
for long term sustainability.

5. After a formal meeting with the government agencies and further discussions,
the best site scenarios will be selected.

6. Royal Eco-Sanctuary Resort will do their internal evaluations of a land use plan
to meet the requirements of the particular site addressing a counties culture,
setting and other existing environment conditions. An evaluation of
infrastructure and preliminary cost can also be derived at this point.

7. The location together with conceptual plans land and costs are now ready for
further discussions of the development process

The following are the typical steps that are required to take the project to the next level.

Funding

After determining the size and costs of the project Royal Eco-Sanctuary Resort will
have a pre-assurance of the funding through its private banking arrangements All
verifications can be made before any entities start any further work. In order to obtain
the financing the following has to be achieved: Further due diligence is achieved with
seed capital that is provided by Royal Eco-Sanctuary Resort and its partners and their
resources.

Entitlement process
Royal Eco-Sanctuary Resort and the developers shall together do the required due
diligence to meet the entitlement process with local officials and municipalities.
Together they will make sure that the land and all local and country governing
licensing meets the development criteria and zoning process.

Master Plan

In order to active the master plan a PDP (planed development project) approach has to
be taken. To ensure project design, planning, development, operation and management
to accomplish inception and feasibility and the outline and scheme design.

The majority of this undertaking is headed by our relationship with international


Engineers and Architectural firm Richard Rogers of Rogers Stirk Harbour London. Royal
Eco-Sanctuary Resort shall commission their services as needed and all design and
schemes are controlled and owned by Royal Eco-Sanctuary Resort and its partners.

developers In sixteen countries with the concepts and designs together with the
introduction of many of the leading renewable energy solutions that are available
through their resources.

Phase 1
The development can take place over the five year period from 2013 to 2018 and will
include three major elements:

(a) the development of the infrastructure, including the roads network, utilities and
the proposed Automated People Mover, at a total estimated capital cost of €2
billion;

(b) A Central office Tower together with its other associated commercial
development including the high quality offices at an estimated capital cost of €1
billion.
(c) The full Master Plan proposes a further €1 billion capital spend on infrastructure
of various utility Plants and new renewable solutions and programs as other
commercial developments

Based on the mix of construction types within the proposal, we have incorporated these
assumptions into our economic model which calculates the labor content of the
proposed capital spending based on industry ratios. The construction labor of this
capital program is estimated by the model at 14.000 over the five year period, or on
average 6,000 jobs per annum.

Again applying these assumptions to our model, it is estimated that this will create a
further 40,000 job years of construction employment. Over the 12 year period up to
2025, this would be equivalent to an annual average construction employment of
4,000. Therefore, over the 12year construction period 60,000 job years will be
generated, equivalent to an average 5,000 per annum.
We have taken the total value of the construction contract for Phase 1 and assumed
that 50% of the value of goods and services purchased are purchased from European
firms. This is in line with industry averages.

We have also assumed that the Advanced People Mover is excluded from this
calculation on the basis that it will largely be purchased from specialist suppliers
outside the economy.

Applying this assumption we estimate that Phase 1 of the construction contract will
generate €500 million of purchases from local and other European firms.
Using our model we have estimated the gross impact of the Phase 1 construction
contract in income terms. This consists of three elements:

a) Wages and salaries based on the average wage in the construction industry for
2008 multiplied by the number of job years previously calculated, we have
estimated that the Phase 1 contract will generate €800 million in salaries and
wages.

b) Local purchases of goods and services – previously estimated at €500 million

c) We have applied a conservative multiplier of 1.2 to estimate induced income.

The traditional picture of airports being aviation infrastructures, including the runways,
control towers, hangers, terminals and other facilities which directly serve aircraft,
passengers and cargo in some instances is being replaced by multi-modal, multi-
functional enterprises which generate considerable commercial development within
and beyond their boundaries.
Transforming ‘City Airports’ into ‘Airport Cities.

The original ‘Airport City’, Schiphol AAA is thought to have developed based on a series
of tax incentives, its central location in the Netherlands and the fact that it is a major
hub airport. The AAA is a partnership between a number of public and private sector
organizations whose remit includes the development of office/ industrial space around
Schiphol airport. Each member of the AAA partnership has a specific responsibility
within their overall sustainable growth strategy to enhance its international
competitive position.

The concept of Airport Cities has been gathering momentum over the last number
of years with variations of the ‘model’ being developed by airports in Singapore,
Frankfurt, Stockholm, Hong Kong, Munich, Barcelona, Dubai, North/ South Korea
and Thailand.
There does, however, appear to be a number of ‘Key Success Factors’ that will
enhance an airport city’s attractiveness as a location for businesses, namely:
Adjacent to a hub airport there are examples of Airport Cities being developed
around point-to-point airports i.e. Stockholm Arlanda Airport and Dusseldorf

programming ensure achieving the optimum product responsive to design goals and all

This innovative system for the treatment of Urban Solid Waste (USW)
recycles up to 99% of the retrieved materials, based on the following
procedure:
 Waste at high pressure and temperature is treated in
special machinery.
 The materials are separated in a unique Separator. The trash is
divided into organic fibers, ferrous metals, non-ferrous metals,
plastics and glass.
 The organic fibers are used to generate methane gas and
electricity, in the form of continuous 9.93 megawatts (MWe)
power. The remaining 1% residue is also usable as coal-like
heating fuel.
 The system we offer is installed in the complete scale described
in Figure 1. This is now operating in several facilities located in
Italy, UK and China. It is also implemented in a limited scale in
Dubai.

Industrial HEMP products are environmental, renewable, reusable and
recyclable. There is no other industry, raw material or plant that can match
its capacity for products which have the same carbon negative result. It is
for this reason that ………….. has ongoing organization for education and
manufacture of Industrial Hemp products for renewable industry and
sustainable development. ………….. is currently attempting to begin an
educational industrial Hemp production program around the world

Our goal is produce 20,000 different types of educational Hemp based


products to help create a curricular for a renewable industry.

In one paragraph, for humanity, there is no other crop on this earth which
is as useful. There is no other crop that can produce the same amount of
products with the same negative carbon footprint.

A renewable or sustainable industry is not possible without replacing the


current industrial process with 20,000 Hemp products. Yet policy does not
enforce this and the education system does not teach sustainable
development with industrial hemp. There is NO other renewable raw
material that can eradicate the industrial chemicals out of our world at
the source other than adopting the Hemp industry.

Basic necessities of life like: Food—seeds, oil, flour, medicine—salves, anti-


nausea, toiletries—soap, shampoo, lotion, textiles—clothing, towels,

bedding, canvas, household products—carpet, detergent, paint, toys,
industrial products—paper, building materials including concrete,
insulation, fuel, car parts.

Main Products and Uses


Hemp paper: is the most environmentally friendly processed paper
available in the world. Hemp resources have the ability to produce chlorine
free environmentally friendly whole stem hemp papers. You cannot
produce paper with any less of a negative impact on the earth yet why are
the world papers still using the alternative? Who is policing this?

Feed: Hemp meal provides all the essential protein that livestock require,
yet doesn't require any antibiotics to digest. When cows eat corn they
cannot digest it, needing antibiotics to keep from being sick, which makes
the antibiotics less effective on the humans that consume the beef. Hemp
is also an excellent animal bedding for horses.

Body Care: Because of hemp oils high EFA content, especially GLA, hemp
helps cells to communicate to rebuild cell membranes, which keeps the skin
from getting dry by enabling skin cells to hold onto moisture in their natural
lipid layers.Oil: Hemp oil can be made into non-toxic paints, varnishes,
lubricants, and sealants. The paints last longer, and the sealants are better
absorbed by wood.

Fuel: Hemp biomass can produce electricity from sulfur-free charcoal, as


well as ethanol, yet these industries will be the last to develop due to the
high value of hemp food. Hemp can easily be made into biodiesel fuel as
well.

Cars: European plants are making auto panels from hemp based
composites that are biodegradable, half the weight of, more durable, and
safer than fiberglass counterparts.

Plastics: Hemp hurds and fiber have over 50% cellulose, the building blocks
of plastics. Biodegradable hemp plastics could reduce landfill waste and

display unique strength characteristics. Oil based plastics produce
byproducts of sulfur and carbon monoxide and do not biodegrade.

Paper: Hemp pulp paper doesn't require toxic bleaching chemicals and lasts
hundreds of years longer than paper made from trees. It is stronger, and
can be recycled many more times than tree paper. An acre of hemp can
produce as much pulp as an acre of trees over a 20 year growing cycle!

Homes: Hempcrete homes, a mixture of hemp and lime, are fire, water,
and rodent proof, with excellent elasticity, strength and breathability,
which cuts energy costs. Washington State Univ. found hemp board to be
three times stronger than plywood.

Clothes: Hemp is among the longest, strongest, most elastic, and most
durable fibers in nature. Hemp is stronger, more durable, softer, more UV
protective, warmer, and won't mildew or rot like cotton fiber, which
requires 25% of the world’s crop chemicals.

This is the bulk of the basic necessities of life. Yet there is no educational
program or "carbon negative program" specific to reduce pollution and
create a sustainable industry through hemp. Panacea is the only one
intent on teaching this in such a capacity.

Bio Fuel

The world's oldest and most versatile crop has the potential to replace all
major non-renewable raw materials. It's a vast range of end-uses include
nutrition (the most nutritious single food source known), multi-use fiber for
industry and communities, and forestry derived fuel replacement. With
deforestation running at around 3% per year, hemp offers respite for trees
and superior resources for people. Hemp derived fiber is stronger and more
versatile than any other plant derived fiber, including cotton and wood.

Hemp is also a major resource for construction, creating excellent boards,
insulation and 'bio-Crete,' a sustainable replacement for concrete. The
Carbon Challenge is over. An incentive to change over to Hemp can
produce faster emission reduction results then any carbon tax.

There can be no scientific argument with Hemp as nature's solution to the


Carbon Challenge.

Hemp's rapid growth makes it one of the fastest CO2-to-biomass


conversion tools available, more efficient than agro-forestry per land use.
Hemp grows in diverse soil types and conditions without the need for
chemical inputs and improves soil structure while also protecting and
binding soil. Hemp also adds nutrients to soil by tapping into sub-soil
nutrients other plants cannot access. It also destroys nematodes and other
soil pests, resulting in improved yields of follow on crops. With the
additional benefits of high nutrition and versatile biomass for raw
materials, hemp offers a path to sustainable living in harmony with the
environment and eco-systems we depend on
