Background

The Support Project for Secondary Education and Skills Development for Growth and Employment
(PAEDESCE) is an Education sector project that stems from the restructuring of the Skills Development for
Growth and Employment (PADECE) Project. With a budget of US$ 125,000,000, it has focused its action
on improving the training system in General Secondary Education (GSS) on the one hand, and the
development of skills in Education, Technical and Vocational Training (TVET). Two departments are
behind the project: MINEFOP and MINESEC. The main beneficiaries are MINESEC, MINEFOP,
MINEPIA and MINADER.

Reference elements
The institutional arrangements sought by all stakeholders are based on a pre-existing set of assumptions:
1) PADESCE is an Education sector project to be led by MINESEC and MINEFOP;
2) the organizational structure adopted jointly by the two main departmental departments is as follows:
(i) A Steering Committee (COPIL), co-chaired by MINESEC and MINEFOP;
(ii) A Fund Allocation Committee (CAF), an annex body of the COPIL, co-chaired by the MINEFOP and a
leading figure of the GICAM;
(iii) A Project Management Unit (PMU) based on two operational components:
- Component 1: General Secondary Development. The latter

- Component 2: Skills Development will be facilitated by a Technical Coordinator designated


by MINEFOP.
(iv) A transversal fiduciary component led by a General Coordinator supported by an
Administrative and Financial Manager (RAF), a Contracting Specialist (SPM), a Monitoring
and Evaluation Manager (CSR) assisted by assistants, an accountant and two Specialists in
Quality, Health, Safety and Environment (QHSE) and Social and Environmental Safeguards.

In order to make this device functional, It should be understood that these institutional arrangements will be
governed by the rules or procedures applicable to IDA-funded projects but also to the achievements already
validated during the preparation of the PADECE. We can quote among other things:
(i) The work carried out during the preparation of the PADECE with Consultant Jorgen Billetoff validated
by the World Bank and recorded in the CSA; (ii) The Outcome Framework that identifies activities funded
through IPF support with DLI. These activities will be carried out directly by the recipient structures of the
ministries, with the technical and financial support of the Project;
(iii) Project preparation and validation documents: Aide-mémoires, CSA.
(iv) Agreement to
Guiding elements of institutional arrangements
Based on the above, the National Team is proposing the following:
1) COPIL is a policy and decision-making body whose main role is to ensure: (i) compliance with the
strategic orientations of the Project as defined in the evaluation manual (PAD) and the loan agreement
signed with the lessor; (ii) of the assessment of the work and results prefigured

Co-chaired by the Minister of Secondary Education and the Minister of Employment and
Vocational Training, it is composed of the following statutory members:

5. The MINFI Representative;
6. The MINEFOP Representative;
7. The Representative of MINESEC;
8. The MINESUP Representative;
9. MINEDUB Representative (new);
10. The GICAM Representative;
11. The MINPMEESA Representative;
12. The MINADER Representative;
13. Representative of the Autonomous Depreciation Fund (CAA).

For the performance of its tasks, the COPIL is assisted by a technical secretariat under the
responsibility of the General Coordinator, rapporteur of the work of the sessions.
In order to make decision-making flexible, it should be recognised that:
- The MINESEC will sign acts involving the structures of General, Technical and Vocational
Secondary Education;
- MINEFOP will sign acts involving all Vocational Training structures;
- The signature of the general documents will be settled by an agreement between the two
Ministers (MINEFOP and MINESEC).

Note: Given the sensitivity of the issue, the problem of project representation (signing of general acts) was
left to the discretion of both ministers (MINESEC and MINEFOP).
2) The CAF (Grant Committee) is an Annex Committee of the COPIL whose role is to evaluate projects for
the establishment of training structures of the TVET and selected by the Technical Pool/ Secretariat of the
SDF. In addition, its role is to facilitate dialogue between the Administration and representatives of the
socio-professional world for the development of skills.
Co-chaired by MINEFOP and a private sector lead. It is composed of nine members including:

9. The Representative of Civil Society.
The Head of the Technical Pool is rapporteur of the CA
The President of the CAF is de facto invited to the sessions of the Steering Committee.
The functioning of this committee is governed by a procedure manual annexed to the MAP.
3) The General Project Coordinator: Its role is to ensure the overall coordination of the activities of the
project, an adequate functioning of the trust unit, including the provision of the components, in a timely
manner, the financial means necessary for the implementation of the activities and for the overall
evaluation of the project’s and staff’s performance. Represents the project with all stakeholders (both inside
and outside the project). Its missions will be precisely detailed in the Terms of Reference of the position.

The General Coordinator will be recruited on a competitive basis by call for applications after the advice of
IDA, MINESEC and MINEFOP.
4) Technical Coordinators: Their primary role is to ensure that the activities of the component are
appropriately appropriated by the specialists, and that the activities are planned and implemented in a
consistent manner. The establishment of an appropriate consultation between the project teams, the
technical managers of the departments concerned, the managers of the beneficiary institutions for a good
appropriation of the lessons learned. Their missions will be precisely detailed in the Terms of Reference of
the position.

The Technical Coordinators will be appointed by the competent Minister: the MINESEC for
the Development Component of General Secondary Education; the MINEFOP for the Skills
Development Component and appointed like all other staff by a decision of the Minister of
Secondary Education. Their status and remuneration will be negotiated with IDA.
5) The Head of the CAF/SDF Technical Pool: the role of the Head of the CAF Technical Pool
is described and guided by the above procedure manual.
