STR,EAM ALLOTMENT AND RECENCY PROCEDURES IN TWO STREAM RATING
SYSTEM

1 lntroduction:
1.1 As part of the initiatives to enhance safety and operational efficiency and
considering the ongoing upper airspace harmonization in four metro ATC
Centers, AAI Board in its L76th Board Meeting resolved to implement the first
phase of Two Stream ATC Rating System in four metros' Accordingly, the Two
Stream ATC Rating System was implemented for the Air Traffic Controllers
posted at Chennai, Delhi, Kolkata and Mumbai ATC Centers w. e. f. 16th Oct
2017 . The implementation procedures were governed by ATMC 07 of 2017 '

1.2 The Two Stream ATC Rating System has led to expeditious training process
and availability of rated ATCOs' This system helps to boost the
Proficiency/Skill levels of ATCOs with lesser number of Units to focus, and
allows them to excel in a particular ATC stream. This along with reduced
stress and fatigue levels for the controllers leads to enhanced safety and
efficienry. Appropriate and effective stream management along with recency
guidelines, in line with provisions contained in Indian Aircraft Rules, 1937
ind DGCA CAR Section 9, Series L, Part II, will benefit the stations for effective
utilization of human resources in the post implementation period'
) Purpose:
Purpose of this ATMC is to streamline the post-implementation process of
two stream ATC rating system and provide guidance to ATS-ln-charges and
information to all ATM Personnel.

3 Scope:
This ATMC is applicable to ATM personnel posted at Chennai, Delhi, Mumbai
and Kolkata airports with regard to Two Stream ATC Rating System subiect to
Recency, Competency, ELPA (English Language Proficiency of ATCO)
Requirement and Medical fitness.
Phase-ll implementation at all other ATC Centres will be reviewed by
September-2020 subject to amalgamation of Upper Airspace Harmonisation.
Subsequently, after implementation of phase-ll of Two-stream ATC Rating
System, it will also be applicable at such other ATC centers, wherever it is
implemented.

4 Classification:
4.1 Two Stream ATC Ratings System is classified as:
Terminal Stream [TERS]
and
En-route Stream IENRS]
4.1.1 Terminal Stream (TERS)
a) Aerodrome Control Rating: Comprising of Aerodrome Control, Surface
Movement Control, Clearance Delivery sectors and ASMGCS or a combination
thereof.
bl Approach Control Procedural Rating:
c) Approach Control Surveillance Rating: Comprising of Arrival, Departure,
Sequencing, Final Approach Sectors or a combination thereof.
4.\.2 En-Route Stream (ENRS)
aJ Area Control Procedural Rating: Along with ADS-C/CPDLC, wherever
applicable.
b) Area Control Surveillance Rating.
c) Oceanic Control Ratings: Along with ADS-C/CPDLC, wherever applicable
5. Stream Allotment Procedure:
ATCOs posted at above four metro airports are to be assigned with either
Terminal or En-route Stream. However, for reasons of flexibility to meet the
operational requirement of rated ATCOs and OJTI9 respective ATS-ln-
charges may permit ATCOs for cross-authorization of additional ATC ratings
in another stream, subject to maintaining recency. In order to meet the above
requirements, the following guidelines are outlined for the optimum
utilization of rated manpower.

5.1 ATCOs joining on transfer from other stations:


5.1.1 ATCOs joining on transfer from stations where two-stream rating
system has been implemented:
5.1..1.1 ATCOs shall be allotted the same stream, which was allotted in the previous
station of posting.

5.t.2 ATCOs ioining on transfer from stations where two-stream rating


system has not been implemented:
5.L.2.t ATCOs having held all the ratings (Procedural & Surveillance) at any earlier
station, should be assigned the En-route Stream.
5.1.2.2 ATCOs having held Surveillance Rating ofArea Conrrol only, at any earlier
station, shall be assigned the En-route Stream.
5.L.2.3 ATCOs having held Surveillance Rating of Approach Control only, at any
earlier station, shall be assigned the Terminal Stream.
5.1.2.4 ATCOs not having any surveillance rating but having performed OJT for En-
Route Surveillance Rating or Approach Surveillance Rating at any earlier
station should be assigned En-Route Stream or Terminal Stream
respectively.
5.1.2.5 ATCOs having held all Procedural Ratings or ATCOs holding few or all En-
Route Procedural Ratings at any earlier station should be assigned the En-
route Stream.
5.t.2.6 ATCOs holding only Aerodrome Control rating or Aerodrome Control rating
along with Approach Control Procedural Rating, at any previous station, shall
be assigned the Terminal Stream. However, ATCOs having completed the
ACC Course could be assigned either of the streams.

5.1.2.7 ATCOs having completed the Surveillance Course, but not started OJT in the
respective units could be assigned either of the streams.
5.1.2.8 ATCOs not having held any previous rating shall be governed by provisions
of Para 5.2.
5.r.2.9 In order to ensure availability of adequate and experienced rated manpower
and due to operational requirement, the ATCOs referred in Para 5.1.2.1 and
5.1..2.5 may be assigned the terminal stream sublect to the required
performance exhibited by the controller in the past.
5.1.3 ATCOs already allotted a particular stream in the past at an airport where
two-sfream rating system had been implemented, but were later transferred
to other airports as mentioned in Para 5.1.2, shall be allotted the same stream
on their subsequent transfer to an airport where two-stream rating system
has been implemented.

5.2 ATCOs posted after completion of ab-initio training:


5.2.1 ATCOs who have completed Ab-lnitio training course with ADC/APP
curriculum shall generally be assigned the Terminal Stream. On completion
ofArea Control Course, they may be assigned either of the stream.
ta1 The newly recruited ATCOs who are likely to undergo ab-initio training in
ADC/APP /ACC together curriculum, on completion may be assigned either
of the streams.

s.3 Cross-Authorization of Inter-Stream Rating:


5.3.1 ATS-ln-charges may assign an ATCO to have any ratings ofthe other stream
in accordance with the following conditions:
5.3.1.1 The cross-authorization shall be restricted to minimum based on
operational requirement, until the time adequate manpower is available.
ATS-ln-charge shall record justification of all such cases and shall review
each case after one year. Half-yearly return ofall such cases shall be sent to
GM(ATM-SQMSI, CHQ by 10tr of July and 10u of January each year in the
prescribed proforma as given in Annexure herewith.
5.3.1.2 Surveillance rated controllers of one stream may be authorized for cross-
authorization for surveillance units in other stream. However, this clause will
not be applicable in case of stream based Surveillance Control Course.

s.4. Recency Requirement:


5.4.1 An ATCO is considered to be recent in respect of his/her ratings, ifhe/she
has worked for a period of minimum ten hours in a period of three days, or
as mandated by DGCA from time to time in respect of the particular rating
during preceding six months.
5.4.2 At stations where Procedural Approach Control Rating is combined with
Surveillance Approach Control Rating, maintenance of recenry in
Surveillance unit is deemed to have fulfilled the requirement of recenry in
corresponding Procedural Approach Control unit also
5.5 A unit may contain one or more than one sectors. Wherever any unit has
multiple sectors, ATS-ln-charge shall decide the mandatory number of
hoursofduty to be performed in different sectors to maintain recency ofthat
unit, in accordance with Para 5.4 above, considering the complexity and
traffic load of these sectors. The same shall be mandated through an SSI
and/or may be included in MATS-ll of the station.
s.6 An ATCO can be deployed in ARO, Alpha position or any other operation
support positions etc. irrespective of the assigned stream.

5.7 Change of Stream: Change of Stream will generally not be permitted other
than the conditions mentioned in this ATMC. However, due to operational
requiremen! ED(ATM) may permit the change of stream of an ATCO, on
receipt of proper justification along with recommendation from ATS-ln-
charge.
